Brussels Station Annual Work Plan For the year 2013

General Goals:

1. To contribute in achieve South Sudan foreign policy in Brussels.

2. To create effective intelligence relations with friendly and counterparts at
host country.
3. To plan intelligence awareness for all foreigners’ intelligence activities that
taking place in Brussels and European Union especially.
4. To collect specific intelligence information and take lead for positive
intelligence in host country.
5. To organize with Belgium external intelligence for training course NSS staff
for capacity building.

Activities for achieving goals:

Goal (1) Diplomatic relations:

1. To establish bilateral relationship with friendly and other counterparts at

host country.
2. Exchange information with friendly and counterparts at host country.
3. Evaluate the negative and positive aspects of the two services GIB and
Belgium external intelligence.
4. To coordinate for training courses to GIB officers for capacity building with
Belgium experience.
5. Coordinate and organize for the experts meetings between GIB and Belgium
External intelligence.
6. Coordinate for the visiting of Director General of GIB to Brussels to meet
his counterpart there.

Goal (2) Intelligence:

1. Establish relations with Belgium External Intelligence.

2. Assess public opinion of European Union against republic of South Sudan.
3. Take lead of positive intelligence amongst South Sudanese Communities
and students in Brussels.
4. To monitor any illegally movement of South Sudanese opposition parties in
Brussels.
 Goal (3):

1. Know the number of South Sudanese living in Brussels.

2. Assess the positive and negative aspects of South Sudanese presence in
Belgium towards Government of Republic of South Sudan.
3. Assess the situation of South Sudanese communities and students in
Belgium.

Periodical Implementation Mechanism:

1st Quarter (January-April):

Exchange information in host country

Cyclist meetings with Belgium Ext. Intelligence
Sharing intelligence info with counterparts
To know exact number of Southern Sudanese in Brussels
Compile evaluation quarterly report

2nd Quarter (May-July):

Sharing timely intelligence information

Coordinate training course to GIB officers on diplomacy
in Juba
Arrange DG of GIB to Brussels

3rd Quarter (August-October):

Arrange visit of Belgium experts to Juba

Review the status of bilateral relation between GIB and
Belgium Ext. Intelligence

4th Quarter (November-December):

Evaluate implementation of work plan of the year 2013

Prepare work plan for the year 2014
