COVID-19 has made a huge impact in our country affecting many sectors, the effects are still

affecting as up now. To combat this the world started researching ang producing vaccines
which are hot commodity right every country wants to be first to acquire large amounts of
this vaccines for their country making the supplies for developing countries insufficient. One
controversy that I read, that is entitled ‘Human capital,’ not ‘humans as capital’ by The
Manila Times is related to the vaccine acquisition that made headlines.

In summary the article is about LABOR Secretary Silvestre Bello 3rd asked the governments
of the United Kingdom and Germany to provide the Philippines with Covid-19 vaccines in
exchange for deploying more Filipino health care workers to those countries. In which it
sparked outrage on the public accusing the Labor secretary of treating OFWs as “a
commodity.” Health workers has been in high demand even before the pandemic. His
statements made the public think that the government that OFW health workers are treated
like bargaining chips which is inhumane in their perspective. It also showed the advantages
and disadvantages of Bello’s offer if it were to happen or not and also expressing the
importance of health workers both local and abroad.

The article starts with an introduction, introducing the readers to what the issue is about. This
is very nice way briefing them with the current issue. It then proceeded to explain that it
made the public angry. After that an explanation as to why is this is this Secretary Bello’s
perspective, explaining that because of the pandemic many people lost their job and he
thought by these people will get jobs and in return the country will receive vaccines in return
in a win-win situation which is clearly explained. Proceeding to explain that this issue is not
in his line of job and his statements also casted the entire government in a bad position. Both
positives and negatives of his suggestion is discussed having a comparison in which side to
choose is great to evaluate on which side to choose for the readers part. In the last parts the
importance of health care workers is highlighted specially in this time of pandemic
suggesting that the author wants the reader to support health workers and shown them that
they are essential. Lastly the author did not pick a side and leaving a lesson. In this sense the
author left the reader wondering in which side to choose now its up to the reader in which
side he/she will choose. But this could be improved if he chose one side and continue to
defend it making the reader more pro or against his opinion.
In conclusion the article is very timely. The author made sure to explain what’s the issue is
about, why it cause an uproar in the publics eye, why the labor secretary came up with this
idea and lastly the ups and downs of his suggestion. This article shown that medical workers
are important and must be taken care of. Overall, the article is clearly explained.
