About the Australian Federal Police (AFP)

The Australian Federal Police (AFP) works closely with its partner agencies both in Australia and
overseas to counter transnational crimes including terrorism, child sexual offences, drug
trafficking and financial crimes. The role of the AFP in Indonesia is to cooperate with the
Indonesian National Police (INP) to prevent and/or reduce community harm that may result from
these crimes.

About the Jakarta Centre for Law Enforcement Cooperation Foundation (JCLEC)
The Jakarta Centre for Law Enforcement Cooperation Foundation (JCLEC) was established in
2004 within the grounds of the INP Police Academy in Semarang, Central Java by the
Governments of Australia and Indonesia to support the development of Indonesian and Regional
transnational crime prevention capability through the delivery of professional training
opportunities and capacity development activities and projects. The JCLEC Foundation is
registered as a not-for-profit organisation under Indonesian Law and is jointly managed by
Government personnel from the INP and AFP.

About the position

The JCLEC Head of Support Services role is responsible for the overall guidance and management
of the JCLEC Support Services function. The Head of Support Services reports to the JCLEC
Executive Directors who jointly manage the JCLEC institution. The Executive Directors, the JCLEC
Head of Capacity Development (an INP Senior Superintendent) and the JCLEC Head of Support
Services together form the JCLEC Senior Management Team ensuring that JCLEC effectively and
efficiently meets the organisation’s objectives and complies with Indonesian Foundation and
other laws.

The key responsibilities for this position include, but are not limited to:

• Responsibility for the delivery of JCLEC’s Support Services, which includes oversight of up to
120 staff across ten (10) work teams including: Project Support; Finance; Guest
Services/JCLEC Hotel; Human Resources; Transport; Marketing & Customer Engagement;

Foundation Secretariat; Translators & Interpreters; and Information & Communications
Technology.
• Manage up to ten (10) direct reports across two (2) sites (JCLEC Secretariat in Jakarta and
the Training Centre in Semarang), including guiding work planning; setting performance
indicators and development plans; monitoring and evaluating outputs; undertaking
performance reviews; and for those with staff supervision roles, coaching, mentoring and
developing them to effectively support and guide their respective work teams.
• Oversee and managing the service providers, contractors and consultants whose staff
support the JCLEC Support Services functions. This includes negotiating contract conditions
and evaluating outputs.
• Develop and maintain a strong working knowledge of Indonesian law as it pertains to the
JCLEC Foundation in relation to Indonesian Foundation Law, Indonesian Tax Law and
Indonesian Labour Law.
• Oversee the Foundation’s statutory obligations, the Articles of Association and proactively
identifying opportunities to reduce or eliminate risk.
• Develop and implement policies and standards to support the effective delivery of JCLEC’s
Support Services.
• Monitor financial performance and compliance.
• As a member of the JCLEC Senior Management Team, identify business improvement and
innovation opportunities to improve the effectiveness and sustainability of the Foundation.
• Engage and collaborate with key internal and external stakeholders.
• Coordinate projects that impact on the compliance, strategic and/or operational outcomes
of the Foundation.
• Assist in the preparation of AFP briefing papers and AFP government reporting.

Prerequisite

• Must be eligible to obtain an Australian Security Clearance.

Qualifications/Experience
• Qualifications and/or work experience in producing and analysing financial statements,
preferably in a non-government context
• Work experience in leadership and management, ideally within both corporate and not-for-
profit environments
• Experience in managing staff in a cross-cultural environment
• Experience managing work teams across multiple disciplines and work areas
• Experience managing projects.
