Housing for All, in particular, for the poor and marginalised – both in Urban and Rural areas
continues to pose a challenge in spite of many years of independence and many programs
for alleviation. Of course; it is a challenge where India is not alone even among emerging
economies but it is a challenge not unsurmountable for the fifth largest and aspiring to be 5
Trillion Dollar economy.
The Million Houses Programme in the neighbouring Island Nation started – decades ago -
from the principle, which the State had established : "a separate process for the public
housing sector" through the offer of new housing to low-income households. Rural housing
comprised 40 % of the programme, through aid to self-help construction, and 15 % through
direct construction in cities ; the loans to builders grew to cover a little over 30 OOO units.
Subsequent concerns may need to be addressed : that the sites and services and
improvement programmes had escaped the scope of the programme ; that the improvement
of the slums had not received the attention it deserved ; that the falling price of direct
construction costs was neglected ; that there was little dialogue with the people concerned
with housing . . . . We can learn a little from our neighbour !!

Volunteering skills honed following engagement professionally for decades from the Graduate
program in Urban Settlements Design for Developing Countries under the legendary (late)
Prof. Horacio Caminos at the Massachusetts Institute of Technology. Prof Caminos was a
pioneer consultant and Teacher in the Settlement Design domain across developing nations
across continents. His seminal work Caminos, Horatio; Turner, F C John; Steffian A John :
Urban Dwelling Environments - An Elementary Survey of Settlements for the Study of Design
Determinants (Cambridge, Massachusetts. MIT Press, 1969) – continues to be a iconic
reference for the study of design determinants for affordable housing development across the
World
Palamadai and Associates’ practice included providing Architecture, Planning, Interior Design and
Project Management Services for a gamut of clients – both in the public and the private sector for
varied building categories of differing scale and across locations. My design projects have been
published in Indian Architect and Builder, etc. I am / have been on the Consultants Roster of
Multilateral Aid Agencies like World Bank, ADB, UN FAO, etc for Social Housing, etc

In addition - my engagement with Teaching and Research - in parallel to practice and consulting -
has been significant and consistent. I have been a Tenured / Visiting Professor for First professional
degree Programs in Architecture at the Institute of Environmental Design (Vallabh Vidyanagar)
(January 1984 to March 1998) and at the Faculty of Architecture, M S University of Baroda (from
October 1991 to March 1992 and, again, from October 1996 to March 1997) in addition to a short
(one semester) tenure at the R V College of Architecture; many years ago and, more, recently at the
School of Architecture, CMR University and the Gopalan School of Architecture and Planning,
Bangalore. Other assignments include reviews / lectures at BMS College of Architecture Bangalore,
Academy of Architecture, Mumbai, College of Environmental Design, University of California,
Berkeley; School of Architecture and Planning, MIT; School of Planning, Ahmedabad, India etc
Other Lectures include platforms like the Association of Global Nicmarians (AGNI), Real Estate
Management Institute (REMI), Amity University School of Built Environment, Pillai College of
Architecture, etc
Seminars / Conferences / Study Tours across many cities in the US, UK, South East Asia, Asia
Pacific, Middle East, etc
