II. Background

During the pandemic, more people, through desktops, laptops, and phones, had turned to
the internet to obtain information, and the government has used it to disseminate
information and show transparency and accountability. The KC website has long been
outdated, exposing it to security threats, and does not properly scale when accessed
through mobile devices.

III.Recommendation/s

The overall objective of updating the KC website is to increase its reach and further
improve transparency and accountability by providing the people with easier access to
information right at their fingertips.

KC prefers a service provider that is well-versed in Wordpress or in Joomla. The basic

difference between WordPress and Joomla is that Joomla started out as a CMS meant to
serve portal-like websites, while WordPress was originally a blog-focused platform. These
days, however, both WordPress and Joomla are perfectly capable of running any type of
website. It is noteworthy that online reviews show that more people still prefer to use
Wordpress in building their website because it has a better search engine optimization
(SEO), customization possibilities, and content management. With this, KC may consider
leaning towards using Wordpress for updating their website.

Lastly, the budgetary requirement of Php 200,000.00 has been vetted by FMS. Also, upon
checking the KC NCDDP FY 2021 Advocacy Plan, it is reflected under the NPMO’s expenses.
