ENCLOSED SWITCHES AND CIRCUIT BREAKERS

PART 1 GENERAL

1. 01 DESCRIPTION OF WORK

A. This Section specifies the minimum technical requirements for design engineering,
furnishing, manpower, installing and supervision, of enclosed switches and circuit
breakers as per the Contract Documents.

B. The Contractor shall, as part of his full responsibility scope, check the enclosed
switches and circuit breakers as specified in the Contract Drawings/Documents.
When this check indicates that the specified enclose switches and circuit breakers
are not adequate, then the Contractor shall notify the Royal Commission and take the
necessary action/changes with approval by the Royal Commission.

C. The Contractor shall also check and verify every requirements, aspect and detail
necessary for coordinating with new or existing systems of enclosed switches and
circuit breakers.

D. These Specifications define the minimum requirements for electrical identifications


with either IEC/SASO or North American based standards as specified in par. 1.04.

E. Where works interface with Saudi Electricity Company (SEC) the


equipment/materials and installation system shall comply with latest revision of SEC
standards, and shall be reviewed and approved by SEC.

A. The referred codes and standards are intended to provide an acceptable level of
quality for materials and products. In case of conflict between these standards and
the text of this Specification, the Specification text shall govern.

1. 05 DEFINITIONS

A. air circuit breaker: The medium in which circuit interruption is performed may be
designated by suitable prefix, that is air circuit breaker.

B. circuit breaker: A device designed to open and close a circuit by non-automatic


means and to open the circuit automatically on a predetermined over-current without
damage to itself when properly applied within its rating.

C. enclosed switches: Switches designed for service within a housing, restricting heat
transfer to the external medium.

D. fuse: An over-current protective devices with a circuit-opening fusible part that is


heated and severed by the passage of an over-current through it. A fuse comprises
of all the parts that form a unit capable of performing the prescribed functions. It may
or may not be the complete device necessary to connect it into an electrical circuit.

E. isolating switch or knife switch: A form of switch in which the moving element,
usually a hinged blade, enters or embraces the stationary contact clips.

F. low voltage: Means a voltage level of less than 1000 V. For this equipment in the
intended application “Low Voltage” shall be limited to 600 V.

G. miniature circuit breaker: A small trip switch operated by an overload and used to
protect an electric circuit.

H. molded case switch: A device assembled as an integral unit in a supporting and


enclosing housing of insulating material designed to open and close circuits by non-
automatic means.

I. moulded case circuit breaker: A device, assembled as an integral unit in a


supporting and enclosing housing of insulating material, designed to open and close
a circuit by non-automatic means, and to open the circuit automatically on a
predetermined overcurrent, without injury to itself when properly applied within its
rating.

J. residual current circuit breaker (RCCB): A device intended to protect persons


against indirect contact, the exposed conductive parts of the installation being
connected to an appropriate earth electrode.

1. 06 SUBMITTALS

A. The Contractor shall submit to the Royal Commission, under the provisions of
SECTION 01330, the following items for review and approval before commencing
Work:

1. All vendor drawings and products data including schematics and wiring
diagrams shall be generally provided as defined in the SECTION 16055 are
required, and as listed below:

a) List of manufacturers.

b) Manufacturer’s catalogs including installation instruction for enclosed


switches and circuit breakers.

c) Operation and maintenance manuals.

d) Material submittals complete with comparison sheets, and components


list of offered equipment.

e) Quality Control Program as referenced in SECTION 01450.

f) Factory test reports.

g) Samples of enclosed switches and circuit breakers for approval by the


Royal Commission.

h) Certificates of compliance.

i) Calculations for sizing of proposed circuit breakers and switches.

B. The Contractor shall submit field test reports after the completion of Testing and
Commissioning.

1. 07 QUALITY CONTROL

A. The Contractor shall be responsible for the quality of Work and shall develop and
propose programs and methods of construction and testing such as to achieve the
specified quality to the approval of the Royal Commission in accordance with
SECTION 01450.

1. 08 HEALTH AND SAFETY CONSIDERATIONS

A. All works undertaken in relation to this Specification are to be completed in full


accordance with the respective health and safety requirements established by the
following:

1. Kingdom of Saudi Arabia

a) Legislation, Regulation. Standards and Codes.

2. Royal Commission Regulations

a) Standards, Contractual Conditions, and Health and Safety Systems.

3. Contractor

a) Health and Safety Standards and systems accepted by the Royal


Commission.

B. In the absence of any of the above, best accepted industry practice shall be
employed throughout.

1. 09 FACTORY TESTING

A. General

1. All the equipment/material shall be tested at the factory. The Contractor shall
notify the Royal Commission in writing not less than 30 days prior to the
scheduled starting date of the factory tests.

2. The Royal Commission reserves the right of deputing their representative for
witnessing the factory tests.

3. Upon completion of factory test, and before shipment of the


equipment/material, the Contractor shall submit 5 certified copies of the test
reports not later than 10 days after the completion of all factory test for review
and approval by the Royal Commission.

1. 10 SERVICE CONDITIONS

A. All the enclosed switches and circuit breakers installed indoors shall be suitable for
continuous operation under the following service conditions:

1. Ambient Air Temperature

a) A maximum of 40°C.

b) A minimum of 0°C.

c) Average temperature, measured over a period of 1 month, is a


maximum of 35°C.

2. Relative Humidity (Average Value)

a) For a period of 24 hours, does not exceed 95%.

b) For a period of 1 month, does not exceed 90%.

B. All the enclosed switches and circuit breakers installed outdoor shall be suitable for
continuous operation under the following service conditions:

1. Ambient Air Temperature

a) A maximum of 50°C.

b) A minimum of 0°C, unless a lower temperature is specified in the


Contract Drawings.

c) Average temperature, measured over a period of 1 month, is a


maximum of 45°C.

2. Altitude is less than 1000 m, unless a higher altitude is specified on the


Contract Drawings.

3. Average Value of the Relative Humidity

a) For a period of 24 hours, does not exceed 95%.

b) For a period of 1 month, does not exceed 90%.

4. Relative humidity may be temporarily 100%.

C. All the enclosed switches and circuit breakers to be installed in classified areas as
indicated on the Contract Drawings shall be suitable for such installation as per NEC
Article 500 or other relevant standards as specified in par. 1.04.

D. The Equipment shall be labeled, listed or certified by at least one of these standards
UL, NEMA or IEC.

1. 11 ENCLOSURES

A. Enclosures as indicated in the documents shall be approved to the purpose intended


as per IEC 529 or NEMA 250.

B. Enclosures shall bear labels from a testing laboratory (i.e. UL, IEC or approved
equal) indicating that they are designed, constructed and tested to the applicable
standards referenced within this Specification.

C. Enclosures in hazardous areas shall be as specified in par. 1.10 C.

1. 12 DELIVERY, HANDLING AND STORAGE

A. The Contractor shall deliver, handle and store material and equipment in accordance
with SECTIONS 01650 and 01660, as well as the following requirements:

1. Delivery of materials and equipment to site originally packed, securely


wrapped and labeled by manufacturer in unopened containers. Protect
materials during delivery to comply with manufacturer’s direction.

2. Store materials at building site strictly according to manufacturer’s instruction.


Store products or equipment in a dry, clean and ventilated place.

3. Avoid damage or distortion of the materials during handling and shipment or


transportation.

4. Equipment to be stored in environmental conditions which shall be close to


operating conditions.

5. The Contractor shall be responsible for damage to the materials or equipment


during storage and transportation.

PART 2 PRODUCTS

2. 01 GENERAL

A. All goods and products covered by these Specifications shall be procured, when
available, from an in-Kingdom manufacturer. Procurement of all goods and products
manufactured out-of-Kingdom must be approved by the Royal Commission.

2. 02 LOW VOLTAGE ENCLOSED SWITCHES

A. General

1. All enclosed switches shall be general or heavy duty, single or double throw
type with Ampere and Voltage rating, number of poles, fusible or non-fusible as
indicated on the Contract Drawings.

a) General duty switches are from 30 to 1200 A ratings are intended for
light service when usual load prevail in systems not exceeding 240 V AC
and are for use with Class H fuses.

b) Heavy-duty switches are from 30 to 1200 A ratings and are intended for
systems not exceeding 600 V AC and also suitable for 600 V DC.

2. Enclosed switches shall be as specified in par. 1.04, the operating


mechanisms shall be non-teasible positive action, quick make and quick break
type and all parts shall be mounted on insulating bases to permit replacement
of any part from the front of the switch. All current carrying parts shall be of
high conductivity copper, designed to carry rated load without excessive
heating. Switch contacts shall be silver tungsten type or plated to prevent
corrosion, pitting and oxidation and to assure suitable conductivity. Fuse clips
shall be of the positive pressure type and the switch operating mechanism
shall be designed to retain its effectiveness with continuous use at rated
capacity without the use of auxiliary springs in the current path. Switches shall
be capable of withstanding the available fault current or let through current
before the fuse operates without damage of change in rating.

3. Non-fusible type enclosed switches, when used in conjunction with magnetic


starters, shall be of visible contact, quick make, and quick break type, unless
noted otherwise. Provision for lock out in open switch position shall also be
provided.

4. Fused type enclosed switches, when used in conjunction with magnetic


starters, shall be of visible contact, quick make and quick break type, unless
noted otherwise and shall be so designed to withstand the maximum peak let
through current of the selected fuse element without damage to the contact or
other current carrying parts. Provision for lock out in open switch position shall
be provided. The cartridge fuses shall be rated for a minimum of 50 kA short-
circuit current, fuses shall comply with par. 1.04.

5. Enclosed switches shall have defeatable door interlocks that prevent the door
from opening when the operating handle is in the ‘ON’ position. The handle
shall be capable of being padlocked in the ‘OFF’ position.

6. The enclosed switches shall be suitable for operating continuously at their


standard ratings under the usual service condition as specified in par. 1.10.

7. The enclosure shall be totally enclosed type, made of heavy gage sheet steel,
and finished enamel to comply with ANSI Z55-1. An earthing terminal shall be
provided. The enclosure shall be suitable for conduit, trunking and armored
cable entries and also for connection to busbar chamber from top or bottom.
Enclosures shall be as specified in par. 1.11.

8. All bolted electrical components joints shall be secured by means of corrosion


proof steel nuts and bolts. All bolts, nuts, and washer shall be plated to Type II
of ASTM B633.

9. Standard value of the rated frequency shall be 60 Hz.

B. Molded Case Switch

1. Molded case switches shall be as specified in par. 1.04. The molded case
switch is virtually identical in construction to the molded case circuit breaker,
except that they shall be operated manually, and non-automatic quick-make
and quick-break type, without any overload or over-current protection features.

2. Casing shall be molded from a strong heat resistant resin. Fitted with
padlocking facilities so that they can be padlocked in either “ON” or “OFF”
position, and they shall be 2 or 3-pole with the provisions for bolt on
connection.

3. The switch shall carry a short-circuit current for 1 second duration. These
switches are not designed to make or break the short-circuit.

C. Isolating Switches or Knife Switches

1. Isolating switches shall be mounted in full view of anybody working on the


equipment concerned wherever possible. When it is not possible, the switch
must be fitted with a locking device.

2. Isolating switches rated at over 1200 A at 250 V or less, and at over 600 A at
251 to 600 V, shall be used only as isolating switches and shall not be opened
under load.

3. To interrupt currents over 1200 A at 250 V, nominal, or less or over 600 A at


251 to 600 V, nominal, a circuit breaker or a switch of special design listed for
such purpose shall be used.

2. 03 LOW VOLTAGE CIRCUIT BREAKERS

A. General

1. This Section covers the general requirements of ACB, ICCB, MCCB, MCB,
and RCCB. Additional requirements relevant to a particular type of circuit
breakers are as indicated below.

2. Circuit Breakers shall comply with either standard listed in par. 1.04. Circuit

breakers shall be a quick-make and quick-break switching device, which will


operate both manually for normal switching functions and automatically under
overload and short-circuit conditions, and will provide circuit and self-protection
when applied at each rating.

3. Circuit breakers shall have multi-pole contacts such as 4-pole (with switch
neutral), 3-pole, 2-pole and one-pole. ACB or power circuit breakers normally
have 3-pole or 4-pole contacts, or as indicated on the drawings. The operating
mechanism shall be entirely trip-free so that the contacts cannot be held
closed against an abnormal over-current or short-circuit conditions.

4. Operating handle of circuit breakers shall simultaneously open or close all


poles of a multi-pole breaker. Each circuit breaker shall have a trip unit to
provide overload and short-circuit protection. The trip unit for each pole shall
have elements providing inverse time delay under overload conditions and
instantaneous magnetic tripping for short-circuit protections. The trip element
shall operate a trip bar, which shall open all poles in case of an overload or
short-circuit through any pole.

5. Circuit breakers shall be encased within rigid, non-metallic housing and vary in
sizes and rating. They shall be tested for overload, endurance and short-circuit
by international approved laboratory or institution.

6. All circuit breakers shall be rated continuous (de-rated) when installed in


enclosures. In addition, the circuit breakers shall be de-rated if installed
exposed to direct sunlight. They shall have uniform tripping characteristics
throughout the temperature range from 25 to 50°C.

7. The setting of the magnetic tripping devices can be fixed, or adjustable


instantaneous magnetic trip circuit breakers, and shall be provided only where
required by the Contract Documents. Circuit breakers shall have an
interrupting rating not less than the maximum possible short-circuit current at
the supply terminals. The circuit breakers shall be equipped with switch
position indication (“OPEN” – “CLOSED”).

8. The circuit breakers shall have the following minimum RMS symmetrical
interrupting capacity:

a) 10 kA for 220 V system.

b) 14 kA for 380 or 480 V.

9. Bolted type circuit breakers shall be suitable for mounting and operating in any
position

10. Facility for padlocking circuit breakers in “OFF” position shall be provided.

11. The circuit breakers shall be suitable for continuous operation at rated current
under the service condition as specified in pars. 1.10 and 1.11, as indicated
above.

B. Type of Circuit Breakers

1. Air Circuit Breaker (ACB)

a) General

1) Air-type circuit breakers or power circuit breakers shall be long-


life, quick-make (via stored energy manual or electrical closing
mechanism), quick-break switching devices with integral inverse
time overload or instantaneous trip units.

2) These circuit breakers shall have a short-time (30 Hz) rating,


which permits the substitution of a short-time tripping device in
place of the instantaneous tripping feature. Interrupting ratings for
each circuit breaker depend on the voltage system to which it is
applied (that is, 240 to 600 V as per NEMA AB1; 220 to 690 V as
per IEC 60947-2, both for 60 Hz), and whether it is equipped with
an instantaneous or short-time tripping feature as part of the
circuit breaker assembly or equivalent panel-mounted protective
relays.

3) The circuit breakers shall be open-construction assemblies on


metal frames, with all parts designed for accessible maintenance,
repair, and ease of replacement. They shall be intended for
service in switchboard compartments or other enclosures for
dead-front construction at 100% of their rating in a 50°C ambient
temperature, without compensation or de-rating. Tripping units
shall be field-adjustable over a wide range and shall be
completely interchangeable within their frame sizes.

4) Circuit breakers shall be equipped to provide disconnection,


running overload and short-circuit protection, but not suitable
when operation is highly repetitive.

5) Unless otherwise specified, ACB shall have built-in overload


protection with Inverse Definite Minimum Time (IDMT)
characteristics and instantaneous short-circuit interruption. Where
an ACB is used as the main incomer, the IDMT characteristics
shall be compatible with those of the Electricity Company.

6) The circuit breakers shall be rated for ranges 400 to 4000 A. The
ranges shall have 2 frame sizes (in 3 or 4-pole configuration) with
each range having common height and depth.

7) The circuit breakers shall be contained in high-dielectric strength


glass reinforced insulating case with an interphase barrier
partition mesh with breaker cover to completely isolate each pole
for high transient voltage withstandability.

8) The fixed-mounted type ACB shall be directly fastened into any


switchgear or cubicle arrangement by bolts. Clearance above the
unit shall be required for the removal and inspection of arc chutes.

9) The draw-out mounted type ACB shall be pre-mounted into a self-


contained cassette for inserting or withdrawing via sliding rails
built into the cassette, using a racking drive mechanism controlled
by a racking handle.

10) All air-circuit breakers shall be equipped with microprocessor


protection relays or micrologic control units. Both protections shall
be designed to protect the power circuits and loads. The minimum
protection features for ACB, which shall be of draw-out type used
as the main protection of a power system, are as follows:
(a) Overload protection.
(b) Short-circuit protection.
(c) Earth fault protection.
(d) I²t cropping.
(e) Neutral protection.
(f) Protection settings.
(g) Thermal memory.
(h) Communication.
(i) Trip and maintenance history, and indication.
(j) Manual or automatic reset.
(k) Watch dog in case of microprocessor malfunction.
(l) Outputs.
(m) Programmable inputs.
(n) Load monitoring, pre-trip alarm/load shedding.
(o) Measurement; V, A, W, VAR, VA, Wh, VARh, Vah, Hz.

11) The protection feature for ACB, which shall be fixed mounted type
or unless otherwise indicated, used as feeder protection of a
branch feeder shall be from pars. 2.03 B.10.a to n of the above
features for main ACB.

12) ACB shall be suitable for mechanical interlocking or direct


interlocking (manufacturers standards) with other stacked or side-
by-side air-circuit breakers.

13) Unless specified, all specifications indicated from


pars. 2.03 B.1.a.10.d to g shall be for ACB draw-out type.

c) Closing and Tripping Operation

1) Unless otherwise specified, ACB shall be suitable for independent


manual operation utilizing energy stored in a spring. For automatic
closing ACB, the spring mechanism shall be wound manually or
electrically via motor operated fitted with limiting switches that is
automatically activated after the closing operation. In addition, the
spring mechanism shall have manual charging facilities for
emergency use.

2) Unless otherwise specified, trip coil of 30 V DC shall be fitted for


local, remote or relay tripping. Power supply of 30 V DC shall be
provided.

3) The "TRIP" push buttons shall be provided on the front plate of


each ACB. These buttons shall be direct acting mechanically.

4) When automatic closing is specified, the control circuit of the


ACB shall be fitted with suitable anti-pumping devices.

d) Racking Gear

1) The enclosure of the draw-out type ACB shall be fitted with a set
of racking gears that shall lock the ACB to the runner rails in
3 distinct positions, i.e. “CONNECTED,” “TEST” and
“DISCONNECTED.” The ACB can only be closed fully when it is
in the “CONNECTED” position. In the “TEST” position, it shall be
possible to operate the ACB (for ACB with motorized charging
spring only) to close and test the secondary and auxiliary
contacts, but not the main isolating contacts.

2) The racking gear shall consist of rollers fitted to the ACB frame.
All parts shall be accurately aligned and adjusted so that the ACB
can be moved freely along the runner rails within the enclosure
between the two extreme positions, i.e. “CONNECTED” and
“DISCONNECTED.” Facilities shall be provided to padlock the
ACB in its “CONNECTED,” “TEST” or “DISCONNECTED”
position.

3) Position indicators and breaker-condition indicators shall be


provided. These indicators shall be visible when the ACB is in its
normal position.

e) Racking Safety Facility

1) Suitable Racking Safety facilities shall be provided such that:


(a) The ACB cannot be plugged in or withdrawn when it has
been closed. To withdraw the unit whilst in service shall
automatically trip the breaker, either by the racking position
safety mechanism or by the insertion of the racking handle.
(b) The ACB cannot be closed until it is fully engaged in either
the “CONNECTED” or the TEST position.
(c) The ACB cannot be slowly closed except in the TEST or
“DISCONNECTED” position.
(d) ACB shall be able to rack to the “DISCONNECTED”
position with the cubicle door closed or open.
(e) It shall not be possible to initiate the closing action of the
energy stored spring mechanism until the spring has been
fully charged.

f) Main Isolating Contacts and Safety Shutter

1) The main isolating contacts and safety shutter shall be self-


aligning and shall be protected by insulated barriers forming the
safety shutter.

2) Two sets of safety shutters shall be provided for every ACB, one
for the incoming terminals of the main isolating contacts and the
other for the outgoing terminals. Each set shall be capable of
being operated individually.

3) When the ACB is not in the “CONNECTED” position, the safety


shutters shall close automatically, screening off the main isolating
contacts. When the ACB is being racked into the “CONNECTED”
position, the safety shutters shall automatically open the insulating
barrier, thereby allowing the entry of the movable isolating
contacts but without lowering the degree of protection.

4) Safety shutters shall be fitted with properly designed and securely


fixed warning labels. In addition, facilities shall be provided to
padlock the safety shutters after the ACB has been withdrawn
from the enclosure.

g) Contact

1) All contacts shall be self-aligning and provided with spring


accelerated opening mechanism.

2) Main contacts shall be fitted with detachable arc chutes for each
pole. Sufficient auxiliary contacts shall be provided for connection
of secondary wiring. These auxiliary contacts shall remain
engaged when the ACB is in the “TEST” or “CONNECTED”
position and shall be disengaged when the ACB is in the
“DISCONNECTED” position.

3) All ACB shall be fitted with the maximum number of auxiliary

contacts as the manufacturer's standard provision, but not less


than 5 pairs of normally-closed auxiliary switches and 5 pairs of
normally-open auxiliary switches of 10 A, 250 V shall be provided.
All auxiliary contacts and switches shall be wired to an easily
accessible terminal strip for external connection.

4) Terminals for external connections of the secondary/auxiliary


contacts and switches shall be of clamping yoke type for wires of
minimum cross sectional area of 1 mm2. All terminals shall be
clearly labeled to identify the function of the circuits connected to
the terminals.

5) Terminals for each ACB for secondary/auxiliary contacts shall be


separated from all other terminals by means of a spacer of 20 mm
width.

2. Molded Case Circuit Breakers (MCCB)

a) General

1) Standard MCCB shall be quick-make and quick-break switching


devices with both inverse time and instantaneous trip action. They
shall be encased within rigid, non-metallic housing and vary in
sizes and rating. Standard frames shall be as per relevant
standards as specified in par. 1.04. They shall be tested for
overload, endurance and short-circuit by international approved
laboratory or institution. The molded case shall have an ingress of
protection.

2) MCCB shall either be an individual isolating unit with over-current


and earth fault protection as specified. The MCCB shall also be
equipped with a shunt trip coil operated by protection relays.

3) The smaller breakers that are built in 1-pole, 2-pole or 3-pole


construction shall be sealed units without adjustable
instantaneous trips, unless otherwise indicated on the Contract
Drawings. Larger breaker ratings (frame rated 125 A and above)
that are built in 3-pole or 4-pole frames shall have
interchangeable and adjustable trip units.

4) Circuit breakers shall be equipped with thermal-magnetic trip units


or electronic trip units or as indicated on the Contract Drawings.

5) Those larger conventional MCCBs that require selective


coordination shall have electronic trip units and current
transformers. Further, internal ground-fault detection may be
included for the improvement of system protections, or refer to
relevant standards for the requirements.

6) Ambient temperature and system frequency shall be considered


for MCCBs. Circuit breaker rating shall be de-rated when installed
in enclosures.

7) Larger frame circuit breakers shall be allowed to be equipped with

devices for remote tripping and motor operators for remote


operation. Other attachments are auxiliary contacts for signaling
and under voltage devices to trip the MCCB on reduced system
potential. The larger frames shall have ground-fault design
utilizing external current transformers and relays to energize a
shunt trip within the MCCB.

8) Type of MCCBs
(a) Thermal-Magnetic
(i) Employ temperature-sensitive bimetal, which provide
inverse or time delayed tripping on overloads, and
coil or magnet and armature designs for
instantaneous tripping.
(b) Magnetic Only
(i) Employ only instantaneous tripping and are used in
welding or motor circuit application.
(ii) Standards recognize magnetic type only for motor
circuit applications.
(c) Integrally Fused
(i) Specially designed current-limiting fuses are housed
within the molded case for extended short-circuit
application in systems 100 or 200 kA available,
interlocks are provided to ensure that the MCCB trips
when any fuse operates.
(d) Current Limiting
(i) Employs electromagnetic principles to effectively
reduce the let-through magnitudes of current and
energy (I²t).
(ii) Their ratings and number of operations are available
in manufacturer's literature.
(e) High Interrupting Capacity
(i) Employs high stronger, high temperature molded
material, but retain the standard circuit breaker
dimensions.
(ii) Use for application in systems having high fault
current.

9) MCCB may be used as part of the automatic transfer switches to


serve as service or feeder disconnects and to provide over-
current protection. They may be used as part of the automatic
transfer switch when found suitable for this particular task and
when operated by appropriate mechanism in response to initiating
signals, such as loss of voltage, etc.

10) If MCCBs are used to combine both functions, an external manual


operator should be provided for independent disconnection of
both the normal and alternate supplies.

11) Particularly in the larger sizes, consideration shall be given to the


anticipated number of operations to which the equipment will be
subjected because MCCBs are not designed for highly repetitive
use.

b) Operating Characteristic

1) MCCBs employing thermal-magnetic trip elements or electronic


trip units shall have the following characteristics:
(a) The time delay on overload tripping shall be inversely
proportional to the over-currents up to a threshold value of
approximately 7 times the rated current, on overload the
tripping time of the breaker should be inversely proportional
to the overload current.
(b) There shall be no intentional time-delay on over-current
tripping due to short-circuit or heavy over-current exceeding
the threshold value (i.e. approximately 7 times the rated
current), the breaker should trip instantaneously on short-
circuit.
(c) The operating characteristics shall be calibrated at 40°C.

2) When MCCB is specified with earth leakage tripping device, the


tripping current shall be as specified in the particular specification
or on the Contract Drawings. The earth leakage relay and the
zero sequence current transformer, if any, shall comply with the
relevant standards.

c) Performance Characteristic

1) MCCBs shall be certified and in accordance with characteristics


specified in par. 1.04, and as listed in Table 1A below:

d) Shunt Trip Release

1) The shunt trip release controls the tripping of the circuit breaker
with which it is associated. It shall trip on energisation, equipped
with a contact allowing self-breaking and operate between the
70 to 120% of the supply nominal voltage.

3. Miniature Circuit Breakers (MCB)

a) General

1) MCB shall be totally enclosed molded in modular/small size non-


flammable thermoset plastic tropicalized case. The circuit
breakers shall be in 4-pole, 3-pole, 2-pole or 1-pole in compliance
with the standards listed as specified in par 1.04.

2) MCB handles shall be sealed in both “ON”/”OFF” positions.

3) Line/load lug terminals shall have standards screw terminals that


securely capture solid or stranded wire, permitting safe and easy
installation. Terminal lugs shall accept multiple wires, solid or
stranded, and spade crimp terminals. Insulating cover shall be
provided to isolate live parts from installers.

4) Terminal lugs for MCB rated 0.5 to 63 A shall accept cable sizes
of 1 to 35 mm2 (for load lugs) and 1 to 25 mm2 (for line lugs).
Terminal lugs for MCB rated 80 to 125 A shall accept cable sizes
of not more than 70 mm2 for load/line lugs.

5) The breakers shall be designed for both bus bar and DIN rail
installations. If DIN rail mounted, the MCB shall be easily to
remove and to install.

6) Dimensions, type and fixing methods shall be identical for group


of MCBs when mounted together in an enclosure such as
panelboard or distribution board.

7) Shunt trip release employing for MCB shall be as specified in


par. 2.03 B.2.d.1 above.

b) Operating Characteristic

1) MCBs shall have each pole a thermal-magnetic trip unit to provide


overload and short-circuit protection. The trip element shall
operate the trip bar (handle) of a one-pole or simultaneously of a
multi-pole MCBs during overload or short-circuit through any pole.

2) MCB shall have spring-operated quick-make mechanism allows


contacts to close independently of the speed of handle operation.
The handle shall be trip-free mechanism.

3) The circuit breaker ratings shall be set or de-rated to operate on


ambient temperature as specified in par. 1.10.

4) The magnetic trip settings (characteristics) for short-circuit


protection and system coordination are classified by IEC 947-2
and UL recognized components under UL 1077 for supplementary
protections:
(a) Class B or B-curve instantaneous trip setting of 3 to 5 times
amp rating. Protects the electronics and instrumentation
vulnerable to damage by low current levels.
(b) Class C or C-curve instantaneous trip setting of 5 to

10 times amp rating. Most common trip setting for general


use.
(c) Class D or D-curve instantaneous trip setting of 10 to
14 times amp rating. For applications with higher current in
rush levels, e.g., small motors or transformers.

c) Short Circuit Breaking Capacity

1) Short circuit breaking capacity or interrupting capacity shall be as


specified in par. 2.03 A.8.

2) MCB shall be capable of being connected in cascade with fuse to


IEC 60269 up to a rating of 160 A in situations where the
prospective short circuit at the supply side is below 22 kA.

4. Residual Current-Operated Circuit Breaker (RCCB)

a) General

1) RCCB is a type of circuit breaker equipped with a residual-current


device to protect persons from electric shock, and to protect the
final circuits from over-current and insulation faults. This is similar
to ground-fault circuit interrupter.

2) The device shall be sensitive in responding to a ground leakage


current. The device de-energizes the circuit by tripping the circuit
breaker when the current transformer, where all conductors pass
in its window, reads difference in line currents or when there is
earth leakage current.

3) Protection against direct contact shall be by ground-fault circuit


interrupter (NEC) or high-sensitivity, residual-current device
(RCD) (IEC).

4) The protection of persons against electric shock in LV installations


shall be provided in conformity with appropriate national
standards and statutory regulation, and codes of practice.
Relevant standards shall be ANSI/NEC, IEC 364, 479-1, 755,
1008, 1009, and 947-2.

5) The residual-current circuit breaker shall be rated not more than


63 A. Also, this RCCB is applicable to indirect contact.

b) Operation

1) RCCB casing, rating, application and fixings shall be similar to


MCCB or MCB except that RCCB shall be with (either built-in or
external) earth leakage protection device that trips the circuit
breakers when residual current to earth detects.

2) RCCB shall be used only for protection of human beings from


electric shocks either direct or indirect contact.

3) When a neutral pole is built, it has to be closed first and open last,
with respect to other phases, in order to prevent over-voltage.

4) The RCCB shall be designed against nuisance tripping, and if


required, shall have breaking with positive contact indications.

c) Test Device

1) An integral test device shall be provided on the front of every


RCCB to enable the automatic tripping operation be tested.
Operation of the test device shall create an "out-of-balance"
condition simulating an earth fault.

2) The test device shall be designed to operate without


disconnecting the circuit breaker.

5. Fuse

a) General

1) The fuse shall comply with the relevant standards as specified in


par. 1.04.

2) A fuse may be defined as an over-current protective device with a


circuit-opening, fusible element part that is heated and severed by
the passage of over-current through it.

3) Fuse may be used as final circuit over-current protective device,


motor over-current running and short-circuit protection in
combination with circuit breakers where CB as the overload
protective device.

4) The use of ACB, MCCB or MCB as the over-current protective


device shall be more preferable than a fuse, unless the system
requires fuses.

5) Low voltage fuses have voltage, current and interrupting ratings,


which should not be exceeded in practical application. There are
3 types of low voltage fuses:
(a) Time-delay fuses.
(b) Current limiting fuses.
(c) Non-current limiting fuses.

6) Class marking, as standards shall designate all fuses.

7) There are 2 principal categories of fuses, namely plug fuses and


cartridge fuses.
(a) Plug fuses shall be rated 125 V with current rating up to
30 A as per relevant standard. Fuses shall be applicable to
circuits operating at no more than 150 V to ground.

b) Fuse Carrier and Holder

1) Fuse carrier and fuse holder shall be constructed of ceramic


porcelain or thermoplastic. The thermoplastic shall be designed
for high temperature generated by fuse during overloading and
short-circuit.

2) The maximum rating of a fuse inserted in a fuse holder shall not


be greater than the rating for which the holder is designed.

c) Cartridge Fuse

1) Cartridge fuses shall be constructed with cylindrical copper ends


known as ferrules for ratings 60 A and below; and with knife blade
contacts for ratings above 60 A. For ratings above 600 A, the
fuses shall be designed with holes for bolting into position.
Cartridge fuses and fuse holder case sizes shall be designed
according to current and voltage.

2) Cartridge fuses to IEC 60269 shall have a rated breaking capacity


of 50 kA at rated voltage and the utilization category shall be of
"gG" unless otherwise specified. All dimensions shall be
standardized in accordance with IEC 60269.

d) Rating and Requirement

1) Fuses requirement shall comply with UL Standards or with IEC


60269 covering fuses

6. Marking And Nameplate

a) Rated current and text “ON”/”OFF” shall be indelibly marked or engraved


on the operating handle bar or in a visible location on the front side of
the equipment.

b) Each switch’s circuit beakers and fuses shall have a label as per
standard or as follows.

1) The Royal Commission Item Number or Tag Number.

2) Rated current at 50°C ambient temperature.

3) Breaking capacity at 380 kA, 220 V.

4) Calibration Temperature of 50°C.

5) Rated Ampere.

6) Rated voltage.

7) Rated frequency (e.g. 60 Hz).

8) Manufacturer’s name and reference number.

9) Serial number.

10) Year of manufacture.

c) Each enclosed switches and circuit breakers shall have 25 mm wide


laminated plastic nameplate that is attached on the equipment by
aluminum rivets or stainless steel screws. The nameplate shall show the
equipment number or ID in Arabic and English 13 mm height white cut-in
text. The nameplate shall indicate the equipment and number as shown
on the Contract Drawings.

PART 3 EXECUTION

3. 01 GENERAL

A. The Contractor shall provide all materials, equipment and labor as deemed
necessary for proper execution of the work.

3. 02 INSTALLATION OF ENCLOSED SWITCHES AND CIRCUIT BREAKERS

A. General

1. Installation of enclosed switches, circuit breakers, fuses, and grounding system


shall be in accordance with this Specification and as indicated on the Contract
Drawings, the installation shall also comply with relevant standards as
specified in par. 1.04.

2. Works shall be performed in a good electrical engineering practice by skilled


workers equipped to produce satisfactory result.

3. All installation of equipment shall be inspected and tested by qualified


personnel.

4. All equipment moved to site shall be inspected for damage or deterioration


during storage.

5. Procedure for tightening electrical connectors and terminals shall be in


accordance with the Contract Drawings or manufacturer’s recommendations.
Torque tightening values shall be as per UL 486A. or relevant equally
approved standards.

6. Circuit breakers installed in a wet location or outside of a building shall be


enclosed in a weatherproof enclosure or cabinet.

7. All equipment shall be installed and workman-like manner to the satisfaction of


the Royal Commission. The equipment shall be properly installed, connected
and phased in accordance with the Contract Drawings and this Specification.

3. 03 TESTING AND COMMISSIONING

A. General

1. The Contractor shall carry out all site test in accordance with approved test
procedures that conform to ensure that the equipment and materials comply
with the specifications and operational requirements. All tests are subject to
witnessing by the Royal Commission representatives.

2. At least 4 weeks prior to schedule tests, the Contractor shall submit to the
Royal Commission an outline of the plan and procedures to be used in
performing the site inspection and site tests.

3. This outline shall include a brief description of the test equipment, connection

diagrams, proposed tests and procedures, test sheets, calculations, reference


drawings and minimum and maximum test and performance values, in
conformance with this Specification and acceptability of the equipment and it’s
installation.

4. Upon completion of installation and prior to final acceptance, each component


of each system shall be tested to the complete satisfaction of the Royal
Commission.

5. The Contractor shall provide all test instrumentation, equipment and


accessories necessary for demonstration and putting the equipment into
operation before commissioning.

6. Upon completion of all testing, the Contractor shall submit 5 copies of a


certified report attesting that each test has been performed in accordance with
the approved test procedures. The report for each test shall include the name
of the person in-charge of the test and the date of performance. All factory and
field test reports shall be included in Operation and Maintenance Manuals.

7. Care shall be taken that the test apparatus does not damage the circuit
breaker during the testing.

B. Test and Check-Out on Enclosed Switches and Circuit Breakers

1. Test equipment enclosures for continuity to the ground.

2. Test the insulation resistance to ground of ungrounded conductor in a


minimum of 10 MgΩ.

3. Test circuits for connections in accordance with the wiring diagram. Check all
connections for tightness.

4. Perform pre-commissioning test for enclosed switches and circuit breakers


before the operational test.

5. Test operation of circuits and controls. When testing, the Contractor shall
operate each control a minimum of 10 times and each circuit continuously for a
minimum of ½ hour.

6. Perform operational tests on various components, including electrical and


mechanical interlocking, local and remote control, local and remote position
indication, local and remote alarm indication, local and remote measuring and
metering, etc. Current injection, as required, to verify proper operation of
devices.

7. Perform functional tests on all control circuits using elementary diagram.

8. Test the integrity of the equipment mounting installations.
