PART 1 GENERAL

1.01 DESCRIPTION OF WORK

A. This Section specifies the minimum technical requirements for design engineering,
furnishing, manpower, installing, supervision, testing and commissioning, of
functional protective relays, meters, instruments and control systems as per the
Contract Documents.

B. The Contractor shall, as part of his full responsibility and scope, check the ratings
and/or sizes of those components whose ratings or sizes are specified in the
Contract Drawings/Documents. When this check indicates that the specified ratings
or sizes are not adequate, the Contractor shall notify the Royal Commission and take
the necessary action/changes with approval of the Royal Commission.

C. The Contractor shall also check and verify every requirement, aspects and details
necessary for interfacing, coordinating and integrating with new or existing systems
and equipment.

D. This Specification defines the minimum requirements for protective relaying,


metering, instruments and control systems built using devices complying with either
IEC/SASO or North American based standards as specified in par. 1.04.

E. Where works interface with Saudi Electricity Company (SEC) the


equipment/materials and installation system shall comply with latest revision of SEC
standards and shall be reviewed and approved by SEC.

1.04 REFERENCES

A. The referred codes and standards are intended to provide an acceptable level of
quality for materials and products. In case of conflict between these standards and
the text of this Specification, the Specification text shall govern.

B. The latest revision of the referred codes and standards shall be used wherever
applicable. In case of conflict, the Contractor shall propose equipment conforming to

1.05 DEFINITIONS

A. accuracy: The quality of closeness to a specified value under stated conditions.


Usually expressed as uncertainty, the maximum deviation to be expected between a
reading or output and the actual value being measured.

B. ammeter: A meter that measures the flow of electrical current in amperes.

C. analog meter: A scale and pointer meter capable of indicating a continuous range of
values.

D. automatic transfer switch: A switch designed to sense the loss of one power
source and automatically transfer the load to another source of power.

E. burden: The input impedance of a measuring circuit (expressed in ohms) or the load
on the secondary of a transformer (expressed in volt-amp or watt). In potential or
current transformers, burden is the maximum load the transformer can support while
operating within its accuracy rating.

F. calibration: The adjustment of a device to have the designed operating


characteristics, and the subsequent marking of the positions of the adjusting means,
or the making of adjustments necessary to bring operating characteristics into
substantial agreement with standardized scales or marking.

G. contactor: An electro-mechanical device repeatedly establishing and interrupting an


electrical circuit.

H. demand meter: A device or system of devices that indicates and/or records the
number of kilowatts used over a period of time.

I. device (electrical equipment): An operating element such as a relay, contactor,


circuit breaker, switch, valve, or governor used to perform a given function in the
operation of electrical equipment.

J. digital meter: A meter which displays its readings as numbers (digits).

K. flush mounted: An outlet intended to be installed flush with the surface of a panel or
a piece of equipment.

L. frequency meter: An instrument used to measure the rate at which AC voltages are
generated.

M. fuse: An overcurrent protective device with a circuit-opening fusible part that is


heated and severed by the passage of overcurrent through it.

N. instrument transformers: Instrument transformers provide power to protective


relays in low voltage systems, and are of two types, voltage transformers for use in
voltage measurement, and current transformers for use in current measurement.
These transformers have two primary functions. Firstly, they serve to reduce the
large value of rated primary circuit voltages and current encountered in modern
power circuits to a common secondary base, thus permitting standardization of
meters, relays or other measuring devices. These secondary values are usually
120 V and 5 amp. Secondly, they provide insulation between primary and secondary
circuits, thus protecting meters and devices from dangerously high voltages.

O. light emitting diode (LED): A solid state light source that emits variable light, or (in
micro switch modulated LED controls) invisible, infrared radiation.

P. mega watt hour (MWH): An instrument for measurement of active energy.

Q. meter: The device used for measuring electricity use.

R. metering equipment: The equipment and devices used for measuring, controlling
and monitoring the electrical power which includes indicating meters, instrument
transformers, protective relays, fuses and other control devices including wiring and
alarm circuitry.

S. metering panel: The portion of the main switchboard or switchgear assembly


assigned for housing auxiliary equipment, for example relays, meters, control and
test switches, instrument transformers, and other miscellaneous control and
monitoring devices.

T. microprocessor: A solid state device built onto a single silicon chip capable of being
programmed to perform a large number of tasks. It is usually the central processing
unit of computers, programmable logic controls and other control systems.

U. power factor meter: An instrument that measures the power factor of the system.

V. selector switch: A switch arranged to permit connecting a conductor to any one of


number of other conductors.

W. solid state relay (or relay unit): A static relay or relay unit constructed exclusively of
solid state components.

X. terminal block: This component is used to join wires together to make electrical
connections. This block is designed to fit where space is limited. The different parts
of the terminal blocks are the insert, screw, and wire protector. The insert is where
the wire is placed. It is located underneath each “chimney.” The screws are located in
each chimney. When the screws are tightened down on the wires, the wire protectors
enhance the electrical connections.

Y. varmeter: A device for measuring reactive power of the circuit in which it is


connected.

Z. voltmeter: An instrument for measuring voltage in volts.

AA. watthour meter: An indicating instrument that displays the kilowatt-hour output
continuously for recording purposes.

BB. wattmeter: An instrument that measures real power of the circuit in watts, in which it
is connected.

1.06 SUBMITTALS

A. The Contractor shall submit to the Royal Commission, under the provisions of
SECTION 01330, the following items for review and approval before commencing
Work:

1. All vendor drawings and product data sheets and specifications as listed
below:

a) List of manufacturers.

b) Manufacturer’s catalogs including installation instruction for metering


equipment and metering panels.

c) Material submittals complete with comparison sheets and components


list of offered materials.

d) Protection system coordination studies, hard copy and electronic file.


Including characteristic curves for protective relays and fuses.

e) Recommended device setting.

f) Calculations of rating of relays, meters and instruments to justify the


proposed devices.

g) Quality Control Program as referenced in SECTION 01450.

h) Factory and Field Test Reports.

i) Samples of metering panels and metering equipment for approval by the


Royal Commission.

j) Certificates of Compliance.

2. The Contractor shall submit field test reports after the completion of Testing
and Commissioning.

1.07 QUALITY CONTROL

A. The Contractor shall be responsible for the quality of Work and shall develop and
propose programs and methods of construction and testing to achieve the specified
quality to the approval of the Royal Commission in accordance with
SECTION 01450.

1.08 HEALTH AND SAFETY CONSIDERATIONS

A. All works undertaken in relation to this Specification are to be completed in full


accordance with the respective health and safety requirements established by the
following:

1. Kingdom of Saudi Arabia

a) Legislation, Regulation, Standards and Codes.

2. Royal Commission Regulations

a) Standards, Contractual Conditions, and Health and Safety Systems.

3. Contractor

a) Health and Safety Standards and Systems as accepted by the Royal


Commission.

B. In the absence of any of the above, best accepted industry practice shall be
employed throughout.

1.09 FACTORY TESTING

A. General

1. All the metering panels and metering equipment shall be tested at the factory
in accordance with the latest approved manufacturing codes and standards.
The Contractor shall notify the Royal Commission in writing not less than
30 days prior to the scheduled starting date of the factory tests.

2. The Royal Commission reserves the right of deputing their representative for
witnessing the factory testing.

3. Upon completion of factory tests, and before shipment of the metering panels
and metering equipment, the Contractor shall submit 5 certified copies of test
reports not later than 10 days after the completion of all factory tests for review
and approval by the Royal Commission.

1.10 SERVICE CONDITIONS

A. All the metering panels and metering equipment installed indoors shall be suitable for
continuous operation under the following service conditions:

1. Ambient Air Temperature

a) Maximum of 40°C.

b) Minimum of 0°C.

c) Average temperature, measured over a period of 1 month, shall be at a


maximum of 35°C.

2. Relative Humidity (Average Value)

a) For a period of 24 hours, shall not exceed 95%.

b) For a period of 1 month, shall not exceed 90%.

B. All the metering panels and metering equipment installed outdoor shall be suitable for
continuous operation under the following service conditions:

1. Ambient Air Temperature

a) Maximum of 50°C.

b) Minimum of 0°C, unless a lower temperature is specified in the Contract


Drawings.

c) Average temperature, measured over a period of 1 month, shall be at a


maximum of 45°C.

2. Altitude

a) Less than 1000 m, unless a higher altitude is specified on the Contract


Drawings and Documents.

3. Relative Humidity (Average Value)

a) For a period of 24 hours, shall not exceed 95%.

b) For a period of 1 month, shall not exceed 90%.

c) Relative humidity may be temporarily 100%.

C. All the metering panels and metering equipment to be installed in classified areas as
indicated in the Contract Drawings/Documents shall be suitable for such installation
as per NEC Article 500 or other relevant standards, as specified in par. 1.04.

1.11 DELIVERY, HANDLING AND STORAGE

A. The Contractor shall deliver, handle and store equipment and material units in
accordance with SECTIONS 01650 and 01660, as well as the following
requirements:

1. Materials and equipment shall be delivered to the site originally packed,


securely wrapped and labeled by manufacturer in unopened containers.
Protect materials during delivery to comply with manufacturer’s direction.

2. Materials shall be stored at building site strictly according to manufacturer’s


instruction, store products or equipment in dry, clean and ventilated place.

3. Damage or distortion of the materials shall be avoided during handling and


shipment or transportation.

4. The Contractor shall be held responsible for any damage to the materials or
equipment during storage, handling and transportation.

PART 2 PRODUCTS

2.01 GENERAL

A. All goods and products covered by these Specifications shall be procured, when
available, from an in-Kingdom manufacturer. However procurement of all goods and
products manufactured out-of-Kingdom or in kingdom must be approved by the Royal
Commission.

B. The Contractor shall furnish all the equipment and materials specified in the Contract
Drawings/Documents. These equipment and materials shall be complete, operable,
new, and of the highest quality available.

2.02 METERING PANELS

A. General

1. For details on metering or monitoring panels refer, to SECTIONS 16440


and 16340.

2. For details on ACB and MCCB, refer to SECTION 16410.

2.03 METERING EQUIPMENT

A. General

1. The purpose of metering is to monitor the electrical parameters e.g. voltage,


current, energy and power of the substation. For this purpose, various types of
relays, meters and instruments shall be used in substations.

2. All the indicating meters and instruments (with analog indication or digital
display) and the relevant devices shall be manufactured and tested in
accordance to relevant standards specified in par. 1.04.

3. Relays, Indicating meters and instruments shall be suitable for use in the
service conditions as stated in par. 1.10.

4. Voltage and current ratings of the relays, meters and instruments shall be as
specified in the Contract Drawings/Documents.

5. All relays, meters and instruments shall be rated for 60 Hz operation.

B. The following relays, meters, instruments and contactors shall be furnished along
with the metering panel in main switchboards or distribution panels of AC and DC
systems at rated 600 V and below.

1. In main AC distribution panel, the following relays shall be provided on the


incomer:

a) 3-phase over-current relay.

b) Earth fault relay.

c) Over/under voltage relay, AND

d) One trip relay (94) to trip the breaker in case of activation of any fault
relay mentioned above and to block the auto changeover scheme.

2. In main DC distribution panel, the following relays shall be provided on the


incomer:

a) Earth fault relay.

b) Over/under voltage relay.

3. For each station auxiliary transformer, provide one 3 element KWH meter with
maximum demand indicator, one ammeter with phase selector switch, one
voltmeter with phase selector switch.

4. For each bus, provide one voltmeter with phase selector switch.

5. For Bus-tie breaker feeder, provide one ammeter with phase selector switch.

6. Each DC distribution as well as sub-distribution panels shall consist of one


voltmeter and one ammeter at the incoming side.

7. For more details on switching, monitoring, protection and control devices and
application on metering or monitoring panel in main switchboard or motor
control centers at rated 600 V and below, refer to SECTION 16440.

C. Characteristics of Relays, Meters, Instruments and Contactors

1. Relays

a) In the main distribution panels of AC and DC systems, relays and


contactors shall be designed properly such that reasonable mechanical
shock or external vibration does not damage them.

b) Relays shall be back connected, dust proofed, flush mounted and


switchboard type. The relay modules shall be rack mounted
withdrawable/plug in type.

c) The relays shall be the solid state or microprocessor type as specified in


the Contract Drawings/Documents, and shall conform to the relevant
standards specified in par. 1.04.

d) All relays shall have test terminal block facilities. Test facilities shall be
mounted on front of the rack.

e) Relay setting and time delay range shall be as specified in the Contract
Drawings/Documents.

f) DC under voltage relay shall be included in the panels with 2 pairs of


normally closed contacts rated for 125 V DC.

g) Light Emitting Diodes (LED) type indicators with current limiting series
resistor shall be provided.

h) DC contactors shall be 2 pole electromagnetic type with adequately


rated main and auxiliary contact for operation and indication. Coil shall
be rated for 125 V DC.

2. AC Meters

a) Instrument scales shall indicate primary quantities when used in


conjunction with CTs and PTs.

b) All meters shall be provided with a zero adjustment accessible from


outside the case and located in front.

c) All meters shall be of flush mounted type, direct reading, back


connected, dust proof and switch board type, having removable
transparent dust tight window cover.

d) The enclosed cases shall be finished in dull black.

e) Shall be fitted with non-reflecting glass and anti-parallax scales.

f) The scales plates shall have a permanent white finish with black
graduation and numerals.

g) The scales shall preferably be circular type (270°) for easy readability.

h) The instrument transformer ratio for which the instrument has been
graduated shall be prominently marked.

i) All the indicating devices shall be suitably damped to provide steady


indication of the parameter being used.

j) All indicating instrument faces (bezels) shall be 96 x 96 mm.

k) The mega watt hour (MWH) meter cases shall be flush mounted and
draw out type. This draw out feature shall permit the meters to be
withdrawn from the cases without opening current transformers
secondary circuits, disturbing service or requiring disconnection of
leads. The built in test facilities shall permit meters to be tested in place
without requiring other switchboard mounted test device.

l) The digital power demand meters shall have a minimum life of 10 years.
The meters shall be shock-resistant, dust-protected and weather-proof.
The display character size shall be minimum 5 mm wide and 8 mm high.
The resolution shall be minimum 0.1%.

m) Digital power demand meters shall be provided with necessary software


and devices for calibration of the meters, if required.

n) Types of Meters

(a) Shall be provided with moving iron type for AC and moving
coil type for DC, and shall conform to the relevant
standards specified in par. 1.04.
(b) Shall be provided to operate on a current transformer for
the measurement of line current.
(c) Shall be provided with instantaneous and maximum
demand indicators.
(d) Accuracy class of the ammeter shall be as given in
Table 2A.
2) Voltmeter
(a) Shall be moving iron type for AC and moving coil type for
DC, and shall conform to the relevant standards specified
in par. 1.04.
(b) Shall be provided to operate on a potential transformer for
the measurement of phase-to-phase and phase to neutral
voltage.
(c) Accuracy class of the voltmeter shall be as given in
Table 2A.
3) Wattmeter
(a) Shall be provided totally iron enclosed electrodynamics
type, and shall conform to the relevant standards specified
in par. 104.
(b) Shall be capable of carrying 1.2 times continuous full load
current.
(c) Accuracy class of the Wattmeter shall be as given in
Table 2A.
4) Watthour Meter
(a) Shall be provided suitable to connect either for direct or
through current transformer, and shall conform to the
relevant standards specified in par. 104.
(b) Maximum rating for direct connection shall be 10 amp. For
connection through current transformers, either 1 or 5 amp
secondary current windings may be used.
(c) Accuracy class of the watthour meter shall be as given in
Table 2A.
(d) Shall meet accuracy requirements for dual voltage, and
these dual voltages shall be as specified in the Contract
Drawings/Documents.
(e) Watthour meter designed for dual voltage use shall be
calibrated for one voltage, and this calibration voltage shall
be indicated on the nameplate.
(f) Terminal cover shall be made of the same material with that
of the meter case, terminal cover shall be provided with
sealable retaining screws and shall be suitable for sealing
wire.

(g) The register shall be single rate cyclometer type and


secured to the frame by means of 2 screws. The register
shall be capable of being removed and replaced without
having to readjust the meshing with the worm.
(h) Figures on the drums shall be white on a black background
non-erasable and clearly readable. Also figures shall be in
both Arabic and English.
(i) The number of rollers shall be 6 for whole current (WC)
type watthour meter, and 5 rollers for CT, CT&CT-VT
operated type watthour meter.
(j) Watthour meter shall be provided with 1 or 2 rotor discs.
5) Frequency Meter
(a) Shall be provided vibration type, and shall conform to the
relevant standards specified in par. 104.
(b) Voltage variations of ± 20% shall have no influence on the
indicated frequency.
(c) Scale range shall be ± 5% of the rated frequency.
(d) Accuracy class of the frequency meter shall be as given in
Table 2A.
6) Power Factor Meter
(a) Shall be totally iron enclosed electrodynamics cross coil
movement type, and shall conform to the relevant
standards specified in par. 1.04.
(b) 20% of the rate current shall guarantee a proper indication
at the rated voltage.
(c) Accuracy class of the power factor meter shall be given in
Table 2A.

o) Rating of Meters and Instruments


1) The maximum current and voltage of the meters and instruments
shall match the rated extended secondary current and voltage of
the relevant instrument transformers.
2) The nominal current and voltage ratings of meters and
instruments (used with CTs and PTs) shall be 1 or 5 amp as
specified in the Contract Drawings/Documents.
3) All meters and instruments (including the associated circuitry)
shall be capable of withstanding the following overloads.
(a) All meters shall be capable of withstanding long duration
overloads up to 120% of the rated electrical input quantities
without affecting calibration.
(b) In case of wattmeters and varmeters, continuous overload
shall be up to 120% of the rated input quantities, that is,
current and voltage shall however be applied sequentially,
the other value being maintained at its rated value. This
requirement of continuous overload, however, does not

apply to synchroscopes.
(c) All meters and instruments shall withstand overloads of
short duration.
(d) The duration of each overload shall be as per applicable
standards specified in par. 1.04.

p) Calibration of Meters and Instruments


1) Calibration of all meters and instruments shall be calibrated for
60 Hz operation and according to the CT and PT ratio and
accuracy rating.
2) All meters shall indicate the test calibration values used for full
scale deflection.

q) Accuracy of Meters
1) All metering devices shall have the following accuracy classes in
Table 2A in conformance with IEC 60521, IEC 60051 or
equivalent ANSI, unless otherwise specified in the Contract
Drawings/Documents:

s) Diagram of Connections
1) A diagram of connections giving the following particulars shall be
supplied with the indicating instruments:
(a) The wiring diagram indicating connections to and from the
instrument.
(b) For a poly phase instrument, the phase sequence of supply
(R, Y, B, anticlockwise) shall be indicated.
(c) The marking of phase indication shall be R, Y, and B.

3. DC Meter

a) Shall be provided for DC auxiliary power supply system panels.

b) Shall be calibrated for lead resistance and shunt connection (if any).

c) Shall generally conform to as specified in par. 2.03 C.2.c to j, and as


per the relevant standards specified in par. 1.04.

d) Voltmeter supply circuit shall be protected by DC fuse or MCB.

4. Instrument Transformers

a) Shall be manufactured and tested per relevant standards specified in


par. 1.04.

b) Ratings of the instrument transformers shall be as specified in the


Contract Drawings/Document.

c) Types of Instrument Transformers


1) The Voltage or Potential Transformers (PT)
(a) Shall be wound type with polarity markers suitable for
operating meters and relays.
(b) The isolation transformer shall have a voltage ratio and
basic impulse insulation level (BIL) as specified in the
Contract Drawings/Documents.
2) The Current Transformers (CT)
(a) Shall be provided in the application of instruments, meters,
relaying as shown in the single line diagrams.
(b) The CT shall be insulated for the full voltage rating of the
equipment, and shall be rated to withstand the maximum
short circuit rating of the equipment.
(c) Primary CT current in the nearest standard rating equal to
not less than 125% of the normal primary current in the
circuit.
(d) Shorting links shall be provided to short CT terminals
before the removal or connected load.

5. Fuses

a) For details on fuses, refer to SECTION 16410.

6. Device Identification

a) Appropriate identification in the form of an engraved or embossed


nameplate shall be provided on each instrument, relay, control/test
switch and other devices. These nameplates shall be made of non-
corrodible materials and shall be of appropriate size.

b) Each device shall be permanently identified to correspond to the device


identification symbol utilized in the wiring diagrams. This identification
shall be adjacent to the terminals of the devices. Standard device
numbers shall be provided for protective relays.

c) The devices mounted on the front door shall also bear an identification
tag from inside.

7. Automatic Transfer Switching Scheme

a) For AC System
1) Two service transformers shall feed auxiliary load of the entire
substation auxiliaries. One transformer shall be capable of feeding
the entire load in case of emergency/shut down of other
transformer.
2) The bus shall be operated in split bus mode with bus tiebreaker
normally open.
3) In case of failure of any one incoming feeder, the other shall take
over the entire load by closing bus tie breaker after an
adjustable time delay of 0 to 30 seconds.
4) On restoration of the source, the changeover shall be manual
only.
5) The scheme shall also have provision for manual operation which
shall be achieved by manual live changeover scheme
incorporating a 3-position selector switch to trip the desired
selection without bypassing the protection requirements of
automatic sensing and disconnection of faulty section.
6) Short duration paralleling shall be permitted during manual
transfer operations only.
7) An alarm will be activated followed by tripping of Tie Breaker, after
an adjustable time delay of 0 to 60 seconds when all
3 breakers are closed.
8) The Automatic Transfer Switching Scheme (ATS) control supply
shall be 125 V AC, automatically selected to and derived from the
healthy incomer supply.
9) In case of fault (other than under/over voltage) this auto transfer
scheme shall be blocked by the trip relay.

b) For DC System
1) An Auto Transfer Scheme (ATS) shall be provided in case of a
DC System with 3 chargers. The third charger acts as standby
with automatic changeover in the event of failure of either of the
remaining 2 chargers.
2) In the Main DC distribution board, each DC bus shall have a
circuit breaker at the charger incomer.
3) In the event of failure of any one charger, its supply to the
respective DC bus shall trip automatically and the standby
charger shall take over the load of that faulty charger immediately.
4) For this purpose ATS shall receive a charger failure signal from
the charger panel.
5) On restoration of the faulty charger, the changeover shall be
manual only.
6) Both the breakers of the standby charger feeding 2 DC buses
shall not be ON at any given time.

D. For more details on switching, protection, control and metering equipment, refer to
SECTION 16440 for medium voltage switchgear and medium voltage motor
controller.

PART 3 EXECUTION

3.01 GENERAL

A. The Contractor shall provide all materials, equipment, and labor as deemed
necessary to show proper execution of the work.

B. All installation details, write up on handling of the equipment/materials, instruction


manuals and latest revised approved drawings and documents furnished by the
Contractor or manufacturer shall be available at site prior to installation of the
equipment. These details shall be reviewed by the Royal Commission’s
representative. The details and instructions furnished in these documents shall be
followed carefully during installation of the equipment at site.

C. All equipment/materials moved to the installation site shall be inspected for damage
or deterioration during storage.

D. The Contractor shall verify all the tag numbers and nameplates for the equipment
and device numbers with the details specified on the Contract Drawings/Documents.

E. The Contractor shall also provide the equipment manufacturer’s services of a


competent and experienced Engineer to supervise the installation of the equipment,
the field tests, initial operation, and instruct and train the Royal Commission’s
personnel in the correct installation, operation, service, and maintenance of the
equipment.

F. After the installation is completed and properly adjusted, the Contractor shall conduct
operating tests. The various equipment and systems shall be demonstrated to
operate in accordance with the requirements of this Specification. Tests shall be
performed in the presence of the Royal Commission’s representative. The Contractor
shall provide electric power, instruments, special tools, safety gears, and personnel
necessary for performing the various tests.

3.02 INSTALLATION OF METERS

A. General

1. The installation of indicating meters, protective relays, fuses, instrument


transformers and control systems shall be factory assembled and tested on the
metering panel within the main distribution panelboard or switchgear in
accordance with manufacturer’s recommended practice, latest revision of
relevant standards and codes, and as per the approved Contract Drawings/
Documents.

2. The Contractor shall be responsible in installing the metering panel within the
main distribution panelboard or switchgear protection and control systems, and
shall include all related work on related systems, whether existing or new, to
provide satisfactory interfaces and overall integrated systems.

3. Relay and contactors shall be mounted in locations most convenient for


maintenance, inspection and testing.

4. Upper edge of protective relays and meters shall not be higher than 2 m to
allow convenient maintenance, inspection, target reset and testing from ground
level.

5. The bottom of any relay or test block shall not be less than 300 mm from floor
level.

6. All the setting and adjusting of protective devices shall be based on final
protection system coordination studies.

7. All wiring within the panels shall be installed and tested at the factory unless
otherwise specified in the Contract Drawings/Documents.

8. The site termination of power and control wiring to the equipment or protective
devices shall be completed as per the approved Drawings.

9. Wiring of relays/meters mounted on the doors shall be mechanically protected.

10. Devices or equipment mounted on the panel shall be grounded as required.


Each grounding connection to the ground bus shall be arranged so that each
may be disconnected without disturbing the continuity of the ground bus or any
other ground connection.

11. Each relay, meters, fuses, instruments and control/test switches shall be
identified permanently in the form of engraved or embossed on the external
and internal side of the metering panel, device numbers shall be in accordance
with relevant standards specified in par. 1.04 or as per the Contract
Drawings/Documents.

3.03 TESTING AND COMMISSIONING

A. General

1. The Contractor shall carry out all site tests in accordance with approved test
procedure to ensure that the equipment and materials comply with this
Specification and operational requirements. All tests shall be subject to
witnessing by the Royal Commission’s representatives.

2. At least 4 weeks prior to scheduled tests, the Contractor shall submit to the
Royal Commission an outline of the plan and procedures to be used in
performing the site inspection and site tests. This outline shall include a brief
description of the test equipment, connection diagrams, proposed tests and
procedures, test sheets, calculations, reference drawings and
minimum/maximum test and performance values in conformance with
applicable standards which shall be used to determine conformance with the
specification and acceptability of the equipment and installation.

3. All testing equipment shall be calibrated by approved authorities and


calibration certificate shall be provided to the Royal Commission for review and
approval.

4. Upon completion of installation and prior to final acceptance, each component


of each system shall be tested to the complete satisfaction of the Royal

Commission. The Contractor shall provide all test instrumentation, equipment


and accessories necessary for demonstration and putting the equipment into
operation. Before commissioning, the Contractor shall submit all necessary
calculations of relay settings and coordination curves to the Royal Commission
for approval.

5. Upon completion of all testing, the Contractor shall submit 5 copies of a


certified report attesting that each test has been performed in accordance with
the approved test procedures. The report for each test shall include the name
of the person in-charge of the test and the date of performance. All factory and
field test reports shall be included in Operation and Maintenance Manuals.

B. Test and Check-Out

1. Metering equipment and metering panel within the Low and Medium voltage
main distribution panel or switchgears shall be tested and checked for the
following:

a) Check for completeness.

b) Check that all connections and identifications are made in accordance


with the relevant drawings. Check all connections for tightness.

c) Setting, calibrating and testing of relays shall be in accordance with the


Contractor provided setting sheets.

d) Calibrating and testing of metering equipment.

e) Voltage tests on auxiliary circuits shall be as specified in the applicable


standards.

f) Verification of instrument transformer ratio and polarity by primary


injection of all cores both used and unused.

g) Performance of CT saturation tests.

h) Verification of correctness of current circuits to all panels and relays by


secondary current injection at current transformer secondary terminals.

i) Operation tests for the various components, including interlocking, local


and remote control, local and remote alarm indication, local and remote
measuring and metering.

j) Functional tests of all protective and control circuits to ensure correct


operation of relays, circuit breakers, interlocking and local and remote
alarm indication.

k) After energizing and with load currents, perform phase angle checks
using the voltage and current phase or quantities at the relays to verify
correct connections. For current only relays, use metering potential for
reference.

C. Update and finalize coordination studies including time-curve sheets and relay setting
sheets.
