ORDINANCE CREATING THE POSITION MUNICIPAL HEALTH OFFICER IN THE LOCAL

GOVERNMENT UNIT OF MONCADA, TARLAC AND APPROPRIATING FUNDS THEREFOR

WHEREAS, this August Body is in receipt of proposed creation of the position Municipal
Health Officer with corresponding appropriation contained in the Annual Budget for CY 2019 as
certified by the municipal accountant;

WHEREAS, the position Municipal Health Officer is mandatory for a municipal

government pursuant to Section 478 of the Republic Act 7160, otherwise known as the Local
Government Code of 1991;

WHEREAS, Section 447 (1) (viii) of the same code empowers the Sangguniang Bayan
to determine the positions and the salaries, wages, allowances and other emoluments and

expenditures necessary for the proper conduct of programs, projects, services, and activities of
the municipal government;

WHEREAS, upon thorough study and perusal of the proposal, the same was found to be

NOW, THEREFORE, premises considered and on motion by Coun. Alberto C. Marzan,

Jr., duly seconded;

BE IT ENACTED by the Sangguniang Bayan of Moncada in session duly assembled,

that:

 SECTION 1. Creation of Position. -There is hereby created a position MUNICIPAL
HEALTH OFFICER, Salary Grade 24, under the Municipal Health Office of Moncada Local
Government unit.

SECTION 2. Qualifications, Duties and Responsibilities. -The qualifications, duties

the Republic Act 7160, otherwise known as the Local Government Code of 1991.

SECTION 3. Appointment. - The appointment in the position shall be within the

prescribed qualification standards and guidelines set by the Civil Service Commission and other
pertinent laws, rules and regulations.

SECTION 4. Funding. - The newly created position shall be made part and integral
element of the Plantilla of Regular Positions in the Municipal Government of Moncada and shall
be automatically funded from the personal services component of the approved annual budget
of this municipality.

SECTION 5. Repealing clause. - All previous ordinances and issuances inconsistent

hereof are deemed amended or repealed accordingly.

SECTION 6. Effectivity. -This Ordinance shall take effect on the date of its approval.
