Inter-frequency 

cell re-selection
 SsearchHCS parameter can be used to define an RSCP threshold for the inter-frequency neighbor
measurements (even without HCS).
 From RU10 RNC the WCDMA cell ranking can be changed to RSCP-based with
the CellSelQualMeas parameter.

The configuration of the RCSP threshold for inter-frequency measurement criteria and ranking should be considered in
areas with high HSDPA activity to prevent a ping-pong effect between layers.
The RNC databuild parameters related to intra-frequency cell re-selections are shown in the following table.

RtHopiIdentifier is used to specify which HOP parameter sets are sent in SIB11. NrtHopiIdentifier is
used to specify which HOP parameter sets are sent in SIB12.
RU10 RNC allows definition of different threshold (SintersearchConn, SsearchHCSConn) for cell-
reselection measurements in connected mode (CELL_FACH, CELL_PCH, URA_PCH states). The use of these separate
values requires activation of SIB4 transmission with the SIB4Indicator parameter.
RU10 RNC includes multiple changes to the inter-frequency cell-reselection functionality. It allows definition of a
separate value for CELL_FACH state with TreselectionFACH, and in CELL_PCH/URA_PCH state
with TreselectionPCH parameters. The Treselection value is also multiplied by
the InterFreqScaleTresel parameter value, when the best ranked cell is in a different carrier frequency from the
current serving cell. RU10 RNC allows also the activation of high mobility detection on the UE (without HCS), which is
configured with the NonHCSNcr, NonHCSTcrMax, and NonHCSTcrMaxHyst parameters. The detection is based
on UE counting the number of cell re-selections (>NonHCSNcr) in a given time (NonHCSTcrMax). The
corresponding Treselection parameter is multiplied by the SpeedScaleTresel parameter value in addition to
the InterFreqScaleTresel value, when the UE detects high mobility.
