PART 1 GENERAL

1.01 DESCRIPTION OF WORK

A. This Section covers the furnishing and installation of pre-engineered Car Shelters
comprising of structural framing, roof fabric, tension cable, connectors, and other
associated components at the locations and to the details shown on the Contract
Drawings.

B. The Contractor shall provide all material, tools, equipment and labor to complete the
Work in an efficient and workmanlike manner.

1.04 REFERENCES

A. The referred codes and standards are intended to provide an acceptable level of
quality for materials, products and workmanship. In case of conflict between these
standards and the text of this Specification, the Specification text shall govern.

B. The latest revision of the referred codes and standards shall be used wherever
applicable. In case of conflict, the Contractor shall propose equipment, materials and
processes conforming to one group of codes and standards.

1.05 DEFINITIONS

A. anchor bolts: A mechanical device that is cast or drilled and chemically adhered,
grouted or wedged into concrete and masonry for the purpose of the subsequent
attachment of structural steel.

B. base plate: A steel plate welded to the base of a column which distributes the
column loads over an area of foundation large enough to prevent crushing of the
concrete and usually secured by anchor bolts.

C. bolts: Fixing element which could be removed and fixed again.

D. cold formed: The process of forming a structural section by bending sheet or strip
steel in roll-forming machines without the use of heat.

E. column: The vertical member carrying axial loads, which can be combined with
bending and shear, from the main roof beams or girders to the foundation. These
structural members carry loads parallel to their longitudinal axes.

F. connection: An assembly of one or more joints that is used to transmit forces


between two or more members and connection elements.

G. erector: The entity that is responsible for the erection of the structural steel.

H. faying surface: The plane of contact between two plies of a joint.

I. hot rolled: Structural members formed while in a semi-molten state at the steel mill
to general shape.

J. joint: A bolted assembly with or without collateral materials that is used to join two
structural elements.

K. protective paint system: The sum of the coats of paint related products applied to
the substrate to provide corrosion protection.

L. substrate: The surface to which the coating material is applied.

M. warp: The yarns running lengthwise and parallel to the selvage in a woven fabric.

N. weft: Yarns running perpendicular to the warp in a woven fabric. Also called woof.

O. welding: The process of jointing two metals or alloys by fusion.

1.06 SUBMITTALS

A. The Contractor shall submit to the Royal Commission, under the provisions of
SECTION 01330, the following items for review and approval before commencing
Work:

1. Product Data

a) Manufacturer’s product specification and recommended installation


instructions.

b) Manufacturer’s test certificates and certificate of compliance stating that


all materials conform to all requirements of this Specification, standards
and applicable design provisions.

c) Maintenance Manuals, including manufacturer’s maintenance


instructions.

d) Manufacturer's recommended specifications and instructions for


transporting handling, loading, unloading, stock piling and storage of
materials.

2. Material Samples

a) Samples of materials in sizes as required by the Royal Commission.

b) Samples of roof fabric representing manufacturer’s full range of


available colors.

3. Structural Design Calculations

a) Complete structural design calculations for the framing elements


including footings.

4. Design Drawings

a) Design and erection drawings, instruction manuals, and other data as


necessary to clearly describe design, materials, sizes, layout,
construction details, fasteners, and erection requirements.

5. Quality Control Submittals

a) Documented experience of Contractor’s site supervisor.

b) Records and reports of Contractor’s Internal Quality Control.

c) Records and reports of Contractor’s field Quality Control.

1.07 QUALITY CONTROL

A. The Contractor shall be responsible for the quality of work and shall develop and
propose programs and methods of construction and testing to achieve the specified

quality to the approval of the Royal Commission in accordance with


SECTION 01450.

1. All products may be subject to inspection at the place of manufacture in


accordance with the provisions of the referenced standards as supplemented
by the requirements herein.

2. The Royal Commission will have unrestricted entry to the fabrication shop.
During the manufacture of the products, the Royal Commission shall be given
access to all areas where manufacturing is in process and shall be permitted
to make all inspections necessary to confirm compliance with the
specifications.

3. The Royal Commission may inspect all materials and workmanship at its
discretion and may reject improper, inferior, or defective materials and
workmanship at any stage of production. All defective materials shall be
repaired or replaced as required by the Royal Commission. Rejected materials
shall promptly be removed from the site.

4. If at any time during installation and testing, weather or any other factor causes
the degradation of the construction work, all affected materials shall be
removed and re-installed in accordance with this Specification, or as directed
by the Royal Commission.

5. The Contractor shall maintain a qualified representative on-site during all


operations, in accordance with SECTION 01450.

B. Internal Quality Control

1. The Contractor shall maintain an Internal Quality Control system, which shall
include but not limited to:

a) Checking supplier’s test certificates and certificates of compliance to


conform to the specification and referenced standards prior to first
delivery.

b) Checking supplier’s delivery tickets of each delivery for completeness


and compliance with supply order and specification.

c) Checking labels and the condition of the material of each delivery,


particular to ensure that:
1) Delivered material is undamaged.
2) Protective coatings are undamaged.
3) Checking if equipment and tools are in a serviceable condition, at
least every week.

d) Checking the correct storage of material, at least every week.

C. Quality Assurance

1. Sampling, testing and checking procedures shall be recorded on a daily basis


including corrective actions taken by the Contractor if necessary.

2. Reports and records shall be made available for assessment to the Royal
Commission not later than 3 days after testing and checking.

3. Reports and records shall be established and maintained in a manner to


ensure traceability.

4. Arrangements shall be made in Contractor’s work schedule and time allowed


for checking and testing as indicated.

D. Personnel Qualifications

1. The Contractor shall employ adequate number of skilled workmen, thoroughly


trained and experienced in the necessary crafts, and completely familiar with
the specified requirements and the methods required for proper performance
of the work of this Section.

2. The Contractor’s site supervisor shall have knowledge of referenced standards


and at least 5 years of documented experience in works related to this Section
and shall have successfully completed works similar in material, design, and
extent to that indicated for the Project.

3. The Erector shall be familiar with the material and installation procedures
indicated and shall be duly skilled and trained.

4. All welders and welding operators to be employed in the work shall be certified
in accordance with AWS B2.1 qualification test within the previous 12 months.

1.08 HEALTH AND SAFETY CONSIDERATIONS

A. All works undertaken in relation to this Specification are to be completed in full


accordance with the respective health and safety requirements established by the
following:

1. Kingdom of Saudi Arabia

a) Legislation, Regulation, Standards and Codes.

2. Royal Commission Regulations

a) Standards, Contractual Conditions, and Health and Safety Systems.

3. Contractor

a) Health and Safety Standards and Systems as accepted by the Royal


Commission.

B. In the absence of any of the above, best accepted industry practice shall be
employed throughout.

1.09 DESIGN CRITERIA

A. Car Shelters shall be supported by a series of structured framing system


symmetrically located to provide a shade for the parking of 3 cars, unless indicated
otherwise.

B. All structural steel sections and welded members shall be designed in accordance
with the applicable sections related to design requirements.

C. All light gage, cold formed structural members shall be designed in accordance with
the latest edition of the American Iron Steel Institute “Specifications for the Design of
Cold Formed Steel Structural Members” or equivalent codes and standards.

1.10 JOB CONDITIONS

A. Protection

1. Work shall be performed in such a manner as to prevent injury to persons,


property in general, structures, and other facilities and utilities.

B. Dust Control

1. Dust shall be controlled within populated areas of the construction operations


to the satisfaction of the Royal Commission by thoroughly moistening all
surfaces as required to prevent dust being a nuisance to the public and to
personnel working on the site or along transport routes.

C. Housekeeping

1. Good housekeeping shall be strictly observed. Materials and equipment being


used shall be arranged so as not to cause obstruction to traffic or to the public.

D. Preservation of Vegetation

1. All existing vegetation such as trees, shrubs and grasses on or adjacent to the
work site which are not to be removed and which do not unreasonably interfere
with the work shall be preserved and protected.

E. Coordination

1. The Contractor shall be responsible for the proper coordination of all phases of
work under this Contract.

2. The Contractor shall coordinate the work and equipment as specified herein
with the work to be performed and equipment to be furnished under other
Sections of the specifications in order to assure a complete and satisfactory
installation.

F. Site Clean-up

1. The work site shall at all times be kept neat, clean and free of waste material
or rubbish.

2. Any surplus equipment and material not required for further performance of the
work shall be promptly removed from the work site.

3. Upon completion of the work, all equipment, temporary structures, rubbish and
unused materials shall be removed from the work site.

1.11 DELIVERY, HANDLING AND STORAGE

A. The Contractor shall deliver, handle and store equipment and material units in
accordance with SECTIONS 01650 and 01660, as well as the following
requirements:

1. Packing and Shipping

a) Structural steel shall not be handled until paint has thoroughly dried.
Care shall be exercised to avoid paint abrasions and other damage.

b) Fabricated structural steel shall be transported in the largest practical


lengths and in such a way as not to overstress the fabricated sections.

c) All materials shall be handled and shipped in a manner that will prevent
distortion or other damage. Distorted members shall be reported to the
Royal Commission and the Contractor shall obtain approval for the
method of replacement or correction.

d) All parts and bundles of identical parts shall be clearly marked for
identification. Packing, marking and loading for shipment shall be in
accordance with the procedures recommended in ASTM A700.

e) No metal work shall be dispatched from the Fabricator’s workshops


before satisfying all the tests and conditions prescribed.

f) All rivets, bolts, nuts, washers, screws and fasteners shall be packed in
separate bags. Bolts and fasteners shall be packed according to type,
size and length. Loose nuts and washers shall be packaged according
to size.

g) The sequence of shipment shall be such as to expedite the erection and


minimize the site handling of materials.

h) All coating and paint material shall be packed and shipped according to
manufacturer’s recommendations.

2. Storage and Protection

a) Materials shall be handled and stored as recommended by


manufacturer.

b) Material shall not be thrown, dropped, dragged, bumped, or allowed to


impact on objects that cause damage.

c) All material shall be stored in a manner that will prevent distortion or


other damage. Distorted members shall be reported to the Royal

Commission and the Contractor shall obtain approval for the method of
replacement or correction.

d) Materials shall be stored in a manner to permit easy access for


inspection and identification.

e) Stored materials shall be piled securely away from any other


construction by a reasonable distance to avoid damage or soiling.

f) Materials shall be placed on skids, above the ground and shall be kept
clean of mud and dirt. The storage area shall be properly drained.

g) For long members such as columns and chords, skids shall be placed
near enough together to prevent injury from deflection.

h) If bolts and nuts become dry or rusty, they shall be cleaned and
re-lubricated before use.

3. Handling and Delivery of Materials

a) All products shall be delivered in manufacturer’s original protective


packaging.

b) Products shall be inspected at time of delivery for damage and for


compliance with specifications.

c) Structural members shall be identified by item mark numbers to facilitate


easy installation.

d) Special care shall be exercised to avoid bending, twisting or distorting


the structural steel materials during handling and delivery.

PART 2 PRODUCTS

2.01 GENERAL

A. All goods and products covered by these Specifications shall be procured, when
available, from an in-Kingdom manufacturer. Procurement of all goods and products
manufactured out-of-Kingdom must be approved by the Royal Commission.

B. All materials shall be suitable for their intended usage and shall be capable of
operating under the full range of site environmental conditions.

C. Steel furnished for structural load-carrying purposes shall be properly identified for
conformity to the specified grade in accordance with approved standards specified
herein.

D. All sections shall be metric sized. For non-metric section intended to be used by the
Contractor, the conversions shall be made by agreed conversion tables submitted to
the Royal Commission for approval.

E. All materials and products shall be new, sound and uniform in quality, size, shape,
color and texture and shall be free from cracks, warps or other defects.

F. The materials shall include the structural framing inclusive of support posts, rafters,
cross piece, internal bracing and haunching, fabric roofing, hardware and fasteners.

2.02 STRUCTURAL FRAMING

A. General

1. All framing members shall be manufactured from structural steel designed and
shop-fabricated for bolted field assembly, unless otherwise noted on the
Contract Drawings.

2. Each framing members shall carry an easily visible identifying piece mark
(painted or stenciled).

3. Members shall be free of dirt, grease, oil and loose mill scale, and shall be
given 1 shop coat of red oxide primer before the application of first coat.

B. Framing Elements

1. Framing elements shall be fabricated from pipes conforming to ASTM A53M


Schedule 40 minimum, or tubes conforming to ASTM A500 Grade A.

2. Members fabricated from hot rolled structural shapes shall have minimum yield
strength of 250 MPa in conformance with ASTM A36M or equivalent.

3. All welding shall conform to the applicable requirements of AWS D1.1M.

C. Tension Cables

1. The peripheral cables shall be of multi-core steel with tensile strength sufficient

to withstand the imposed wind loads on the structure.

2. The galvanized tension cables shall have good abrasion resistance and
flexibility.

D. Bolts and Nuts

1. All field connections shall be bolted, unless otherwise indicated on the


Contract Drawings.

2. All primary and secondary bolted connections shall be furnished with zinc-
plated machine bolts conforming to ASTM A307 or equivalent.

3. Standard fasteners shall be No. 14, Type A, self-tapping screws with metal
and neoprene washers.

4. All screws shall have hexagonal heads, color coated to match the color of the
structure and shall be zinc-plated steel.

5. All bolts shall be provided with nuts conforming to ASTM A563M or equivalent.

E. Welded Connections

1. Welded connections, as required, shall be in accordance with the relevant


design requirements and shall be performed in accordance with AWS D1.1M.

F. Finishing

1. All structural steel work shall be electrostatic polyester powder coated with a
minimum coating cover of 75 to 100 micron. Coating color shall be white.

2. The powder coating shall be resistant to extreme temperature variations,


ultraviolet light induced color changes and high impacts.

3. Alternatively, the structural steel work shall be hot-dip galvanized in


accordance with ASTM A123M or equivalent.

4. Installer’s check list shall include touch-up to factory finish.

2.03 ROOF COVERING FABRIC

A. General Requirements

1. The color of the roof covering fabric shall be heritage green unless otherwise
selected by the Royal Commission.

2. Approval of the color shall be mandatory before any procurement action is


initiated.

3. The fabric shall be without any joints or with minimum possible joints
depending on the size of the fabric roll.

4. The shape and arrangement of fabric shall be made to give a conical shape
with the hem tightly fixed to the central bar and the sides stretched and tied to
the structural framing by tension cables forming a catenary curve between
each post.

5. The roof covering fabric for all Car Shelters shall be identical and shall be
provided by a single manufacturer.

B. High Density Polyethylene (HDPE) Roof Covering Fabric

1. Roof covering fabric shall be a knitted mono-filament, manufactured from high


density polyethylene (HDPE), having the following physical properties:

a) Ultra violet stabilized to maintain both flexibility and strength during long
term exposure to harsh environment.

b) Tape knitted lock stitch construction, resulting in a dimensionally stable


and consistent fabric, resistant to tear and fray if cut.

c) Breaking force not to be less than 700 N in the warp direction and
1800 N in the weft direction.

d) Tear resistance not to be less than 130 N in the warp direction and
220 N in the weft direction.

e) Mean bursting force not to be less than 1800 N.

f) UV-B block-out rating, up to 94%, depending upon the selected fabric


color.

g) Shade factor, up to 90%, depending upon the selected fabric color.

C. PVC Roof Covering Fabric

1. As an alternative, when required by the Royal Commission, the Contractor


may propose PVC roof fabric or other suitable material for the Royal
Commission review and approval.

2. The proposed PVC roof fabric shall be of the weight, grade and strength
suitable for the structure size.

3. PVC roof fabric shall be of welded construction, sealed joints and shall provide
full waterproofing of the specified area.

2.04 FOUNDATION

A. The posts shall be either directly embedded in concrete or anchored with embedded
anchor bolts when posts are welded with the base plates, in accordance with the
manufacturer’s foundation details.

B. Concrete for foundation shall conform to Class C25b as specified in


SECTION 03310.

C. The proportioning, batching, mixing, delivering and testing of concrete shall comply
with the applicable requirements of SECTION 03310.

PART 3 EXECUTION

3.01 WORKMANSHIP

A. Materials, products and equipment furnished by the Contractor, shall be installed in


accordance with Contract Drawings and Specifications.

B. All construction and installation work shall be done in a thorough and workmanlike
manner in accordance with the Contract Drawings and Specifications and shall be
subject to acceptance by the Royal Commission.

C. All work shall be performed in conformity with the best trade practices and the printed
instructions of the applicable manufacturers; by skilled workers equipped to produce
satisfactory results; in a safe, substantial manner to avoid undue stresses, rigid
enough to prevent undue movement, to avoid interference with work of other trades,
to present a neat, orderly appearance; and to facilitate operation, service,
maintenance and repair.

D. Deviations from the Contract Drawings and Specifications shall not be permitted
except upon written permission of the Royal Commission.

3.02 INSPECTION

A. Material Inspection

1. The Contractor shall inspect all products for damage immediately before
installation.

2. The Contractor shall inspect thoroughly the roof fabric for defects, correctness
of dimensions and configurations.

3. Any product found to be damaged or not in accordance with the specifications


shall be repaired or removed from the site and replaced.

4. Repairs shall not be undertaken without the Royal Commission review and
approval of Contractor's proposed action.

5. Damaged fabric and other materials shall be replaced at no additional cost to


the Royal Commission.

B. Site Inspection

1. The Contractor shall verify that the field measurements are as indicated on the
Contract Drawings.

2. The Contractor shall verify that footing locations and elevations comply with
Shop Drawings.

3. The Contractor shall not begin installation until substrates have been properly
prepared.

3.03 PREPARATION

A. Prior to application of finished coats for structural components clean surfaces, touch-
up abrasions, marks and other defects.

B. Coordinate with the site work and asphalt concrete paving to perform earthwork for
shelter foundations.

C. Clean surfaces thoroughly prior to installation.

D. Prepare surfaces using the methods recommended by the manufacturer for


achieving the best result for the substrate under the project conditions.

3.04 INSTALLATION

A. Installation shall be performed in accordance with the approved plans and Shop
Drawings and in compliance with the manufacturer's installation instructions.

B. The entire structure shall be erected straight, level, plumb, and true, without offset in
plane between adjacent members in accordance with the standard construction
procedures.

C. All joints and connections shall be tight and clean and all surfaces of work shall be
left in a clean condition.

D. Method of installation of roof fabric shall be demonstrated to the Royal Commission.

E. Maintenance instructions from the manufacturer shall be included in the Maintenance


Manuals.

3.05 PROTECTION

A. The Contractor shall protect installed products until completion of the Project.

B. The Contractor shall touch-up, repair or replace damaged products before


Substantial Completion.

3.06 SITE CLEANING

A. The Contractor shall remove surplus materials and debris from the site and dispose
of as directed by the Royal Commission. The site shall be left in a neat and clean
condition.
