Answer to the question 1
Reasons why people do not delegate authority and responsibility:
Managers who do not delegate thinks that the tasks are their own and for the good of the
company. Different managers do not delegate authority and responsibility for different reasons,
for example, some managers do not do it because he thinks that his employees cannot do it and
may spoil the task, which may cause wastage of time and loss for the company. On the other
hand, some managers do not do it because their employees may do more better performance
than him which may lower his view as a manager. Let us discuss some of the reasons why people
do not delegate authority and responsibility.
1. No Confidence in his workers:
Managers who keep workers under his responsibility knows each one his employees that
who does work with great potential, responsibility, passion and loyalty. They even know
that sometime the employees because of their low experience or low confidence or any
other reason may not complete some tasks. So the manager don’t want to waste his and
their time on the certain task which may create a problem from the authority and can led
the company into loss. So they do not delegate authority and responsibility.
2. No Interpersonal skills:
The Manager may be good at planning and have a skill of conception. But when the task
is to be done he is not good at maintaining the team or not good at being a leader. So he
cannot make the task easy to his workers, so it doesn’t make him a team player.
3. Meticulous:
The person may be very careful, shows great attention to detail and precise. So because
of his high experience and carefulness he don’t want to take the risks for the tasks and
wants to complete with his perfection.
4. Claim of Credit:
Indecisive boss never bother about delegation of authority and responsibility. They would
rather take 100% credit of it when it is done, but will blame the team showing various
while failing.
5. Control:
Wants to have a total control of everything through his solo success, because they may
think that if someone else performs better than him then he may lose the impression
from the workers and the authority, so he tries to keep everything in control.
6. Fear of misuse of authority:
Leaders also do not delegate authority for their in-built fear that subordinates would
misuse it. Although these fears are sometimes well founded, they are mostly not based
on reliable information, facts, empirical research or data. Interestingly, those, who are
themselves, found misusing their authority, usually voice such fears about misuse of
authority.
Answer to the question 2
Harris’ responsibilities as a Supervisor:
Leo Harris’ responsibilities as a supervisor is in charge of clerical workers who review
changed policies, endorsement and riders, calculate commissions, and maintain records.
 Review of changed policies:
When an organization goes through a scale of changes, the employees
review relevant policies. Policies should line up with the company's mission,
vision, and values. If the company have a change in strategic direction or a
reorganization, it is important to review policies to make sure they align with
the changes.
 Endorsement and riders:
Endorsement, also known as a rider that adds, deletes, excludes or changes
insurance coverage. An endorsement and rider can also be used to increase
standard limits of coverage and take precedent over the original agreement or
policy.
 Commission:
Those who calculate commission they are responsible for calculation of a sum of
money that is paid to an employee upon completion of a task, usually the task of
selling a certain amount of goods or services. It can be paid as a percentage of the
sale or as a flat dollar amount based on sales volume.
 Maintaining Records:
This includes identifying, classifying, storing, securing, retrieving, tracking and
destroying or permanently preserving records of the company through
employees. Maintenance of records can be anything including employees list,
sales list, maintenance, investment, dealing, profit, loss, complaints etc. Records
are kept and seen by the manager and the authority to collect the information of
the company about how everything is going. Simply it can be said that records
show the performance of the company.
Therefore, Leo Harris’s responsibilities as a supervisor is to manage these workers
of different responsibilities and help to solve problems.
Answer to the question 3:
Which he should delegate:
Leo Harris can delegate authority, however he cannot delegate responsibility, this is important.
Because Leo Harris as a supervisor can introduce the tasks or problems to the employees
according to their departments such as, endorsements task to that employees of that
department, commissions tasks to the employees who are authorized for it. Although the
employees are responsible for meeting deadlines, goals and objectives, Leo Harris is still
ultimately responsible for the success of the delegated task. So it is his responsibility to delegate
authority to the employees.
Answer to the question 4
How he should go about delegating them:
Leo Harris should assign responsibility for outcomes along with the authority to do what is
needed to produce the desired results.
He should have some tasks that the clerical workers under him need to do, as a supervisor; his
job is to make sure that others are doing what they has been assigned to accomplish the mission
and goals of the organization. He should know what responsibilities to delegate to allow him time
to plan, to collaborate with other clerical workers in the organization, and to monitor the
performance of the employees, making sure to give them adequate feedback and development
opportunities. Moreover, as a team player he should support and encourage the employees to
do the tasks with interest and passion. Employees who do not pay attention to their
responsibilities should be in his monitor to make sure that they are doing everything correct. He
should work as a monitor and spokesperson of his employees. He must know how well the
employees are working. As a leader, he should motivate his employees and correct their activities
He should supervise and coordinate the activities of operating employees. This is how Leo Harris
should go about delegating them.
Answer to the Question 5
Leadership characteristics that Harris lacks:

There are certain leadership skills that Harris lacks. By pointing out, these can be explained as-
1. Delegate- It is important to remember that trusting your team with your idea is a sign of strength,
not weakness. Delegating tasks to the appropriate departments is one of the most important skills
you can develop as your business grows. Harris lacks this quality.
2. Motivation Skills- A leader should be an effective motivator. He should understand the needs of
people and motivate them. However, Harris do not bother motivate his employees.
3. Trust on employees- A leader should always trust his employees. This in turn increase the morale
and confidence of employees, which leads to their effective performance. Harris lacks this quality.
4. Positivity- A leader should create a positive environment among the organization. He should be
Open-minded. Nevertheless, Harris thinks that employees do not have pride on their work or
concern for the company. Therefore, he lacks this skill.
5. Empowerment- A leader must work for the empowerment of his employees by giving them more
and more opportunities to grow. Harris did not give enough opportunities to his employees to
grow. Rather he does the tasks on his own.
6. Innovative skills- A leader must be innovative and should focus on the strategies for the
betterment of the organization. Harris however was too busy doing all the work that he could not
manage his duties as a Supervisor. So he lacks this skill.
7. Team Player- A team player is a person who plays or works well as a member of a team or
group. Teams in organizations need strong team players to perform well and reach their goals.
Harris do not perform as a team player but performs solo and do not let the employees do the
tasks. Therefore, Harris lacks this skill.
Answer to the Question 6
Developing leadership characteristics in Harris:
1. Encourage- Though Harris works as my assistant and shows a good performance, but he
lacks as a team player, trusting in employees and positivity. I will encourage him to
communicate with the employees and use his brain to find out employees weaknesses
and strengths to understand that what kind of performance they can do to reach the
organizational goals when any tasks are given. Because working without a team takes
more time and energy for a person, which creates a pressure inside him and leaving the
employees with no work.
2. Council- Harris also lacks delegation, motivation and empowerment skills, which are very
important for leaders. Lacking these three leadership skills creates a bridge among his
employees and him where they cannot get his support and encouragement for their
works and always get dependent that he might complete the work if anything is wrong,
so that the employees lose their working interest and wait for him to solve which slows
down the process of the works and tasks of the company. Therefore, I will council Harris
about these to bring his delegation, motivation and empowerment skills.
3. Practical- Encouraging and counseling cannot be done until I do such things to gain the
leaderships he lacks. Practically I will focus on his performance on his team that what role
he is playing and how he is working with his team. Assigning him with a group task and
call for a group meeting to get records of what the other employees have done in such
part of the given task which will make him work with his team and he will also learn from
me that how I am dealing the group under my responsibilities so that he will learn and act
the same with his employees to do works together.
In my point of views, I can develop leadership characteristics in Harris in these three ways.
