1.04 REFERENCES
A. The referred codes and standards are intended to provide an acceptable level of
quality for materials and products. In case of conflict between these standards and
the text of this Specification, the Specification text shall govern.
B. Latest revision of the referred codes and standards shall be used wherever
applicable. In case of conflict, manufacturer shall propose equipment confirming to
one group of codes and standards.

1.05 DEFINITIONS
A. alleys: A narrow public way within a block generally used for vehicular access to the
rear of abutting properties.
B. ballast: A device used with an electric discharge lamp to obtain necessary circuit
conditions (voltage, current and waveform) for starting and operating.
D. collector street: Street serving traffic between major and local street within
residential, commercial and industrial areas.
E. cutoff: A luminaire light distribution where the candela per 1000 lamp lumens does
not numerically exceed 25 (2.5%) at or above an angle of 900 above nadir, and 100
(10%) at or above a vertical angle of 800 above nadir. This applies to all lateral angles
around the luminaire.
F. lamp lumen depreciation (LLD): A factor used in lighting calculation to account for
light loss that takes place in a lamp due to the gradual decay in lumen output over a
designated period of time.
G. local street: Street used primarily for direct access to residential, commercial or
industrial properties.
H. luminaires: A complete lighting fixture including one or more lamps and a means for
connecting to power source.
J. major streets: Streets serving as principle means for through traffic flow connecting
principle areas and important highways.
K. medium distribution: The maximum candle power beam strikes the roadway at
some point between 2.25 to 3.75 mounting heights from the luminaires.
M. pedestrian way: A public walk for pedestrian traffic including skywalks (pedestrian
over passes), subwalks ( pedestrian tunnels) and walkways giving access to park or
blocks.
N. short distribution: The maximum candle power beam strikes the roadway at some
point between 1 to 2.25 mounting heights from the luminaires.
O. semicutoff: A luminar light distribution where the candela per 1000 lamps lumen
does not numerically exceed 50 (5%) at or above an angle of 900 above nadir, and
200 (20%) at or above a vertical angle of 800 above nadir. This applies to all lateral
angles around the luminaires.
1.06 SUBMITTALS
A. The Contractor shall submit to the Royal Commission, under the provisions of
SECTION 01330, the following items for review and approval before commencing
Work:
d) Installation instructions.
e) Part lists.
B. The Contractor shall submit Field Test Report after completion of testing and
commissioning.
A. The Contractor shall be responsible for the quality of work and shall develop and
propose programs and methods of construction and testing such as to achieve the
specified quality to the approval of the Royal Commission in accordance with
SECTION 01450.
3. Contractor
B. In the absence of any of the above, best accepted industry practice shall be
employed throughout.
A. All equipment and material shall be tested at the factory in accordance with the latest
applicable codes and standards. All type tests as per applicable codes and standards
shall be performed on first unit of every new design. The Contractor shall notify the
Royal Commission in writing not less than 30 days prior to the starting date of the
factory tests.
B. The Royal Commission reserves the right of deputing their representative for
witnessing the factory tests.
A. Luminaires and mounting poles shall be suitable for continuous operation under the
following outdoor service conditions:
a) A maximum of 50°C.
b) A minimum of 40°C.
5. Wind Speed is 160 km/h, unless a higher wind speed is specified on the
Contract Drawings.
A. The Contractor shall deliver, handle and store equipment and material units in
accordance with SECTIONS 01650 and 01660, as well as the following
requirements:
2. Check the equipment on arrival at site for completeness and physical damage.
4. Lift the equipment using eyes, yokes and skids provided for the purpose by the
manufacturer.
5. Store the poles so that they are at least 300 mm above the ground level and
growing vegetation.
6. Do not remove factory applied pole wrapping until just before installing the
pole.
B. The Contractor shall be responsible for any damage occurring during transportation,
handling and storage of the equipment.
PART 2 PRODUCTS
2.01 GENERAL
A. All goods and products covered by these Specifications shall be procured, when
available, from an in-Kingdom manufacturer. Procurement of all goods and products
manufactured out-of-Kingdom must be approved by the Royal Commission.
B. All parts and materials shall be new, of good quality, and shall be selected by the
Contractor and the manufacturer to perform as specified herein.
C. The equipment supplied:
1. Shall be a product of an original manufacturer.
2. Must have been in commercial production for at least 8 years prior to supply
with an established historical database of good performance.
3. Shall be factory assembled and tested to the greatest extent practical and to
minimize field erection.
1. High mast lighting units complete with lowering device and luminaires shall be
designed in accordance with the requirements of the AASHTO LTS4 Standard
Specification for Structural Supports for Highway Signs, Luminaires and Traffic
Signals.
2. Poles shall be designed to support the luminaire support assemblies and the
quantity of luminaires as shown on the Contract Drawings/Documents.
3. Each pole shall consist of multiple uniformly tapered sections of hollow steel
shafts which will telescope into each other. The cross-sections of shafts shall
be circular or regular polygons and height of the poles shall be as indicated on
the Contract Drawings/Documents.
4. Steel used for fabricating the poles shall conform to ASTM A572M, Grade 55,
and shall have minimum yield strength of 379 MPa after fabrication.
7. No field welding shall be permitted in the assembly of the pole sections. All
pole sections shall be match marked to facilitate assembly and to ensure that
each tapered pole section is matched and assembled with its matching
tapered pole section.
8. The base plate shall be made from steel which meets or exceeds the
requirements of ASTM A36M.
10. Handle cover shall be equipped with safety chain bolted inside the pole and
other end fixed to cover plate for security protection.
11. The top of each pole shall be equipped with a lightning rod spike bonded to the
lug at the top of the pole using 53.4 mm² braided copper wire.
3. The reflector with its aluminum cover shall be firmly attached to the bottom of a
cast aluminum ring. This ring shall have 3 keyhole slots in its upper surface so
that it may be installed over support bolts, turned slightly, and, by tightening
the bolts, be firmly attached to the bottom of the luminaire bracket-entry-and-
lamp-support assembly.
5. Aluminum housing for the luminaire ballast shall be integrally attached to the
top of the bracket-entry-and-lamp-support assembly. Housing and ballast shall
be readily removable.
7. The lamp socket shall be heavy-duty nickel plated, porcelain enclosed, with
integral lamp grip and asbestos-lined stainless steel lamp clamp. Assembly
shall be such that the lamp will be vertical burning. The lamp shall be
prevented from undue vibration and backing out by the lamp clamp which shall
be attached to the support assembly separately from the socket.
10. Ballast
11. The lamp shall be 1000 W high-pressure sodium vapor, vertical burning, with
screw-in type base. Minimum initial lumens shall be 140,000 and minimum
service life shall be 24,000 hours.
12. The ANSI/IESNA light distribution for all luminaires shall be as indicated on the
Contract Drawings/Documents.
13. Each luminaire shall be labeled with a permanent label which shall state the
type of lamp, voltage input, power input, power factor, ballast type, socket
position, ANSI/IESNA light distribution and other catalog information such that
replacement parts can be readily ordered. Label shall be in English and Arabic.
1. General
a) The head frame shall consist of a 1-piece welded assembly with a hot-
dip galvanized finish after fabrication. All fasteners used for additional
covers or other items shall be stainless steel.
b) The head frame shall incorporate 6 hoist cable sheaves. Each sheaf
shall be a minimum 150 mm diameter and the cable groove shall be
machined with a circular cross-section to match the cable diameter.
e) Stainless steel wire rope cables that operate over the sheaves shall be
7 x 19 construction aircraft cable, 5 mm diameter or as specified on the
Contract Drawings/Documents.
3. Top Latching
a) Three high strength cast aluminum latch barrels shall be provided on the
head frame assembly. Each latch barrel shall be designed to hold the
entire weight of the ring and luminaires.
b) All cam surfaces of the barrel shall be internally located and not affected
by environmental conditions. The latch barrels shall support the ring in a
top-latched position, unloading the transition assembly, wire rope cables
and the winch when the device is not in operation.
4. Ring Assembly
a) The ring shall be fabricated from 4.55 mm (7 gage) steel with a hot-dip
galvanized finish. The assembly shall include the appropriate number of
luminaire mounting arm brackets fabricated from 50 mm pipe of
sufficient strength to support the specified luminaire.
b) The mounting arms shall be hot-dip galvanized finished and shall bolt to
the ring with stainless steel hardware.

e) The power cord shall be securely attached to the ring using cable
clamps.
b) The centering system shall keep the ring concentric to the pole during
the raising and lowering operation.
7. Transition Assembly
b) The wire rope cables shall be attached to the transition assembly with
properly sized wire rope thimbles and factory swaged fittings.
c) The attachment shall prevent the wire rope cable from untwisting under
load. The transition plate shall be fabricated of steel with a zinc-plated
finish.
8. Winch
b) The winch shall include a 30:1 worm gear reduction and an internal drag
brake on the input shaft to prevent free spooling of the winch drum.
c) The drum shall be supported on both ends and shall include a stainless
steel cable keeper designed to aid the correct spooling of the winch
cable.
a) The assembly shall include a circuit breaker sized for the correct voltage
and phasing supplied for the luminaire load.
b) An aluminum or zinc plated steel cover shall be supplied for the circuit
breaker. A pigtail cord and plug shall be supplied from the circuit breaker
assembly.
c) The cord and plug shall match the main power cord of the lowering
device system.
b) The motor shall drive the winch through a torque limiter coupling to limit
the driving force on the hoist and winch cables.
d) The drive motor assembly shall have a 6 m cord with drum switch for
remote operation. The drive motor assembly shall be supplied with a
step-down transformer to provide 120 V to the motor.
a) The options for selecting drive motor and winch assembly shall be as
follows:
1) Portable Drive Motor
(a) The drive motor shall be portable and shall interface with
the winch assembly to operate the lowering device.
2) Portable Winch and Drive Motor
(a) The motor and winch shall be mounted on a steel frame
that includes wheel assemblies for transporting to each
pole location.
b) The Contractor shall supply portable or internal drive motor and winch
assembly as specified on the Contract Drawings/Documents.
1. General
a) The Contractor shall supply aluminum or steel pole and mast arms as
specified on the Contract Drawings/Documents.
a) Aluminum Poles
1) Poles shall be 1-piece seamless tapered tubes fabricated of 6005-
T5 or 6063-T6 wrought aluminum alloy conforming to
ASTM B210M. Poles shall have full-length tapers with round or
polygonal cross-sections.
2) Each pole shall be provided with a reinforced oval handhole,
minimum size of 100 x 165 mm, located on the side away from
traffic. Wrought aluminum covers conforming to ASTM B26M and
stainless steel flat head screws for attaching covers to handhole
shall be provided.
3) Each pole shall be provided with a copper alloy grounding lug,
readily accessible from the handhole.
4) Each pole shall be provided with a removable cast aluminum pole
cap, held securely in place.
5) Removable handhole cover shall be equipped with safety chain
bolted inside the pole and other end fixed to the cover plate for
security protection.
c) Anchor Base
1) The anchor base shall be a die casting conforming to the
requirements of ASTM B85. The aluminum alloy shall be selected
to give minimum yield strength of 290 MPa.
2) The base shall telescope the pole and shall be welded to the pole
by two circumferential welds, one on the inside bottom and one on
the outside top.
3) The base shall be designed and welded to develop the full
strength of the pole.
d) Welding of Aluminum
1) All welding shall be performed by welders who have provided
certifications that they are fully qualified in the welding of
aluminum. Certifications shall be acceptable to the Royal
Commission.
2) The inert gas shield arc method shall be used. Welds shall be free
of cracks and porosity.
e) Hardware
1) All mounting and fastening hardware used in conjunction with
aluminum poles and mast arms shall be of Type 304 stainless
steel material conforming to ASTM A276.
f) Finish
1) Aluminum poles and mast arms shall be finished with a uniform
non-specular surface, the natural color of aluminum. Anodizing
shall be applied to the aluminum for surface protection and long
life. Surfaces shall be anodized to form an oxide film of not less
than 22 micron, after which a proper sealing process is required.
Finish shall be smooth, uniform and free from disfiguring
scratches, dents and other detrimental markings.
a) Steel Poles
1) Poles shall be tapered steel shafts fabricated from 3 mm thick
cold-rolled steel conforming to specification ASTM A595 or A36M.
The pole shall be tapered uniformly for its full length. One
longitudinal electric arc weld shall be permitted; no transverse
welds shall be permitted. After welding, the shaft shall be cold
rolled to flatten the weld and to develop minimum yield strength of
330 MPa. Poles shall have round or polygonal cross-sections.
2) Each pole shall be provided with a reinforced oval handhole,
minimum size of 100 x 165 mm, located on the side away from
traffic. A removable steel handhole cover secured with stainless
steel flat head screws shall be provided.
3) Each pole shall be provided with a copper alloy grounding lug,
readily accessible from the handhole.
c) Anchor Base
1) The anchor base shall be a 1-piece steel casting conforming to
the requirements of ASTM A27M, Grade 65-35. The base shall
telescope the pole and shall be welded to the pole by two
continuous electric arc welds. One weld shall be on the inside of
the base at the butt end and the other weld shall be on the
outside of the top of the base. The design shall be such that the
welded connection will develop the full strength of the pole.
Holding down bolts shall conform to ASTM A325M, and shall be
galvanized in accordance with ASTM A153M.
d) Finish
1) Steel poles, mast arms and bases shall be double hot-dip
galvanized inside and outside in accordance with ASTM A123M.
e) Anchor Bolts
1) Anchor bolts shall be made from high strength steel having the
minimum yield strength of 345 MPa threaded portion shall be
150 mm long. Other dimensions shall be as shown on the
drawings. Two hexagon nuts shall be furnished with each bolt;
one for leveling and one for fastening. The threads of the bolts
and the hexagon nuts shall be hot-dipped galvanized in
accordance with ASTM A153M.
B. Luminaires
5. Lamp sockets for high intensity discharge fixture shall have locking type
porcelain enclosures in conformance with the requirements of relevant
standards as specified in par. 1.03.
7. Bracket mounted luminaires shall have leveling provisions and clamp type
adjustable slip-fitters with locking screws.
C. Lamps
1. Metal halide or high pressure sodium vapor lamps of the rating as shown on
the Contract Drawings/Documents, shall be installed in the luminaires.
2. Lamps shall have average rated life of 16,000 hours minimum for 35 W lamps
and 24,000 hours minimum for all higher wattages.
D. Ballast
1. The ballasts shall be of high efficiency and high power factor. It shall be
copper-wound constant wattage type and shall meet the requirements of
relevant standards as specified in par. 1.03.
2. Ballasts shall operate the discharge lamp of the type, wattage, and voltage as
shown on the Contract Drawings/Documents.
E. Luminaire Controls
2. Photocell Control
a) The time clock shall have astronomic dial and shall be driven by motor.
c) The time at which the lights are switched “ON” or “OFF” shall be as
specified on the Contract Drawings/Documents.
b) A time clock shall act as the pilot device for a circuit (or circuits) when
luminaires are individually photocell controlled.
5. The pilot devices shall control the power circuit through contactor or relay as
shown on the Contract Drawings/Documentation.
A. General
1. The basic principle behind the lighting of intersections is that the illumination
level for an intersection shall be approximately equal to sum of the levels used
for each separate street forming the intersection. For example, if street A is
illuminated at a level of ‘x’ and street B is illuminated at a level of ‘y’, then
intersection of the two streets shall be illuminated at approximate level of ‘x +
y’.
2. Luminaire wattage and pole mounting height at intersection shall match with
those on the approach roads if continuous lighting is required between
intersections.
B. Luminaires
2. It is preferred to use
A. The area lighting includes lighting for material storage yards, vehicle parking areas
and similar large areas.
B. The most efficient method of illumination is by the use of high mast lighting. This
eliminates the large number of floodlight poles, fixture and associated cabling.
A. General
5. Task lighting shall be provided for compressor islands, pump islands, water
wells, booster pump stations, boilers, local control panels, pushbutton stations,
gages, and valves.
1. The lighting in hazardous areas shall comply with NEC code and relevant
standards as specified in par. 1.03.
D. Security/Fence Lighting
1. Security/fence lighting shall illuminate a strip of land outside and inside the
perimeter fence. These luminaires shall be fed from overhead line where
aesthetic considerations are not of much importance. However for the areas
where aesthetic considerations are of importance such as perimeter fence
adjacent to residential area, the luminaires shall be fed from underground
distribution system.
2. The illumination level of the area is determined by the following basic formula:

C. The following table shows frequently used values of illumination level for road way
and area lighting.
PART 3 EXECUTION
3.01 GENERAL
A. The Contractor shall provide all materials, equipment and labor as deemed
necessary for complete and proper execution of the work.
B. After the installation is complete and properly adjusted, the Contractor shall conduct
operating tests. The various equipment and systems shall be demonstrated to
operate in accordance with the requirements of the specifications. Tests shall be
performed in the presence of the Royal Commission's representative. The Contractor
shall provide electric power, instruments and personnel necessary for performing the
various tests.
A. General
1. All installation details, write-up on handling of the equipment, instruction
manuals and latest revised drawings furnished by manufacturer shall be
available at site prior to installation of the equipment. These details shall be
reviewed by Royal Commission’s representative. The details and instructions
furnished in these documents shall be followed carefully during installation of
the equipment.
2. All the facilities required for transportation of electrical equipment from store to
site such as competent manpower, crane and trucks of adequate capacities
shall be supplied by the Contractor.
3. All equipment moved to the site shall be inspected for damage or deterioration
during storage. Tag numbers and nameplates shall be verified with the details
given on the Contract Drawings.
4. Installation of outdoor lighting system shall be in accordance with the NEC,
manufacturer’s instructions and as shown on the Contract Drawings.
7. The exposed top surfaces of concrete base beyond pole steel base shall be
slightly sloped away and finished off smooth with outer edges eased by
rounding to prevent accumulation of liquid on top of the concrete base.
1. The Contractor shall layout the high mast lighting work in conformance with the
typical details shown on the Contract Drawings/Documents and within the
specified tolerances.
2. All manufacturers’ instructions shall be followed while erecting the high mast
and roadway poles.
a) The poles shall be laid on blocks, elevating them above the grounds, to
prevent dirt and other contamination from entering them. The top end of
the pole shall be at least 1.5 m above the ground to permit installation of
the equipment.
c) The sections shall be properly aligned and then forced together until the
average gap between overlapping sections is 0.75 mm or less. The
telescoping shall be done section by section starting at the base.
e) The pole shall be erected carefully. The joints of the pole shall be
secured together by suitable means preventing them from slipping apart.
f) The poles shall be leveled carefully by leveling nuts so that the poles do
not vary from a true plumb line by more than 20 mm in case of high
mast and 5 mm in case of roadway poles from base to tip when
measured under still air conditions. The use of shims and wedges shall
not be permitted for leveling the pole.
2. Junction boxes shall be mounted at uniform heights and shall match other
equipment and be fixed with appropriate cover plates installed on the junction
boxes.
3. All boxes concealed in walls shall have their edges flush with the surface of the
wall.
A. General
1. The Contractor shall carry out all site tests in accordance with approved test
procedure to ensure that the equipment and materials comply with the
specifications and operational requirements. All tests are subject to witnessing
by the Royal Commission representatives.
2. At least 4 weeks prior to scheduled tests, the Contractor shall submit to the
Royal Commission an outline of the plan and procedures to be used in
performing the site inspection and site tests. This outline shall include a brief
description of the test equipment, connection diagrams, proposed tests and
procedures, test sheets, calculations, reference drawings and
minimum/maximum test and performance values in conformance with
applicable standards which will be used to determine conformance with the
specification and acceptability of the equipment and installation.
3. All testing equipment shall be calibrated by approved authorities and
calibration certificate shall be provided to the Royal Commission for their
review and approval.
4. Upon completion of installation and prior to final acceptance, each component
of each system shall be tested to the complete satisfaction of the Royal
Commission. The Contractor shall provide all test instrumentation, equipment
and accessories necessary for demonstration and putting the equipment into
operation.
B. Upon completion of all testing, the Contractor shall submit 5 certified copies of a
report attesting that each test has been performed in accordance with the approved
test procedures. The report for each test shall include the name of the person in-
charge of test and the date of performance. All factory and field test reports shall be
included in Operation and Maintenance Manuals.
2. Check the signs of damages, if any, within the luminaires due to overheating.
3. Visually check the insulation of cables, especially at the point where it enters
the luminaires and wiring inside the luminaires.
6. Manually operate switches and contactor a minimum of 10 times and check for
the freedom of all moving parts.
7. Test that the operation of automatic controls for switching off of luminaires are
as per control schematics shown on the Contract Drawings.
8. Check that the initial illumination levels on working plane in various areas are
in conformance with the design.
