Purpose & Background
For decades numerous courageous survivors have spoken their truth and brought lawsuits related
to the sexual abuse of children in the Catholic Church throughout New York. Survivors became
plaintiffs in civil lawsuits and together with their attorneys were able to reveal secret Church
records through the courts and civil litigation process. These lawsuits resulted in the release of
identities and histories of sexually abusive individuals, those engaged in sexual misconduct, and
the release of documents and records reflecting the knowledge of institutions that covered up the
sexual abuse and misconduct.

The Anderson Report on Sexual Abuse in the Diocese of Albany contains the names of diocesan
priests, religious order priests, and other religious clerics associated with the Diocese of Albany,
including those of whom were assigned within, working in, or living in the geographical
boundaries of the Diocese of Albany, who have been accused of sexual misconduct with minors.
The information in this Anderson Report is derived from publicly available sources, claims
made by survivors to the dioceses and religious orders responsible for the offenders, and legal
settlements made as a result of claims for sexual abuse.

While lawsuits were filed involving many of these alleged perpetrators, the vast majority of the
claims against these individuals have been settled or have not been fully evaluated in a civil or
criminal court. Accordingly, the allegations should be considered just allegations and should not
be considered proved or substantiated in a court of law. All individuals should be considered
innocent until proven guilty. In some situations, the statute of limitations has expired preventing
the cases from being heard in a court of law.

It is believed that the Diocese of Albany has not made available to the public, the full history,
knowledge and context of their sexually abusive agents and employees. The Anderson Report on
Sexual Abuse in the Diocese of Albany is intended to raise awareness about the important issue
of sexual abuse and sexual misconduct, provide the public with vital information including
assignment histories, and provide awareness to survivors. The assignment histories provided are
approximations which were compiled from the Official Catholic Directory, BishopAccountability.
org, statements attributed to Diocesan and Religious officials, Diocesan and Religious records, and
media reports. 1

The Anderson Report on Sexual Abuse in the Diocese of Albany is intended to be a chronology and
analysis of the sexual abuse of children in the Diocese of Albany.

The data collected illustrates the patterns and practices of Diocesan and Religious Order officials
who have enabled the abusers and covered up crimes of sexual misconduct and abuse for
decades, including the orchestrating of an institutional cover-up of an enormous magnitude.
Modern means of analysis and availability of data through the internet, social media, and
otherwise publically available information are exposing perpetrators who operated in the
Diocese of Albany, but until full transparency and accountability exist, children remain in grave
danger.

Historically, the Diocese of Albany, like many other archdioceses and dioceses around the world,
knew of predator priests who posed a significant danger to children and others. Sexual abuse
of children has long been a crime in New York. However, Diocesan and Religious Order officials
chose and continue to keep these crimes hidden allowing their priests continued and unfettered
access to vulnerable members of society. Over recent decades, occasional bits of information
about abuse within Catholic institutions has surfaced, but the Catholic Church’s strict policy
of secrecy, has kept important information and the full extent of the problem hidden from the
public. This has continued despite mandated reporting laws.

History of the Diocese of Albany


The Roman Catholic Diocese of Albany was established by the Holy See on April 23, 1847. The
Diocese comprises the counties of Albany, Columbia, Delaware, Fulton, Green, Montgomery,
Otsego, Rensselaer, Saratoga, Schenectady, Schoharie, Warren Washington and parts of
Herkimer and Hamilton counties. According to The Official Catholic Directory, the Diocese is
comprised of 125 parishes and 26 schools served by 174 diocesan priests, 36 religious order
priests, 51 religious brothers, 525 religious sisters, 315 lay ministers and 563 lay teachers.

On November 12, 2015 the Diocese of Albany released a list of clerics with credible allegations
of sexual misconduct with a minor. The Diocese revised the list a second time in 2018 and on
January 15, 2019 the Diocese released a third revised list containing the names of 47 clerics with
credible allegations of sexual misconduct with a minor.

Notes: Fr. Anthony Adams was ordained a priest in 1940. He spent the next four and a half decades working in the Diocese

Fr. David G. Bentley Ordained, 1975

Notes: Fr. David G. Bentley worked in the Diocese of Albany for approximately two decades until he was first publicly
accused of sexual abuse in a lawsuit filed in 1994. In the lawsuit, a man alleges Fr. Bentley sexually abused him as a boy at
the Albany Home for Children in the 1970s. Three years later, the first man’s brother, as well as another man, came forward
claiming Fr. Bentley also abused them at the Albany Home for Children. Fr. Bentley was officially removed from ministry in
2002. Another lawsuit, filed in 2005, alleges Fr. Bentley sexually abused a boy, beginning when he was eleven years old, on
overnight trips to Boston, Massachusetts in the 1980s. The most recent known lawsuit against Fr. Bentley was filed in 2018,
in which a man alleges he was sexually abused by Fr. Bentley at Holy Family Catholic Church in Deming, New Mexico, in the
late 1990s. Fr. Bentley has been included on the Diocese of Albany’s 2015, 2018, and 2019 lists of “Clergy Credibly Accused
While Serving in the Diocese of Albany,” and on the Diocese of Las Cruces’ list of “Priests and religious credibly accused of
sexual abuse of minors who have served within the current territorial boundaries of the Diocese of Las Cruces.” Fr. Bentley’s
current status as a priest, current whereabouts, and whether he has access to children are unknown.

Fr. John Patrick Bertolucci Ordained, 1965

Notes: In 2002, Fr. John Patrick Bertolucci was removed from ministry after he was accused of sexually abusing a boy
several times between 1976 and 1979, beginning when the boy was 12 years old. Court papers later revealed that Fr.
Bertolucci admitted to improperly touching the boy. Fr. Bertolucci was again accused of sexual abuse in 2011, when a man
alleged that four priests, one of whom was Fr. Bertolucci, had sexually abused him on separate occasions at Our Lady of
Mercy in Colonie, New York, beginning when he was as young as nine years old. Fr. Bertolucci was named in the Diocese

Fr. Donald Bolton, C.SS.R. Ordained, 1952

Notes: Fr. Donald Bolton worked as a Redemptorist priest for over five decades in various locations in North and South
America spending the final years of his career in the Diocese of Albany. In 1986, Fr. Bolton was charged with one count
each of indecent assault and corruption of minors. He pleaded guilty in 1987 and was sentenced to three years’ probation.
According to the 2018 Pennsylvania Grand Jury Report, Fr. Bolton abused a girl in 1976, beginning when she was seven
years old and continuing until she was eleven years old. The report also states Fr. Bolton abused a fourth grade boy
between 1976 and 1977. Fr. Bolton remained in ministry until his death in 2006. Fr. Bolton was included in the deceased
portion of the Diocese of Erie’s list of persons who are “credibly accused of actions that, in the diocese’s judgement,
disqualify that person from working with children.”

Notes: Fr. William B. Cahill was a member of the Jesuit religious order. According to documents released by the Maine
Attorney General, Fr. Cahill has been accused of sexually abusing three freshman high school students in the 1950s while
he was working at Cheverus High School in Portland, Maine. Fr. Cahill was never criminally charged. In 2019, Fr. Cahill was

Fr. George J. Callaghan, O.S.A. Ordained, 1956

Notes: Fr. George J. Callaghan was a member of the Order of St. Augustine. In approximately 1983, Fr. Callaghan lured a
17 year-old boy to his bedroom in the church rectory at Assumption Church and made sexual advances towards him. Fr.
Callaghan told the boy to take his clothes off and get on the bed. A settlement involving the allegations was purportedly
reached in 1992. Fr. Callaghan is alleged to have abused another boy in Boston, Massachusetts in approximately 1983. In
2011, after the Archdiocese of Boston omitted the names of religious order priests from its list of credibly accused clerics,
The Boston Globe included Fr. Callaghan on a list of priests and other clerics who “faced at least one unresolved allegation
of sexual abuse in the Boston Archdiocese against someone under the age of 18, even if the accusation did not result in a
lawsuit or settlement.”

Notes: Fr. Cornelius Carr was a member of the Jesuit religious order. In 2006, the Jesuits investigated allegations
involving allegations of child sexual abuse involving Fr. Carr. In 2018, a survivor came forward alleging Fr. Carr witnessed
a janitor sexually abusing him at Jesuit High School in the late 1970s, and instead of stopping the abuse, Fr. Carr
continued to watch and began masturbating. Fr. Carr was included on the Archdiocese of New Orleans’ “List of religious
order priests who were serving in the Archdiocese of New Orleans at the time of the allegation” and the “USA Northeast
Province Jesuits with Credible Allegations of Sexual Abuse of a Minor.”

Notes: Fr. Robert B. Cullen was a member of the Jesuit religious order. In the late 1960s, a mother reported to the Jesuits
that Fr. Cullen had repeatedly sexually abused her elementary school-aged daughter over the span of a couple years. The
survivor came forward in 2007, and in front of the Maryland legislature, alleged that Fr. Cullen sexually abused her for years
in the 1960s. The survivor further stated that she was not the only one who Fr. Cullen sexually abused. In 2018, the Jesuits
reported multiple allegations of sexual abuse against Fr. Cullen from the 1960s to the 1980s. Fr. Cullen was included on the
Jesuit Maryland Province list of “Jesuits with an allegation of an offense against a minor (anyone under the age of 18) that
could not be fully investigated to determine credibility, but for which there is a reasonable possibility (semblance of truth)

Notes: Br. Fidelis (Francis) DeBerardinis was a Brother of the Franciscan’s Province of the Immaculate Conception. A 1992

Notes: Fr. Raymond A. Devlin, S.J., was ordained a Jesuit priest and worked in the Diocese of Albany for approximately
one year at the beginning of his priesthood. In 2002, the Diocese of Salt Lake City reported that in approximately 1990,
Fr. Devlin’s faculties were removed and he returned to a Jesuit house. In 2018, Fr. Devlin was named on the Diocese

Notes: In a 2003 lawsuit, Fr. Louis E. Douglas was accused of making improper sexual advances on a male teen in the late

Notes: Fr. Frank M. Genevive was ordained a Franciscan priest. Fr. Genevive has been accused in at least three civil lawsuits
of sexually abusing minors. In July, 2006, Fr. Genevive was arraigned on rape charges for the sexual assault of boys at Saint
Anthony’s of Padua in Troy, New York between 1979 and 1982. Fr. Genevive videotaped and photographed the abuse. In

Fr. Mark Haight Ordained, 1976

Notes: Fr. Mark Haight has been accused of child sexual abuse by at least five people. In 2002, the Diocese of Albany
acknowledged that Fr. Haight had a history of sexually abusing boys, and that the Diocese had already entered into
confidential settlements with two survivors. The Diocese sent Fr. Haight to treatment and later reassigned him to minister
at a hospital. The Archdiocese of Baltimore included Fr. Haight on its “List of Priests and Brothers Accused of Child
Sexual Abuse.” In 2002, another survivor came forward and alleged he was sexually abused as a minor by Fr. Haight in
approximately 1974 while on a camping trip and in Fr. Haight’s room at the seminary. A fourth survivor filed a civil lawsuit
in 2004 alleging that Fr. Haight sexually abused him when he was 14 years old. Another civil lawsuit alleging that Fr. Haight
sexually abused a minor was filed in Vermont in 2018. Fr. Haight was included on the Diocese of Albany’s “Clergy Credibly
Accused While Serving in the Diocese of Albany.” It is believed that Fr. Haight was stripped of his ministerial duties in 1997. Fr.
Haight’s current whereabouts, his status as a priest, and whether he has access to children are unknown.

Notes: Br. James Vincent Hanney, C.F.C. is a former member of the Edmund Rice Christian Brothers (“Irish Christian
Brothers”). In the 1960s, Br. Hanney worked at Briscoe Memorial High School in Seattle, Washington. In the late 1960s and
1970s, Br. Hanney worked as a teacher/counselor at Notre Dame Bishop Gibbons High School in Schenectady, New York
where multiple sexual abuse allegations have been made against him. In approximately 1971, students at Bishop Gibbons
found a photograph of Br. Hanney and two young men sitting on a picnic table completely naked. The photographs were
brought to the principal of the school, Br. Draney, and no action was taken against Br. Hanney. He continued to have
unrestricted access to students. Br. Hanney frequently took students from Bishop Gibbons on retreats to Christ House in
Lafayette, New Jersey where he later worked as assistant director and treasurer. In the fall of 1978, Br. Hanney was transferred
from Bishop Gibbons to All Hallows High School in Bronx, New York. Br. Hanney also worked at Essex Catholic High School
in Newark, New Jersey and Ozanam Hall in Bayside, New York. In recent years, Br. Hanney traveled to the Philippines where
he worked to create a professional non-profit Board of Trustees for The Infant Jesus Academy, an educational college-
preparatory school for boys and girls. It is believed Br. Hanney left the order in approximately 2008. In 2013, the Christian
Brothers found Br. Hanney unfit to minister to children and young adults. Br. Hanney is included in the Christian Brothers’ list
of “current, former and deceased brothers who were identified in at least two (2) sexual abuse claims filed as proofs of claim
in the bankruptcy matter In re: The Christian Brothers’ Institute, et al.” It is believed Br. Hanney may be living in New Jersey.
It is unknown whether he has access to children.

Fr. William J. Heim Ordained, <1968

Notes: Fr. William J. Heim was a former priest working as a school guidance counselor at School 14 in Troy, New York.
He was arrested in March 2002, for sexually abusing children. He was charged with two second-degree felony counts
of repeated sexual contact with a child and criminal possession of child pornography. In May 2002, Fr. Heim pleaded
guilty to possessing child pornography. In July 2002, Fr. Heim pleaded guilty to having sexual contact with a boy.
In August 2002, Fr. Heim was sentenced to two years in state prison. It is believed that in May 2004, Fr. Heim was

Notes: In 2003, Fr. Alan Jupin was named in a civil lawsuit alleging child sexual abuse. The abuse allegedly occurred
in the rectory of St. John the Baptist Church in Schenectady, New York. Fr. Jupin allegedly stalked and threatened the

Notes: Fr. James E. Kelly was named in two lawsuits in 2003 alleging child sexual abuse. Fr. Kelly allegedly sexually

Notes: Fr. Gary J. Mercure has been accused of sexually abusing at least seven boys in the 1980s and 1990s. In 2008,
a lawsuit filed by four survivors alleged child sexual abuse by Fr. Mercure from 1978 to 1991, with the abuse beginning
when they were between the ages of 6 and 13 years old. Another lawsuit filed in 2008 accused Fr. Mercure of the abuse
of a vulnerable adult and alleged that the Diocese of Albany had known about Fr. Mercure’s interest in children since
1994. In 2008, the Diocese found “reasonable grounds” to believe Fr. Mercure sexually abused a child in the mid-1980s
and subsequently removed him from ministry. Fr. Mercure was criminally prosecuted and convicted in 2011 for rape
of a child and indecent assault. Fr. Mercure received a 20-25 year sentence. Fr. Mercure was named on the Diocese of

remained a priest while incarcerated.

Notes: Br. George Puello is a Salesian Brother. In 2002, three men filed a lawsuit alleging Br. Puello abused them when
they were students at Salesian Jr. Seminary in Goshen, New York. One of the men claims to have reported the abuse to
the seminary director but was dismissed. The men also claim others at the Seminary school knew what was going on
and that there were other abusers at the school, but nothing was done about it. Br. Puello is reported to have left the
Salesians years ago. In 2011, it is believed Br. Puello was an active member in the theater community in Westchester,

Notes: Fr. Joseph R. Romano worked at various schools and parishes in the Diocese of Albany until he was removed

Notes: In 2002, Fr. James J. Rosh was removed from ministry in the Diocese of Albany following credible allegations
that he sexually abused a teenage boy in Schenectady, New York. Fr. Rosch claimed he was removed from ministry
because he had fondled a 17-year-old girl when he was 23 years old, prior to his ordination. The Diocese refuted his
claim, and said, “If that were the case, he would have never been removed.” The Diocese has paid settlements to at

Fr. Michael P. Santillo Ordained, 1975

Notes: Fr. Michael P. Santillo served at various parishes throughout the Diocese of Metuchen and Trenton. In 1997, Fr.
Santillo was charged with molesting a 13-year-old altar boy and showing pornography to young boys. At the time of
his arrest, Fr. Santillo was working in the Diocese of Albany at St. John the Evangelist in Schenectady. Fr. Santillo was
working as the Associate for Administration at the church. In 1999, Santillo pleaded guilty to assaulting one minor, while
three additional allegations were dismissed due to the statute of limitations. Three of these claims were included in a
2003 diocesan settlement. While serving a 10 year sentence, Santillo died in prison.

Fr. Carl Stone, S.M.M. Ordained, 1942

Notes: Fr. Carl Stone has been accused of sexually abusing children in both the dioceses of Ogdensburg and Albany. Fr.
Stone was accused of sexual assault of a minor in Ogdensburg, then moved to Albany to work for 11 years with youth.
In 1981, Fr. Stone was removed from ministry after pleading guilty to sodomizing two teenage brothers in Colonie,
NY. While on probation from this conviction, Fr. Stone moved to Canada and worked at two churches. Despite full
knowledge of Fr. Stone’s history of abuse, Ontario Bishop LaRocque invited Fr. Stone to work in proximity to youth
in Canada. After new allegations in 1985, Bishop LaRoque terminated Fr. Stone. Fr. Stone was named on the Diocese
of Albany’s lists of “Clergy Credibly Accused While Serving in the Diocese of Albany.” In 2008, Fr. Stone was named
publicly in Canada as an accused priest.

Notes: Fr. James Taylor was a priest for less than two years when he was arrested in April 2014 and charged with
endangering the welfare of a child. The authorities stated that, between October 2013 and April 2014, Taylor engaged in
ongoing inappropriate conduct with a 15-year-old girl from Clifton Park, NY. The conduct is reported to have consisted
of physical touching, telephone calls, text messages, and photos with the girl. In August 2014, Fr. Taylor pleaded guilty

Notes: In 2004, an attorney alleged Fr. Carl A. Urban had sexually abused his client, a boy at the time, in a public
restroom more than 15 years ago. Approximately seven years later, in July 2011, another man came forward saying he
had been sexually abused as a child by five priests, one of whom was said to be Fr. Urban. By November 2011, Fr. Urban
was cleared of wrongdoing by the diocesan review board and returned to active retired status. Fr. Carl Urban is not
listed in the Official Catholic Directory after 2011. Fr. Urban’s current status as a priest, his whereabouts, and whether he

Fr. William J. Walsh Ordained, 1954

Notes: In 1996, five of Fr. Walsh’s nieces, all sisters, privately accused him of sexually abusing them hundreds of
times as children from the 1940s to the 1960s. Fr. Walsh, at the time on a foreign mission in China, was recalled and
reassigned to Woodstock Jesuit Community at Georgetown University and sent to treatment. Two years later, in
1998, the five nieces made their accusations public because the Jesuits had not removed Fr. Walsh from ministry. The
Jesuits subsequently removed Fr. Walsh from active ministry. It was reported that the five nieces had all been sexually
abused individually and believed herself to be the only one abused by Fr Walsh. It was not until 40 years later that
they reconciled their stories. One sister claimed Fr. Walsh had abused her up to 200 times. Fr. Walsh is listed on the

Fr. Dozia J. Wilson Ordained, 1972

Notes: The first known allegation against Fr. Dozia J. Wilson came in 1976 when parents went to the District Attorney
with complaints that Fr. Wilson had sexually abused two boys at an Albany motel. The District Attorney made a deal
that if Fr. Wilson agreed to permanently leave town, he would not be prosecuted. Fr. Wilson was then transferred to
the Archdiocese of Boston. After a few years at St. Joseph’s in Roxbury, Massachusetts, Fr. Wilson was returned to
Albany due to complaints of sexual abuse. A lawsuit, filed and settled in 2003, later accused Fr. Wilson of bringing
two brothers from Albany with him to Massachusetts. According to the lawsuit, Fr. Wilson began supplying one of the
brothers with marijuana and alcohol in 1973. It was not until 1976, when Fr. Wilson brought the boy and his brother to
Massachusetts, that the sexual abuse is alleged to have started. The lawsuit states the abuse continued until the boy
graduated from high school two years later and moved out of the priest’s rectory. Another lawsuit was filed in 2004,
which alleged Fr. Wilson sexually abused a teenage boy from 1980 to 1985, starting when the boy was a 14-year-old
parishioner at St. Ann’s in Fort Ann, NY. Fr. Wilson is listed on the Diocese of Albany’s list of “Clergy Credibly Accused
While Serving in the Diocese of Albany.” Fr. Wilson’s current status as a priest, whereabouts, and whether he has access
to children are unknown.
