1 Scope
This Specification defines the mandatory requirements for an indoor panel to house
controls and relaying for substation power equipment such as HV circuit breakers and
transformers. This specification accepts panels built with either International
Electrotechnical Commission (IEC) or North American (NA) based Standards.
2.1 If there are any conflicts between this Specification and associated purchasing,
project or engineering documents, this specification shall take precedence.
2.2 Direct all requests to deviate from this Specification in writing to the Company
or Buyer Representative, who shall follow internal company waiver procedure.

The following is a summary of all the documents which have been mentioned within
this Specification. The specific part(s) of these documents which are applicable have

4 Definitions
Branch Circuit: The circuit conductors between the final overcurrent protective
device and the utilization equipment.
Compression connectors: Connectors that are compressed onto the conductor using
high mechanical force. The process is not reversible and the connector becomes a
permanent part of the conductor. The connector can only be removed from the
conductor by either cutting the conductor or cutting the connector.
Conductor: All material, devices and parts that are expected to carry current as part of
their normal function (e.g., cable, bus, relay contacts, terminal block studs, etc.).
Panel: The complete assembly as it will appear after installation by the Buyer
Specification: The main body (i.e., Sections 1 to 17) and applicable Supplement and
does not, for example, include the information contained within the Data Schedule.
Supervised: Used in the context of protective relay circuits. The supervised devices
shall be continuously checked for circuit continuity by having a small amount of current
pass through the device. Loss of this current flow shall change the status of either a
visual indicator or relay.
Wireway: Troughs with hinged or removable covers for housing and protecting
electric wires and cable.

5.2 Refer to Section 2 for direction on conflict resolution between documents. For
example, if there are any conflicts between this Specification and associated
project or engineering documents, this specification shall take precedence.
5.3 The panels shall be constructed in accordance with the latest editions of
ANSI/NFPA 70 (National Electrical Code) and ANSI C2 (National Electrical
Safety Code). It is acceptable that the panel be comprised of equipment built to
either IEC or NA based Standards, or a mixture of both.
5.4 Whenever this specification requires compliance to a third party document (e.g.,
ANSI, IEC, etc.), this document shall be the edition which was in effect on the
date of the Quotation Request.
5.5 This specification shall take precedence over any referenced third party document.
5.7 The Buyer's inspection requirements are presented within Saudi Aramco Form
175-160400. This form is included with the Quotation Request or the Purchase
Order documents.
5.8 All control, metering, protection devices, etc., with manual operating features,
(e.g., selector switches, pushbuttons, protection relays, etc.) shall be mounted a
maximum of 2000 mm from the base of the vertical section.
5.9 All temperatures expressed within this specification are in Celsius units.
6 Service Conditions
The panel will be installed indoors and shall be suitable for continuous operation under
the following service conditions:
a) Ambient air temperature:
i) A maximum of 40 degrees.
ii) A minimum of 0 degrees.
b) Relative humidity (average value):
i) For a period of 24 hours, does not exceed 75%.
ii) For a period of 1 month, does not exceed 70%.
c) Altitude is under 1000 meters, unless a higher altitude is specified within Data
Schedule 1.

7 Enclosure
7.1.2 Have integral handles with a minimum 2-point latching mechanisms and
locking, captive hardware. One handle shall control the opening and
closing of each door.
7.1.3 For walk-in enclosures, doors shall have appropriate hardware on both
sides to prevent entrapment of personnel.
7.2 Lifting attachments/lugs shall be provided for lifting the entire shipping section
without permanent distortion to any part of any enclosure.

7.NA1 The panel shall, as a minimum, meet the requirements for a Type 1,
enclosure as defined by NEMA ICS 6.
[IEC Supplement]
7.IEC1 The panel shall, as a minimum, meet the requirements for a IP2X
degree of protection as defined by IEC 60529.
8 Conductors
8.1 General
8.1.1 All cabling shall enter/exit via the top and/or bottom of the panel as
specified within Data Schedule 1, or on the Buyer's Reference Drawings.
Removable panels shall be provided in which the Buyer will cut suitable
entries for the conduits or cables.
8.1.2 Wireways shall be provided within each vertical section to allow the
Buyer to route the field cabling to the termination locations within the
enclosure. The wireways shall be selected to have a minimum of 50%
extra capacity after the field cables have been installed. The wireway
sizing shall assume that the field wiring is ANSI/NFPA 70; Type

XHHW and that CT secondary conductors will be #8 AWG and all other
wiring will be #12 AWG.
8.2 Material
8.2.1 All conductors shall be copper, silver or alloys of these materials with
the following exceptions:

8.3 Terminations
8.3.2 Connectors shall only be used with the type and size of conductors
approved by the connector manufacturer.
8.3.4 The terminals where the field CTs terminate in the panel shall be
shorting type terminal blocks.

termination point.
8.3.7 All Buyer termination points shall have a temperature rating of 75º.
Commentary 8.3.7:
The Buyer's field cable will be selected based upon the 75 degree rating.

8.3.IEC1 Terminal blocks shall also meet the requirements of IEC 60947-7-1.
9 Grounding (Earthing)
9.1 A copper ground bar shall be provided within the panel to allow for (1) field
connection to Buyers grounding system and (2) termination of internal
grounding conductors.
9.2 The neutral conductor of star connected field CT's will be terminated and
grounded within the panel. The panel shall have provisions for terminating the
CT neutral conductors to the ground bus.
10 Switching Devices
10.1 Control power source circuit(s) shall enter the panel via thermal-magnetic
molded case circuit breaker(s) sized to protect the conductors served.
Molded case circuit breakers shall have the following additional characteristics:
a) Terminals shall be screw type suitable to accept the lugs indicated within
Section 7.

11 Instrument Transformers
The rated burden of all instrument and control transformers shall be a minimum of
125% of the load burden.

12 Protective Relaying
Protective relays and accessories shall be of the type specified within 16-SAMSS-513,
unless specified otherwise in this standard or with approval by the Electrical Systems
Designs and Automation Standards Committee Chairman.

c) Contact ratings shall be a minimum of A600/P600.
[IEC Supplement]
13.1.IEC1 All control circuit devices and switching elements shall have the
following characteristics:
a) Meet the requirements of IEC 60947-5-1
b) Manually operated control circuit device actuators shall be
IP 66/65 as per IEC 60529.
c) Shall have a minimum Rated Insulation Voltage of
660 VAC/VDC.
d) Shall have a minimum Rated Operational Voltage of
600 VAC/VDC
e) Shall have a minimum Rated Operational Current of 10 A.
f) Utilization Category of the switching elements shall be a
minimum of AC-13/DC-13.
13.2.1 The control voltage level for all tripping and closing circuits and
protective relaying and metering equipment shall be 125 VDC supplied
by the Buyer.
13.2.2 Molded case circuit breakers or fuses shall be provided for protection
and isolation of tripping circuits and closing circuits. These shall meet
the following criteria:
a) Mounted within each pole of the DC circuit.
b) Each trip coil circuit shall only have one breaker or fuse. The trip
coil circuit includes all the devices (e.g., lock-out relay, protective
relay, etc.) associated with ultimately activating the trip coil).
c) A separate breaker or fuse shall be provided for the closing circuit.
Exception 13.2.2:
13.2.3 Each tripping branch circuit shall have a relay which operates upon
loss of voltage. The installation shall supervise the maximum amount

13.2.5 The AC control voltages and currents to protective relays and metering
shall pass through a set of isolation test switches. The test switches
shall enable isolation of the circuits for testing purposes. These
switches can be integral to the relay.
13.2.6 The electrical continuity of each circuit breaker trip coil circuit shall be
supervised by a trip coil circuit monitoring relay.
13.3.1 Lockout relays (Device 86) shall be hand-reset type and have separate
contacts connected in the closing and tripping circuits of the circuit
breakers.
13.3.2 The electrical continuity of each lockout relay coil shall be supervised
by a relay. An indicating light shall be associated with operation of the
relay. Contacts from the relay shall be available to connect to the
Buyer supplied annunciator.

13.6.1 Control switches shall be G.E. type SB, Electroswitch type W-2,
Square "D" type K4 or equivalent. The switches shall be positive
action type providing positive contact positioning to prevent stopping
between positions.
13.6.3 Instrument transfer switches shall be maintained contact type and shall
not be located adjacent to an auxiliary selector switch handle.
All control and auxiliary relays shall have the following additional characteristics:
a) Either convertible contact construction (i.e., contacts can be changed from
normally open to normally closed and vice versa in the field) or universal

14.2 Metering
Metering systems shall be 1% or better full scale accuracy. Full scale shall be
rated approximately 125% of the current/voltage of the measured circuit.

14.3 Annunciators
14.4 Alarms
The contacts from the following shall each be connected to a termination point.
These will be connected by the Buyer to a local annunciator panel or, if
specified within the engineering documents, by the panel manufacturer to the
annunciation panel in the panel. Loss of continuity at these termination points
will be alarmed at this panel.
a) 86 relays which have blocked an automatic transfer.
b) Trip coil monitoring relays on each bus.
c) Loss of DC control power on each bus.
d) Incoming transformer alarms for each bus (to be field connected by
Buyer).
15 Accessories
15.1 Duplex (walk-in) panels shall be provided with interior illumination. Lighting
circuit switches shall be mounted inside the panel and be equipped with
appropriate nameplate. Duplex panels which are more than 4 meters long shall
be provided with a 3-way switch at each end of the panel.
15.2 The panel shall be provided with a minimum of one NEMA 5-15R, 15 A rated,

single phase, three wire grounded duplex convenience receptacle. For duplex
panels, a receptacle shall be provided every 2 meters of linear panel length.
15.3 The branch circuits for the receptacles and lighting shall be field supplied by
the Buyer. One branch circuit shall be provided for all the receptacles and one
branch circuit for all the lights.
16.1 All panel mounted devices shall be identified by escutcheon or nameplate on the
front of the panel (if the device penetrate the door of the panel) and by a
nameplate on the rear of the panel adjacent to the device terminals.
17 Testing
All wiring insulation shall be checked. A 60 Hz test voltage shall be applied after all
circuit grounds have been disconnected. Either 1500 V for 1 minute or 1800 V for 1
second may be utilized. Wires shall be tested either individually or in groups. At the
option of the panel manufacturer, panel devices that have been individually tested may
be disconnected during the test.
