Needless to say, in an omnibus bill, or any other bill


with multiple main messages, the treatment and
arrangement of the major elements is a matter for the
policymakers and tacticians rather than the drafter,
because it involves judgments about the relative
importance of those elements. Their order of
precedence in the bill becomes in effect a basic policy
question.
In extremely lengthy bills, particularly “omnibus” bills covering
many subjects, the numbering of titles frequently begins with four
digits, for example, 1001 for title I, 2001 for title II, and so forth, to
accommodate the large numbers of sections.
