Abstract⎯  Oil storage refers to tanks or terminals ( a group of tanks) used to store produced
oil above or below ground. The world’s oil production is peaking accompanied by less of
demand worldwide due to pandemic situation. In fact, In 2019, fuel oil reserves in
Indonesia are only sufficient to meet the needs for 20 to 30 days. One of the efforts to
increase national energy security is by increasing national oil storage volume. Indonesia as
the net importer of oil must increase the supply of oil by maximizing area for gaining Oil
storage tank optimally. The storage of petroleum products on surface is assosciated with
both difficulties and limitations due to land limitation, in order to optimize the utilize of
caverns (underground system The development of oil storage must integrated to safety,
efficiency and environmental aspects. This paper describes innovations to increase
domestic oil storage capacity that is more efficient and safe. The development of oil storage
in cavern system can increase the capacity of national oil storage. Oil storage in cavern
system is safer than oil storage that is commonly used today such as floating oil storage
which is have risk of causing oil spills in the sea and conventional oil storage on land that
requires huge area. The main goal of the study is to provide a comprehensive review on the 
criteria of rocks cavern system for gaining oil storage tank to achieve the optimal reserve
for either Imported or producted oil. The method used on this study is literature study and
data that collected in the field. The study includes geological study and analysis of cavern
for the oil  storage. The analysis method was performed by analizing in-situ stress
condition, depth of overburden, heat and mass transfer and also ideal price heat ressistence
on cavern system. As the result, this study could identify the schema and criteria of better
oil storage tank for cavern system for increasing ±10 % oil reserve each year and
preventing Indonesia oil based energy emergencies.
