1 Scope

This Specification defines the mandatory requirements for indoor high voltage
controlgear built to either the International Electrotechnical Commission (IEC) or
North American (NA) based Standards.

This specification shall not be used to manufacture Fire Pump Controllers.


Commentary Note:

North American "Motor Control Centers" are synonymous with "controlgear".

2 Conflicts and Deviations

2.1 If there are any conflicts between this Specification and associated purchasing,
project or engineering documents, this specification shall take precedence.

2.2 Direct all requests to deviate from this Specification in writing to the Company
or Buyer Representative, who shall follow internal company waiver procedure.

2.3 The designation "Commentary" is used to label a sub-paragraph that contains


comments that are explanatory or advisory. These comments are not mandatory,
except to the extent that they explain mandatory requirements contained in this
SAMSS.

4 Information Required with Quotation

The following is a list of the information which shall be supplied with the Quotation:

4.1 A detailed listing of all deviations from this standard with an explanation against
each item. In addition, written certification shall be provided that the proposed
equipment shall fully comply with all other items within this Standard.

4.2 Completed Data Schedule 2.

5 Definitions

Definitions of terms within this Specification shall be as per IEC 60050.

Compression connectors: Connectors that are compressed onto the conductor using a
die and high mechanical force. The process is not reversible and the connector becomes
a permanent part of the conductor. The connector can only be removed from the
conductor by either cutting the conductor or cutting the connector.

ConC: Conventional Control. Individual switching assemblies are controlled via


multiple, independent digital circuits to the process control computer. The result is that
several individual control circuits are required for each switching assembly in the
controlgear.

Conductor: All material, devices and parts that are expected to carry current as part of
their normal function (e.g., cable, bus, relay contacts, terminal block studs, etc.).

Controlgear: The complete assemblage of switching assemblies as it will appear after


installation by the Buyer. Controlgear supplied for installation in a back-to-back
configuration is considered as two controlgear assemblies.

Discrete: Device which only performs one function. For example, a discrete voltmeter
only displays voltage.

Fire Pump Controller: The controller that controls electric fire pump motors. Saudi
Aramco engineering standards require this controller to be listed by UL 218, installed
per NFPA 20 and purchased from a select group of manufacturers which is different
than those approved for controllers in non-fire pump applications.

Grounding and Earthing: are synonymous.

IntC: Intelligent Control. All switching assemblies contain intelligent devices which
are networked together. This network is connected directly to the plant process control
computer system. All necessary two-way communication to control the switching
assemblies are performed over this network. The result is that one control circuit can
control all the switching assemblies in multiple controlgear.

Low voltage: A voltage level of 1000 volts or less. Note that since paragraph 7.2
restricts the control supply voltage to a maximum of 120 V, for the purposes of this
specification, "low voltage" effectively means voltages 120 V or less.

Main Circuit: All the conductive parts of an assembly included in a circuit which is
intended to transmit electrical energy to the connected load.
Commentary Note:

Note that per the IEC 60050 definition, "main circuit" includes the controlgear neutral
conductor system.

Mechanical connectors: Connectors that are attached onto the conductor using,
generally, a standard tool. The process is reversible and the connector can be removed
from the conductor without cutting the conductor or the connector.

PEM: Parent Equipment Manufacturer. The manufacturer who designed the


equipment and who confirmed the design performance through certified design/type
tests. This manufacturer (1) has the legal authority to license the assembly of this
equipment to others (2) is responsible for the technical performance of the equipment
and (3) will be able to provide after-sales support and parts for the equipment.

Raceways: Enclosed channels for housing and protecting electric wires and cable.
This term includes rigid and flexible conduit.

Series rated protection systems: short-circuit interrupting rating assigned to a


combination of two or more overcurrent devices connected in series and in which the
rating of an individual upstream and/or downstream device(s) in the combination is less
than the series rating.

Space: Switching assembly shall be the same as a spare except that the main circuit
switching device, fuses, protective relaying, instrument and control transformers,
control and auxiliary circuits, etc. shall not be installed.

Spare: Switching assemblies completely developed to serve the type of load indicated
(i.e., including main circuit switching devices, fuses, protective relaying, instrument
and control transformers, control and auxiliary circuits, etc.) and shall be ready for
operation when the feeder and control cables are connected. If the type of load is not
indicated, the load shall be assumed to be a non-submersible induction motor.

Specification: The main body (i.e., Sections 1 to 18) and applicable Supplement and
does not, for example, include the information contained within the Data Schedules.

Supplement: Is meant to refer to the applicable "North American Supplementary


Requirements" or "International Electrotechnical Commission Supplementary
Requirements". These supplementary requirements are throughout the Specification
and presented under the abbreviated heading of "(NA Supplement)" and "(IEC
Supplement)".

Switch-disconnector: A load break or non-load break switch used to isolate each


switching assembly from the controlgear main circuit.

Switchgear: Is equipment manufactured to 16-SAMSS-504 (Indoor Metal-Clad


Switchgear: 1 to 38 kV).

Switching assembly: The assembly of switching devices and associated control and
auxiliary equipment which controls or distributes power to a single load or via a single
circuit (e.g., a motor starter is a switching assembly).

Three-wire control: A control circuit design where a contactor is maintained in the


energized position through auxiliary contact(s) in parallel with a momentary START
pushbutton and through a STOP pushbutton. These pushbuttons are remote from the
switching assembly. If the contactor coil circuit is broken, the motor can not be
restarted until the START pushbutton is operated. The three wire term designates the
minimum number of conductors which must be run to the remote location to implement
this control scheme.

Wireway: Troughs with hinged or removable covers for housing and protecting
electric wires and cable.

Withdrawable power assembly: A withdrawable assembly containing, as a minimum,


the main circuit contactor and main circuit power fuses.

6 General

6.1 Terms in bold font are defined within Section 4.

6.2 The controlgear shall also fully comply with either the "NA Supplement" or the
"IEC Supplement". Controlgear built utilizing a mixture of Standards (e.g.,
devices only tested and rated by IEC within a NEMA tested and rated
controlgear assembly) is unacceptable.

6.3 All requirements of this specification must be implemented using standard


designs which have been approved, have been fully tested and are fully
supported by the PEM.

6.4 High voltage circuit breakers shall not be used as switching assemblies in
controlgear. High voltage circuit breakers, when used, shall be part of a
switchgear unit meeting the requirements of 16-SAMSS-504.

6.5 Whenever this specification requires compliance to a third party document (e.g.,
ANSI, UL, IEC, etc.), this document shall be the edition that was in effect on the
date of the Quotation Request.

6.6 This specification shall take precedence over any referenced third party
document.

6.7 The main circuit bus systems of controlgear and switchgear shall not be
connected together.
Commentary Note 6.7:

This requirement does not prevent a switchgear assembly with a single circuit
breaker to be used as a main disconnector for the controlgear.

6.8 Oil switching devices shall not be used in any circuits.

6.9 All documentation shall be in English.

6.10 All temperatures expressed within this specification are in Celsius units.

6.11 Switching assemblies shall not be used to feed transformers

6.NA1 Switching assemblies for asynchronous motors shall also meet the
requirements of NEMA ICS 3, Part 2.

6.NA2 Switching assemblies for synchronous motors shall also meet the
requirements of NEMA ICS 3, Part 3.

6.NA3 Clearance and creepage distances and spacings shall meet the
requirements of NEMA ICS 1.

7 Service Conditions

Controlgear shall be suitable for continuous operation under the following service
conditions:

7.1 Ambient air temperature:


a) A maximum of 40 degrees.
b) A minimum of 0 degrees.

7.2 Relative humidity (average value):


a) For a period of 24 hours, does not exceed 75%.
b) For a period of 1 month, does not exceed 70%.

7.3 Altitude is under 1000 meters, unless a higher altitude is specified within Data
Schedule 1.

8 Rating

8.1 The rating of the controlgear shall not be dependent on forced-air systems.

8.2 The overall controlgear shall be continuously rated as follows:

8.2.1 Rated Operational Voltage (minimum): 4.76 kV

8.2.2 Rated Current, main circuit horizontal phase bus (minimum): 1000 A

8.2.3 Rated Current, switching assembly (minimum): 315 A

8.2.4 Rated Short Circuit Interrupting Current Rating (minimum):


40 kA rms sym.

All the above are minimum values.

8.2.5 Rated Control Supply Voltage (nominal): 120 VAC

8.2.6 Rated Short-time withstand current (minimum) with fuses shunted:


15 times "Rated Current" for 1 second and 6 times "Rated Current" for
30 seconds.

8.3 "Continuous/Thermal Current" rating of a switching assembly shall not be less


than the current rating of the load connected to the switching assembly.

8.4 All short circuit ratings shall be based upon not having a short circuit protective
device within the main circuit of the controlgear; either integrated into the
controlgear or as a separate unit during testing. (i.e., ratings are not
"conditional").

(NA Supplement)

8.NA1 Based upon NEMA ICS 3, Part 2, shall be rated as follows:

Starter Type Class E2

BIL rating (minimum) 60 kV (with the exception of the control


power transformer)

Rated Duty Continuous

(IEC Supplement)

8.IEC1 Unless specified otherwise within this specification, shall also fully
meet the requirements of IEC 60632-1 based upon the following:

Rated Duty Uninterrupted

Utilization Category AC-4

Acceptable Damage Classification Type C

Rated Lightning Impulse Withstand 60 kV


Voltage (minimum)

9 Enclosure

9.1 General

9.1.1 The controlgear shall be of the metal enclosed type and shall be
comprised of individual vertical sections sharing a common main circuit
horizontal bus and a common ground bus.

9.1.2 The controlgear shall be designed to permit the insitu installation of


vertical sections without accessing the rear of the controlgear.

9.1.3 The controlgear shall be designed to be fully operational, maintainable


and expandable with access only to the front of the controlgear.

9.1.4 All components and devices associated with a switching assembly


requiring routine maintenance and inspection shall be totally accessible:

a) Without interfering with the operation of other switching


assemblies and
b) While maintaining the enclosure rating/degree of protection as
indicated within the paragraph 9.2.3.

9.1.5 The total enclosure shall be fabricated from sheet steel. Vertical sections
shall be fabricated with a solid sheet steel top.

9.1.6 There shall be a maximum of two (2) switching assemblies per vertical
section.

9.1.7 Roof lifting attachments/lugs shall be provided for lifting the entire
shipping.

9.1.8 Controlgear spare and space requirements shall be as follows:


a) One spare and space shall be provided for every five connected
circuits on each bus. A minimum of one space shall be provided
on each bus. Characteristics of spare(s) shall be as b).
b) The controlgear shall be designed to permit the utilization of the
locations identified spare and space.
i) Without deenergizing the controlgear main circuit and
ii) Without accessing the rear of the controlgear and
iii) By the use of simple fasteners and tools and
iv) While maintaining the enclosure rating/degree of protection
as indicated within the paragraph 9.2.3.

9.2 Compartments

9.2.1 All main circuit components and connections (e.g., switch-disconnector,


main circuit fuses, contactor, instrument transformers, etc.) shall be
within grounded metal compartments separate from the low voltage
equipment and connections. Where this is not possible (e.g., for the
control transformer), the equipment shall be put within the compartment
with the main circuit components. As a minimum, the following shall
be within separate metal compartments:
a) Each vertical section.
b) Low voltage equipment and connections.
c) Main circuit horizontal bus.

d) Controlgear main circuit supply compartment (for an assembly


consisting of more than one switching assembly).
e) Each switching assembly.

9.2.2 Exterior compartment doors shall:


a) Be hinged.
b) Allow withdrawable assemblies to be removed without door
removal.
c) Be equipped with captive hardware.

9.2.3 The controlgear shall meet the requirements of the following:


a) Under the "test conditions" indicated below it shall not be possible
for a flexible rod, having a diameter of 12.7 mm and a rounded tip
(radius of 0.5 times rod diameter), to contact live parts or be
inserted into any openings:
Exception:

If the distance between an opening and the nearest live part is


greater than 101.6 mm, a rod having a diameter greater than
0.5 inch shall be permitted to enter the opening but a rod having a
diameter greater than 19 mm shall not be permitted to enter the
opening.

b) The term "openings" means openings between the separate


compartments indicated in paragraph 8.2.2.
c) The term "live parts" shall mean parts at a voltage greater than
120 V.
d) The "test conditions" shall be each of the following:
i) With any low voltage compartment door open and the main
incoming circuit energized.
ii) If switching assembly switch-disconnectors are used, with
any, or all of these switch-disconnectors open and
1) the main incoming circuit energized and
2) the associated contactor either installed or removed and
3) any, or all, of the compartment doors associated with
that switching assembly open.
iii) If a withdrawable power assembly is used, with any, or all
of these withdrawable assemblies removed and

1) the main incoming circuit energized and


2) any, or all, of the compartment doors associated with
that switching assembly open.
iv) With the controlgear main circuit supply compartment open
and the main incoming circuit energized.

(NA Supplement)

9.2.NA1 With all the controlgear exterior compartment doors


closed, the controlgear shall, as a minimum, meet the
requirements and test criteria for a Type 1, ventilated
enclosure as defined by NEMA ICS 6.

(IEC Supplement)

9.2.IEC1 With all the controlgear exterior compartment doors


closed, the controlgear shall, as a minimum, meet the
requirements and test criteria for IP2X degree of protection
as defined by IEC 60529.

9.3 Wireways

9.3.1 The power, grounding, control, and communication cabling shall


enter/exit via the top and/or bottom of the controlgear as specified
within Data Schedule 1 or on the Reference Drawings.

9.3.2 For vertical sections which contain more than one switching assembly,
the switching assemblies shall contain a wireway(s) to contain the
conductors not associated with the switching assembly.

9.3.3 A separate, controlgear main circuit supply cable entrance


compartment shall be provided (unless main circuit supply is via bus).

9.4 Painting and Coatings

9.4.1 All unpainted hardware shall be of a non-oxidizing or non-corrosive


material (e.g., stainless steel, brass, etc.) or shall be plated with a
material which will inhibit oxidation and corrosion (e.g., zinc, cadmium,
chromium, etc.).

9.4.2 The exterior of the controlgear shall be of a uniform color. The color
shall be the Vendor's standard except that the colors red, green, yellow,
orange or blue shall not be used.

9.5 Space heaters shall not be installed within the controlgear.

10 Conductors

10.1 General

10.1.1 Phase arrangement of bus and connections shall be 1, 2, 3, counting


from front-to-back, top-to-bottom, or left-to-right, as viewed from the
front of the controlgear.
Exception:

Shall be within the controlgear to switchgear bus transition section.

10.1.2 Controlgear supplied in a back-to-back configuration shall consist of


two separate assemblies utilizing independent main circuit horizontal,
vertical and ground busses. Whether or not the main circuit
horizontal bus of the two assemblies is interconnected shall be as
indicated on the Reference Drawings. If interconnected, the two main
circuit horizontal busses and the ground busses shall be interconnected
to achieve an electrically continuous circuit (refer to paragraph 10.2.2).

10.1.3 The controlgear shall be equipped with a main circuit horizontal bus
and ground bus extending the full width of the assembly. All
connections shall be via bolted connections and all necessary hardware
to interconnect the bus between shipping splits shall be supplied.

10.1.4 The main circuit horizontal bus serving multiple vertical sections shall
have the same ampacity rating throughout.

10.1.5 The ground bus serving multiple vertical sections shall have the same
ampacity rating throughout.

10.1.6 The entire main circuit bus shall be insulated. Insulation system shall
meet the following criteria:
a) Insulation shall be rated for full phase-to-phase voltage rating.
b) Sleeve type material or epoxy coating shall be used on the bus.

10.2 Material

10.2.1 All conductors shall be copper, silver or alloys of these materials.


Exceptions:

a) Parts which are internal to a pre-manufactured device (e.g., internals of


contactor, circuit breaker, etc.).

b) Aluminum alloy connectors may be used if the connector is designed


by the manufacturer to be suitable for copper conductors.

c) Plating of a non-copper, or silver or copper/silver alloy conductor


material is acceptable.

10.2.2 The main circuit horizontal bus, main circuit vertical bus and ground
bus shall be of rigid material. Cable shall not be used as a substitute
for rigid bus material, including transition circuits to other controlgear
(e.g., to interconnect main circuit bus between back-to-back
controlgear assemblies; refer to paragraph 10.1.2).
Exception:

Cable may be used for the interconnection of ground vertical bus to the
horizontal ground bus system and the connection of the main circuit
vertical bus to the main circuit horizontal bus.

Commentary Note 10.2.2:

Cable is allowed for taps off the main bus system (e.g., connection to
the primary of PTs or control transformers).

10.2.3 Bus mating surfaces shall be silver or tin-plated.

10.2.4 Mating surfaces, within the main circuit, of the stationary and
movable stab assemblies of withdrawable devices (e.g., withdrawable
power assembly if used) shall be silver plated.

10.2.5 Bus stand-off insulators or insulating/isolating material shall be either


ceramic or other low-hygroscopic, high-temperature, flame-retardant,
non-tracking material.

10.2.6 All wiring shall have the following characteristics:


a) Conductors shall consist of a minimum of 7 strands of copper
wire.
b) Minimum conductor size shall be 2.5 mm² or 14 AWG.
c) Primary insulation shall:
i) For low voltage wire/cable:
1) Have a minimum rating of 600 V phase-to-earth.
2) Have a minimum thickness of 0.38 mm (15 mils).
3) Have a minimum continuous operating temperature
rating of 75°.

Exception:

The exception is that conductors which terminate to

iii) Be of thermoplastic or cross-linked synthetic polymer

10.2.7 Insulated wire/cable insulation temperature rating and ampacity shall


be selected to match the temperature rating of the devices to which the
wire/cable is terminated.

XHHW or THHN/THWN.

10.2IEC1 Low voltage wiring shall be 85° rated meeting the


requirements of IEC 60227.

10.3 Terminations

10.3.1 Whether the Supplier supplies the main circuit bus or ground bus
connectors or whether they are field supplied shall be as indicated on
Data Schedule 1.

10.3.2 Conductors shall be terminated using compression connectors or


ferrules as specified below. For CT secondary circuits, the
connector/termination design shall ensure the termination will not
come off of a loose connection (e.g., ring lugs on a stud, spring loaded
terminal block with hooked blade terminals, etc.).

Exception:

Terminations to integral parts or components of manufactured


equipment (e.g., molded case circuit breakers, contactors, switches,
etc.).

10.3.3 Shifting or turning of a connector (e.g., for a one hole connector) shall
be prevented by a mechanical means independent of the degree of
compression provided by the bolt or stud. Shifting or turning shall be
prevented by use of multiple screws or studs; by shoulders or mortises;
by a dowel pin, lug or offset; by a connecting strap fitted to an adjacent
part; or by some other equivalent method.

10.3.4 The size and number of main circuit supply conductors shall be as
indicated within Data Schedule 1.

10.3.5 Each wire/cable shall be identified with wire/cable marker at each


termination point. The marking system shall be as follows:
a) The number/identifier for each wire/cable shall be unique within
each switching assembly.
b) A portion of the number/identifier shall be identical at each end
of the wire/cable.
c) Wire/cable markers shall have permanently printed characters.
d) Shall be thermoplastic, slip-on type. Snap-on and adhesive type
markers are prohibited.
e) Correspond to the manufacturer's drawings.

10.3.6 Shorting type terminal blocks shall be provided for current transformer
circuits. These terminal blocks shall be mounted within the low
voltage compartment.

10.3.7 Low voltage circuit terminal blocks used to terminate the field cables
to the controlgear shall have the following characteristics:
a) Operational voltage rating shall be a minimum of 250 V.
b) Continuous current rating shall be a minimum of 10 A.
c) Be either panel mounted, rail mounted.
d) Rated for a 75°.
e) A barrier, or extra spacing shall be provided between low voltage
and high voltage terminations.

10.3.8 There shall be a maximum of two (2) connectors per termination point
and only if the termination point is approved for two (2) connectors by
the manufacturer.

10.3.9 Where compression connectors or compression ferrules are used,


there shall be a maximum of one (1) conductor per connector/ferrule.

10.3.10 Where mechanical connectors are used, each conductor shall be


secured within the connector with a dedicated, independent screw/bolt.
(e.g., two conductors secured within the connector with a single bolt is
unacceptable.)

10.3.NA1 Terminal blocks shall also meet the requirements of


NEMA ICS 4.

(IEC Supplement)

10.3.IEC1 Terminal blocks shall also meet the requirements of

11 Grounding (Earthing)

11.1 If the Suppliers standard design features an "earthing switch", the earthing
connection shall be independent of whether or not the contactor is installed
within the switching assembly. This switch shall be interlocked as described
within Section 12.

11.2 Devices and designs which automatically or manually connect the main
incoming circuit of the switching assembly to the controlgear ground bus, shall
not be provided.

12 Motor Space Heater System

A contact shall be wired to a terminal block in the low voltage compartment for the
buyer connection to a remotely mounted motor space heater contactor. This contact
shall be closed when the main circuit contactor is deenergized or removed/withdrawn
from the assembly.

13 Switching Devices

13.1 General

Switching assembly isolation shall be by one of the following methods:


a) A switch-disconnector as described in 13.2 below. Operation of the
isolation mechanism shall be via an external operating handle.
b) A withdrawable power assembly containing, as a minimum, the
contactor and the power fuses. Withdrawal/insertion of the assembly shall
be via a switchgear style, multiple-turn cranking type racking mechanism
while the external compartment door is in the closed position.

13.2 Switches

If a switch-disconnector is used to isolate each switching assembly from the


controlgear main circuit, it shall have the following characteristics:
a) Be three-pole, load-break or non-load break type. Only load break
switches shall be used with switching assemblies not employing main
circuit contactors.
b) Be visible air-break type. The air gap between the open switch poles shall
be visible with the switching assembly door in the open position and the
observer outside the inner volume of the controlgear.
c) Only be manually operable with the door to the main circuit compartment
(see Section 13) in the closed, secured position.
d) The center of the grip of the operating handle shall be a maximum of 2000
mm from the base of the controlgear or the working surface.
e) The operating handle shall be directly mechanically connected to the
switch irrespective of the position of any compartment doors/covers.
f) The operating handle shall be padlockable in the OPEN (switched off)
position.
g) It shall not be necessary to remove the padlock(s) from the operating
handle to open or close the associated compartment doors/covers.
Commentary Notes 11.2.1c), d) and e):

One result of meeting these three requirements is that the padlocking of the
operating handle in the OPEN position will mechanically prevent
switch/circuit breaker operation irrespective of the position of any of the
compartment doors/covers.
h) There shall be external indication to show the operating handle position
(e.g., "ON" or "OFF", "CLOSED" or "OPEN", "I" or "O").

i) When the switch is in the OPEN position, the only voltage present inside
the switching assembly shall be at the incoming terminals of the switch.
Exceptions:

Motor Space heater system.

Commentary Note 13.2(i):

For this situation, mitigation will be required to comply with the


requirements within paragraph 8.2.4 to maintain the protection criteria
against live parts.
j) The operating mechanism shall be either:
i) Independent manual.
ii) Dependent manual is only acceptable for non-load break switches.
k) If a withdrawable power assembly is used, the, operation of the switch-
disconnector operating handle shall not withdraw the withdrawable
power assembly.

Low voltage, molded case circuit breakers shall have the following additional
characteristics:
a) Be of molded-case construction.
b) Terminals shall be suitable to accept the lugs indicated within Section
10.3.
c) Terminals shall be accessible without dismounting the breaker.

13.4 Contactors

13.4.1 Main circuit contactors shall have the following characteristics:


a) Be of the fixed-mounted (i.e., bolted line and load connections)
type or be installed as part of the withdrawable power assembly
used for switching assembly isolation.
b) Be a mechanical switching device.
c) Be a 3-pole, vacuum type.
d) Be electrically operated.
e) Be magnetically held.
f) Have a field replaceable operating coil.
g) Be equipped with a minimum of two spare Normally-Open and
two spare Normally-Closed auxiliary contact wired to a terminal
block within the low voltage compartment.

13.4.2 The contactor drop-out voltage shall not be greater than 75% of rated
voltage of the contactor coil which is holding the main poles closed.

13.4.3 The contactor shall withstand 110% of rated voltage continuously,


without damage to operating coils, and close successfully at 85% of
rated voltage.

13.4.4 Contactor ride-through shall be provided as specified within paragraph


15.1.6.

13.4.5 All control and auxiliary circuit connections to the main circuit
contactor shall be via plug/receptacle assemblies.

characteristics:
a) Meet the requirements of IEC 60947-5-1.
b) Shall have a minimum Rated Insulation Voltage

c) Shall have a minimum Rated Operational Voltage
of 600 VAC/VDC.
d) Shall have a minimum Rated Operational Current of
6 A.
e) Utilization Category of the switching elements shall
be a minimum of AC-13/DC-13.

14 Interlocks

14.1 Mechanical interlocks shall be provided to prevent:


a) The compartment door housing the main circuit equipment from being
opened if the switch-disconnector is closed or the withdrawable power
assembly is in the connected position. If this interlock is designed as
being defeatable, it shall require the use of a tool (i.e., screw-driver,
wrench, etc.) and two separate operations.

b) If a non-load make/break rated switch-disconnector is used; The switch-


disconnector operating handle from being moved when the main circuit
contactor poles are closed.
c) If an earthing switch is used:
i) The switch-disconnector from being closed if the earthing switch is
closed.
ii) The earthing switch from being closed if the switch-disconnector is
closed.
d) The switch-disconnector from being closed if the compartment door
housing the main circuit equipment is open. This interlock shall be
defeatable with two separate operations.
e) If a withdrawable power assembly is used:
i) The withdrawl or insertion of the assembly unless the associated
compartment door is in the closed position.
ii) The withdrawl or inserion of the assembly if the contactor main
circuit poles are closed.

14.2 Electrical or Mechanical interlocks shall be provided to prevent:


a) The contactor from being energized unless all the plug/receptacle
connections between the control and auxiliary circuits and the contactor,
described within paragraph 13.4.5 have been engaged.
b) The switch-disconnector poles from being closed when the control circuit
is energized from an external source through the plug/receptacle
arrangement described within paragraph 14.1.
c) Backfeeding of the main circuit from the control circuit when the control
circuit is energized from an external source through the plug/receptacle
arrangement described within paragraph 14.1. This interlock should
function to open the control power secondary circuit between the
transformer secondary terminals and the test plug.
d) If a switch-disconnector is used, the contactor from being energized
unless the switch-disconnector poles are in the fully connected position.
Exception:

If the contactor is being energized from the external source described in


paragraph 13.1.

15 Protection, Control and Metering

15.1 General

15.1.1 All control, metering and protection devices, with manual features
which are operable with the low voltage compartment closed, (e.g.,
selector switches, pushbuttons, motor protection relay, etc.) and shall
be mounted a maximum of 2000 mm from the base of the vertical
section.

15.1.2 Switching assemblies controlling motors shall be factory wired to


accommodate the installation of a field start/stop device. The design
shall accommodate the STOP device being hardwired between the
control transformer and the contactor. Only electro-mechanical
switching devices (i.e., not solid-state) are permitted within this
hardwired circuit.
Commentary Note 15.1.2:

This requirement prohibits the field STOP device from being connected
into the solid-state motor protection relays independently from the
contactor circuit (which is typically suggested by the relay
manufacturers).

15.1.3 Each switching assembly shall be designed to allow the energization


of the control circuit while the switch-disconnector is in the OPEN
position or the withdrawable power assembly is in the withdrawn
position. During this testing, 120 VAC shall be supplied by the Buyer,
to the switching assembly, via a NEMA 5-15R receptacle. The
mating plug for the receptacle shall be installed within the switching
assembly and shall be interlocked as described within paragraph 14.2.

15.1.4 The activation of a STOP/OFF device (e.g., STOP pushbutton/switch,


protective relay trip contact, etc.) shall instantaneously open the
contactor poles. (i.e., these signals shall not initiate the 12 cycle

delayed contactor opening sequence discussed within paragraph


15.1.6).

15.1.5 If an auto-restart feature is specified in Data Schedule 1 or the


engineering documents for switching assemblies controlling motor
loads with a "three-wire" control scheme, it shall function in the
following manner:
a) If the contactor poles were closed and then opened because of an
undervoltage/voltage loss of the switching assembly control
power system, the contactor will instantaneously reclose if the
control voltage is restored to it's nominal value within a manually
adjustable period of up to 10 seconds. The minimum adjustment
setting shall not be less than 2 seconds.
b) If control power is not restored within the above time period, the
contactor closing must be initiated manually once control voltage
is restored.
c) If the contactor was closed and then opening was initiated while
control voltage was present at it's nominal value, the contactor
poles shall open instantaneously and must be manually reclosed.
d) If the contactor is open and control voltage is at it's nominal
value, the activation of the START pushbutton shall
instantaneously close the contactor poles.
Commentary 15.1.5:

For example, the GE 369 protection relay incorporates this feature.

15.1.6 Contactor ride-through shall be provided and shall function in the


following manner:
a) Main circuit contactor poles shall remain closed after a complete
loss of switching assembly supply voltage for at least 12 but not
more than 60 electrical cycles.
b) The use of a mechanically latching contactor mechanism or a
source of control power derived external to the controlgear shall
not be used to accomplish this function.
c) As indicated in paragraph 15.1.4 the contactor STOP or TRIP
functions shall be instantaneous.

15.1.7 The main circuit contactor control circuit shall be designed such that
no internal single-point failure (e.g., open circuiting of an economizing
resistor):

a) Will result in uncontrolled opening-closing of the contactor poles

b) Will allow the contactor closing coil to remain energized without
the poles reaching their fully closed position.

15.1.8 Series rated protection systems are not acceptable.

15.1.9 All panel mounted indicating lights, selector switches and pushbuttons
shall utilize a nominal 22 mm or 30 mm mounting hole.

15.1.10 Controlgear control type shall be ConC unless specified otherwise in


Data Schedule 1. The controlgear control/communicaton shall
function in the following manner:
a) If ConC:

All switching assemblies in the controlgear that the engineering


documents require to be controlled or monitored remotely, shall
be controlled by the owner by discrete powered and/or
unpowered digital signals per the engineering documents.
b) If IntC
i) All switching assemblies in the controlgear that the
engineering documents require to be controlled or
monitored remotely, shall be networked.together.
ii) Networking shall be with a "daisy chain" topology.
Connection to switching assemblies shall be via connectors
that allow easy switching assembly disconnection/removal
without network disruption.
iii) If the network trunk and drop lines are installed in the
horizontal and vertical wireways, they shall be physically
isolated prevent damage from other cables in the wirways.
iv) If all switching assemblies in the controlgear are on one
network, system topology shall support redundant trunk
cables to the buyers DCS I/O portal.
v) Communication topology between controlgear and owner
communication network shall be as indicated in Data
Schedule 1. Maximum switching assemblies per topology
type shall be as follows:
a) If redundant loop topology: 20.
b) If radial topology: 5.

15.1.11 All protection, control and metering devices for each switching
assembly shall be contained within the associated switching
assembly’s integral low voltage compartment.

15.2.2 Main circuit fuses shall have the following additional characteristics:
a) The design of the switching assembly shall not utilize the
movement of the fuse to accomplish or supplement the isolation
requirements specified within Section 13.2. (i.e., the switch-
disconnector operation shall be totally independent of the fuse
physical position).
b) Be current limiting.
c) The fuse mounting bracket shall be field adjustable to
accommodate fuse sizes at least two sizes above and at least two
sizes below the fuse rating provided.
d) A fuse/fuse assembly design using striker pins activating
mechanical or electromechanical devices, shall not be used.

15.2.3 Main circuit fuses used for motor starters shall be selected based upon
the following:

Unless specified otherwise within the Buyer's engineering documents,


it shall be assumed that:
i) Motor locked-rotor current shall be six (6) times motor rated
current and the duration of locked-rotor current shall be ten (10)
seconds.
ii) A 20% current and time "gap" shall be provided between the fuse
characteristic and the motor starting characteristic to allow for
coordination of the motor protection relay indicated within
Section 14.3.

15.2.4 All fuses supplied in the control and auxiliary circuits shall be rated a
minimum of 250 V.

15.2.NA1 High voltage fuses shall have the following

a) Fuses shall be of the "Power" type meeting the
requirements of ANSI/IEEE C37.53.1.

15.2.NA2 Low voltage fuses shall have the following


characteristics:
a) Shall meet the requirements of UL 198C, UL 198D
or UL 198E.
b) Shall be cartridge type fuses of the ferrule-type
design.

(IEC Supplement)

15.2.IEC1 High voltage fuses shall meet the requirements of IEC


60282-1 and have the following characteristics:
a) Fuses shall be of the "General Purpose" type.
b) Unless specified otherwise within this Specification,
fuse selection for motor applications shall be based
upon IEC 60644.
c) Unless specified otherwise within this Specification,
fuse selection for transformer applications shall be
based upon IEC TR 60787.

15.2.IEC2 The low voltage fuses shall be meet the requirements of


IEC 60269-1, IEC 60269-2 and IEC 60269-2-1 and have
the following characteristics:

Shall be of the "cylindrical cap" design as described


within IEC 60269-2 1.

15.3 Protective Relaying

Protective relays and associated devices shall be of the type indicated within
Appendix A unless specified otherwise in this specification. Requests for
alterative manufacturers, models or functional application requires concurrence
of the Standards Chairman. Refer to SAES-P-100 for the factors that will be
considered when evaluating the request for alternatives to Appendix A.

15.4 Instrument and Control Transformers

15.4.1 Control/auxiliary power for each switching assembly shall be provided


by an individual control transformer(s). This transformer(s) shall supply
all control power and power for the auxiliary devices. The secondary
voltage shall be maintained between 105% and 95% of 120 VAC (i.e.,
the Rated Control Supply Voltage) between the conditions of:
a) An open circuit of the transformer secondary and
b) The transformer supplying the peak inrush current of the control
circuit.

15.4.2 The high voltage side of all voltage and control transformers shall be
equipped with a fuse in each phase. These fuses shall be in addition to
main circuit fuses.

15.4.3 A fuse shall be provided in each ungrounded secondary conductor of


voltage and control transformers.

15.4.4 All phase current transformers within each switching assembly shall
be identical in all characteristics.

15.4.5 Test switches shall be installed per the following requirements:

a) In the secondary circuits of phase current transformers and


potential transformers used for the protective functions.

b) Be one of the models listed in Appendix A.

c) Installed either on the low voltage compartment door and


accessible with the door closed or inside the low voltage
compartment. The preferred location is on the door unless door
space is not available.
Commentary Note 15.4.5:

The test switches are not required for safe operation of the controlgear.
They allow for convenient interrogation of the CT circuit without
disconnecting CT wiring.

15.4.NA1 Control transformers shall comply with NEMA ST 1.


Transformers connected to the main circuit shall comply
with the requirements of "Industrial Control
Transformers". Other transformers shall comply with the

requirements of either "Industrial Control Transformers"


or "Control Transformers".

15.5 Indicating Lights

15.5.1 Indicating lights shall have the following characteristics:


a) Fixture design shall be able to withstand the permanent shorting
out of the lamp terminals. Under these conditions, the switching
assembly shall function normally.
b) Lamp shall be high density LED (Light Emitting Diode) type.
LED lamps shall provide a light intensity similar to a
incandescent fixture.

15.5.2 Individual indicating lights shall be semi-flush mounted on the


compartment door for each switching assembly employing contactors.
They shall be red "RUNNING", "ON" or "I" and green "STOPPED",
"OFF" or "O". These lights shall be controlled through the contactor
auxiliary contacts.

15.6 Control Switches/Pushbuttons

15.6.1 A STOP momentary pushbutton shall be semi-flush mounted in the


door of the low voltage compartment associated with switching
assemblies employing contactors.

15.6.2 Pushbuttons and control switches shall be guarded, recessed or


constructed in such a manner as to prevent accidental actuation.

15.7 Meters

15.7.1 Main incoming voltage metering shall be provided for each


controlgear assembly. This metering shall have the following
requirements:
a) Metering function shall be provided by protective IEDs on
outgoing circuits.
b) Main incoming voltage metering shall be provided for each
controlgear assembly. Discrete voltmeter(s) shall display a
voltage indication of all three phases (not necessarily all at once).
These meters shall not require a control power to function. If a
voltage selector switch is used, the switch shall not have an off
position.

Commentary Note 15.7.1b):

To meet this requirement, the voltage will have to be measured on the


controlgear assembly main bus.

15.7.2 Discrete metering systems shall have the following characteristics:


a) 2% or better full scale accuracy.
b) Minimum overload capacity of:
i) 1.2 times measurement range continuously.
ii) Voltmeters: 2 times measurement range for 1 second.
c) Voltmeter/voltage input rating shall not be greater than 150 V.

15.7.3 Discrete meters (e.g., ammeters, voltmeters, pf meters, etc.) shall not
be installed within the assembly.

15.8 Control and Auxiliary Relays

15.8.1 All control and auxiliary relays shall have the following additional
characteristics:
a) Either convertible contact construction (i.e., contacts can be
changed from normally open to normally closed and vice versa in
the field) or universal contact construction (i.e., a fixed contact
construction in which the pole has both normally open and
normally closed contacts but in which only one or the other mode
may be used).
b) Terminals shall accept the connectors indicated within Section
10.3.
c) Terminals shall be accessible from the front of the relay.

15.8.2 Motor protection relays shall not use an intermediate lockout relay
(ANSI Device 86) to trip the main circuit contactor.

15.8.NA1 All relays shall meet the requirements of NEMA ICS 5,


Part 2 for Control Relays. Relay contact ratings shall be a
minimum of A600/P600.

(IEC Supplement)

15.8.IEC1 All electrical relays shall have the following


characteristics:

a) Meet the requirements of the IEC 60255 series of


Standards.
b) Shall have a minimum Rated Insulation Voltage
of 660 VAC/VDC.
c) Shall have a minimum Rated Operational Voltage
of 600 VAC/VDC
d) Shall have a minimum Rated Operational Current of
10 A.
e) The "Limited Making Capacity" of the contacts
shall be a minimum of 7200 VA, AC and 120 VA,
DC.
f) The "Limited Breaking Capacity" of the contacts
shall be a minimum of 720 VA, AC and 120 VA,
DC.

16 Accessories

16.1 A complete set of special tools, which is required for contactor maintenance, (e.g.,
contact tip wear measurement gauge, interrupter adjustment wrench, armature
setting gauge, contactor closing tools, interlock adjustment gauges, contactor test
cord, etc.) shall be provided for each group of assemblies within a substation.

16.2 A lifting/handling device shall be provided, for each group of assemblies within a
substation, if any withdrawable device within the controlgear weighs more than
35 kgs. This device shall mechanically assist removal of the device to floor level.

17 Nameplates and Marking

17.1 White nameplates with black lettering shall be provided to identify the
controlgear with the tag number indicated within Data Schedule 1.

17.2 The Manufacturer's shop order number, date, and catalog designation should be
indicated on the controlgear nameplate in addition to the nameplate information
required by the Standards indicated within the Supplement.

17.3 Warning nameplates shall be provided on each compartment door in which an


external voltage source (i.e., a voltage source which is not derived from within
the switching assembly) is terminated, reading: "CAUTION - THIS UNIT
CONTAINS AN EXTERNAL VOLTAGE SOURCE." These nameplates shall
be engraved laminated plastic with white characters on a red background and
shall be written in both Arabic and English. If specified within the Data

Schedule 1, or the purchasing documents, the Arabic nameplates may be

17.4 Manual trip devices shall be labeled: "Manual/Emergency Trip".

18 Testing and Inspection

Form 175-160300 shall be followed.

18.NA2 The following tests shall be performed on each switching assembly (i.e.,
"Production Test") and shall be performed at the manufacturer's premises:

Dielectric Voltage Withstand Test per the requirements of UL 347.

The above "Production Test" results shall be submitted to the Buyer prior to
the delivery of the equipment:

18.IEC1 The controlgear shall meet all the requirements of the following tests
presented within IEC 62271-200:
a) "Normal Type Tests":
i) Dielectric Tests.
ii) Temperature-rise tests and measurement of the resistance of the
main circuit.
iii) Short-time and peak withstand current tests.
iv) Verification of making and breaking capacities.
v) Mechanical Operation Tests.
vi) Verification of degree of protection.
vii) Measurement of leakage current.

The above "Normal Type Tests" results shall form part of the
"Certified Test Reports/Certificates" which are required to be
submitted with the Quotation as indicated within Section 5.
b) "Routine Tests": The following tests shall be performed on each
switching assembly:
i) Power Frequency Voltage withstand dry test on the main circuit.
Test voltage shall be per Series I (Table I) within IEC 62771-1.
ii) Voltage test on control and auxiliary circuits.
iii) Measurement of the resistance of the main circuit.
iv) Mechanical operation tests.
v) Tests of auxiliary electrical, pneumatic and hydraulic devices.
vi) Verification of correct wiring.

The above Routine Tests shall be performed at the manufacturer's


premises. These "Routine Test" results shall be submitted to the Buyer
prior to the delivery of the equipment.

19 Shipping

Equipment shall be shipped completely assembled whenever possible. For large


assemblies the lineup may be divided into reasonable sections (i.e., shipping splits) to
facilitate handling during transportation and installation.
