EXECUTIVE ORDER NO 0 , S. of 2021
AN EXECUTIVE ORDER ON THE TYPE, MANNER AND PROCESS OF THE
RELEASE AND DISTRIBUTION OF FINANCIAL ASSISTANCE TO QUALIFIED
BENEFICIARIES IN THE CITY OF SAN JOSE DEL MONTE, BULACAN WHO
WERE AFFECTED BY THE IMPLEMENTATION OF THE ENCHANCED
COMMUNITY QUARANTINE
WHEREAS, on March 29, 2021, President Rodrigo R. Duterte approved the
grant of P22.9 Billion amount of emergency subsidy or “ayuda” to those who are
affected by the implementation of the Enhanced Community Quarantine (ECQ) in
the National Capital Region and the provinces of Bulacan, Rizal, Laguna and
Cavite ("NCR Plus area”);
WHEREAS, pursuant to such grant, the Department of Budget and
Management (DBM) issued Local Budget Circular No. 136 (LBC No. 136) on
March 30, 2012 otherwise known as the “Guidelines on the Release and Utilization
of the Financial Assistance to Cities and Municipalities in the NCR Plus area that
are placed under the “Enhanced Community Quarantine”;
WHEREAS, the Department of the Interior and Local Government (DILG),
the Department of Social Welfare and Development (DSWD), and the Department
of National Defense (DND), issued Joint Memorandum Circular No. 1, Series of
2021 ("JMC-01, s. 2021"), providing for the mechanism to implement the
distribution of the said financial assistance under LBC No. 136 by concerned
departments and Local Government Units;
WHEREAS, in paragraph V.1 of the JMC-01, s. 2021, LGUs were tasked to
determine the most efficient and effective way of release of the NCR PLUS ECQ
ASSISTANCE ("NCR+ECQA’) whether in cash or in kind to their constituents,
providing for the type, manner, and process of distribution through an Executive
Order or issuance by the Local Chief Executive prior to the distribution, including
the creation and composition of a Grievance and Appeals Committee;
WHEREFORE, |, ARTURO B. ROBES, City Mayor of the City of San Jose
del Monte, Bulacan, by virtue of the authority granted to me by the Laws and the
Philippine Constitution, hereby ordained as follows:
|. TARGET BENEFICIARIES; VALIDATION OF LIST OF BENEFICIARIES
BASED ON SAP; GIVING OF ASSISTANCE BASED IN AN ORDER OF
PRIORITY. ~ The priority target beneficiaries are low-income individuals and
those working in informal economies in the City of San Jose de! Monte,
Bulacan, who are affected by the implementation of the Enhanced Community
Quarantine in the following order of priority:1. Beneficiaries of the Social Amelioration Program (“SAP”) under the
Bayanihan Act 1 and additional beneficiaries of emergency subsidy
under Section 4,f(3) of Bayanihan Act 2;
2. SAP waitlisted beneficiaries;
3. Those belonging to vulnerable groups, such as low-income individuals
living alone, Persons with Disabilities (PWD), solo parents, etc.
4. Such as other individuals affected by the ECQ as may be determined by
the LGU provided that funds are stil available. The delivery of
assistance to the beneficiaries shall be conducted through on the payroll
of the eligible beneficiaries to be provided.
The City Social Welfare & Development Office (“CSWDO"), in coordination with
the concerned Barangay officials, is hereby directed to validate the list of
beneficiaries of the SAP as may be provided by the DSWD, which shall be used
as reference in identifying the individuals who shall be granted the emergency
subsidy in the City.
‘The CSWDO is likewise directed to identify, in coordination with the concerned
Barangay officials, the individuals, other than those mentioned in pars. 1 to 3
above who may have been affected by the ECQ for purposes of assistance if
funds are still available.
|. TYPE OF ASSISTANCE. - Affected individuals in the City shall receive in
CASH in the amount of One Thousand Pesos (P1,000.00) each, with the
maximum amount of Four Thousand Pesos (P4,000.00) per family.
. PERIOD OF DISTRIBUTION; DATE, PLACE & TIME OF DISTRIBUTION;
VENUE. ~ The emergency subsidy distribution shall be from April 6, 2021 to
April 20, 2021, between nine o'clock in the morning and four o'clock in the
afternoon (9:00AM — 4:00PM). Venue shall be within the vicinity of the
barangay as may be determined by the barangays. The City Treasurer's Office
is hereby designated as the office primarily responsible for the distribution of
the cash assistance. The City Social Welfare and Development Office,
Community Affairs Office, Public Order and Safety Office and the Philippine
National Police of the City of San Jose Del Monte are hereby ordered to extend
the necessary cooperation and assistance to the City Treasurer's Office in
regard to the distribution of the cash assistance.
LIST OF APPROVED BENEFICIARIES; PRINTING; SIGNING BY DSWD,
THE CSWDO AND BARANGAY REPRESENTATIVES; POSTING. — The
validated and approved list of beneficiaries of the SAP shall be printed, signed
and posted in the City’s official website (csjdm.gov.ph), social media account
(PIO Facebook Page), and at conspicuous place in the concerned barangay.
Individual information to be posted shall limited only to the following
information: (a) given, middle name, last names of beneficiary; and (b)
barangay and district;
BENEFICIARY’S IDENTIFICATION CARDS. - In claiming the assistance,
each beneficiary shall present an original, valid, government-issued
identification card, with a signed photocopy of the same to be submitted. In the
absence of such proof of identification, the emergency subsidy may be given
only upon direction and approval of the NCR+ ECQA Grievance Committee —
Barangay Level, after confirmation of their identity;VI. GRIEVANCE MECHANISM AND MONITORING; CSJDM GRIEVANCE &
APPEALS COMMITTEE CREATION AND COMPOSITION; HOTLINE;
EMAIL. — In accordance with par. VI of JMC-01, s. 2021, the CSJDM
GRIEVANCE & APPEALS COMMITTEE ("CSJDM-GAC’) is hereby created, to
address complaints and grievances coming from constituents. Further, such
GAC shall be the implementer of the provisions of this Executive Order, with
the following composition:
a. City Administrator;
b. Chief of Staff — Office of the City Mayor;
¢. City Social Welfare & Development Officer;
d. City Legal Officer; and
e. City Disaster Risk Reduction and Management Officer.
The phone numbers 0905-225-8600, 0932-6000-119 and 0965-206-7200 shall
be the designated HOTLINES to receive complaints and grievances coming
from constituents, which shall be managed by the CSWDO and CDRRMO. The
email addres: csidm@gmail.com shall be the designated e-mails to
receive complaints and grievances coming from constituents, which shall be
managed by the Office of the Mayor — Management Information System (“OM-
MIs");
Vil._THE ECQA GRIEVANCE COMMITTEE IN THE BARANGAY LEVEL;
CREATION, COMPOSITION; DUTIES and FUNCTIONS. — Pursuant to the
JMC No. 01, S. 2021, the ECQA GRIEVANCE COMMITTEE IN THE
BARANGAY LEVEL ("ECQAGC-BL") for each barangay is hereby created. For
such populous barangays of Muzon, Kaypian, Graceville, Gaya-gaya, Minuyan
Proper and Sto. Cristo, additional four (4) committees for each are hereby
created. The ECQAGC-BL members, to be appointed by the Office of the
Mayor, shall be as follows:
a. Barangay Kagawad in charge of barangay social services;
b. A designated employee of the City, recommended by the Office of the
City Administrator; and
c. Designated Barangay Health Worker as recommended by the City
Health Office.
The ECQAGC-BL shall perform the following functions:
i, To directly act and address complaints and grievances coming from
constituents during the actual NCR+ECQA distribution, Only such
matters that the ECQAGC-BL cannot resolved shall be elevated to the
CSJDM-GAC through the designated hotlines and the designated e-mail
address;
. To guide constituents and to provide information about the NCR+ECQA
distribution type, manner and process;
To implement the provisions of this Executive Order within their
respective areas of jurisdiction;
Vill, DISTRIBUTION IMPLEMENTATION TEAMS. Distribution Implementation
‘Teams ("DIT") shall be created in such numbers as may be determined by City
Mayor. The DIT shall be composed of the following:
a. A representative from the City Treasurer's Office, to take charge of the
release of the monies;
b. A representative from the CSWDO;
c. Arepresentative from the Barangay concerned;
d. A representative from the Community Affairs Office “CAO");IX. THE JOINT MONITORING AND INSPECTION COMMITTEE (“JMIC”). — As
created under the JMC No. 01, S. 2021, the CSJDM Joint Monitoring and
Inspection Team is composed of the following:
a. DILG City/Municipal Local Government Operations Officer as
Chairperson;
.. Representative from DSWD Field Office;
. Chief of Police;
|. Representative from the City Prosecutors Office;
Representative from a duly-accredited Civil Society Organization, to be
appointed hereafter;

X. SECURITY MEASURES. - The CSJDM Police Force with the assistance of
the POSO and CDRMMO, are hereby tasked to provide security assistance to
the LGU personnel in-charge of the distribution of the financial assistance. It
shall provide security, sustain peace, and help maintain public order most
especially in the actual distribution of the assistance. The police are to
implement the provisions of paragraph VII of the JMC No. 1, S. 2021 on security
measures;
XL. INFORMATION DISSEMINATION; COLLATION OF PICTURES OF
POSTING OF LIST OF BENEFICIARIES IN CONSPICUOUS PLACES;
CERTIFICATION OF ONLINE POSTING OF LIST OF BENEFICIARIES. - The
Public Information Office ("PIO") is hereby tasked to publicly disseminate the
provisions of this Executive Order, and inform the public of the activities of the
Distribution Implementation Teams for the information and benefit of the city
constituency. It is further the task of the PIO to collate pictures or proof of
Posting of the list approved beneficiaries in conspicuous places in the
concerned barangay. As regards the online posting of the list of beneficiaries
in the official websites and social media accounts, the OM-MIS shall assure the
same and shall issue the appropriate certification. It is the PIO’s and the OM-
MIS's task to submit the certifications of posting to the Office of the Mayor
immediately after such posting,
Xi. EFFECTIVITY. This Executive Order shall take effect immediately.
