1. SCOPE AND GENERAL REQUIREMENTS

This specification covers the design, manufacture and testing and supply of a free standing medium
voltage switchboards/MCC's.

The requirements of this specification shall not relieve the manufacturer of the responsibility of
complying with the industry codes and standard requirements.

All components utilised in the construction of this switchboard shall be of the latest design, new and
in current production. Materials and equipment shall be approved by the appropriate authority where
applicable.

This specification is applicable for switchgears above 1KV up to 33KV.

11 KV and above shall be full gas insulated type with fix mounted switching devices, with two
incomers each sized to feed 100% if the connected consumers

2.2 Other Standards

When different standards, namely BS or VDE, are specified on the data sheets and/or accompanying
documents, then MV boards shall conform to the latest edition of the specified standards.

2.3 Local Standards

Further to the international standards MV boards shall also conform to the local standards and/or
regulations DOE affiliates, when these are higher, more stringent or of special nature.

3. SITE CONDITIONS

3.1 General

For general climatic conditions applicable to the project installations, refer to Specification for
General Technical Requirements.

3.2 Special Design Conditions

The switch board/mcc shall be designed for an ambient temperature of 55 deg. C even if it is to be
installed in air conditioned rooms

4. DESIGN CONSIDERATIONS

4.1 General

The design of the electrical system and equipments shall ensure that all operating and maintenance
activities can be performed safely and conveniently.

Even under extreme conditions of major short circuit or maloperation there shall be no danger to
persons in the vicinity of the assembly.

4.2 Ratings

Switchboards shall be rated on the basis of voltage, current, frequency and the symmetrical breaking
capacity of incorporated MV automatic switching devices as defined in appropriate IEC publication
62271-200 or as specified on the data sheets.

For standard voltages, frequencies and currents reference is made to IEC 60038, 60196 and 60059
respectively.

Medium voltage, current-carrying components shall furthermore be capable of carrying their rated
current continuously at rated voltage and under specified service conditions without exceeding the
permissible temperature limits when mounted in the completely assembled switchboards.

Selected standard rating for switchboards are those listed in IEC publication 62271-.200

4.3 System Variation

All equipment and components of the MV boards shall be capable of continuous operation at their
full current and voltage ratings and without detriment or malfunction at system continuous deviation
of up to and including the following percentages of the normal values.

- Voltage ± 10% according IEC 60038

- Frequency ± 5% according IEC 60196


Absolute total voltage and
frequency variations 10%

4.4 Performance Requirements

All components shall be capable of withstanding the dynamic, thermal and dielectric stresses
resulting from the test duties specified in IEC publication 62271-100.

4.5 Temperature Rise

The temperature rise of the MV distribution and motor control centre shall not exceed temperatures
indicated in IEC 62271-100.

5. CONSTRUCTION REQUIREMENTS

5.1 Internal Arrangement

The switchboard shall comprise a busbar system and consist of one or more sections, each having
one incoming feeder panel placed as indicated on the data sheets or one line drawings of the
electrical load. Each section shall be equipped with a busbar connected voltage transformer for
metering supply, preferably to be mounted in the incoming feeder panel or in a separate measuring
panel. In case the total load for metering and control exceeds the standard rating, a second busbar
connected voltage transformer shall be provided for supply control only.

The current rating of the incoming feeders and the bus bars shall in general be of equal value for
each part of a combined panel or as indicated on the data sheets or drawing.

All incoming switches and bus couplers shall be equipped with facilities for padlocking both in the
"in" and in the "out" position.

The lay-out of the operational front and the location of the components of the assembly shall be
arranged in a logical and systematic sequence and standardized throughout.

Alphanumeric notation, generally in accordance with IEC 60445, shall be used for identification and
marking of phases, conductors and terminals.

The system of construction for the MV distribution and motor control boards shall be a factory-built
assembly of a standard, well tested design of the draw-out type for air insulated switchgear.

The fully gas insulated medium voltage switchgear shall be industrial type, metal-clad, factory built
assembly, type tested switchgears with self-standing cubicles and fix mounted isolators and
switching devices.

Interchangeable standardized components shall be used where feasible. It is preferred that spare
compartments can be equipped to the maximum rating of the unit.

All incomers, bus couplers and outgoing feeders shall be operated through three positions i.e. In-
Out-Test. In all three positions, limit switches and indications shall be available for each position.

5.2 Housing/Enclosure

The MV distribution and motor control boards shall be of the floor mounting cubicle type, shall be
metal enclosured with sufficient mechanical strength and be equipped with lifting facilities (eyebolts).
The materials of construction shall be properly prepared and treated against rust or corrosion. The
switchgear and controlgear shall be self-supporting and suitable for front entry and operation.

In case of cable cellar, adequate bottom plates shall be provided which at least prevent access by
rodents.

The degree of protection shall be as specified on the data sheets and in accordance with IEC
publication 60529 and shall be minimum as follows:

- With closed doors: IP4X

- With open doors: IP20

Any further IP requirements allowable as per IEC or equivalent standards shall be specified on the
data sheets.

All components requiring periodical maintenance shall be easily accessible.

Each cubicle and feeder circuit shall be provided with an independent lockable door. Doors for MV
and LV compartments shall have different type of keys.

5.3 Interchangeability

Electrically identical components shall be of one type and make.

Withdrawable sub-assemblies containing one or more components with identical functions and
capacities shall be mechanically interchangeable.

Withdrawable sub-assemblies with identical functions but of different capacities might be


mechanically interchangeable provided the sub-assembly can be adapted easily for its new capacity.

5.4 Anti-Condensation Precautions

Effective precautions shall be taken to prevent the formation of harmful condensation inside the
enclosure, under either condition, operating or non-operating, and service conditions.

250 V - 1 phase space heaters shall be provided. The space heaters shall be controlled by a
thermostatic switch and shall be wired to outgoing terminals.

The heating device shall be of sufficient capacity to raise the internal temperature by 5 oC above the
ambient temperature. The heater shall be covered safely to avoid accidental contacts and heater
terminals shall be adequately shrouded.

Anti-condensation space heaters shall be combined humidity and temperature controlled type
(hygrostat and thermostat) MCB controlled.

5.5 Arcing Faults

Measures shall be taken to prevent the occurrence of internal arcing faults in accordance with the
IEC requirements.

The design and construction of the MV distribution and motor control boards shall be such as to
provide the highest possible degree of personnel protection against radiation, overpressure and hot
gases.

5.6 Insulation

Solid-Air-Solid insulation systems where failure of one solid layer does not lead to voltage
breakdown is preferred.

GIS shall be insulated with SF6

5.7 Insulation Level

MV components of switchboards shall be suitable for an exposed electrical system with unearthed
neutral, in accordance with IEC publication 62271-100.

5.8 Busbar Systems

Busbars shall be of high conductivity electrolytic copper with joints by means of non-corrosive high
tensile steel bolts, nuts and washers, and secured against loosening. Insulated busbars are
preferred. Busbars shall be suitable for extension to the left or to the right as required.

Busbars shall be accessible for maintenance purposes, etc.

For switchgear 11 KV and above, busbars shall be insulated with SF6 (for GIS).

5.9 Compartments and Partitions etc.

Adequate compartments and partitions shall be provided to allow easy maintenance operation and
e.g. fuse replacement.

Main circuit compartments shall always have individual overpressure reliefs.

5.10 MV Switching Devices

5.10.1 Execution

MV switching devices shall be of draw-out for AIS and fixed mounted type for GIS, which is tested
and certified by an official authority to meet the requirements of the national/local regulations.

5.10.2 Type

Switching devices shall be vacuum or SF6 type.

Mechanical interlocks shall be provided on all boards to prevent connecting or disconnecting the
circuit breaker while closed and to prevent the closing of the circuit breaker unless the separable
contact are in full contact or separated by a safe distance.

For motor feeder panels SF6 type circuit breakers are preferred.

The type of switching device and its operating mechanism shall be selected in accordance with its
duty and the number of load operations.

The following switching devices shall be provided as a minimum:

a) ON-OFF indicators

b) Motorised spring charging

c) Anti-pumping

d) Emergency 'OFF' pushbutton

e) Closing/trip coil suitable for control voltage

f) Blocking for manual switch 'ON' facility

g) Breaker carriage earthing

h) Earth switch interlock

i) Padloock arrangement

5.10.3 Control Mechanism

Rated voltages for closing, tripping, control and auxiliary circuits shall be selected from IEC 62271-
100.

Control mechanism of switching devices may be of the following types:

a) Electromagnetically operated with DC control supply;

b) spring-operated hand charged in case of local control only;

c) spring-operated power charged.

All switching devices shall open automatically, be trip-free and have their energy for the opening
operation stored prior to the completion of the closing operation. Furthermore they shall be provided
with a local manual-operated tripping feature protected against inadvertent tripping.

Power charged spring-operated mechanism shall not require more than 25 seconds for spring
charging.

Power charged spring-operated mechanism of remote controlled switching devices shall be charged
when the switching device is in its normal service position.

Switching devices for motor panels shall be protected against "pumping".

All electrical charging and electromagnetic mechanisms as well as the closing control components
shall be capable of operating when the auxiliary or control supply is between 85% and 105% of its
rated value.

Each switching device shall be provided with visual mechanical indicators, one marking the closed
position with "I" and/or a red flag and the open position with "O" and/or a green flag, and in case of
a stored energy closing mechanism one marking whether the operating mechanism is charged or
discharged. These indicating devices shall be directly driven by the switching mechanism.

The switchboard vendor shall ensure that all required information is available to him before
preparation of his detailed logic/control scheme drawings.

All feeders on the switchboard shall be hooked up to the PLC (in control room) for remote operation
and control. A typical input/output listing for each feeder shall be as indicated below. A detailed
listing feeder-wise to be provided for OWNER/ENGINEER approval.

4. Power Factor (incomers only)

For motor feeders the current, voltage & kW readings shall be displayed at motor rated voltage.

All feeders on the switchboards shall also be provided with facility for remote control.

5.10.4 High Speed Bus Transfer (HSBT)

The MV switchboards shall be with two incomers and a bus coupler. The change-over arrangement
between the incomers and bus coupler shall incorporate following features as a minimum:

1. Shall be make - before-break type.

2. Auto - Transfer Schemes (high speed bus transfer) shall be implemented with synchronization
check scheme.

3. Shall have momentary paralleling feature.

4. When one incomer is opened manually or trips on under voltage, but not due to fault, then bus-
coupler shall close automatically if other incomer voltage is healthy.

5. When the incomer which is open, is to be restored, then it shall be possible to close the incomer
with a make-before-break arrangement and momentary paralleling.

This shall then trip the bus-coupler automatically.

6. It shall be possible to close the cable side earth switch of the incomer, only if the power supply
is switched off and the cable is earthed at remote.

5.10.5 Disconnectors

For AIS, disconnectors (isolators) are not permitted, even with safety interlocks, except when used
for the separation of fixed and moving parts. For GIS, disconnectors (isolators) shall be placed
between busbar and circuit breaker.

For GIS the isolators shall be provided as three position switches. The third position of the isolator
inside the cubical shall realise the earthing function.

The operation of the isolators shall be carried out via motor driven actuators. In case of control
voltage fault the isolators shall be manually operable. Isolators must be able to operate satisfactory
in the voltage range +10% to – 10% of the control voltage.

Means to safely isolate and ground any feeder breaker of the Switchgear shall be provided.

Motor-operated combined isolation/grounding switches suitable for electrical and mechanical


interlocked with the breaker shall be provided.

Disconnector/ grounding switches shall be designed to withstand the rated and fault current of the
Switchgear.

Designs where the actual grounding of the feeder/busbar is done via the circuit breaker, i.e. where
the disconnector is used only to preselect the grounding position, are preferred. Such three-way
switches must have definitive stops at their "ON", "ISOLATED" and "GROUNDED" positions, with
no direct movement from the "ON" through the "ISOLATED" into the "GROUNDED” position.

View-ports or mechanical indicators connected directly and permanently to the operating shaft are
required to positively display the actual switch position. Indirect position indicators are not
acceptable.

Power operated drives shall be provided which shall be suitable for local, remote and SCADA
Control system (SCADA control for earthing switches is not required) and also should be fitted with
an emergency manual operation facility.

When C.B. is used for earthing, means other than locking shall be provided to ensure that the
electrical tripping at the C.B. is rendered inoperative when closed.

Each isolator shall be equipped with:

1. Auxiliary spare contacts, at least 4 NO and 4 NC brought out to terminals

2. Mechanical position indicator

5.10.6 Earthing Devices

Three-phase earthing facilities at the cable sides and for the busbar system of each section are
required.

For earthing in AIS, portable or integrally mounted three-phase earthing switching devices shall be
provided for each type of MV switching device.

These devices shall be capable of making and carrying the prospective short-circuit current at the
point of earthing. The earthing devices shall be suitable for local, manual operation only.

If portable earthing devices are provided, a minimum of two of each type is required.

Depending on the design, padlock facilities for locking in the open and closed position shall be
provided.

When earthing devices are to be applied in a compartment it shall not be possible:

- To insert a portable earthing device in the closed position.

- To insert a withdrawable switching device into the service position of the compartment
concerned.

- To close a fixed-type switching device in the compartment concerned generally, circuits shall
not be earthed automatically, i.e. when withdrawing the switching device the earthing device has to
be inserted deliberately.

Outgoing circuits for motor starting may be earthed automatically when the switching device is being
withdrawn.

Clear instructions, preferably pictorial, shall be submitted showing the proper methods of how and
where to fit the earthing devices.

For GIS, The earthing of busbars shall be performed via the three position switches of coupling and
riser cubicles.

5.10.7 Current Chopping

Switching devices shall not cause switching surge voltages which exceed the insulation level of the
connected equipment. Motors switching needs special care and switching devices shall be
appropriately designed.

Vacuum switching devices shall be equipped with ZnO overvoltage protection devices.

5.10.8 Auxiliary Contacts

Each switching device shall be provided with at least 2 make and 2 break auxiliary contacts directly
driven by the switching mechanism.

This contacts shall be completely wired up to terminal blocks in the secondary terminal compartment.

The rated making and thermal-breaking capacities of these contacts shall be:

5.11 Terminals

5.11.1 General

Each panel shall be provided with appropriate facilities for the independent terminals to connect the
MV main cable and the LV auxiliary cables. Types and sizes will be specified in the requisition and/or
data sheets.

The terminal compartments for MV and LV connections shall be effectively segregated, see IEC
62271-200.

The terminals shall be so arranged that all connections can be made safely, even when the assembly
is energized.

Suitable terminating facilities of adequate dimensions and thermal rating shall be provided for each
conductor.

Inside the compartments separate terminals or bolts, one for each cable, are required for earthing
purposes.

Efficient means to prevent strain on the actual conductors and cable connection shall be provided.

5.11.2 Terminals for MV Cables

All high voltage cables will be connected from below through cut-outs in the floor. To maintain the
totally insulated design concept of the Switchgear, only fully insulated plug-in type terminations with
direct solid dielectric-to-gas insulation shall be used. Terminations (including plugs) and all
accessories shall be provided for all feeders.

Provision for cable termination of XLPE cables, up to 3 x 300 mm2 Copper Conductor for each
phase, shall be considered for outgoing cable feeders.

Sufficient space must be provided in the Switchgear to terminate and connect required cables per
phase. Suitable cable support, trays/ cleats and grounding facilities must be provided in the cable
basement area including all outgoing feeders.

Low voltage control and signal cables are fed into the Switchgear from above or below. Exposed
runs of control cable through the Switchgear structure shall be protected by suitable covers.

MV Cable testing facilities.

Suitable arrangements of test plug / socket shall be provided which will permit full dielectric testing
for outgoing cable of all cable feeders including primary current injection test for current
transformers. It shall be possible to carry out the tests without dismantling other equipment.

Bidder's/Contractor's documentation shall clearly show all termination facilities and their dimensions.

- Three-core cables:

Cable termination shall be suitable for the specified cable.

For PVC or XLPE type cables dry type cable termination is preferred. When two or more cables
are required, a suitable marshalling box may be required to obtain uncluttered straight terminal
connections.

- Single-core cables:

The terminal box and its cable entries on a relevant panel shall be suitable for the specified
cable.

Single conductor entries shall be mounted in non-magnetic plates. The end sleeves or glands
shall also be of non-magnetic material.

Single core cables shall have armour earthing only at one end to prevent circulating currents.
The cable gland or the gland plate at one end shall therefore be of the insulating type

5.11.3 Terminations for Auxiliary LV Cables

Terminal blocks fitted with tubular type contacts with non-loosening screws shall be provided for
termination of auxiliary LV cables including that required for wiring between cubicles or panel
sections. Crimped termination is required to terminal blocks to ensure sound contact. Clamping
terminals are not allowed. Within the panel compartments suitable clamping devices shall be
provided for securing of the cables.

Terminals in current measuring circuits shall be special purpose with suitable bridging links and
measuring facilities.

Specified auxiliary contacts for remote circuits shall be wired and connected to an accessible
terminal block in the vicinity of the cable entries.

Termination compartments for auxiliary and control cables shall have adequate dimensions, with
ample accommodation for the required number of terminals.

Two or more conductor terminations on one terminal are not acceptable unless the terminals are
designed for more than one conductor.

Metal cable glands suitable for the cables specified shall be included in the supply of the assembly.

5.12 Isolating Facilities

5.12.1 Isolation of Main Circuits

Switch panels shall be provided with safe means of isolating the circuit side from the busbar side.

Panels containing combinations of fuses and contactor shall be equipped with isolating facilities
permitting safe changing of fuses by hand.

5.12.2 Interlocks

Interlocks in accordance with IEC 62271-200 shall be provided to prevent unsafe operation of the
switchboard and shall comprise at least the following features:

The electro-mechanical interlock system must positively prevent an operator from reaching or
creating unintentionally a dangerous or potentially dangerous condition. Systems that can be
bypassed without the use of tools and/or force are not acceptable. Hardware & Software interlocks
shall be provided.

Specifically the following conditions must be impossible to reach:

 Electrically and manually operating the breaker with the disconnector/grounding switch not fully
engaged in any of its three positions.

 Electrically and manually closing or opening of the disconnector/grounding switch whilst the
breaker is closed.

 Electrically and manually closing grounding switch whilst the breaker is not ready for operation

 Electrically/Manually closing the Feeder Earth Switch while the cable is alive.

 Closing of all CBs (of the section) when busbar earth switch is ON

 At feeding feeders: Closing earthing switch while the cable is alive

Electrical interlocks shall be provided as specified, particularly for the incoming feeders and the bus-
tie breakers.

When the manual emergency cranks are used, it shall be impossible to control the devices
electrically.

All breakers for remote and or SCADA control shall have a local cut-out switch of the key-operated
type allowing selection of the operation modes as applicable.

Electrical interlocks shall be provided between Busbar Earthing Switches and all Busbar Isolators of
each Busbar Section in such a way that Busbar Earthing Switches cannot be closed when the
Busbar Isolator of any circuit in the section is closed. Bus VT MCB ON auxiliary contacts and under
voltage relay contacts shall be monitored in the interlocking scheme to confirm the dead bus
condition.

Moreover the Busbar Isolator of any circuit shall not close electrically or manually whilst a Busbar
Earthing Switch is closed.

5.12.3 Safety Shutter Devices

The panel shall be fitted with a set of shutters to cover each 3-phase group of stationary isolating
contacts, i.e. both on the busbar and on the circuit side.

The shutters shall open or close automatically by a mechanical drive from the switching device when
the latter is being racked in or out.

Each set of shutters shall be equipped with padlocking facilities in its closed position. When
padlocked, the shutters shall prevent access to the stationary isolating contacts.

Shutters on the busbar side shall be painted red and shall be clearly labelled "BUSBARS" in large
white letters.

Shutters on the circuit side shall be painted yellow and shall not be lettered.

5.12.4 Isolating Contacts for Secondary Circuits

The connection in the secondary circuits between the fixed and the moving parts of panels shall be
by means of self-aligning contact.

These connections shall be maintained when the moving portion of the equipment is in the test
position.

5.13 Protective Devices

5.13.1 Protection Schemes & Relays

5.13.1.1 General Requirements

Selection of relays shall be in accordance with the relevant circuit requirements.

Protection relays shall be of the numerical multifunction communication type with PLC based control
system.

Lock-out relay (86) shall be provided for each feeder.

Each feeder shall be provided with trip functions and distinctly identified with flag relays.

A DC supervision relay shall be provided for MV switchboard. Dual DC supply feeders shall be
provided from 110V DC system to each switchboard, for control, protection and indications.

Means shall be provided for secondary injection testing of relays without disconnecting wiring.

The amount and type of protective relays shall be stated on the data sheets to be provided by
CONTRACTOR/VENDOR for DOE/ENGINEER approval.

Protective relays shall have hand-reset facilities and operational signals such as flag indications or
other means of indication used on static-type relays, e.g. light-emitting diodes. Non-tripping relays
have only hand-reset facilities.

If manufacturer's standard equipment is provided with protective relays with trip functions located on
doors, this shall be stated in the quotation and be subject to approval by DOE/ENGINEER.

If not part of a variable speed drive, MV motor protection shall be through comprehensive motor
protection relay with provision for protection against negative phase sequence, earth fault, over load,
stalling, RTD protection for alarms and trip to be incorporated.

All feeders and bus-coupler shall be provided with 50/51/50N/51N protection elements.

The switchgear shall be equipped with a high impedance type busbar protection complete with check
zones to prevent unanticipated trips. For the protection in the feeders, bus-coupler and all outgoings
the respective current transformers shall be installed. The protection relays and accessories shall
be installed in separate protection panels. Extension of the busbar protection system shall easily be
made possible. The protection panels shall be completely wired for total number of feeders specified
in the scope of work. However, protection cubicles shall be designed to provide at least 4 spare
wired points for each busbar section. In wired points, terminal blocks, wiring and space are provided
but hardware equipment and other slot-in modules will not be supplied. Busbar protection shall be
complete with zone selection and check zones.

All CT & VT wiring to protection relay shall be through test block with “make before brake” facility.

5.13.1.2 Over-current and Earth-fault Relays

Over-current and earth-fault relays, not being motor protective relays, shall have a rated current of
1 ampere and shall be of the induction-pattern, inverse time-lag, definite-minimum time type with the
following characteristics:

- Over-current elements shall have nominal current settings continuous variable from 50% to
200% of rated current;

- The earth-fault elements shall have nominal current settings variable from 10% to 40%;

- For both over-current and earth fault elements the setting of the characteristics shall be
variable.

All relay elements shall have hand reset and have a mechanical flag indicator or digital display.

5.13.1.3 Under-voltage Relays

Where motor panels are incorporated, each busbar section shall be provided with an instantaneous
under-voltage relay.

The drop-out value shall be adjustable between 50% and 65% and the pickup value shall always be
less than 85%.

The under-voltage relay activates a time-delayed tripping relay for each motor. This tripping relay
shall be self-resetting, and be equipped with one set of normally open position and be adjustable
from 1 to 5 seconds.

5.13.1.4 Motor Protection Relays

Numerical type of relays are required with the minimum following features:

 Compact design and modular construction.

 Comprehensive self, monitoring and self diagnostic.

 Thermal overload protection.

 Thermal pre-alarm.

 Start authorisation by detection of thermal state.

 Under current protection.

 Voltage protection.

 Negative phase sequence protection.

 Earth fault protection.

 Locked rotor protection.

 Starting time supervision.

 Protection against successive starts.

 Serial communication interface for on-line and off-line transmission of relay operation data,
parameter setting, sequential events, fault recording, remote setting, etc.

 Facility to hook up a remote PC fir data analysis.

 Each relay shall equipped with auxiliary relay, having indicators and hand reset button.

5.13.1.5 Earth-fault Relays

For earth-fault protection of motors a single-element, hand-reset, flag-indicating or digital displayed,
instantaneous earth-fault relay shall be provided. This relay shall have a nominal current of 1 ampere
and current settings variable from 10% to 40%.

5.13.1.6 Differential Relays for Motors & Transformers

Differential protection shall be provided for large motors, transformers etc. where specified in data
sheets or drawings.

Transformers with rating above 2MVA shall have differential protection and with restricted earth fault
protection for the low voltage winding.

5.13.1.7 Line Differential Relays

33KV Incomer Line Differential Relay / Scheme as per distribution company requirements:

Line Differential Protection (33 KV) on both sides of new cable and OHL circuits with FO
cables/OPGW, This protection system shall be based on percentage biased current differential
principle, which shall be capable of clearing all faults within the protected zone, and maintaining
stability against all kinds of through fault currents up to the magnitude of switchgear fault rating. The
protection shall be of numerical type, phase-segregated and from DOE approved vendor list. The
fault detection principle shall be independent of power swings. Faults near weak infeeds shall be
detected as well as faults near high-energy centres. The differential protection shall be designed
with exchange of digital information pertaining to the magnitude and phase angle of fault currents
flowing at both ends of the feeder through the fiber optic interface. The relay should be suitable for
direct fiber optic communication and not through multiplexer. Fiber optic interface equipment shall
be provided with all necessary accessories. This shall include repeaters as required for use on long
circuits. Redundant communication port shall be provided for remote end communication on two
pairs of FO cable/OPGW, the pairs used shall be from different FO cable/OPGW for each feeder,
subject to the approval of end user.

The conceptual design of the protection shall be unaffected by:

 Zero sequence mutual coupling

 Sudden power reversal

 Cable and OHL charging currents

Interaction of fault resistance and sources feeding with different fault angles producing misleading
measurement of reactance

 Collapse of voltage on the faulted phase(s)

 External switching phenomena

 Power frequency variations.

Close-in high-current faults shall be cleared instantaneously and the relay may trip the breaker
without information from the remote end. Also, measuring algorithms to provide switch-onto-fault
facility shall be included. The design shall have the ability to provide on-line monitoring and self-
check facilities to monitor the state of health of the entire protection system. Hardware and software
shall be checked by software sub-routine continuously.

The relay shall further have the following facilities:

 Serial interfaces for on-line and off-line transmission of relay operation data, feeder load
data, fault recording, remote setting and remote test initiation.

 Storage facility for on fault information for at least the latest three five system faults, giving
on demand relay operations, operating times, load data, etc.

 Serial interface facility to a PC for further data exploitation with the required software for this
purpose.

The scheme shall be provided with the following built-in high-speed backup protection elements:

 Three zone distance protection with phase-phase, phase-earth and 3 phase fault measuring
elements for the source end of the radial circuits to be protected ….check ( at source
side only)

 Power swing blocking

 Thermal O/L

 Directional/Non-directional OC/EF function

 Fault locating function

 Two stage O/V function and U/V function

 Tele-protection facilities and repeaters, if required (on the same fibre optic cores used for
the exchange of current signals).

 Where additional built-in protection functions specified above are not provided, same should
be realised in an independent hardware.

In the case of loss of signal transmission over fiber optic cables, the differential measurement
function shall be automatically blocked, and the relays shall be allowed to work with distance and
backup O/C and E/F functions. Following should be specially considered for fiber optic protection
involving remote end modifications:

5.13.1.8 Timing Relay (TMR)

This relay shall be On-delay & Off-delay type, adjustable from 0.1 s to 30 s.

Elements with multiple functions such as tripping and alarm duties shall have separate operating
contacts for each function and be brought out to separate terminals.

5.13.2 Instrument Transformer

All voltage and current transformers shall be conventional type only (sensors are not acceptable).

5.13.2.1 Voltage Transformers

Voltage transformers shall be in accordance with IEC 61869.

- Rating and type

Rated primary voltage depends on system data, which will be stated on the data sheets.

The preferred secondary voltage of measuring and protection transformers shall be 100V.

Rated output capacity of the transformers shall be matched to cover the burden required by the
equipment connected, and preferably be selected from the range of standard values.

- Class of accuracy

Generally, measuring voltage transformers are Class 3.0, except those for measuring the
supply of third parties which shall be Class 1. If Class 1 is applicable this will be stated on the
data sheets.

Protective voltage transformers shall be of Class 3 P.

The winding connection is depending on the metering and protection system connection.

- Protection

At HV side : Depending on manufacturer's practice and, whenever necessary, high-


rupturing capacity, short-circuit current-limiting fuses shall be in
accordance with IEC 60282-1;

Fuses, if installed, shall be readily accessible and suitable precautions


shall be taken to enable safe removal and replacement of fuses.

At LV site : Industrial ZED-type cartridge fuses are preferred.

The connection between transformer and fuse base shall be as short as


possible.

All protective fuses shall be capable of handling the inrush currents for all service conditions, without
abnormal ageing or deterioration.

Voltage transformers for automatic voltage regulators shall have no fuses at all, but shall be
connected within the protective zone of the differential protection of the generator.

- Location

Depending on the requirements, the following general rules may serve as a guide to
establishing the correct location of voltage transformers on the assembly.

a) For voltage detection, etc. a measuring transformer shall be connected to the bus bar of
each section.

In addition, however, measuring voltage transformers for incoming units, e.g. generator
and main intake feeders, shall be connected on the supply side.

b) For the control supply of the switching devices of a section, preference is given to a voltage
transformer connected to the busbar side of the section concerned.

Alternative supply sources are acceptable for intake and power plant stations and large
load consumers, e.g. electric-motor-driven compressors for pneumatic control.

c) Special arrangements shall be subject to DOE/ENGINEER approval or specification.

5.13.2.2 Current Transformers

Tariff metering requirements shall be in accordance with the distribution company requirements

Current transformers shall be in accordance with IEC 61869.

- Rating and type

Rated output capacity of the transformers shall be matched to cover the burden required by the
equipment connected, and preferably be selected from the range of standard values.

Rated primary current shall preferably be selected from the range of standard values. Where
required, the current ratio will be stated on the data sheets.

Rated secondary current shall be either 5 or 1A; for remote metering 1A only is acceptable.

Other means of remote indication may be considered and quoted for, e.g. transducer systems,
but shall be subject to approval by the DOE/ENGINEER.

Short-time thermal current rating of the transformers shall be1 s.

When the electrical system value requires a time duration of 3s, the current transformers shall
be rated accordingly.

Current Transformer for 33Kv incomer Line Differential Protection scheme:-

CTs specification at both ends shall be identical (ratio, knee voltage, winding resistance, class,
burden, magnetizing current ….etc.)

Current transformer requirements shall be determined to ensure high protection performance. The
Contractor shall submit comprehensive technical report that includes the required CT ratio,

secondary tapping, earthing and testing arrangement, burden, knee point voltage, magnetising
currents, design magnetisation curves, operating accuracy limit factor, safety factor, internal burden,
thermal overload and short circuit ratings/duration.

Class of accuracy

Generally, measuring current transformers shall be Class 3, except those for measuring the supply
of third parties, which shall be Class 1. If Class 1 is applicable this will be stated on the data sheets.

The over current factor "n" shall be < 5 in order to prevent damage of instruments at maximum fault
current.

Accuracy class for current transformers for time graded protection shall be 5P20.

Terminals and connections

Secondary terminals of current transformers shall be wired up to a terminal block with short-circuiting
links, located at an accessible place. One side of the secondary winding of each current transformer
shall be connected at this terminal block to the earth bar.

5.13.2.3 Ammeters

Ammeters shall be flush-mounted, square type (96 x 96 mm). They shall have an element rated at
1 or 5 ampere.

Ammeters in the motor circuit shall have an overload scale of 5 x In.

5.13.2.4 Voltmeters

An analog voltmeter shall be provided for each incomer (on line side) in addition to the metering
available in the multifunction numerical relays.

Voltmeters shall be flush-mounted, square type (96 x 96 mm).

They shall have the following full-scale readings:

For 3 or 3.3 kV: 0 - 4,000 volts

For 6 or 6.6 kV: 0 - 8,000 volts

For 10 or 12 kV: 0 - 15,000 volts

For 15 or 17,5 kV: 0 - 20,000 volts

For 33 kV – 0 – 35,000 volts

5.13.2.5 Watt-hour Meters

Watt-hour meters shall have cyclometric registers. Watt-hour meters for motors may be of the single-
element, balanced-load type.

5.13.2.6 kW-Meters

kW-meters shall be flush-mounted, square type

5.13.2.7 Power Factor Meters

Power factor meters measure in the number of phases as indicated on the data sheets.

Power factor meters shall have a scale 0,5-1-0,5.

5.13.2.8 Counters

Each switching device shall be provided with an operation counter.

5.13.3 Accuracy

Ammeters and voltmeters shall be of Class 1.5 and watt-hour meters shall be of Class 2.5 as
specified in IEC publication 51 and 521. Power factor meters shall be class 1.5.

5.13.4 Auxiliary Circuits

Auxiliary circuits shall be clearly grouped and be protected adequate. All current wires shall be at
least 2.5 mm² others 1.5 mm² of the PVC type and be able to withstand 2500 V impulse test. All
wires shall be connected to terminals individually and clearly identified at both ends by ferrules of
isolating material or plastic code markers in accordance with the wiring diagram(s).

Connections shall be of non-loosening type.

Colour coding of secondary wiring shall be in accordance with IEC 60445. Wiring between two
terminals shall be continuous; joints or interconnections are not allowed.

To accommodate and support the secondary wiring, covered plastic channels, insulated tubes or
plastic strips shall be used.

Secondary wiring shall never be mounted direct to metal. The filling factor for channels shall not
exceed 70%. Where supporting of a wire is not feasible the wire or part of it shall be as short as
possible.

CT secondary wiring shall be colour coded and terminated on disconnecting type terminal blocks
with shorting links.

VT secondary wiring shall be colour coded and terminated on disconnecting type terminal blocks.

5.13.5 Protection of Control and Auxiliary Circuits

All circuits shall be protected by miniature circuit-breakers of the airbreak-type or cartridge-type


fuses.

5.13.6 Indication and Alarms

Contacts for remote alarm shall be normally closed.

Protective devices shall have protective action indication.

A capacitor type cable charged indication shall be provided for all cable feeders

Indication & alarm shall be in compliance to IEC 60947.5.1.

5.13.7 Mimic Diagram

The front of the MV boards shall be provided with a plastic or equivalent line mimic diagram
illustrating the main circuit and its components.

Each motor shall be provided with an emergency stop facility which shall comprise a red coloured
mushroom headed stay-put-twist to release push button. The emergency stop device shall be
located adjacent to the motor.

5.14 Earthing

Earthing shall be in accordance with IEC 62271-200, colour coding of protective conductors shall be
in accordance with IEC 60445.

5.14.1 Main Earth Bar

A main earth bar shall be fitted along the whole length of the switchboard. This shall be made from
hard-drawn, high-conductivity copper and be capable of carrying the short-circuit rating of the board
but have a cross section of at least 125 mm².

The earth bar shall be bolted to switchboard frame and equipped with convenient facilities for
connecting of all parts of the switchboard which require earthing.

Joints in the main earth bar shall be bare copper and bolted with galvanized steel bolts, nuts and
washers, secured against loosening.

For direct connection to the station earthing grid, earthing bolts (M12) with nuts and spring washers
shall be provided at both ends of the main earth bar.

All metal parts of the Switchgear and all integral earthing features shall be connected directly to a
copper earth bar, which shall run along the full length of the Switchgear room.

The cross-sectional area of the earth bars shall be as specified and capable to carry the max. Rated
short time withstand current of the Switchgear for the specified time.

5.14.2 Earthing Connections

In addition to ensure adequate electrical continuity between all metal parts of the switchboard and
its cables and the main earth bar particular care shall be taken to ensure that:

- Housings of withdrawable switching devices shall be positively earthed in the service position
by appropriate earthing connections;

- Band joints of compound-filled busbar chambers shall be suitably earthed to the frame of the
switchboard;

- The earth connections of voltage transformers and current transformers shall be made directly
from the terminal board to the earth bar.

Means shall be provided of ensuring that the earthing connection of each withdrawable switching
device and voltage transformer to the main earth bar is made prior to its primary connections.

5.15 Rating Plates And Nameplates

Switchgear shall have a rating plate permanently fixed in the front of the equipment giving at least
the following information:

- Rated voltage and frequency.

- Rated SC capacity and current capacity of busbars.

- Standard to which equipment conforms.

- Year of manufacture.

- Manufacturer's name, type and serial number.

- Weight.

All components (switching devices, contactors protection relays, instruments etc.) shall be fitted with
a rating plate in accordance with the relevant IEC requirements. All functional units shall be clearly
labelled to identify the service. All relays, meters, switches etc. shall be labelled in accordance with
the wiring diagrams. All labels shall be made of corrosive-resistant material with indelible characters
in the language of the local country.

Rating plates shall be made of corrosion-resistant metallic material and have indelible inscriptions
in the language specified in the requisition.

Enamelled plates are not acceptable.

Each panel shall be provided with nameplates, mounted on the front of a non-removable part.

The labels shall be of black non-deteriorating material (e.g. Resopal or Traffolite) and shall permit
inscriptions with characters in white in the language, specified in the requisition.

5.16 Finishing

The painting shall be suitable for the specified service conditions.

Unless specified otherwise painting shall be manufacturer's standard. Manufacturer to provide


particulars of procedures paint and finish colour.

5.17 Erection

Assemblies shipped in transport units shall have these units clearly marked to facilitate assembly
and erection at site. Each transport unit shall be provided with hoisting facilities.

Foundation and erection drawings, in the language as specified, bolts, foundation clamps, small
material, etc., required for erection at site shall be packed inside the transport unit.

5.18 Tools and Testing Equipment

Special tools and equipment required for erection, commissioning, maintenance and testing shall
form part of the order and be shipped together with the assembly.

Voltage detection and phasing-sequencing equipment shall be offered as a separate item in the
quotation.

A suitable wall-mounting cabinet shall be provided for all such portable tools and equipment.

Testing equipment for motor starting units shall be provided with local-on control facility.

5.19 Spare Parts

Spare parts shall be adequate for start-up procedures and for two years of operation. Spare parts
shall be adequately identified and packed.

6. INSPECTION AND TESTING

6.1 General

The complete assembly shall be inspected in detail on conformity with the order and tested for
acceptance before leaving the works. The inspection and the tests will be witnessed by the
DOE/ENGINEER or his nominee. The manufacturer shall provide facilities, equipment and
personnel to perform the inspection and tests.

6.2 Routine Tests


Routine tests shall be performed in accordance with IEC 62271-200.

6.2.1 Dielectric Test

The test shall be performed on the switchboard and its components.

6.2.2 Test Voltage

The test voltage shall have a practically sinusoidal wave form and a frequency between 45 and 65
Hz.

Unless otherwise specified, the value of the dry one-minute test voltage shall be as follows:

a) For main circuits: 2 U + 1,000 V

b) For control and auxiliary circuits:

- For control and auxiliary circuits


rated to 60 V incl.: 1,000 V

- For control and auxiliary circuits

c) The voltages applied to motors, instruments and other auxiliary apparatus, when tested
separately, shall be in accordance with the relevant IEC recommendations.

6.2.3 Testing of Main Circuits

For these tests the control and auxiliary circuits shall be connected to the frame.

The test voltage shall be applied for one minute as follows:

6.2.3.1 Main Circuits of Switchboard with all Main Contacts Closed:

a) Between all live parts of all poles connected together and the frame;

b) Between each pole and all other poles connected to the frame.

6.2.3.2 Main Circuit of Switching Devices with the Main Contacts Open:

a) Between all live parts of all poles connected together and the frame of the switching device;

b) Between the terminals of one side connected together and the terminals of the other side
connected together.

Note:
The tests under 6.2.3.2 shall be carried out on at least one of each type of switching device.

6.2.4 Testing of Auxiliary and Control Circuits

For these tests the circuits shall be connected for one minute as follows:

a) between all the control and auxiliary circuits of a same group (voltage, current) connected
together and the frame;

b) When appropriate, between each part of the control and auxiliary circuit which may be insulated
from the other parts during normal operation and all the other parts connected together.

6.2.5 Insulation Resistance Tests

The electrical insulation of the switchboard and its components shall be Megger tested.

Each circuit shall have an insulation resistance between phases and between phases and earth of
at least 1,000 ohm per volt nominal operating voltage.

Readings shall be taken at a DC test voltage as near as practically to the peak value of the nominal
operating voltage of the relevant circuit but not exceeding 5 kV.

6.2.6 Tightness Check

For the SF6 filled compartments a tightness check shall be performed and witnessed by Owner/
Engineer.

6.2.7 Operation Tests

All apparatus shall be tested on operation.

Switching devices shall be tested on mechanical operation and on operation by their control, for at
least 5 operations.

Protection circuits, including relays and other auxiliaries, shall also be tested on operation by primary
or secondary injection of current or application of voltage as required. Variations in the control supply
systems shall be taken into account.

During the tests no adjustment shall be made.

6.2.8 Inspection

Following all aforementioned tests the switchboard and its components shall be examined to
ascertain, that none of its components have been damaged and that all parts are in satisfactory
operating condition.

6.3 Type Tests

The type tests certificates from approved independent laboratory according to the latest IEC
standards to be provided. Type tests and verifications comprise:

a) Tests to verify the insulation of the equipment including tests at power-frequency test voltages
on auxiliary circuits:

b) Tests to prove the temperature rise of any part of the equipment and measurement of the
resistance of the main circuit:

c) Tests to prove the capability of the main and earthing circuits to be subjected to the rated peak
and the rated short-time withstand currents:

d) Test to prove the making and breaking capacity of the included switching devices:

e) Tests to prove the satisfactory operation of the included switching devices and removable parts:

f) Tests to verify the IP protection code

g) tests to verify auxiliary and control circuits

h) tests to verify the protection of the equipment against mechanical impact

i) Tests to verify the protection of persons against dangerous electrical effects:

q) tests to evaluate the insulation of the equipment by the measurement of partial discharges

7. PACKING AND SHIPMENT

The MV distribution boards shall be packed in wooden type seaworthy crates having sufficient
strength to withstand normal ship handling and transport or be fixed mounted in containers.

The crates shall be marked with Owner's name and address, order number, type of equipment,
hoisting points, etc.

Enclosed with the board, the following documents shall be included in suitable wrapping:

- Electrical schematic diagram

- Electrical wiring diagram

- General arrangement drawing

- Foundation plan including foundation loadings

- Operation and maintenance manual.

- Installation instructions
