Thanks for your update note. We are in Leeds on 2 November


(albeit we already have two meetings planned)

There is an HS2 Leeds Station Working Group on 2nd November


from 10:45 to 12:30 (although we are hoping this may not take this
long) . If you are attending, would we be able to grab 30 minutes or
so at the end of the meeting (12:30) to briefly discuss the issues in
a little more detail. If you are not attending the meeting, would you
be able to spare 30 mins at about the same time (we could visit
your offices) just to get an initial handle on the issues. At this stage
our purpose would be simply to understand more fully the context
and constraints that might impact on any station design – not to
discuss options.

Further to Steve's message, Paul and I met with John Thorp our Civic Architect
on Friday to brief him on the matter. Paul and John are on leave this week and I
am only here today, tomorrow and Friday. What we agreed on Friday was that I
would explore the concepts for a station we discussed and look at how ideally
we might wish to reconfigure the highways etc that wold be displaced so we are
ready for the next mtg. I am happy to discuss with you if we can find a
convenient slot.

Following our very helpful discussion yesterday at the meeting in
London, I wondered whether it might be helpful if Mark and I,
together with an urban designer from Arup – to talk through the
small number of options where we might look at a location closer to
the city centre. I do appreciate the constraints on your time and the
ability to discuss with others, but hopefully with a bit more detail
about the constraints and opportunities we can then go away and
work up some alternative proposals. If you want to discuss this
somewhat cryptic email further please speak Mark Eaden on 020
7944 0766 – I’m in Manchester/Sheffield for the rest of the week.

The next meeting in on Tuesday (2 Nov). An agenda for that is attached. As


you will see, we want to feedback on the Programme Board signed-off long list.
That is drawing a line in the sand before work begins on progressing options
towards gate 2 (short listing).

I would be grateful if you could come armed with any thoughts on potential sites
for interchange stations around Leeds. We will not spend long on this item, but it
is useful for us to have an idea of any thoughts (existing parkway proposals, for
example) so that if demand dictates (this is likely to come in sometime early next
year, along with more certainty on the line of route) that we should have another
station in addition to Leeds, South Yorks and East Midlands, we have a head
start.

We are keen to use the bulk of the meeting to focus on city centre options
though, as there is a lot of work to progress on that front. We will present in
some more detail on those options that Programme Board flagged for immediate
work (optimising or moving). There is an action for Leeds colleagues to get a bit
more information on planning proposals for some of the options. We will come
armed with visuals of the relevant options.

For information we will be meeting South Yorkshire delivery partners (at GOYH)
from 13:30 to 15:30 on the same day (agenda to follow for those of you who
attend both).

We are keen to use the bulk of the meeting to focus on city centre options

more information on planning proposals for some of the options. We will come
armed with visuals of the relevant options.

Can I just check that you are happy with the map that I am looking at: http://www.

area in the middle.

I want to use that boundary to rate options on how close they are to ‘Leeds City
Centre’, as we discussed and just want to be sure I have exactly the right
boundary that is recognised and unlikely to shift in the near future. I will forward
our full list of criteria soon.

As soon as you have slides together for your up front bit, please forward on to
me and we will have them on laptop to project. We will aim to show this city
centre area on our large paper map with all options on it.

Please ammend minutes to show I was an attendee at yesterdays meeting

One major comment which was not covered relates to option 2/1d
combination that being the NR/Metro aspiration to remove terminating
trains from Skipton/Ilkley/Bradford FS from Leeds station by creating
thorugh services to East Leeds Parkway. This would improve rolling stock
utilisation, free up space on platforms 1-6 (HS2?) and improve cross
city connections. HOwever it would leave less space on the thorugh
platforms for an HS2.

This might cretae more space within existing station without need to
extend so far north into/over River. If that area and the station car
park was occuplied the air space would be a good development opportity.

Furthermore the long term aspiration to convert Harrogate line to


tram-train woudl see them already removed from station. One early option
is to take them on street before the Kirkstall viaduct, but another
might be to run them into new Leeds Central (1d) then continue them on
street into City Sqaure

The relocation of these services out to 1d would deliver some but not
all of these aspiartions.

Thats not to say these options would be ruled out, but the
benefits/dis-benfits should be clearly recorded in the SWOT. We do have
other issues with the use of the existing station mainly to do with
capaity for exising and increased frequency services, particularly those
to the east.

At the last meeting I promised to provide various LCC documents that provide
further context for some of the sites under consideration. The South Bank
planning framework can be accessed using the following link http://www.leeds.

Leeds_South_Bank_planning_statement.aspx . This also provides a route into
the West Leeds Gateway SPD which is relevant to the sites to the west of
Armley Gyratory. Once on the South Bank page you can go via Planning Policy
via Development Plan Documents and that should access New Supplementary
Planning Documents which includes West Leeds Gateway.

I am also attaching a plan of the Aire Valley area. This is part of the emerging
and on-going work on the Aire Valley Area Action Plan/Urban Eco-settlement.
While changes can be expected as this work progresses it gives some idea of
the broad scale and nature of the change that is being contemplated.

Thanks for that. The main thing from my perspective is that there are no leaks
during the process up to the report. That would mean that your qualified agreement
works fine. However, it could be foreseen that as we progress towards consultation
and a hybrid bill, it could still be unhelpful if incomplete information was to
come to light. That means effectively that we would wish for a continuation of the
terms.

Perhaps it could be worded about up to royal assent of a hybrid bill for the
route. Would you be comfortable with that?

I'll bring new agendas up with the first item to discuss this issue briefly.

As advised previously, I showed the confidentiality agreement to one of our legal


team. They expressed a view that it was open endeed, ie could be read to apply

realise events may get overtake by others, eg closure of YF, but wondered what your

Dear Leeds delivery partners,

We have not yet had a decision from the Secretary of State regarding the Y versus
the reverse S configurations. However, I have got agreement from DfT that in the
interim we can take Leeds station options to the long list stage (as we now have
with Manchester) on the basis that we would plan to serve Leeds one way or another
and we do not have to narrow down station options at this stage. The routes in
will play into decisions of how to shorten the list at a later stage. This work in
no way prejudices the decision on the Y vs the reverse S.

We had got to a good advanced stage with Leeds before we had to down tools, but I
have a slight anxiety that we are converging on too few options. I want to have a
slightly more 'blue skies' session to see if there are options that have not been
considered.

I suspect that we will need two more meetings in Leeds before a formal long list
meeting (in London): one to refresh where we are and identify any options that we
may have missed and a pre-meet where we go through the options (which will be
written up in templates by then) with you in detail prior to the formal London
meeting with HS2 programme board members (hence diaries are very difficult). My
aim is to lock down the long list in September. I know August is always a
challenging time for diaries.

Please give me your availability for meetings:


- 12th, 13th, 17th or 18th August (Leeds for 2 hours);
- 7th, 8th or 9th September (Leeds for 2 hours);
- 22nd September - start time between 10:30am and 1pm start (London for
3 hours).

I have tried to identify one main point of contact for each organisation. Please
see the attached spreadsheet (main contact in
BOLD) and let me know if I have got it right. I will then use these for when I
send out group e-mails and I will rely upon them to draw in others in the
organisation as necessary.

Thanks for that. The main thing from my perspective is that there are
no leaks during the process up to the report. That would mean that your
qualified agreement works fine. However, it could be foreseen that as
we progress towards consultation and a hybrid bill, it could still be
unhelpful if incomplete information was to come to light. That means
effectively that we would wish for a continuation of the terms.

Perhaps it could be worded about up to royal assent of a hybrid bill


for the route. Would you be comfortable with that?

I'll bring new agendas up with the first item to discuss this issue
briefly.

Thanks for this - I intend to be there. No one else from Yorkshire

As advised previously, I showed the confidentiality agreement to one of


our legal team. They expressed a view that it was open endeed, ie could
be read to apply indefinitely, which is why they suggested the wording I
gave you last week. I realise events may get overtake by others, eg
closure of YF, but wondered what your views were on what we suggested.

Dear Leeds delivery partners,

We have not yet had a decision from the Secretary of State regarding
the Y versus the reverse S configurations. However, I have got
agreement from DfT that in the interim we can take Leeds station options
to the long list stage (as we now have with Manchester) on the basis
that we would plan to serve Leeds one way or another and we do not have
to narrow down station options at this stage. The routes in will play
into decisions of how to shorten the list at a later stage. This work
in no way prejudices the decision on the Y vs the reverse S.

We had got to a good advanced stage with Leeds before we had to down
tools, but I have a slight anxiety that we are converging on too few
options. I want to have a slightly more 'blue skies' session to see if
there are options that have not been considered.

I suspect that we will need two more meetings in Leeds before a formal
long list meeting (in London): one to refresh where we are and identify
any options that we may have missed and a pre-meet where we go through
the options (which will be written up in templates by then) with you in
detail prior to the formal London meeting with HS2 programme board
members (hence diaries are very difficult). My aim is to lock down the
long list in September. I know August is always a challenging time for
diaries.

Please give me your availability for meetings:


- 12th, 13th, 17th or 18th August (Leeds for 2 hours);
- 7th, 8th or 9th September (Leeds for 2 hours);

position with Leeds that we have a good number of options and
information from you, so we have every chance of playing catch-up
successfully.

Dear All

As you will see, we want to hear about the local situation in Leeds first, before we
start fixating on individual station options.

What are the plans for development in the city?


What direction is the city centre moving in?
Where are the regeneration development aspirations?

Gary would you be able to provide a short update on the current situation in
Leeds?....if you could give me a call on 0207 944 6272, so we can discuss
what information it is we are looking for that would be appreciated.

The other thing we want is delivery partners to come in with their own options
for station locations so they can be put on the table to create that long list. We will
have some ideas, but we are unlikely to cover all possibilities. We want to steer
clear of sharing options electronically before the meeting so we will aim to talk to
maps and capture what is said to form a long list for the second meeting.

We will bring maps and station template stickers for both delivery partners and
HS2 Ltd to put on as we go along, which we will then take away and write up the
options after the meeting.

So at this stage we are looking for very high level descriptions of options for station
locations, even if these seem a bit whacky. It is essential to this process that we get
everything on the table as early as possible so that we can be sure that beyond that
we are just narrowing down and ruling out, rather than looking for additional
options. For preparation, I would recommend reading our report on the long list
that we developed for London (27 options) and Birmingham (17 options). We will
come on to talk about some of the constraints around lines of route into / out of
Leeds, but that is intentionally at the end of the meeting.

We will bring large maps for everyone to talk to and stick station options on, but
that does not preclude delivery partners from bringing their own if they wish.

The redrafted TOR and success criteria are also attached. On these, I have now
taken all comments into account. There will be an opportunity to discuss any
outstanding issues at the meeting before these are signed off.

for the Leeds Working Group. I would welcome any comments
from members in the next two weeks so that we are in a position to
sign these off formally in the first working group after the election.

Dear colleagues,

Please see attached some slides with schematics of typical station layouts: a terminus
station and a through station. This is to aid in station location option generation.

The first slide has some caveats as we can't be too prescriptive at this stage. I think 4
platforms is a reasonable guess for a city centre terminal station, but that is not to pre-
judge proper analysis on demand.

Margaret – could you please forward to anyone I have missed?

Following the Secretary of State for Transport’s recent announcement


on High Speed Rail, HS2 Ltd has been asked to carry out detailed
planning work on a route from Birmingham to Leeds. During 2009 we
held successful working groups in both London and the West Midlands,
generating, assessing and sifting options for station locations with a
small number of delivery partners. We would like to follow a similar
process with delivery partners in Leeds.

We are looking to open discussions with a short meeting before Easter


if possible. For our first meeting, we can tell you how we see the
process to get to a proposal to put to the Secretary of State by Summer
2011. We would also like to explore how we can tap into local
knowledge and expertise to generate a long list of options together,
which we then refine collectively.

I am mindful of the purdah period before a general election and we


hope to have an initial meeting before an election is called. (Our diaries
are rather constrained, and from our side Ian Jordan and/or I would
attend, with Peter Grant.) I would envisage the formal working groups
starting shortly after the General Election.

I should emphasise that we will in due course be holding wider


stakeholder discussions as well, with a wider group of interests.

I am grateful for Margaret Jackson of the Government Office who kindly


offered to host the meeting. I would envisage it taking around an hour
and a half. Are you able to attend on Friday 26 March starting between
2 and 4pm, or Thursday 1 April starting at 10.30 a.m.? I apologise for
