PART 1 GENERAL

1.01 DESCRIPTION OF WORK

A. This Section specifies the minimum technical requirements for design engineering,
furnishing, manpower, installing, supervision, testing and commissioning of
annunciators, chart recorders, temperature and pressures indicators and process
controllers as per the Contract Documents.

1.04 REFERENCES

A. The referred codes and standards are intended to provide an acceptable level of
quality for materials and products. In case of conflict between these standards and
the text of this Specification, the Specification text shall govern.

B. The latest revision of the referred codes and standards shall be used wherever

1.05 DEFINITIONS

A. accuracy: The degree to which an indicated value matches the actual value of a
measured variable.

B. acknowledge: The sequence action that indicates recognition of a new alarm.

C. annunciator: A device or group of devices that call attention to changes in process


conditions that have occurred. An annunciator usually calls attention to abnormal
process conditions, but may be used also to show normal process status. Usually
includes sequence logic circuits, labeled visual displays, audible devices, and
manually operated pushbuttons.

D. audible device: A device that calls attention by sound to the occurrence of abnormal
process conditions. An audible device may also call attention to return to normal
conditions.

E. bellows: A pressure sensing element generally of cylindrical shape whose walls

contain deep convolutions, and for which the length changes when a pressure
differential is applied.

F. bimetallic thermometer: A device consisting of temperature sensitive element


housed in a stainless steel sheath and connected to indicator enclosed in an integral
case. Temperature changes will cause the free end of the helix to rotate, actuating
the indicator.

G. bourdon tube: A pressure sensing element consisting of a twisted or curved tube of


noncircular cross section which tends to be straightened by the application of internal
pressure.

H. controller: A controller is a comparative device that receives an input signal from a


measured process variable, compares this value with that of a predetermined control
point value (set point) and determines the appropriate amount of output signal
required by the final control element to provide corrective action within a control loop.

I. derivative action: The action of a controller whose output is proportional to the rate
of change of input.

J. derivative action time: The amount of time that determines how strongly the
controller will react to the rate-of-change of the measured value (expressed in
seconds).

K. diaphragm seal: A thin flexible sheet of material clamped between two body halves
to form a physical barrier between the instrument and process fluid.

L. integral action: The action of a controller whose output signal changes at a rate
proportional to the input (deviation from the set point) signal.

M. Integral action time: The amount of time taken by the controller to remove steady-
state error signal (expressed in seconds).

N. proportional band: The amount of deviation of the controlled variable from set point
required to move the final control element through the full range (expressed in % of
span).

O. pushbutton: Momentary manual switch that causes a change from one sequence
state to another. Pushbutton actions include silence, acknowledge, reset, first out
reset, and test.

P. rest: The sequence action that returns the sequence to the normal state.

Q. lamp test: An annunciator sequence initiated by operation of the test pushbutton to


reveal lamp or circuit failure.

1.06 SUBMITTALS

A. The Contractor shall submit to the Royal Commission, under the provisions of
SECTION 01330, the following items for review and approval before commencing
Work:

1. Detailed dimensioned Shop Drawings.

2. Manufacturer’s data sheets shall include:

a) Indication of the necessary installation dimensions, weights and


materials.

b) Optional auxiliary equipment and controls that will be included for


project.

3. Operation and Maintenance Manuals.

4. Factory test reports.

5. Certificate of compliance stating that the materials used conform to all


requirements of this Specifications.

6. List of manufacturers of all items indicated for under this Specification.

7. Copies of catalogs of all equipment to be furnished.

8. Manufacturers suggested list of 2 years spare parts.

9. Factory calibration report for all instruments.

10. Instruments data sheets in ISA format unless otherwise specified.

B. After installation of the equipment, the Contractor shall submit the following:

1. As-Built drawings of complete system.

2. Field test reports after completion of testing and commissioning.

1.07 QUALITY CONTROL

A. The Contractor shall be responsible for the quality of work and shall develop and
propose programs and methods of construction and testing to achieve the specified
quality to the approval of the Royal Commission in accordance with
SECTION 01450.

1.08 HEALTH AND SAFETY CONSIDERATIONS

A. All works undertaken in relation to this Specification are to be completed in full


accordance with the respective health and safety requirements established by the
following:

1. Kingdom of Saudi Arabia

a) Legislation, Regulation, Standards and Codes.

2. Royal Commission Regulations

a) Standards, Contractual Conditions, and Health and Safety Systems.

3. Contractor

a) Health and Safety Standards and Systems as accepted by the Royal


Commission.

B. In the absence of any of the above, best accepted industry practice shall be
employed throughout.

1.09 SERVICE CONDITIONS

A. All the equipment/materials installed indoor shall be suitable for continuous operation
under the following service conditions:

1. Ambient Air Temperature

a) A maximum of 40°C.

b) A minimum of 0°C.

c) Average temperature, measured over a period of 1 month, shall be at a


maximum of 35°C.

2. Relative Humidity (Average Value)

a) For a period of 24 hours, shall not exceed 95%.

b) For a period of 1 month, shall not exceed 90%.

B. All the equipment/materials installed outdoor shall be suitable for continuous


operation under the following service conditions:

1. Ambient Air Temperature

a) A maximum of 50°C.

b) A minimum of 0°C.

c) Average temperature, measured over a period of 1 month, shall be at a


maximum of 45°C.

2. Altitude is less than 1000 m, unless a higher altitude shall be specified in


Contract Drawings.

3. Average Value of the Relative Humidity

a) For a period of 24 hours, shall not exceed 95%.

b) For a period of 1 month, shall not exceed 90%.

c) Relative humidity may be temporarily 100%.

1.10 FACTORY TESTING

A. All the equipment/material shall be tested at factory. The Contractor shall notify the
Royal Commission in writing not less than 30 days prior to the scheduled starting
date of the factory tests.

B. The Royal Commission reserves the right of deputing their representative for
witnessing the factory test.

C. Upon completion of factory test, and before shipment of the equipment/material, the
Contractor shall submit 5 certified copies of test reports not later than 10 days after
the completion of all factory tests for review and approval of the Royal Commission.

D. On arrival at site, the equipment and material shall be checked for operational and
dimensional requirements.

1.11 COORDINATION

A. The Contractor shall be responsible for the proper coordination of all phases of the
work under this Contract.

B. It shall be the responsibility of the Contractor to coordinate the work and equipment
as specified herein with work to be performed and equipment to be furnished under
other Sections of the specifications in order to assure a complete and satisfactory
installation.

1.12 DELIVERY, HANDLING AND STORAGE

A. The Contractor shall deliver, handle and store equipment and material units in
accordance with SECTIONS 01650 and 01660, as well as the following
requirements:

1. Provide marking on each item in accordance with the referenced standards.


Ship each unit securely wrapped, crated and wrapped or packaged and
labeled for safe handling in shipment.

2. Materials shall be stored at building site strictly according to manufacturer’s


instruction.

3. Damage or distortion of the materials shall be avoided during handling and


shipment or transportation.

4. Damages to the equipment and materials occurring during transportation or


storage of the product shall be the responsibility of Contractor.

5. Fill in forms required by Contract Quality Manual.

PART 2 PRODUCTS

2.01 GENERAL

A. All goods and products covered by these Specifications shall be procured, when
available, from an in-Kingdom manufacturer. Procurement of all goods and products
manufactured out-of-Kingdom must be approved by the Royal Commission.

B. The panel mounted annunciators, pen recorders and controllers shall be capable of
satisfactory operation in main air-conditioned control rooms and in local control
panels.

C. Enclosures shall meet the requirements of NEMA ICS-6 or IEC 60529 for the
specified area classification, and shall be sufficiently rigid to withstand normal
operation and transportation without damage. When enclosures are outdoors, it shall
also meet NEMA 250 specifications.

2.02 ANNUNCIATOR

A. General

1. The annunciator shall comply with the standard specification of ISA 18.1.

2. The window color shall be as specified by the Royal Commission. The window
shall be approximately 50 x 70 mm, with legend engraved in Arabic and
English unless otherwise specified.

3. The annunciator shall provide immediate fault recognition, fault identification,


and visual and audible alarm in an abnormal process situation.

4. It shall also provide a means for subsequent fault analyses which means that
corrective measures can be carried out without delay.

5. The supply voltage shall be nominal 127 V, 60 Hz.

6. The audio alarm shall be a vibrator horn with sound output adjustable from
73 to 103 dB, and suitable for use on nominal 127 V, 60 Hz.

7. Fire alarm system shall comply with SECTION 13850.

B. Design and Construction

1. The annunciator shall be of solid state construction.

2. It shall be mounted on 480 mm (19 in.) cabinet. Also, it shall be suitable for
flush panel mounting.

3. It shall include visual displays which flash to indicate abnormal process


conditions and change to ON when alarms are acknowledged.

4. Push Buttons

a) Pushbuttons shall be provided for the "acknowledge," "reset," and "lamp


test" functions. When specified, "First out reset" shall also be provided.

b) Automatic rest pushbutton that automatically clears acknowledged


alarms when process condition return to normal as per ISA 18.

c) The lamp test function shall not disable the annunciator.

5. Electronic Component

a) General
1) All components shall be of high grade industrial standard varieties
rated for temperature conditions as specified in par. 1.09.
2) All components and assemblies shall be designed to operate with
internal natural draft air circulation with no louvers and no fans.
3) The surface temperature rise of components mounted on printed
circuit boards (PCBs) shall not exceed 25°C above ambient. If
this rise is exceeded, a screen shall be provided to eliminate
accidental contact.

b) Printed Circuit Boards


1) All PCBs shall be coated with a solderable clear epoxy
polyurethane resin vanish after assembly, prior to inspection and
testing.

c) LED Indicators
1) Output state LEDs on PCBs shall be mechanically protected by a
clear cover which may also act as an external handle.

d) Identification
1) Each PCB shall be identified by type number.

6. Each annunciator unit shall be provided with an event register, which stores
the last 9 events of the module in chronological order.

7. The annunciator shall include 4 sequence designations as per ISA 18.1. These
designations are:

a) Process Condition
1) It shall have 2 different states; Normal and Abnormal.

b) Sequence State
1) It shall have 3 different states; Normal, Alarm and Acknowledged.

c) Visual State
1) It shall have 3 different states; ON, OFF and Flashing.

d) Alarm Audible Device


1) It shall have 2 different states; Silent and Audible.

8. Annunciator enclosures shall be as specified in par. 2.01 C.

2.03 CHART RECORDERS

A. General

1. The recorder shall provide accurate and reliable recording of a minimum of


3 process signals on a 100 mm wide chart unless otherwise specified.

2. The configuration of the recorder shall be adjusted by means of the front panel
keys or PC Configurator software.

3. The chart recorder shall be applicable for the following application:

a) Temperature, humidity and pressure recording.

b) Waste monitoring and control.

c) Temperature, humidity and pressure monitoring and alarms.

d) Other applications specified by the Royal Commission.

4. The chart recorder shall include the following if applicable:

a) Flow and level recording.

b) Square root extraction function for flow records.

c) Fluorescent digital display with high visibility.

d) The recorder shall be capable of displaying continuous process analog


values per channel with or without bar graph.

e) The recorder shall be capable of totalizing function for each channel and
printing this every hour and total per day.

f) Other requirement specified by the Royal Commission.

B. Design and Construction

1. The recorder shall be designed for panel mounting unless otherwise specified.

2. The recorder shall be designed to provide complete dust and water protection
on the front face, making it suitable for use in harsh environments.

3. Roll or fanfold charts with a recording width of 100 mm shall be available with
30, 40, 50, 60, 70 and 75 divisions. Chart speed shall be fully adjustable
between 1 and 1500 mm/hour.

4. The overall accuracy shall be ± 0.5%.

5. At least 2 hours recording shall be visible without opening of the case.

6. Recorder inks and inking systems shall be suitable for trouble free use in either
the ambient extremes to be encountered on the site or in an air conditioned
environment.

7. An easily replaceable ink cartridge system shall be used.

8. A different color ink shall be used for each pen on multipoint recorders.

9. The supply voltage shall be nominal 127 V, 60 Hz.

10. The recorder shall print time, date and chart speed automatically at regular
intervals. Channel scales and trace identifiers shall also be printed on the
chart.

11. There shall be up to 12 process alarms which can be set up within the
recorder. Alarm status shall be printed on the chart.

2.04 TEMPERATURE AND PRESSURE INDICATORS

A. Temperature Indicators

1. Bimetallic Thermometer Indicators

a) The bimetallic element is a helically wound strip of 2 metals with


dissimilar coefficients of thermal expansion fused together. A
temperature change causes a change in curvature which is translated
into a rotary motion to the indicating pointer.

b) The bimetallic thermometer shall ranges from - 70 to 500°C unless


otherwise stated.

c) Hermetically sealed elements shall be used for temperature below


- 20°C.

d) Thermometer accuracy shall be ± 1%.

e) The time response of the bare stem instrument, i.e. the time to reach
63% of the final value, shall not exceed 4 seconds.

f) Each indicator shall be supplied with a close fitting separable stainless


steel well. Well shall be threaded for mounting 19 mm tapered pipe
thread. The thermometer case shall be waterproof construction.

g) The thermometer head shall be hexagonal or wrench flat and shall be


capable of full angular adjustment.

h) The preferred diameter of the dial shall be 100 mm. The dial shall be
non-reflective white with black pointer, scale and numerals.

i) When subjected to vibration, silicon oil filled thermometer shall be used.

2. Liquid Filled Indicator

a) The filled system consists of a bulb, connecting capillary tube and


Bourdon tube. The complete system is liquid filled and the expansion of
the liquid is communicated to the Bourdon tube and pointer.

b) The upper temperature limit shall be 500°C unless otherwise stated.


The minimum range span shall be 20°C. The accuracy shall be as
specified in par. 2.04 A.1.d.

c) The 63% response time of the bare bulb shall not exceed 4 seconds.

d) Bulb size shall be a minimum for the required range. The bulb material
shall be stainless steel unless otherwise stated.

e) Each bulb shall be provided with a close tolerance stainless steel well.
The well connection shall be screwed or flanged as appropriate.

f) Capillaries shall be provided with flexible stainless steel armor. The


length of the capillary shall not exceed 10 m.

g) The dial diameter shall be as specified in par. 2.04 A.1.

3. Liquid in Glass Indicator

a) The industrial type liquid in glass thermometer has the bulb and part of
the stem enclosed in a metal tube, with the scale section contained in an
attached metal case. The case-stem angles normally utilized are 180°
(straight), 90° back angle and 90° right and left side angles.

b) The liquid fill shall be mercury, mercury thallium alloy or organic liquid. If
an organic liquid is used, it should wet the bore uniformly with a
minimum amount of film holdup or falling temperature.

c) The upper temperature limit shall be 250°C.

d) The thermometer shall be provided with a well with 13 or 19 mm pipe


thread with a threaded swivel nut connection. The well shall be stainless
steel and the case made of aluminum or brass.

B. Temperature switches shall comply with SECTION 13420.

C. Pressure Indicators

1. The majority of pressure sensing elements shall be bourdon tubes, but spiral
elements, helixes, bellows and diaphragms are acceptable, depending on
range and service. Phosphor bronze shall be the preferred material. Other
materials are dependent on service and as shown on the data sheets.

2. The accuracy of the industrial grade indicator shall be ± 1% of full scale


between 10 and 90% with increasing or decreasing pressure, and ± 1.5% on
the remainder of the scale.

3. Calibration shall be in kilo-Pascal (kPa) or Mega-Pascal (MPa) according to

system pressure.

4. Range selection shall be based on the maximum steady pressure in the


system being approximately 75% of the full scale reading. In the case of
fluctuating pressure, the maximum reading shall be up to 65% of full scale
deflection.

5. The indicator shall be capable of withstanding 25% over the maximum scale-
reading with no change in the calibration.

6. The preferred case size for direct mounted gages shall be 100 mm diameter.
Direct mounted gages shall have 12 mm bottom connections. Other gages
shall have connections appropriate to the range.

7. The general purpose gage case material shall be aluminum or other approved
material. The case shall be dust-proof and splash-proof.

8. Where external vibration is likely to be a problem, liquid filled cases shall be


supplied.

9. Dials shall be white, non-reflective, with black pointer, scale and numerals.

D. High Pressure Gages

1. Gages with a maximum scale reading of more than 6 MPa shall be provided
with a metal case, a solid baffle between tube and dial, blow-out release and
non-splintering glass or clear plastic.

E. Oxygen Gages

1. Gages for oxygen service shall be oil and grease free.

2. The dial shall be clearly marked in Arabic and English for use on oxygen.

F. Acetylene Gages

1. High copper or silver alloys shall not be used in the construction of gages for
use on acetylene gas.

2. Copper alloys of less than 65% copper or steel bourdon tubes shall be used.

G. Diaphragm Seals

1. Where the fluid contains solids which could clog the measuring element, a
diaphragm seal unit shall be provided as an integral part of the gage.

2. The pressure connection shall be not less than 25 mm diameter.

3. The gages shall be isolated from the following process applications by using
diaphragm seals:

a) Slurries, viscous or corrosive services.

b) Flammable or toxic streams in high pulsating/vibrating service.

H. Siphon shall be provided wherever the fluid temperature exceeds 60°C. Siphon
material shall be Type 316 SS or approved material.

I. Pressure switches shall comply with SECTION 13420.

2.05 PROCESS CONTROLLERS

A. Design and Construction

1. Each controller shall be flush panel mounted unless otherwise stated.

2. The controller chassis shall be connected to the case via multi-pin connectors
whereby it is possible to unplug the unit in the event of failure and substitute
either a manual loading station or a replacement controller.

3. The front fascia shall display measured value, set-point, output indication,
manual set value and output controls, auto-manual switch and local/remote set
point transfer switch.

4. Range of input and output signal shall be 4 to 20 mA DC. However the output
shall have readily adjustable operational limits.

5. The control action shall be readily changed from direct to reverse.

6. Controller design shall ensure automatic bump-less transfer from 'auto' to


'manual' or vice-versa.

7. The controller shall have minimum adjustments available as follows unless


otherwise stated:

a) Proportional Band shall be from 5 to 500%

b) Integral Action Time shall be form 6 seconds to 25 minutes.

c) Derivative Action Time shall be from 0 to 10 minutes.

8. In the event of integral and derivative times having step adjustments, the ratio
of successive steps shall not exceed 2.

9. The supply voltage shall be nominal 127 V AC, 60 Hz as specified on the


Contract Drawing/Document. Each controller shall have a separately fused
supply for a 2 wire transmitter.

PART 3 EXECUTION

3.01 GENERAL

A. The Contractor shall be responsible for coordinating the installation of the


annunciator, chart recorders, temperature and pressure indicators equipment to
ensure that a complete and fully operational for immediate use once a facility is
complete.

B. The Contractor shall be responsible for obtaining any required permits.

C. The Contractor shall be responsible for providing operating and supervisory


personnel with adequate knowledge and experience. All work shall be done in a
workmanlike manner by competent personnel under the supervision of expert
personnel.

D. A set of working drawings shall also be at the site at all times during the works. All
work shall be subject to acceptance by the Royal Commission. Deviations from the
Contract Drawings/Document and Specifications shall not be permitted, except upon
prior written permission of the Royal Commission.

E. During the construction period, the Contractor shall be responsible for protecting
equipment from dirt, water, and chemical or mechanical injury.

3.02 INSTALLATION

A. General

1. The Contractor shall install all the electronic equipment and facilities in strict
accordance with the manufacturer’s recommendations, including
recommended operating and servicing clearances.

2. All equipment and system installation and activation work shall be performed
according to the latest manufacturing technology and the Royal Commission
rules and regulation.

3. All instrument process connection for salt water service shall be welded or
flanged and shall not have screw threads.

4. All nearby instruments shall be grouped to a gage stand or panel as


appropriate. All individual instruments and grouped instruments shall be
protected from direct sunlight and high humidity.

5. On vibrating pipes, instruments/gages shall be mounted off the pipes. Gages


shall be installed on a 50 mm (2-in.) GI pipe support with SS brackets and
clamps.

B. Temperature Indicators

1. The installation of bimetallic thermometers shall conform to API RP 551.

2. The face of indicators shall be vertical.

3. All indicators shall be installed in separable wells.

4. Capillaries shall be run in protective steel channel, with any excess neatly
coiled.

C. Pressure Indicators and Gages

1. The installation of pressure gages shall conform to API RP 551.

2. The face of the gage shall be vertical.

3. The tapping point shall be provided with an isolating valve. The gage shall
additionally be provided with a gage cock if the gage is located more than
300 mm from the tapping point.

4. There shall be a minimum of 20 mm clear space beyond any blow-out


protection device.

5. Siphons shall be used wherever the fluid temperature exceeds 60°C.

6. Pulsation dampeners shall be provided on any service where large pressure


fluctuations are expected.

7. For gages on oxygen service, no oil or grease shall come into contact with the
mechanism. In particular the gages shall not be calibrated on a deadweight
tester. The seating washer shall not be made of leather.

8. For acetylene service, no copper or copper-asbestos joint washers shall be


used.

3.03 TESTING AND COMMISSIONING

A. General

1. The Contractor shall carry out all site tests in accordance with approved test
procedures to ensure that the equipment and related accessories comply with
this Specification and operational requirements. All tests shall be subject to
witnessing by the Royal Commission’s representative.

2. At least 4 weeks prior to schedule tests, the Contractor shall submit to the
Royal Commission an outline of the plan and procedures to be used in
performing the site inspection and site tests. This shall include a brief
description of the test equipment, reference drawings, proposed tests and
procedure, test sheets, calculations, reference drawings and
minimum/maximum test and performance values in conformance with the
specification and acceptability of the equipment and acceptability of the
installation.

3. All testing equipment shall be calibrated by approved authorities and


calibration certificate shall be provided to the Royal Commission for review and
approval.

4. Upon completion of installation and prior to final acceptance, each component


of each system shall be tested to the complete satisfaction of the Royal
Commission. The Contractor shall provide all test instrumentation, equipment
and accessories necessary for demonstration and putting the equipment into
operation before commissioning.

5. Upon completion of all testing, the Contractor shall submit 5 copies of certified
reports attesting that each test has been performed in accordance with the
approved test procedures. The report for each test shall include the name of
the person in-charge of the test and the date of performance. All factory and
field test reports shall be included in Operation and Maintenance Manual.

6. Care shall be taken that the test apparatus does not damage the equipment or
other related accessories during the testing.
