1 Scope

1.1 This Specification defines the mandatory requirements for Retrofit/Replacement


Vacuum Circuit Breakers applied as direct replacements for Air-Magnetic
circuit breakers installed in metal clad switchgear in Saudi Aramco facilities.
The Retrofit/Replacement Vacuum Circuit Breakers shall be manufactured to
either the International Electrotechnical Commission (IEC) or North American
(NA) based standards and applied in indoor installations. Retrofit/Replacement
Vacuum Circuit Breakers built utilizing a mixture of standards is unacceptable.

1.2 In addition to the requirements of this specification, Retrofit/Replacement


Vacuum Circuit Breakers built to North American standards must meet the
requirements of IEEE standard C37.59, IEEE Standard Requirements for
Conversion of Power Switchgear Equipment. Retrofit/Replacement Circuit
Breakers built to IEC standards must also meet the basic equipment conversion
and testing requirements specified in IEEE C37.59.

2 Conflicts and Deviations

2.1 If there are any conflicts between this Specification and associated purchasing,
project or engineering documents, this specification shall take precedence.

2.2 Direct all requests to deviate from this Specification in writing to the Company
or Buyer Representative, who shall follow internal company waiver procedure.

2.3 The designation “Commentary” is used to label a sub-paragraph that contains


comments that are explanatory or advisory. These comments are not mandatory,
except to the extent that they explain mandatory requirements contained in this
SAMSS.

4 Information Required with Quotation

4.1 The following is a list of the information that shall be supplied with the
Quotation for each Retrofit/Replacement Vacuum Circuit Breaker design.
This information shall be reviewed by CSD, and approval obtained prior to
placing an order for Retrofit/Replacement Vacuum Circuit Breakers to be used
in any Saudi Aramco facility.
a) “Certified Test Reports/Certificates” as specified in testing Section 14
b) User's List of the same or similar equipment, which has been in service for
a minimum of two (2) years. List should indicate:
i) User company name, address, contact information (telephone, Fax,
email)
ii) Installation site

iii) Date of installation


c) Detailed physical drawings and wiring diagram.
d) Manufacturer's complete list of spare parts for each type and rating to be
provided
e) Manufacturer's detailed installation, operation, and maintenance
information
f) Completed Data Schedule 2

4.2 The items listed in paragraph 4.1 are necessary to complete the technical
evaluation of the Quotation. The Quotations shall be considered technically
unacceptable if any of the items listed in paragraph 4.1 are not submitted with
the Quotation. The items listed in paragraph 4.1 are in addition to the
information specified within the Quotation Request or the Purchase Order
documents (e.g., information required within Saudi Aramco Form NMR-(to be
assigned).

4.3 The “Certified Test Reports/Certificates” mentioned within paragraph 4.1 shall
be from, or endorsed by, an independent testing laboratory or Saudi Aramco
approved third party and shall provide with clear, traceable evidence that the
subject tests were performed.

5 Definitions

Approval or approved: Written approval of the Coordinator, Electrical Systems


Division, Consulting Services Department, Saudi Aramco, Dhahran.

Conductor: All material, devices and parts which are expected to carry current as part
of their normal function (e.g., cable, bus, relay contacts, terminal block studs, etc.).

Main Circuit: All the conductive parts of an assembly included in a circuit, which is
intended to transmit electrical energy to the connected load.

Original Equipment Circuit Breaker: Terminology used in this specification to


designate circuit breakers from the original manufacturers, such as GE, Siemens,
Westinghouse, etc.

Retro-fill: Terminology used to identify Vacuum circuit breakers and the associated
hardware used as a replacement for Air Magnetic circuit breakers or perhaps other
original manufactures Vacuum circuit breakers. The switchgear cell is usually modified
to accommodate the replacement vacuum circuit breaker thus preventing the use of the
original circuit breaker in the cell. Retro-fill Circuit Breakers are not acceptable.

Retrofit/Replacement Vacuum Circuit Breakers: Terminology used in this


specification for any and all of the various names Vendors use to identify their version
of Vacuum Retrofit, Direct Replacement , or Roll in Replacement circuit breakers etc.
offered as a replacement for air magnetic, air blast or oil insulated Original Equipment
Circuit Breakers utilized in metal clad switchgear.

Original Equipment Cubicle: Terminology used in this specification to designate


switchgear Cubicles from the original manufacturer designed for Original Equipment
Circuit Breakers.

6 General

6.1 Whenever this specification requires compliance to a third party document, this
document shall be the edition referenced in this specification not the edition in
effect on the date of the Quotation Request.

6.2 This specification shall take precedence over any referenced third party
document.

6.3 All documentation shall be in English.

6.4 Saudi Aramco inspection requirements are presented within Saudi Aramco Form
175-Special. This form is included with the Quotation Request or the Purchase
Order documents.

6.5 Saudi Aramco's nonmaterial requirements are presented within Saudi Aramco
Form NMR-Special. This form is included with the Quotation Request or the
Purchase Order documents.

7 Rating

7.1 The continuous, rms short circuit interrupting and close and latch current ratings
of the Retrofit/Replacement Vacuum Circuit Breaker shall be equal to or exceed
those of the Original Equipment Circuit Breaker to be replaced. The continuous
current ratings shall not be dependent on forced-air systems.

7.2 Retrofit/Replacement Vacuum Circuit Breakers upgraded to higher current


ratings can only be utilized at the nameplate current ratings of the Original
Equipment Circuit Breaker unless the switchgear is also upgraded and verified
by design testing.

7.3 Saudi Aramco shall provide the nameplate ratings of the Original Equipment
Circuit Breaker as listed in Data Schedule 1.

7.4 The Vendor shall provide the ratings of the Retrofit/Replacement Vacuum

Circuit Breaker in addition to the other data specified in Data Schedule 2.

8 Enclosure

The Vendor must inspect the switchgear cubicle(s) at the Saudi Aramco location that is
to be provided with a Retrofit/Replacement Vacuum Circuit Breaker and verify that the
data provided is correct and up to date. In addition, the Vendor will ensure that the
Retrofit/Replacement Vacuum Circuit Breaker will properly fit in the switchgear
cubicle(s), the existing control wiring is correctly shown in Saudi Aramco's drawings,
and the existing parts in the switchgear cubicle(s) are in good serviceable condition.

8.1 Vendor's responsibility (physical and mechanical) includes measuring the


existing switchgear cubicle(s) to ensure proper fit of the Retrofit/Replacement
Vacuum Circuit Breaker. The Vendor shall ensure that the control wiring and
mounting of devices within the cubicle does not interfere with the racking of the
proposed Retrofit/Replacement Vacuum Circuit Breaker, inspect parts, such as,
shutters, racking mechanism, secondary contacts, primary spouts, bushing
current transformers, MOC and TOC switches, and any auxiliary devices to
ensure they are suitable for continued use. The Vendor must identify all parts
that must be replaced and provide Saudi Aramco with a list and replacement
cost of these parts.

8.2 Vendor's responsibility (electrical) includes inspection of the control wiring of


the existing switchgear cubicle(s) at the Saudi Aramco facility and ensure that
the wiring is correctly shown in the drawings. The Vendor will document any
deviations to the drawings and provide this in writing to Saudi Aramco.

8.3 The Vendor shall ensure that the metal enclosed, metal clad, dead front design
of the switchgear cubicle and circuit breaker is maintained. No modifications
shall be made to the cubicle that interferes with or prevents use of the Original
Equipment Circuit Breaker at any time.

8.4 The door of the cubicle containing the Retrofit/Replacement Vacuum Circuit
Breaker shall be able to be closed and secured with the circuit breaker in the
connected, test and withdrawn positions.

9 Conductors

Conductors for the Retrofit/Replacement Vacuum Circuit Breaker shall be as follows:

9.1 Material

9.1.1 Primary circuit conductors shall be copper. Aluminum is not acceptable.

9.1.2 Mating surfaces of all current carrying conductors shall be silver or tin

plated.

9.2 Low voltage wiring for circuit breakers manufactured to North American
Standards shall be ANSI/NFPA 70; Type SIS, XHHW or THHN/THWN.

9.3 Low Voltage wiring for circuit breakers manufactured to IEC Standards shall be
85°C rated meeting the requirements of IEC 60227.

10 Retrofit/Replacement Vacuum Circuit Breakers

Retrofit/Replacement Vacuum Circuit Breakers shall manufactured by the original


manufacturer of the air magnetic circuit breakers and shall be exact replacements, i.e.,
General Electric for General Electric, Siemens for Siemens (Siemens-Allis or Allis
Chalmers), Cutler-Hammer for Westinghouse. For example, General Electric type AM
Magneblast air magnetic circuit breakers shall be replaced with GE's vacuum direct
replacement PowerVac Vertical Lift circuit breakers manufactured by GE only.
Retrofit/Replacement Vacuum Circuit Breakers from other manufacturers/suppliers for
this breaker are not acceptable.

10.1 Be electrically and mechanically trip free, and shall be designed for remote and
local electrical closing and tripping.

10.2 Be equipped with a stored-energy mechanism with the following characteristics:


a) Energy storage shall be via springs.
b) Charging of springs shall be via electric motor with provision for manual
charging from the front of the circuit breaker.
c) Energy storage shall be sufficient for an open-close-open operation
sequence at rated capabilities (e.g., at rated short circuit close and latch
current).
d) A mechanical indicator on the front of the breaker shall provide a visible
indication of the springs charged or discharged condition.
e) A shunt trip coil (opening) mechanism shall be provided.
f) A mechanical actuator (i.e., pushbutton, lever, etc.) shall be provided on
the front of the breaker to open and close the circuit breaker poles.
g) Design shall automatically recharge springs immediately after full
discharge. Recharge time shall not exceed 10 seconds.
h) A mechanical indicator shall be provided on the front of the circuit breaker
giving a visual indication of the open or closed position of the interrupter
poles.

i) A non-resettable operations counter that operates during each closing-


opening cycle shall be provided.

10.3 Connection to main circuit primary stationary stabs shall be via self-aligning
contacts, which exactly duplicate the primary disconnects of the Original
Equipment Circuit Breaker.

10.4 Breakers of the same type and rating shall be mechanically and electrically
interchangeable within the switchgear assembly.

10.5 Replacement breaker shall be equipped with the necessary mechanism to


interface with existing racking mechanizime including remote racking required
in 16-SAMSS-504.

10.6 Control/auxiliary wiring connections between the stationary structure and


Circuit Breakers shall have the following characteristics:
a) Secondary contacts/terminal block etc shall duplicate those on the Original
Equipment Circuit Breaker both mechanically and electrically.
b) Connection shall be mechanically interlocked as indicated in paragraphs
11.1.4) and 11.1.5).

10.7 All unpainted hardware shall be of a non-oxidizing or non-corrosive material


(e.g., stainless steel, brass, etc.) or shall be plated with a material, which will
inhibit oxidation and corrosion (e.g., zinc, chromium, etc.).

11 Interlocks

Interlocking and padlocking features provided on Retrofit/Replacement Circuit


Breakers shall duplicate that provided in the Original Equipment Circuit Breakers.
In addition, the following requirements must be met:

11.1 Mechanical interlocks (or a means whereby access is mechanically prevented)


shall be provided to:

11.1.1 Prevent the closing of the circuit breaker poles if it is between the
connected and test positions.

11.1.2 Prevent circuit breakers with different ratings from being inserted in
the same cubicle.

11.1.3 Prevent circuit breakers from being withdrawn from, or connected to,
the main circuit if the breaker poles are closed.

11.1.4 Prevent the control/auxiliary connections from being separated with


the circuit breaker in the connected position.

11.1.5 Prevent circuit breakers from being inserted into the connected position
until the control/auxiliary circuits are connected.

11.2 All mechanical interlocks shall be of heavy duty construction designed to


operate frequently and maintain a repeatable interlock function.

12 Accessories

12.1 A complete set of manufactures specialized tools, which is required for


equipment maintenance, (e.g., interrupter contact wear measurement gauge,
interrupter adjustment wrench, contact setting gauge, closing tools, racking
tools, interlock adjustment gauges, test cord, etc.) shall be provided for each
type of Retrofit/Replacement Vacuum Circuit Breaker provided within a
substation.

12.2 A complete detailed list of spare parts available from the Vendor shall be
supplied for each type Retrofit/Replacement Vacuum Circuit Breaker and shall
be included with the documents to be supplied with the quotation.

13 Nameplates and Marking

13.1 All nameplates/equipment tags shall be attached with mechanical hardware.

13.2 The Manufacturer's shop order number, date, and catalog designation should be
indicated on the Retrofit/Replacement Vacuum Circuit Breaker nameplate in
addition to the nameplate information required by the Standards indicated within
the data sheets.

13.3 The manufacturer's standard embossed metallic nameplate, complete with rating
information specified in ANSI/IEEE or IEC standards for metal clad switchgear
is acceptable. The nameplates shall be in the English language.

13.4 Warning labels shall be provided on each Retrofit/Replacement Vacuum Circuit


Breaker or within the compartment to warn of possible exposure to Radiation
from the vacuum interrupters. These labels shall be engraved laminated plastic
with white characters on a red background and shall be written in both Arabic
and English. If specified within the Data Schedule 1, line item 90, or the
purchasing documents, the Arabic nameplates may be supplied by the Buyer.

13.5 Manual trip devices shall be labeled: “Manual Trip”

14 Testing

14.1 “Certified Test Reports/Certificates” which must be submitted for each


Retrofit/Replacement Vacuum Circuit Breaker Design with the Quotation as
indicated within Section 4 shall be as follows:
a) Certificate of Type/Design tests shall be performed in an Original
Equipment Switchgear Cubicle in accordance with the design and test
requirements of the Original Equipment Circuit Breaker.
Retrofit/Replacement Vacuum Circuit Breakers manufactured to IEC
Standards will be tested in accordance with IEC 60056 and IEC 60298
Standards and those manufactured to North American Standards will be
tested in accordance with ANSI/IEEE C37.09 1979. Short circuit current
tests shall be performed on all phases of a three phase
Retrofit/Replacement Vacuum Circuit Breaker. Testing of one pole only is
not acceptable. The data should be provided in a Vendors binder with the
following tabs/headings:
1) Continuous Current tests - Heat Run
2) Low Frequency Dielectric - AC Over Potential
3) Impulse - BIL
4) Complete Rated Short Circuit Current Tests
5) Load Current Switching
6) Capacitor Switching
7) Mechanical Life.
b) Certificate of Conformance tests performed to verify the operational
performance of the Retrofit/Replacement Vacuum Circuit Breaker in an
Original Equipment Switchgear Cubicle. The circuit breaker will be
racked into and out of the cubicle 100 times and opened and closed while
in the connected position every tenth cycle to verify the following:
1) Alignment of separable primary contacts
2) Alignment of separable secondary control contacts
3) Operation of interlocks
4) Operation of stored energy mechanism interlocks
5) Auxiliary switch operation (Mechanism Operated Switch)
6) Housing mounted switch operation (Truck Operated Switch)
7) Shutter operation.
c) Alignment of the Retrofit/Replacement Vacuum Circuit Breaker in the
Original Equipment Switchgear Cubicle is critical. To verify proper
alignment of primary disconnects, the Vendor must provide a

measurement of the torque required to rack a Retrofit/Replacement


Vacuum Circuit Breaker and an Original Equipment Circuit Breaker onto
the main circuit primary stationary stabs into the connected position in the
Original Equipment Cubicle. The Racking torque of the
Retrofit/Replacement Vacuum Circuit Breaker must not exceed (±) 20% of
that of the Original Equipment circuit Breaker.

14.2 Routine Tests must be performed on each complete Retrofit/Replacement


Vacuum Circuit Breaker. These test reports shall be submitted to Saudi Aramco
in a Vendors binder with the following tabs/headings:
a) AC Over potential test to verify vacuum interrupter integrity.
b) Contact resistance measured from the primary contacts.
c) Operational test and functional verification of control wiring, control
devices and protective relaying.
d) Insulation resistance test of control wiring.
e) Mechanical open and close operations test (100 minimum).
f) Timing tests.
g) The torque required to rack each Retrofit/Replacement Vacuum Circuit
Breaker and each Original Equipment Circuit Breaker into the connected
position shall be measured, recorded and averaged. The average racking
torque for each Retrofit/Replacement Vacuum Circuit Breaker must not
deviate by more than ± 20% of that measured for the Original Equipment
Circuit Breaker.
h) Each circuit breaker will be racked into and out of the Original Equipment
Cubicle (10) ten consecutive times and the mechanical performance
verified.

14.3 Equipment (including vacuum interrupters) shall be tested based upon their rated
voltage, not the operating voltage. For example, 15 kV interrupters used within
in 4.76 kV rated circuit breakers shall be field tested at 27 kV AC.
