PREFACE
In State Strategic Statistical Plan, a Central Sector scheme, 20 Key Statistical activities
have been identified and preparation of database on Labour and Employment Statistics is
one of them. Bureau of Applied Economics & Statistics, a Directorate under Department of
Statistics and Programme Implementation, Government of West Bengal has been entrusted
with the job for the State of West Bengal.
In order to achieve the milestone, as a maiden attempt, Bureau has now prepared a
database on Labour and Employment Statistics of West Bengal-2014. The data, which have
been collated in the database includes, Population and Household, Labour Force,
Employment, Unemployment and Under Employment, Unemployment of Youths, Hours of
Work, Earnings and Employment Related Income, Occupational Injury, Labour Cost, Trade
Union, Strikes and Lockouts, Labour Inspection among many others.
I hope that the administrators, planners and researchers will find the publication
useful. Nonetheless, like every phenomenon, in the present publication also there may be
scopes for further improvement. Comments and suggestions for improvement will be most
welcome.

HIGHLIGHTS
® Population census figures of 2011 reveals that in West Bengal 67.4% of the
population are in the age-group 15-65 years. The said percentages in rural and urban
areas are 65.7% and 70.9%.
® In the age-group 15-35 years around 35.8% populations were there in West Bengal
without much rural-urban differences, as is evident from 2011 population census
figures.
® Various National Sample Survey (NSS) estimates reveal that percentages of female headed
households are increasing. The said percentages in rural areas increased from 7.8% in
1999-2000 to 10.3% in 2011-12 and in urban areas this has increased from 11.5% in
1999-2000 to 14.4% in 2011-12.
® From NSS estimates, it is also revealed that in rural West Bengal, self-employed
households in Agriculture have decreased from 27.2% in 1993-94 to 18.9% in 2011-12
and self-employed households in non-agriculture have increased from 19.72% in 1993-94
to 22.1% in 2011-12. In urban West Bengal, self-employed households have increased
from 30.3% in 1993-94 to 37.9% in 2011-12 and regular wage/salaried households have
decreased from 50.4% in 1993-94 to 37.5% in 2011-12.
® Various NSS estimates reveal that in rural West Bengal, self-employed persons in
Agriculture have decreased from 30.8% in 1993-94 to 19.4% in 2011-12 and self-
employed persons in non-agriculture have increased from 20.4% in 1993-94 to 23% in
2011-12. In urban West Bengal, self-employed persons have increased from 35.7% in
1993-94 to 44% in 2011-12 and regular wage/salaried persons have decreased from 47.9%
in 1993-94 to 37.4% in 2011-12.
® In rural West Bengal, during 2011-12, 16.5% of the households were in bottom 20%
monthly per capita consumption expenditure (MPCE) decile group and 24.5% of the
households were in the top 20% MPCE decile group, in contrary to the all India rural
household figures 15.7% and 25.4% respectively.
® In urban West Bengal, during 2011-12, 15.7% of the households were in bottom 20%
monthly per capita consumption expenditure (MPCE) decile group and 15.3% of the
households were in the top 20% MPCE decile group, in contrary to the all India
urban household figures 14.9% and 26.9% respectively.
® Average area of land under possession of rural households in West Bengal was much
less (0.17 hectare) compared to all India (0.65 hectare) as per NSS estimates during
the year 2011-12. This has reduced from 0.32 hectare during 1999-2000. For female
headed rural households the average area of land under possession was only 0.11 hectare
during 2011-12.
® During 2011-12, in West Bengal, around 64.4% rural households did not cultivate any
land and around 24% rural households cultivated less than 0.40 hectare land.
Remaining 12% rural households cultivated more than 0.40 hectare land. Whereas in
India, the said percentages are approximately 47.4%, 20.4% and 32.2% respectively.
® The percentages of rural households, who are not cultivating any land, are increasing
both in West Bengal and in India. In case of West Bengal, the percentage has
increased to around 64.4% in 2011-12 from 50% in 1999-2000, while the same for
India increased to around 47.4% in 2011-12 from 41% in 1999-2000.
® In primary sector, usually employed rural persons decreased to 53.2% in 2011-12
from 72.3% in 1995-96 while both in secondary and tertiary sector the percentages of
the said persons increased to 28.2% and 18.5% respectively in 2011-12 from 13.4%,
14.5% in 1995-96.
® Majority urban persons are usually employed in tertiary and secondary sector. In 2011-
12, around 58.1% urban persons were usually employed in tertiary sector and 39.4%
were in secondary sector. Compared to India, both in rural and urban part of West
Bengal more persons were engaged in secondary and tertiary sector together in 2011-12.
® Number of households with no literate member and no literate female member of age 15 years
and above is less in West Bengal compared to all India, both in rural and urban areas.
In rural West Bengal 22.8% and 41.8% households were there with no literate member
and no literate female members of age 15 years and above during 2004-05. The
corresponding percentages in urban part of the State were only 7.2% and 13.7%.
Whereas, the respective percentages were 26.1% and 50% for rural India and 8.4%
and 19.5% for urban India.
® Rural Persons not literate in West Bengal are observed to be lower than in India during
2011-12. This is true for both males and females.
® Both for males and females in rural West Bengal the Labour Force Participation Rate
(LFPR) increased. Under Principal Status as well as Subsidiary Status in rural sector the
rates (per 1000 persons) increased from 549 in 1993-94 to 602 in 2011-12 for males and
165 to 194 for females. In urban part of the State the rates (per 1000 persons) increased
to 630 from 587 for males and 186 from 167 for females in 2011-12 from 1993-94.
While the rates for the males are higher in West Bengal compared to all India rates,
the same is not true for the females, especially in rural areas.
® The LFPR indicates that female participation rate is much lower compared to male
participation rate. Further, female participation rates are lower by around 6% in rural
West Bengal compared to all India although male LFPR is higher than the national
level LFPR.

® While persons of age 15 years and above only were considered, it has been noted that
in rural West Bengal, both for males and females, the Labour Force Participation Rate
(LFPR) decreased. Under Principal Status as well as Subsidiary Status in rural sector the
male LFPR (per 1000 persons) decreased from 897 in 1993-94 to 850 in 2011-12 while
female LFPR decreased to 264 in 2011-12 from 291 in 1993-94. In urban part of the
State, the rates decreased to 779 in 2011-12 from 815 in 1993-94 for males and
increased to 229 in 2011-12 from 219 in 1993-94 for females.
® The LFPR indicates that female participation rate is much lower compared to male
participation rate. Further, female participation rates are lower by around 10% in
rural West Bengal compared to all India although male LFPR are higher by around
4% than the national level LFPR.
® The district level pooled estimates for West Bengal reveals that in 2009-10, the LFPR
was highest in Purulia district followed by Nadia and Bankura district. Male-Female
differences were quite significant in each district including Kolkata.
® Worker Population Ratio (WPR) for both males and females are increasing over the
years in rural areas as well as urban areas of West Bengal. For rural males the rate
(per 1000 persons) increased to 857 in 2011-12 from 557 in 1993-94 under principal
status as well as subsidiary status. For urban males, the said rate increased to 816 in
2011-12 from 550 in 1993-94. Similarly, the rates for rural females increased to 279 in
2011-12 from 185 in 1993-94 and the rates for urban females increased to 238 in 2011-
12 from 143 in 1993-94.
® Age-specific WPR (per 1000 persons of the corresponding age-group) estimates reveal that
WPR of child below 14 years have decreased in rural areas but not so in urban areas.
Furthermore, the rates are higher compared to national level estimates.
® Education specific WPR for persons of age 15 years and above reveals that female
WPR, especially those with lower educational attainments, are much less in rural
areas than the national level estimates.
® Among usually employed persons, numbers of casual labours are much higher in urban
areas than in rural areas although self-employed persons are more or less same. Regular
employed persons are much higher in urban areas than in rural areas. In 2011-12,
almost 46% ruralites were self-employed, 45% ruralities were casual labour and the rest
9% were regular employed, whereas in urban West Bengal the said figures were
respectively 45%, 17% and 38%. Compared to national level, in West Bengal the
percentage of casual labours are higher.
® In rural West Bengal, among usually working persons majority are in agriculture sector,
followed by manufacturing sector and wholesale/retail trade/ restaurant activities etc,
while in urban West Bengal majority are in wholesale/retail trade/restaurant activities
etc. followed by manufacturing sector, public administration, education, community
services and transport.
® It is seen that, the problem of underemployment was more severe among usually
employed females than among employed males, and more in rural areas than in
urban areas.
® It is observed that the proportion of person-days of the usually employed utilised for
work was quite low for females compared to males.
® It is estimated that during 2010-11 around 73 lakh unincorporated non-agricultural
enterprises (excluding construction activities) were there in West Bengal involving
1.19 crore workers, which is round 11% of the national share.

HIGHLIGHTS
® Economic Census-2005 reveals that in rural West Bengal there were around 55.5 lakh
workers and in urban West Bengal there were around 45 lakh workers. This is
excluding persons involved in crop production and plantation.
® Time series data of NSS estimates reveals, Unemployment Rates in rural West Bengal
has increased upto 2011-12 compared to all India level but unemployment rates of
urban West Bengal decreased in urban West Bengal.
® Unemployment Rate of females is more than that of males.
® Unemployment Rates by current weekly status increased in rural West Bengal but
decreased in Urban West Bengal.
® Unemployment Rates by current daily status decreased in both rural and urban areas
of West Bengal but the rate of decrease is higher in urban areas.
® Unemployment Rates for the educated (15 years and above) decreased over the years
in both rural and urban areas of West Bengal although higher than the national level
rates. In 2011-12, around 10% were unemployed in rural areas and 8% were
unemployed in urban areas, where as the said rates during 1993-94 were
approximately 14% and 16% respectively.
® Unemployment Rates under principal status as well as subsidiary status were around 6%
during 2011-12 for the educated (15 years and above) in both rural and urban West
Bengal.
® In 2011-12, among usually employed 96% rural males and 85% rural females were
employed under current weekly activity status. In urban areas 98.5% males and 93.6%
females were employed under current weekly activity status.
® In 2011-12, among usually employed around 90% rural males and 63% rural females
were employed under current daily activity status. In urban areas 95.5% males and
77.2% females were employed under current daily activity status.

® Number of workers (principal status) of age 15 years and above who did not work more or
less regularly per 1000 workers (usual principal status) is high in rural West Bengal
but low in urban West Bengal than those at the national level.
® Number of usually working (principal status) persons (15 years & above) who sought or
were available for additional work per 1000 usually working (principal status) persons
(15 years & above) are much higher in both rural and urban West Bengal compared
to those at national level.
® Number of usually working (principal) persons (15 years & above) who sought or were
available for alternate work per 1000 usually working (principal) persons (15 years &
above) are much higher in both rural and urban West Bengal compared to those at
national level.
® During 2009-10, in rural West Bengal highest level of unemployment rate was observed
in Darjeeling district followed by Birbhum and Jalpaiguri district. In urban West
Bengal highest level of unemployment rate was observed in Birbhum district followed
by Jalpaiguri and Barddhaman district. Further, unemployment rates in urban are
much higher than that in the rural areas.
® Unemployment rates of females were higher than that of males in Darjeeling,
Jalpaiguri, Nadia, Kolkata, Purba Medinipore, North 24 Parganas and Hooghly
districts.
® Youth (15-29 years) unemployment rate of rural West Bengal increased, although the
same for urban West Bengal decreased over the years 1993-94 to 2011-12. However,
the unemployment rates are much higher than the national level rates.

® In unincorporated non-agricultural enterprises, the percentage of urban-workers working
8 hours or more in West Bengal is less compared to that at national level, especially in
Trade and Other service sector, during 2010-11.

hours or more.
® Females are normally less paid than the males in West Bengal.
® In West Bengal, average emoluments per hired formal worker in unincorporated non-
agricultural establishments during 2010-11 were higher in Other Services followed by
Trade and Manufacturing.
® There were not many differences in payments of informal hired labours between Own
Account Enterprise (OAE) and Establishments in rural sector but the difference exists in
urban areas.
® Formal hired workers are paid more in urban West Bengal and less in rural West
Bengal than those at national level.
® Hired workers are paid more in urban areas than in rural areas of West Bengal.
® During 2010-11, in urban West Bengal formal hired workers are paid around Rs. 8730
per month but informal hired workers are paid around Rs. 2873 per month in
unincorporated non-agricultural enterprise, whereas in rural West Bengal the said
emoluments are respectively Rs. 3936 and Rs. 2256.
® In West Bengal, Higher percentage of fatal accidents observed in Manufacture of basic
metals and alloy industries followed by Electricity generation, transmission & distribution.
® Incidence Rate of accidents is highest in Jute industries followed by followed by Engineering,
Cotton and Chemical industries.
® In Jute industries around 50% of accidents are caused by Jute machineries in West Bengal.
® There has been zero loss of mandays due to strike during 2013-14 in West Bengal.
® About 44.5 lakh enrolments completed under State Assisted Scheme of Provident Fund
for Unorganized Workers (SASPFUW) of West Bengal and about Rs. 27 crore made as final
payment upto 31.03.14.
® About 15 lakh beneficiaries registered under Building and Other Construction Workers’
Welfare (Regulation of Employment and Conditions of Service) Act (BOCWA) in West Bengal
upto 31.03.14.
® About 2 lakh transport workers registered under West Bengal Transport Workers’ Social
Security Scheme, 2010 upto 31.03.2014.
® “Yubasree” has been successfully launched and about 88 thousand beneficiaries
assisted under this scheme.
® About 8 lakh Samajik Mukti Cards (CMC), a photo identity smart card for unorganised
workers, have been issued in West Bengal.
Household: A group of persons who normally lived together and took food from a common
kitchen constituted a household. The adverb “normally” means that temporary visitors and
guests (whose total period of stay in the household was expected to be less than 6 months)
were excluded but temporary stay-aways (whose total period of absence from the household
was expected to be less than 6 months) were included. Thus a child residing in a hostel for
studies are excluded from the household of his/ her parents, but a resident domestic servant
or paying guest (but not just a tenant in the house) are included in the employer’s /host’s
household. “Living together” is given more importance than “sharing food from a common
kitchen” in drawing the boundaries of a household in case the two criteria are in conflict.
However, in the special case of a person taking food with his family but sleeping elsewhere
(say, in a shop or a different house) due to shortage of space, the household formed by such
a person’s family members is to include the person also. Each inmate of a hotel, mess,
boarding-lodging house, hostel, etc., is considered to be a single-member household except
that a family living in a hotel (say) is considered one household only. The same principle is
applicable for the residential staff of such establishments. The size of a household is the total
number of persons in the household.
Household type: The household type is decided based on the sources of the household's
income during the 365 days preceding the date of survey. For this purpose, only the
household's income (net income and not gross income) from economic activities is
considered; but the incomes of servants and paying guests are not taken into account.
Household size: The size of a household is the total number of persons normally living in the
household.
Land owned by the household as on date of survey: A piece of land is considered as 'owned
by the household' if permanent heritable possession with or without the right to transfer the
title is vested on a member or members of the household. Land held in owner-like
possession say, under perpetual lease, hereditary tenure, long-term lease for 30 years or
more, etc., is also considered as land owned.
Land possessed by the household as on date of survey: The area of land possessed includes
land ‘owned’, ‘leased in’ and ‘land neither owned nor leased in’ (i.e. encroached) by the
household but excludes land 'leased out'. For a piece of land under the possession of the
household, if the household do not have the title of ownership and also do not have lease
agreement for the use of land transacted, either orally or in writing, such land is considered
as ‘neither owned nor leased in’. In collecting information regarding land possessed, the
actual position as obtained on the date of survey is considered. The ‘area of land possessed’
do not include the area of land owned, leased-in, etc. by the servants/paying guests who are
considered as normal members of the household, as per the definition of household taken up
for the survey.
Land cultivated (including orchard and plantation) during the agricultural year: Land
cultivated (including orchard and plantation) during the agricultural year are recorded
considering cultivation of land from the land 'owned', 'land leased-in' or from 'land neither
owned nor leased-in'. Area with field crops and area under orchards and plantations are
counted only once in the same year/ season.
Economic Activity: Any activity resulting in production of goods and services that adds
value to the national product is considered an economic activity. Such activities includes
production of all goods and services for the market (i.e. for pay or profit) including those of
government services, and, the production of primary commodities for own consumption
and own account production of fixed assets.
The term ‘economic activity’ includes (i) all the market activities performed for pay or profit
which result in production of goods and services for exchange; (ii) of the non-market
activities, (a) all the activities relating to the primary sector which result in production
(including free collection of uncultivated crops, forestry, firewood, hunting, fishing
mining, quarrying, etc.) of primary goods for own consumption, and (b) the activities
relating to the own-account production of fixed assets. Own- account production of fixed
assets includes construction of own houses, roads, wells etc, and of machinery, tools etc., for
household enterprise and also construction of any private or community facilities free of
charge. A person may be engaged in own account construction either in the capacity of a
labourer or a supervisor.
As a normal practice, certain activities like prostitution, begging etc., where earnings accrue
are not included in ‘economic activities’. Activity status of a person is judged irrespective of
the situation whether such activity was carried out illegally in the form of smuggling or not.
Activity Status: This refers to the activity status in which a person was found during a
reference period with regard to the person’s participation in economic and non-economic
activities. According to this, a person is regarded as being in one or a combination of the
following three broad activity statuses during a reference period:
Broad activity status mentioned in (i) and (ii) above are associated with ‘being in labour
force’ and (iii) with ‘not being in the labour force’. Within the labour force, broad activity
status (i) and (ii) were associated with ‘employment and ‘unemployment’, respectively.
The detailed activity categories under each of the three broad activity statuses i.e.
‘employed’, ‘unemployed, and ‘not in labour force’ used are stated below:
Casual Labour: (a) worked as casual wage labour in public works other than Mahatma
Gandhi NREGA public works; (b) worked as casual wage labour in Mahatma Gandhi

NREGA public works; (c) worked as casual wage labour in other types of works; (d)
did not work owing to (i) sickness and (ii) other reasons, though there was work in
household enterprise; (e) did not work owing to (i) sickness and (ii) other reasons, but
had regular wage /salaried employment;
(ii) Not Working but Seeking / Available for Work (or Unemployed): (a) sought work or did
not seek work but was available for work (for usual status approach) (b) sought work (for
current weekly status approach) (c) did not seek but was available for work (for current
weekly status approach)
(iii) Neither Working nor Available for Work (or not in Labour Force): (a) attended
educational institutions; (b) attended domestic duties only; (c) attended domestic duties and
was also engaged in free collection of goods (vegetables, roots, firewood, cattle-feed, etc.)
sewing, tailoring, weaving, etc. for household use; (d) rentiers, pensioners, remittance
recipients, etc; (e) not able to work due to disability; (f) others (including beggars, prostitutes,
etc.) (g) did not work due to sickness (for casual workers only); (h) children of age 0 – 4 years
Workers (or employed): Workers (or employed) are persons who were engaged in any
economic activity or who, despite their attachment to economic activity, abstained from
work for reasons of illness, injury or other physical disability, bad weather, festivals, social or
religious functions or other contingencies necessitating temporary absence from work.
Unpaid helpers who assist in the operation of an economic activity in the household farm or
non-farm activities are also considered as ‘workers’.
Seeking or available for work (or unemployed): Those seeking work or being available for
work (or unemployed) are persons who, owing to lack of work, had not worked but either
sought work through employment exchanges, intermediaries, friends or relatives or by
making applications to prospective employers or expressed their willingness or availability
for work under the prevailing conditions of work and remuneration.
Labour Force: Persons, who were either ‘working’ (or employed) or ‘seeking or available
for work, (or unemployed), constitute the labour force.
Not in Labour Force: Persons, who are neither ‘working’ nor ‘seeking or available for work’
for various reasons during the reference period are considered as ‘not in labour force’. Those
under this latter category are students, those engaged in domestic duties, rentiers,
pensioners, recipients of remittances, those living on alms, infirm or disabled persons, too
young or too old persons, prostitutes, smugglers, etc. and casual labourers not working due
to sickness.
The persons are classified into various activity categories on the basis of the activities
pursued by them during certain specified reference periods. There are three reference
periods for these quinquennial surveys: (i) one year, (ii) one week, and (iii) each day of the
reference week. Based on these three periods, three different measures of
activity status are arrived at. These are termed as ‘usual status’, ‘current weekly
status’ and ‘current daily status’ respectively. The procedure adopted to arrive at ‘usual
status’, ‘current weekly status’ and ‘current daily status’ are elucidated as below:
Usual Principal Activity Status: The usual activity status relates to the activity status of a
person during the reference period of 365 days preceding the date of survey. The activity
status on which a person spent a relatively longer time (i.e. major time criterion) during the
365 days preceding the date of survey is considered as the principal usual activity status of
the person. To decide the principal usual activity of a person, he/she is first categorized as
those in the labour force (either employed or unemployed) and those not in the labour force
depending on the basis of major time spent during the 365 days preceding the date of
survey. Persons thus adjudged as not belonging to the labour force are assigned the broad
activity status ‘neither working nor available for work’ (not in the labour force). Persons thus
adjudged as not belonging to the labour force are assigned the broad activity status ‘neither
working nor available for work’ (not in the labour force). At the second stage, for persons
belonging to the labour force, the broad activity status of either ‘working’ (i.e. employed) or
‘not working but seeking and/or available for work’ (i.e. unemployed) are ascertained based
on the same criterion viz., relatively longer time spent in accordance with either of the two
broad statuses within the labour force during the 365 days preceding the date of survey.
Usual Subsidiary Economic Activity Status: A person whose principal usual status is
determined on the basis of the major time criterion could pursue some economic activity for
a relatively shorter time (minor time) during the reference period of 365 days preceding the
date of survey or for a minor period, which is less than 30 days (not necessarily for a
continuous period) during the reference year. The status, in which such economic activity is
pursued, is the subsidiary economic activity status of that person.
Usual Activity Status considering Principal and Subsidiary Status taken together (usual
status(adjusted)): The usual status, determined on the basis of the usual principal status and
usual subsidiary economic activity of a person taken together, is considered as the usual
activity status of the person and is written as usual status i.e. principal status plus subsidiary
status (ps+ss). Accordingly to the usual status (ps+ss), the workers are those who perform
some work activity either in the principal status or in the subsidiary status. Thus, a person
who is not a worker in the usual principal status is considered as worker according to the
usual status (ps+ss), if the person pursues some subsidiary economic activity for 30 days or

more during 365 days preceding the date of survey. The usual status (ps+ss) is also termed
as usual status(adjusted).
Current Weekly Activity Status: The current weekly activity status of a person is the activity
status during a reference period of seven days preceding the date of survey. It is decided on
the basis of a certain priority cum major time criterion. According to the priority criterion,
the status of ‘working’ gets priority over the status of ‘not working but seeking or available
for work’, which, in turn, gets priority over the status of ‘neither working nor available for
work’. A person is considered working (or employed) if he/she, while pursuing any
economic activity, had worked for at least one hour on at least one day during the seven
days preceding the date of survey. A person is considered ‘seeking or available for work (or
unemployed’), if, during the reference week, no economic activity was pursued by the
person but he/she made efforts to get work or had been available for work any time during
the reference week though not actively seeking work in the belief that no work was available.
A person who has neither worked nor is available for work any time during the reference
week is considered as engaged in non-economic activities (or not in labour force). After
deciding upon the broad current weekly activity status of a person on the basis of the
‘priority’ criterion, the detailed current activity status is then decided on the basis of ‘major
time’ criterion if that person pursued multiple economic activities.
Current Daily Activity Status: The activity pattern of the population, particularly in the
unorganised sector, is such that during a week, and sometimes, even during a day, a person
could pursue more than one activity. Moreover, many people could even undertake both
economic and non-economic activities on the same day of a reference week. The current
daily activity status for a person is thus determined on the basis of his/her activity status on
each day of the reference week using a priority- cum- major time criterion (day to day labour
time disposition). Time disposition is recorded for every member of the sample households.
This involves recording of different activities pursued by the members along with the time
intensity in quantitative terms for each day of the reference week.
The following points are considered for assigning the time intensity and determining the
current daily status of a person: (i) each day of the reference week is looked upon as
comprising either ‘two half days’ or a ‘full’ day for assigning the activity status; (ii) a person
is considered ‘working’ (employed) for the full day, if he/she had worked for four hours or
more during the day; (iii) if a person is engaged in more than one economic activity for four
hours or more on a day, he/she is assigned two out of the various economic activities on
which he/she is devoted a relatively longer time on the reference day, an intensity of 0.5 is
given for each of the two economic activities; (iv) if the person had worked for one hour or
more but less than four hours, he/she is considered ‘working’ (employed) for half a day and
‘seeking or available for work’ (unemployed) or ‘neither seeking nor available for work’
(not in labour force) for the other half of the day depending on whether he is

seeking/available for work or not; (v) if a person is not engaged in any ‘work’ even for one
hour on a day but was seeking /available for work even for four hours or more, he is
considered ‘unemployed’ for the entire day. But if he was ‘seeking/ available for work’ for
more than one hour and less than four hours only, he is considered ‘unemployed’ for half a
day and ‘not in labour force’ for the other half of the day; (vi) a person who neither had any
‘work’ to do nor is available for ‘work’ even for half a day is considered ‘not in labour force’
for the entire day and is assigned one or two of the detailed non-economic activity status
depending upon the activities pursued during the reference day.
Labour Force Participation Rate (LFPR): LFPR is defined as the number of persons/ person
days in the labour force per 1000 persons /person days. The formula for calculating LFPR is
as follows:
Work-Force Participation Rate (WFPR) or Worker- Population Ratio (WPR): WFPR or WPR
is defined as the number of persons/person–days employed per thousand persons/person-
days. The formula for calculating WFPR or WPR is as follows:
Unemployment Rate (UR): The Unemployment Rate (UR) is defined as the number of
persons /person days unemployed per thousand persons/person days in the labour force
(which includes both the employed and the unemployed). In effect, this gives the unutilised
portion of the labour force. Thus, it is a more refined indicator of the unemployment
situation in a population than the proportion of unemployed, which is merely the number of
unemployed per thousand persons in the population as a whole. The formula for calculating
UR is as follows:
Some employed persons, particularly the self-employed, may appear to work throughout the
year. But the work they are pursuing may not fully meet their needs in terms of generating
sufficient income, giving fulfilment to them, etc. They may, therefore, want additional
and/or alternative work. Such underemployment is termed as invisible underemployment
and therefore, not directly measurable. The NSS calculates the indicators of invisible
underemployment through a set of probing questions addressed to those categorized as
usually employed on their availability for additional/alternative work and reason(s) for
seeking such additional/alternative work, status of their present engagement (i.e. whether
worked more or less regularly), etc. The proportion of the usually employed who indicate
their availability for additional/alternative work, gives, by and large, an overall share of
the employed who did not have enough work, or at least felt the need for
additional/alternative work, and in that sense, are underemployed.
Case of Occupational Injury: A case of occupational injury is the case of one worker
incurring an occupational injury as a result of one occupational accident. An occupational
injury could be fatal (as a result of occupational accidents and where death occurred within
one year of the day of the accident) or non fatal with lost work time.
Incapacity for work: Incapacity for work is the inability of the victim, due to an occupational
injury, to perform the normal duties of work in the job or post occupied at the time of the
occupational accident. Incapacity could be permanent or temporary.
Cases of permanent incapacity: Cases of permanent incapacity for work are cases of
occupational injury where the persons injured were never able to perform again the normal
duties of work in the job or post occupied at the time of the occupational accident causing
the injury.
Trade Union: A trade union is defined as a workers’ organization, constituted for the
purpose of furthering and defending the interests of workers. Trade union membership is
defined as the total number of workers that belong to a trade union.
Strike: A strike is a temporary work stoppage carried out by one or more groups of workers
with a view to enforcing or resisting demands or expressing grievances, or supporting other
workers in their demands or grievances.
Workers involved in strikes and lockouts: Workers involved in strikes and lockouts
represents the number of workers implicated directly or indirectly at any time during a
strike or lockout, whether the involvement was for the full duration of the strike or lockout
or only part of it. Workers who are unable to work as a result of the secondary effects of
strikes or lockouts should not be included.
Workers directly involved in a strike: Workers directly involved in a strike are those who
participated directly by stopping work.
Workers indirectly involved in a strike: Workers indirectly involved in a strike are those
employees of the establishments involved, or self-employed workers in the group involved,
who did not participate directly by stopping work but who were prevented from working
because of the strike.
Workers directly involved in a lockout: Workers directly involved in a lockout are those
employees of the establishments involved who were directly concerned by the labour
dispute and who were prevented from working by the lockout.
Workers indirectly involved in a lockout: Workers indirectly involved in a lockout are those
employees of the establishments involved who were not directly concerned by the labour
dispute but who were prevented from working by the lockout.
Days not worked as a result of strikes and lockouts: Days not worked as a result of strikes
and lockouts represent the total number of working days not worked as a result of strikes
and lockouts in progress during the year. It is measured in terms of the sum of the actual
working days during which work would normally have been carried out by each worker
involved had there been no stoppage.
Labour inspectors: Labour inspectors are public officials or other authorities who are
responsible for three key labour inspection activities: a) securing the enforcement of the legal
provisions relating to conditions of work and the protection of workers while engaged in
their work, such as provisions relating to hours, wages, safety, health and welfare, the
employment of children and young persons, and other connected matters, in so far as such
provisions are enforceable by labour inspectors; b) supplying technical information and
advice to employers and workers concerning the most effective means of complying with the
legal provisions; c) bringing to the notice of the competent authority defects or abuses not
specifically covered by existing legal provisions. Labour inspectors have the authority to
initiate processes that may lead to legal action.
Labour inspection visits: Labour inspection visits refer to a physical presence of a labour
inspector in a work place for the purpose of carrying out a labour inspection and which is
duly documented as required by national legislation.
Work Place: A work place can be defined as any physical space, whether a physical
construction (such as a building or set of buildings) or not, in which at least one employed
person carries out their work activities.
Non-agricultural enterprise: All enterprises covered under Sections ‘C’ to ‘S’ of NIC-2008
are "non-agricultural enterprises" (cf Appendix).
b) Changes in the physical condition of persons: the producer transports the persons,
provides them with accommodation, provides them with medical or surgical treatments,
improves their appearance etc;
c) Changes in the mental condition of persons: the producer provides education,
information, advice, entertainment or similar services;
d) Changes in the general economic state of the institutional unit itself: the producer
provides insurance, financial intermediation, protection, guarantees, etc.
All activities under NIC –2008 Sections D – U except section G(trade) (cf Appendix) are
considered as service activities other than trade. However, sections D (Electricity, gas, steam
and air conditioning supply), F(Construction), O(Public administration and defence;
compulsory social security), T(Activities of households as employer; undifferentiated goods
and services producing activities of households for own use) and U(Activities of
extraterritorial organisations and bodies) are remain outside the coverage. Only
unincorporated enterprises in the service sector under coverage are surveyed. Among these
also, activities under certain NIC - 2008 codes, viz. 36 (water collection, treatment and
supply), 491 (transport via railways), 49212 (urban or suburban tramways), 49213 (urban or
suburban underground or elevated railways), 493 (transport via pipeline), 51 (air transport),
641 (monetary intermediation), 642 (activities of holding companies), 6611 (Administration
of financial markets), 774 (Leasing of nonfinancial intangible assets), 942 (activities of trade
unions), 9491 (activities of religious organisations [although activities of individuals are
covered] ), 9492 (activities of political organisations) are also not included here.
Own-account Enterprise: An enterprise, which is run without any hired worker employed
on a fairly regular basis, is termed as an own account enterprise.
Worker: A worker was defined as all persons working within the premises of the enterprise
who are in the payroll of the enterprise as also the working owners and unpaid family
workers. The worker may serve the enterprise in any capacity - primary or supervisory.
He/she may or may not receive wages/salaries in return to his/her work incidental to or
Formal hired worker: A formal hired worker is one having continuity of job and eligible for
paid annual leave and also eligible for social security benefits like provident fund or
insurance provided by the employer.
Informal hired worker: An informal hired worker is not having continuity of job and/or not
eligible for paid annual leave and/or not eligible for social security benefits like provident
fund or insurance provided by the employer.
