A. This Section specifies minimum technical requirements for designing, manufacturing,


supplying, installing, storing, handling, testing and commissioning of exterior
luminaires and mounting poles as specified and shown on the Contract

1.05 DEFINITIONS

A. alleys: A narrow public way within a block generally used for vehicular access to the
rear of abutting properties.

B. ballast: A device used with an electric discharge lamp to obtain necessary circuit
conditions (voltage, current and waveform) for starting and operating.

C. coefficient of utilization (CU): The percentage of light from a luminaire which


reaches the seeing task. It is a function of the luminaire, each having its own set of
CU’s.

D. collector street: Street serving traffic between major and local street within
residential, commercial and industrial areas.

E. cutoff: A luminaire light distribution where the candela per 1000 lamp lumens does
not numerically exceed 25 (2.5%) at or above an angle of 900 above nadir, and 100
(10%) at or above a vertical angle of 800 above nadir. This applies to all lateral angles
around the luminaire.

F. lamp lumen depreciation (LLD): A factor used in lighting calculation to account for
light loss that takes place in a lamp due to the gradual decay in lumen output over a
designated period of time.

G. local street: Street used primarily for direct access to residential, commercial or
industrial properties.

H. luminaires: A complete lighting fixture including one or more lamps and a means for
connecting to power source.

I. luminaire dirt depreciation (LDD): A factor used in lighting calculation to account


for light loss due to the accumulation of dirt on luminaire.

J. major streets: Streets serving as principle means for through traffic flow connecting
principle areas and important highways.

K. medium distribution: The maximum candle power beam strikes the roadway at
some point between 2.25 to 3.75 mounting heights from the luminaires.

L. noncutoff: Aluminaire light distribution where there is no candela limitation in the


zone above maximum candela.

M. pedestrian way: A public walk for pedestrian traffic including skywalks (pedestrian
over passes), subwalks ( pedestrian tunnels) and walkways giving access to park or
blocks.

N. short distribution: The maximum candle power beam strikes the roadway at some
point between 1 to 2.25 mounting heights from the luminaires.

O. semicutoff: A luminar light distribution where the candela per 1000 lamps lumen
does not numerically exceed 50 (5%) at or above an angle of 900 above nadir, and
200 (20%) at or above a vertical angle of 800 above nadir. This applies to all lateral
angles around the luminaires.

P. uniformity: The ratio of average to minimum illumination along the surface.

1.06 SUBMITTALS

A. The Contractor shall submit to the Royal Commission, under the provisions of
SECTION 01330, the following items for review and approval before commencing
Work:

1. Shop Drawings and Manufacturer’s Literature

a) Shop Drawings shall include electrical rating, dimensions, mounting


details, materials, required clearances, terminations, wiring and
connection diagrams, photometric data, ballasts, poles, luminaires,
lamps and controls.

b) List of manufacturers manufacturing the luminaires and poles shall be


supplied by the Contractor.

2. Manuals, Maintenance Data and Operating Instructions

a) Manufacturer’s catalogs and manuals giving the description of the


equipment and its components.

b) Manufacturer’s operating and maintenance instructions.

c) Storage and handling instructions.

d) Installation instructions.

e) Part lists.

f) Illustrations and diagrams of the components.

g) Factory Test Report.

h) Quality Program as specified in SECTION 01450.

B. The Contractor shall submit Field Test Report after completion of testing and
commissioning.

1.07 QUALITY CONTROL

A. The Contractor shall be responsible for the quality of work and shall develop and
propose programs and methods of construction and testing such as to achieve the
specified quality to the approval of the Royal Commission in accordance with
SECTION 01450.

1.08 HEALTH AND SAFETY CONSIDERATIONS

A. All works undertaken in relation to this Specification are to be completed in full


accordance with the respective health and safety requirements established by the
following:

1. Kingdom of Saudi Arabia

a) Legislation, Regulation, Standards and Codes.

2. Royal Commission Regulations

a) Standards, Contractual Conditions, and Health and Safety Systems.

3. Contractor

a) Health and Safety Standards and Systems as accepted by the Royal


Commission.

B. In the absence of any of the above, best accepted industry practice shall be
employed throughout.

1.09 FACTORY TESTING

A. All equipment and material shall be tested at the factory in accordance with the latest
applicable codes and standards. All type tests as per applicable codes and standards
shall be performed on first unit of every new design. The Contractor shall notify the
Royal Commission in writing not less than 30 days prior to the starting date of the
factory tests.

B. The Royal Commission reserves the right of deputing their representative for
witnessing the factory tests.

C. Upon Completion of factory tests and before shipment of equipment/materials, the


Contractor shall submit 5 certified copies of the test reports not later than 10 days
after completion of all factory tests for review/approval of the Royal Commission.

1.10 SERVICE CONDITIONS

A. Luminaires and mounting poles shall be suitable for continuous operation under the
following outdoor service conditions:

1. Ambient Air Temperature

a) A maximum of 50°C.

b) A minimum of 40°C.

c) Average temperature measured over a period of 1 month is 45°C.

2. Altitude is less than 1000 m, unless a higher altitude is specified on the


Contract Drawings.

3. Average Value of Relative Humidity

a) For a period of 24 hours, does not exceed 95%.

b) For a period of month, does not exceed 90%.

4. Relative humidity may be temporarily 100%

5. Wind Speed is 160 km/h, unless a higher wind speed is specified on the
Contract Drawings.

1.11 DELIVERY, HANDLING AND STORAGE

A. The Contractor shall deliver, handle and store equipment and material units in
accordance with SECTIONS 01650 and 01660, as well as the following
requirements:

1. Provide marking on each item in accordance with referenced standards. Ship


each unit securely wrapped, crated and wrapped or packaged and labeled for
safe handling in shipment and to avoid damage or distortion.

2. Check the equipment on arrival at site for completeness and physical damage.

3. Store equipment in secure and dry storage facility as recommended by the


manufacturer.

4. Lift the equipment using eyes, yokes and skids provided for the purpose by the
manufacturer.

5. Store the poles so that they are at least 300 mm above the ground level and
growing vegetation.

6. Do not remove factory applied pole wrapping until just before installing the
pole.

B. The Contractor shall be responsible for any damage occurring during transportation,
handling and storage of the equipment.

PART 2 PRODUCTS

2.01 GENERAL

A. All goods and products covered by these Specifications shall be procured, when
available, from an in-Kingdom manufacturer. Procurement of all goods and products
manufactured out-of-Kingdom must be approved by the Royal Commission.

B. All parts and materials shall be new, of good quality, and shall be selected by the
Contractor and the manufacturer to perform as specified herein.
C. The equipment supplied:
1. Shall be a product of an original manufacturer.

2. Must have been in commercial production for at least 8 years prior to supply
with an established historical database of good performance.

3. Shall be factory assembled and tested to the greatest extent practical and to
minimize field erection.

D. The components of the assembled unit shall be UL listed or approved by a testing


laboratory, acceptable to the Royal Commission

E. Reliability and maximum service continuity shall be the fundamental considerations


of engineering, design, operational functions, and material, used in the design of
components and manufacturing.

2.02 HIGH MAST LIGHTING

A. High Mast Lighting Poles

1. High mast lighting units complete with lowering device and luminaires shall be
designed in accordance with the requirements of the AASHTO LTS4 Standard
Specification for Structural Supports for Highway Signs, Luminaires and Traffic
Signals.

2. Poles shall be designed to support the luminaire support assemblies and the
quantity of luminaires as shown on the Contract Drawings/Documents.

3. Each pole shall consist of multiple uniformly tapered sections of hollow steel
shafts which will telescope into each other. The cross-sections of shafts shall
be circular or regular polygons and height of the poles shall be as indicated on
the Contract Drawings/Documents.

4. Steel used for fabricating the poles shall conform to ASTM A572M, Grade 55,
and shall have minimum yield strength of 379 MPa after fabrication.

5. All steel shall be single thickness with no laminations.

6. Poles shall be hot-dip galvanized in accordance with the requirements of


ASTM A123M.

7. No field welding shall be permitted in the assembly of the pole sections. All
pole sections shall be match marked to facilitate assembly and to ensure that
each tapered pole section is matched and assembled with its matching
tapered pole section.

8. The base plate shall be made from steel which meets or exceeds the
requirements of ASTM A36M.

9. Poles shall be equipped with a reinforced handhole approximately 300 mm


above the base flange and approximately 250 mm wide by 500 mm high. A
plate shall be welded inside the hand hole for mounting of the service hoist
winch and circuit breakers.

10. Handle cover shall be equipped with safety chain bolted inside the pole and
other end fixed to cover plate for security protection.

11. The top of each pole shall be equipped with a lightning rod spike bonded to the
lug at the top of the pole using 53.4 mm² braided copper wire.

B. High Mast Luminaires

1. The luminaire shall be of open-ventilated design with an optical system


consisting of a pressed borosilicate glass reflector and refractor. The reflector
shall have a smooth, non-porous inner surface and shall be encased and
sealed within a spun aluminum cover.

2. The refractor shall be attached to the reflector and cover by means of a


stainless steel clamp band. The clamp band shall be equipped with a captive
stainless steel nut and machine screw unit which will permit easy removal and
replacement of the refractor. The assembly shall be made so that the refractor
can be rotated by 360° around the reflector axis for aiming of the main beams
of asymmetric fixtures.

3. The reflector with its aluminum cover shall be firmly attached to the bottom of a
cast aluminum ring. This ring shall have 3 keyhole slots in its upper surface so
that it may be installed over support bolts, turned slightly, and, by tightening
the bolts, be firmly attached to the bottom of the luminaire bracket-entry-and-
lamp-support assembly.

4. The bracket-entry-and-lamp-support assembly shall be a cast-aluminum


housing containing the slipfitter, the lamp socket, the lamp socket support and
the terminal block. The slipfitter shall be designed for attachment to a 50 mm
bracket arm of the luminaire support ring such that all components of the
luminaire will be supported.

5. Aluminum housing for the luminaire ballast shall be integrally attached to the
top of the bracket-entry-and-lamp-support assembly. Housing and ballast shall
be readily removable.

6. The slipfitter, installed on the bracket-entry-and-lamp-support assembly shall


be gasketed side-entry type designed for attachment to 50 mm pipe with
provision for ± 3° adjustment for leveling the luminaire.

7. The lamp socket shall be heavy-duty nickel plated, porcelain enclosed, with

integral lamp grip and asbestos-lined stainless steel lamp clamp. Assembly
shall be such that the lamp will be vertical burning. The lamp shall be
prevented from undue vibration and backing out by the lamp clamp which shall
be attached to the support assembly separately from the socket.

8. The terminal block, enclosed within the bracket-entry-and-lamp-support


assembly, shall be prewired with quick-disconnect leads. Construction shall be
such that all electrical connections will be protected from vibration.

9. An aluminum-rolled rain shield shall be attached to the outside of the support


assembly to protect the slipfitter and the lamp socket.

10. Ballast

a) The luminaire ballast shall be constant wattage auto-regulator type with


voltage rating as indicated on the Contract Drawings/Documents and
shall have a power factor of 0.95.

b) The ballast shall operate satisfactorily at 60 Hz and ± 10% fluctuation in


nominal voltage. The ballast shall continue to operate for voltage dips up
to 20% for 4 consecutive seconds.

c) Ballast shall specifically be designed to operate with the lamps selected


and shall have built-in thermal protection and radio filter in accordance
with relevant standards as specified in par. 1.03.

11. The lamp shall be 1000 W high-pressure sodium vapor, vertical burning, with
screw-in type base. Minimum initial lumens shall be 140,000 and minimum
service life shall be 24,000 hours.

12. The ANSI/IESNA light distribution for all luminaires shall be as indicated on the
Contract Drawings/Documents.

13. Each luminaire shall be labeled with a permanent label which shall state the
type of lamp, voltage input, power input, power factor, ballast type, socket
position, ANSI/IESNA light distribution and other catalog information such that
replacement parts can be readily ordered. Label shall be in English and Arabic.

C. High Mast Lowering Device

1. General

a) The lowering device shall consist of three main sub-assemblies:


1) Head frame,
2) Lowering ring, AND
3) Winch assembly.

b) All material shall be of corrosive resistant nature such as stainless steel,


aluminum or galvanized steel.

c) All luminaires utilized on the lowering device shall have passed an


accelerated vibration test. The complete high mast system, consisting of

lowering device and the specified luminaires shall be subjected to full-


scale wind tunnel testing to determine actual loading for the high mast
pole design.

2. Head Frame Assembly

a) The head frame shall consist of a 1-piece welded assembly with a hot-
dip galvanized finish after fabrication. All fasteners used for additional
covers or other items shall be stainless steel.

b) The head frame shall incorporate 6 hoist cable sheaves. Each sheaf
shall be a minimum 150 mm diameter and the cable groove shall be
machined with a circular cross-section to match the cable diameter.

c) The sheaves shall have oil impregnated, pressed-in sintered bronze


bushings. Each sheaf shall be fabricated from steel and have a zinc
electroplated finish per ASTM A633M, including a yellow chromate dip.

d) The sheaves shall meet or exceed the requirements of the relevant


standard as specified in par. 1.03.

e) Stainless steel wire rope cables that operate over the sheaves shall be
7 x 19 construction aircraft cable, 5 mm diameter or as specified on the
Contract Drawings/Documents.

f) The head frame shall incorporate a power cord roller assembly


consisting of multiple rollers providing a minimum 18 mm bending radius
for the cord. The design shall prevent the power cord from riding up the
sides of the rollers and shall incorporate keeper bars on each end to
secure the cord.

3. Top Latching

a) Three high strength cast aluminum latch barrels shall be provided on the
head frame assembly. Each latch barrel shall be designed to hold the
entire weight of the ring and luminaires.

b) All cam surfaces of the barrel shall be internally located and not affected
by environmental conditions. The latch barrels shall support the ring in a
top-latched position, unloading the transition assembly, wire rope cables
and the winch when the device is not in operation.

4. Ring Assembly

a) The ring shall be fabricated from 4.55 mm (7 gage) steel with a hot-dip
galvanized finish. The assembly shall include the appropriate number of
luminaire mounting arm brackets fabricated from 50 mm pipe of
sufficient strength to support the specified luminaire.

b) The mounting arms shall be hot-dip galvanized finished and shall bolt to
the ring with stainless steel hardware.

c) A NEMA 3R aluminum junction box shall be provided that includes a


weatherproof inlet on its exterior for testing of the luminaires and lamps

at ground level.

d) The enclosure shall be factory pre-wired with the appropriately sized


main power cord.

e) The power cord shall be securely attached to the ring using cable
clamps.

5. Ring Assembly (Top Latch Systems)

a) Three 1-piece, investment cast stainless steel latch pins shall be


provided on the ring. Each latch pin shall be capable of individually
supporting the entire weight of the ring and luminaires.

b) Each latch pin shall be capable of individual rotation. Indicating flags


shall distinguish the latching/unlatching sequence, and shall be visible
from ground level.

c) The latching or unlatching sequence shall impart no more than one G of


force to any component of the system including luminaires and lamps.

6. Self Centering Ring Assembly

a) The centering system shall consist of roller contact, spring-loaded, cast


aluminum arms designed to protect the pole, luminaires and lamps from
damage during raising and lowering of the luminaire ring assembly.

b) The centering system shall keep the ring concentric to the pole during
the raising and lowering operation.

c) The centering arms shall be interconnected to prevent jamming of the


system on the pole during high winds.

d) The springs shall be stainless steel. The rollers shall be non-marking.

7. Transition Assembly

a) The transition assembly shall be designed to prevent misalignment of


the 3 hoist cables.

b) The wire rope cables shall be attached to the transition assembly with
properly sized wire rope thimbles and factory swaged fittings.

c) The attachment shall prevent the wire rope cable from untwisting under
load. The transition plate shall be fabricated of steel with a zinc-plated
finish.

8. Winch

a) The internal winch assembly shall have an ultimate strength of 5 times


the lifted load.

b) The winch shall include a 30:1 worm gear reduction and an internal drag
brake on the input shaft to prevent free spooling of the winch drum.

c) The drum shall be supported on both ends and shall include a stainless
steel cable keeper designed to aid the correct spooling of the winch
cable.

d) The winch drum shall be factory pre-wound with minimum 35.5 or


131 mm diameter zinc coated or stainless steel high strength 7 x 19
construction aircraft cable.

e) The winch shall be designed for hand operation as well as operation by


means of drive motor.

9. Branch Circuit Protection

a) The assembly shall include a circuit breaker sized for the correct voltage
and phasing supplied for the luminaire load.

b) An aluminum or zinc plated steel cover shall be supplied for the circuit
breaker. A pigtail cord and plug shall be supplied from the circuit breaker
assembly.

c) The cord and plug shall match the main power cord of the lowering
device system.

10. Drive Motor

a) The drive motor assembly shall include a minimum 1 hp heavy-duty


reversing type electric motor with a stalled torque at least twice that
required operating the lowering device.

b) The motor shall drive the winch through a torque limiter coupling to limit
the driving force on the hoist and winch cables.

c) The torque limiter shall be factory pre-set. In addition there shall be a


backup shear pin designed to shear at a torque level between 50 and
100% over the torque limiter setting.

d) The drive motor assembly shall have a 6 m cord with drum switch for
remote operation. The drive motor assembly shall be supplied with a
step-down transformer to provide 120 V to the motor.

11. Selection of Drive Motor and Winch Assembly

a) The options for selecting drive motor and winch assembly shall be as
follows:
1) Portable Drive Motor
(a) The drive motor shall be portable and shall interface with
the winch assembly to operate the lowering device.
2) Portable Winch and Drive Motor
(a) The motor and winch shall be mounted on a steel frame
that includes wheel assemblies for transporting to each
pole location.

(b) The frame shall include provisions to lock the assembly to


the pole handhole during raising and lowering operations.
3) Internal Winch and Motor
(a) The winch and drive motor shall be secured inside the base
of each pole mounted on a zinc electroplated steel plate.

b) The Contractor shall supply portable or internal drive motor and winch
assembly as specified on the Contract Drawings/Documents.

2.03 STREET LIGHTING

A. Lighting Poles and Mast Arms

1. General

a) The Contractor shall supply aluminum or steel pole and mast arms as
specified on the Contract Drawings/Documents.

2. Aluminum Poles and Mast Arms

a) Aluminum Poles
1) Poles shall be 1-piece seamless tapered tubes fabricated of 6005-
T5 or 6063-T6 wrought aluminum alloy conforming to
ASTM B210M. Poles shall have full-length tapers with round or
polygonal cross-sections.
2) Each pole shall be provided with a reinforced oval handhole,
minimum size of 100 x 165 mm, located on the side away from
traffic. Wrought aluminum covers conforming to ASTM B26M and
stainless steel flat head screws for attaching covers to handhole
shall be provided.
3) Each pole shall be provided with a copper alloy grounding lug,
readily accessible from the handhole.
4) Each pole shall be provided with a removable cast aluminum pole
cap, held securely in place.
5) Removable handhole cover shall be equipped with safety chain
bolted inside the pole and other end fixed to the cover plate for
security protection.

b) Aluminum Mast Arms


1) Mast arms shall be single member or truss-type as indicated on
the drawings and shall be made of aluminum alloy conforming to
ASTM B210M.
2) The aluminum alloy shall be either 6063, which shall have a
mechanical strength not less than that of T6 temper after
fabrication; or the aluminum alloy shall be 6005, which shall have
a mechanical strength not less than that of T5 temper.
3) Provisions shall be made for bolting either single member or

truss-type mast arms to poles. Wrought aluminum bolting plates,


conforming to 6005-T5 or 6063-T6 aluminum alloy, shall be
welded to poles and matching plates shall be welded to arms.
4) Bolts and nuts, or tube nuts shall be of Type 304 stainless steel
material conforming to ASTM A276.

c) Anchor Base
1) The anchor base shall be a die casting conforming to the
requirements of ASTM B85. The aluminum alloy shall be selected
to give minimum yield strength of 290 MPa.
2) The base shall telescope the pole and shall be welded to the pole
by two circumferential welds, one on the inside bottom and one on
the outside top.
3) The base shall be designed and welded to develop the full
strength of the pole.

d) Welding of Aluminum
1) All welding shall be performed by welders who have provided
certifications that they are fully qualified in the welding of
aluminum. Certifications shall be acceptable to the Royal
Commission.
2) The inert gas shield arc method shall be used. Welds shall be free
of cracks and porosity.

e) Hardware
1) All mounting and fastening hardware used in conjunction with
aluminum poles and mast arms shall be of Type 304 stainless
steel material conforming to ASTM A276.

f) Finish
1) Aluminum poles and mast arms shall be finished with a uniform
non-specular surface, the natural color of aluminum. Anodizing
shall be applied to the aluminum for surface protection and long
life. Surfaces shall be anodized to form an oxide film of not less
than 22 micron, after which a proper sealing process is required.
Finish shall be smooth, uniform and free from disfiguring
scratches, dents and other detrimental markings.

3. Steel Poles and Mast Arms

a) Steel Poles
1) Poles shall be tapered steel shafts fabricated from 3 mm thick
cold-rolled steel conforming to specification ASTM A595 or A36M.
The pole shall be tapered uniformly for its full length. One
longitudinal electric arc weld shall be permitted; no transverse
welds shall be permitted. After welding, the shaft shall be cold
rolled to flatten the weld and to develop minimum yield strength of
330 MPa. Poles shall have round or polygonal cross-sections.
2) Each pole shall be provided with a reinforced oval handhole,

minimum size of 100 x 165 mm, located on the side away from
traffic. A removable steel handhole cover secured with stainless
steel flat head screws shall be provided.
3) Each pole shall be provided with a copper alloy grounding lug,
readily accessible from the handhole.

b) Steel Mast Arms


1) Mast arms shall be single member or truss-type as indicated on
the drawings and shall be fabricated of steel conforming to the
requirements of ASTM A595, A36M or a combination of the two.
Arms shall be round tapered tubular members; 1 piece for arms
up to 2.5 m and 2 pieces for arms over 2.5 m.
2) Provisions shall be made for bolting either single member or
truss-type mast arms to poles. Steel plates, conforming to
ASTM A36M, shall be welded to poles; matching plates shall be
welded to arms.
3) Bolts and nuts shall be of Type 304 stainless steel material
conforming to ASTM A276.

c) Anchor Base
1) The anchor base shall be a 1-piece steel casting conforming to
the requirements of ASTM A27M, Grade 65-35. The base shall
telescope the pole and shall be welded to the pole by two
continuous electric arc welds. One weld shall be on the inside of
the base at the butt end and the other weld shall be on the
outside of the top of the base. The design shall be such that the
welded connection will develop the full strength of the pole.
Holding down bolts shall conform to ASTM A325M, and shall be
galvanized in accordance with ASTM A153M.

d) Finish
1) Steel poles, mast arms and bases shall be double hot-dip
galvanized inside and outside in accordance with ASTM A123M.

e) Anchor Bolts
1) Anchor bolts shall be made from high strength steel having the
minimum yield strength of 345 MPa threaded portion shall be
150 mm long. Other dimensions shall be as shown on the
drawings. Two hexagon nuts shall be furnished with each bolt;
one for leveling and one for fastening. The threads of the bolts
and the hexagon nuts shall be hot-dipped galvanized in
accordance with ASTM A153M.

f) Slip Base Inserts


1) Poles shall be fitted with slip base inserts when so indicated on
the drawings.
2) The plates comprising the slip base insert shall be steel
conforming to the requirements of ASTM A36M. As alternative,
the bottom plate may be cast steel, conforming to the

requirements of ASTM A27M, Grade 70-40.


3) The steel plates shall be galvanized to ASTM A123M.
4) For steel poles, nuts and bolts in slip base inserts may be steel
conforming to ASTM A325M, galvanized ASTM A153M; or,
alternatively, they may be of Type 304 stainless steel material
conforming to ASTM A276.
5) For aluminum poles, nuts and bolts in slip base inserts shall be
stainless steel.

g) Flag Pole Holders


1) Flag pole holders shall be provided for all lighting poles as shown
on the drawings. The holders shall secure to the lighting poles
with stainless steel straps as shown.

4. Mounting Height of the Poles

a) The mounting height of street lighting pole depends upon classification


of the streets. The streets are classified according to the function
performed by them as defined in relevant standards specified in
par. 1.03. The mounting height of poles for various streets shall be as
follows:
1) Major Street: 12 m.
2) Collector Street: 9 to 12 m as indicated on the Contract
Drawings/Documents.
3) Local Street and Alleys: 6 to 9 m as indicated on the Contract
Drawings/Documents.
4) Pedestrian Ways: 1.8 to 12 m as indicated on the Contract
Drawings/Documents.

B. Luminaires

1. The luminaires shall be weatherproof, heavy-duty, outdoor type made of


1-piece die cast aluminum-silicon alloy, with separate compartment for integral
ballast equipment.

2. It shall be designed for efficient light utilization, adequate dissipation of lamp


and ballast heat and safe cleaning and re-lamping.

3. Light distribution pattern types shall be as shown on the Contract Drawings.

4. Lenses shall be frame-mounted, heat-resistant, borosilicate glass with


prismatic refractors. Attach the frame to the luminaire housing by hinges. A
hinge and safety catch shall be installed on the pole side and a holder latch, on
the opposite side.

5. Lamp sockets for high intensity discharge fixture shall have locking type
porcelain enclosures in conformance with the requirements of relevant
standards as specified in par. 1.03.

6. Internal components shall be pre-wired to the terminal strips at the factory.

7. Bracket mounted luminaires shall have leveling provisions and clamp type
adjustable slip-fitters with locking screws.

8. Materials shall be rustproof. Latches and fittings shall be made of non-ferrous


metal.

C. Lamps

1. Metal halide or high pressure sodium vapor lamps of the rating as shown on
the Contract Drawings/Documents, shall be installed in the luminaires.

2. Lamps shall have average rated life of 16,000 hours minimum for 35 W lamps
and 24,000 hours minimum for all higher wattages.

D. Ballast

1. The ballasts shall be of high efficiency and high power factor. It shall be
copper-wound constant wattage type and shall meet the requirements of
relevant standards as specified in par. 1.03.

2. Ballasts shall operate the discharge lamp of the type, wattage, and voltage as
shown on the Contract Drawings/Documents.

3. Ballasts shall have individual over-current protection (inline fuse holder) as


recommended by the ballast manufacturer.

4. Ballasts shall be capable of providing reliable starting of the lamps at - 30°C.

5. Open-circuit operation shall not reduce the average life.

E. Luminaire Controls

1. The switching of luminaires shall be controlled by photocell, time clocks or


combination thereof as indicated on the Contract Drawings/Documents.

2. Photocell Control

a) Photocell shall be cadmium sulfide type.

b) The photocell switches shall be twist-lock type and shall incorporate an


inherent time delay to prevent spurious operations.

c) Lights in various areas shall be switched “ON” or “OFF” at the natural


illumination level when it falls below or rises above the illumination level
specified in Table 2A for that area.

3. Time Clock Control

a) The time clock shall have astronomic dial and shall be driven by motor.

b) It shall have a spring actuated reserve power mechanism for operating


the timer during electrical power failures and that automatically winds
the spring when the electrical power is restored.

c) The time at which the lights are switched “ON” or “OFF” shall be as
specified on the Contract Drawings/Documents.

4. Photocell and Time Clock Control

a) A combination, photocell-time clock to act as dual pilot devices


connected in series. The photocell shall provide the "ON" function at
dusk and the time clock(s) shall control specific circuit "OFF" functions
during dark hours.

b) A time clock shall act as the pilot device for a circuit (or circuits) when
luminaires are individually photocell controlled.

5. The pilot devices shall control the power circuit through contactor or relay as
shown on the Contract Drawings/Documentation.

6. A manual override switch bypassing the control by pilot devices shall be


provided.

2.04 INTERSECTION LIGHTING

A. General

1. The basic principle behind the lighting of intersections is that the illumination
level for an intersection shall be approximately equal to sum of the levels used
for each separate street forming the intersection. For example, if street A is
illuminated at a level of ‘x’ and street B is illuminated at a level of ‘y’, then
intersection of the two streets shall be illuminated at approximate level of ‘x +
y’.

2. Luminaire wattage and pole mounting height at intersection shall match with
those on the approach roads if continuous lighting is required between
intersections.

3. If the intersection is signalized, the luminaires shall be mounted using


combination signal/luminaire poles to avoid excessive poles at intersection and
positioned to suit the traffic signal. Consideration shall be given to possible
future signalization of intersection with the interim luminaire poles located
accordingly.

B. Luminaires

1. The type of luminaire to be selected depends on location of luminaire at


intersection. Luminaire with Type I – 4 way distribution is preferred for
luminaires located near center of the right angle intersection and Type II – 4
way distribution is preferred for the luminaires located near the corner of right
angle intersection.

2. It is preferred to use

a) Semi-cutoff luminaires with medium distribution when mounted on


normal poles.

b) Non-cutoff luminaires with short distribution luminaires when mounted


on high-mast.

2.05 AREA LIGHTING

A. The area lighting includes lighting for material storage yards, vehicle parking areas
and similar large areas.

B. The most efficient method of illumination is by the use of high mast lighting. This
eliminates the large number of floodlight poles, fixture and associated cabling.

C. The lighting installation shall provide adequate illumination in aisles, passageways.

2.06 PLANT LIGHTING

A. General

1. Plant lighting includes the lighting of all industrial installations such as


refineries, tank farms and offshore platforms.

2. Installation of limited number of incandescent lighting fixtures shall be


considered for critical plant areas where the re-strike time associated with
H.I.D fixture following a power disturbance may have a detrimental impact on
the safety of operation and maintenance personnel.

B. Exterior Plant Lighting

1. Wherever practicable, floodlights shall be used for illumination of plant areas.


They shall be mounted on suitable parts of the structure to be illuminated or on
separate floodlight poles.

2. The mounting height of flood light poles shall be between 9 to 12 m as


indicated on the Contract Drawings/Documents and shall be placed in such a
manner as to avoid interference with vehicles, mobile cranes etc.

3. Additional locally controlled lighting fixture may be required beneath pipeways


and fin-fan coolers etc. These shall be mounted on the structures to be
illuminated or on a separate supports.

4. Fixtures which are mounted on the structure to be illuminated shall be rigidly


mounted utilizing corrosion resistant brackets made for the purpose.

5. Task lighting shall be provided for compressor islands, pump islands, water
wells, booster pump stations, boilers, local control panels, pushbutton stations,
gages, and valves.

C. Hazardous Area Lighting

1. The lighting in hazardous areas shall comply with NEC code and relevant
standards as specified in par. 1.03.

2. It shall be ensured that safe operating temperature of luminaires shall not


exceed 80% of the ignition temperature for the gases or vapor involved.

3. Each luminaire shall be marked with:

a) Class and division of the locations where it shall be used.

b) Maximum wattage of lamps used in it so that safe operating temperature


does not exceed the value specified in par. 2.05 C.2.

4. Each luminaire shall be protected against physical damage by a suitable


guard.

5. Explosion proof and vapor-tight luminaires shall be used in hazardous area.

D. Security/Fence Lighting

1. Security/fence lighting shall illuminate a strip of land outside and inside the
perimeter fence. These luminaires shall be fed from overhead line where
aesthetic considerations are not of much importance. However for the areas
where aesthetic considerations are of importance such as perimeter fence
adjacent to residential area, the luminaires shall be fed from underground
distribution system.

2. Security/fence lighting shall be designed in accordance with the area where it


is required. The requirements for various areas are as follows:

a) Isolated perimeter fences where approach outside the fence is clear of


obstructions for at least 18 m.
1) The uniformity ratio for such lighting shall be 40:1.
2) The width of the strip to be illuminated shall be:
(a) 3 m inside the fence.
(b) 21 m outside the fence.
3) The luminaires shall be mounted at 9 m above grade and shall be
fitted with 150 W H.P.S lamp. The poles shall be located 3 m
inside the perimeter fence and shall be spaced 65 m apart
directed towards exterior areas.

b) Perimeter fences which are immediately adjacent to developed property


or roadways outside the fence.
1) The uniformity ratio for such lighting shall be 25:1.
2) The width of the strip to be illuminated shall be:
(a) 9 m inside the fence.
(b) 9 m outside the fence.
3) The fence lighting shall be similar to one described under
par. 2.05 D.2.a.3 with the exception that the poles shall be
located 9 m inside the fence.

c) Guarded Vehicle Entrance

1) The uniformity ratio for such lighting shall be 10:1.


2) The width of the strip to be illuminated shall be:
(a) 15 m inside the fence.
(b) 15 m outside the fence.
3) The guarded vehicle entrance lighting shall be provided by using
normal street lighting techniques. Alternatively, floodlighting
techniques may be used.

2.07 LIGHTING CALCULATIONS

A. Roadway Lighting Design

1. The calculation of the average horizontal illumination produced by a lighting


system is essentially an iterative design process. Each luminaire is considered
to illuminate a length of a street equal to one spacing distance between lighting
poles. The most frequent calculation used to determine average illumination
levels is :

a) L = (LL x CU x LLD x LDD) / (S x W), where:


1) L = Illumination level required in Lux
2) LL = Initial Lamp Lumen per Luminaire
3) CU = Coefficient of Utilization
4) LLD = Lamp Lumen Depreciation
5) LDD = Luminaire Dirt Depreciation
6) S = Luminaire Spacing in m
7) W = Width of the road in m

b) In most lighting design, the required maintained Lux intensity will be a


known quantity. It can be obtained from standard tables. Most frequently
used illumination levels are listed in Table 2A.

c) Initial lamp lumen for specified luminaire can be obtained from


manufacturer’s catalogs.

d) Coefficient of utilization takes into consideration the efficiency and


distribution of the luminaire, its mounting height and width of the road.
Its value shall be selected from manufacturer’s data for specified
Luminaires, ratio of width of road and mounting height.

e) The output of lamp depreciates during service mainly due to loss of


lumens resulting from aging of luminaires. It also decreases due to
accumulation of dust, dirt and insects as well as chemical changes in
reflecting surfaces.

f) In order to achieve adequate uniformity of illumination on road ways, the


maximum spacing between adjacent luminaires for various type of
vertical light distribution shall not exceed the following:

1) Short Distribution: 4.5 times the mounting height


2) Medium Distribution: 7.5 times the mounting height
3) Long Distribution: 12 times the mounting height

g) It is preferable to use the spacing between adjacent pole based on


medium distribution for the reasons given below:
1) Short distribution is not used as it is not economical.
2) The long distribution is not used to any great extent because the
high beam angle of maximum candlepower often produces
excessive glare.

B. Area Lighting Design

1. The beam lumen methods in floodlighting design shall be employed when


floodlights are used for area lighting.

2. The illumination level of the area is determined by the following basic formula:

3. N = ( L x A ) / ( LL x CU x LLD x LDD ), where:

a) N = No. of Luminaires required.

b) A = Area in m²

c) For other abbreviations, refer to par. 2.06 A.1.a.

4. The following general principles apply in the design of area lighting:

a) Luminaires located at or near the center of an area shall be IESNA


Type III, IV or V depending on the coverage, intensity and uniformity
required.

b) Luminaires located at or near the sides of an area shall be IESNA


Type II, III or IV depending on the coverage, intensity and uniformity
required.

c) Luminaire spacing shall always be determined in mounting heights.


Typical distance from luminaire to the edge of an area shall not exceed
one-half of the spacing between adjacent luminaires.

d) Luminaire mounting height shall be determined by source and wattage.

e) Luminaire coefficients of utilization (CU) are found by applying the


utilization curve generally published with the photometric data. It should
be noted that when luminaires are located along the sides of an area,
the rear side (house side) CU is not contributing to the area.

C. The following table shows frequently used values of illumination level for road way
and area lighting.

PART 3 EXECUTION

3.01 GENERAL

A. The Contractor shall provide all materials, equipment and labor as deemed
necessary for complete and proper execution of the work.
B. After the installation is complete and properly adjusted, the Contractor shall conduct
operating tests. The various equipment and systems shall be demonstrated to
operate in accordance with the requirements of the specifications. Tests shall be
performed in the presence of the Royal Commission's representative. The Contractor
shall provide electric power, instruments and personnel necessary for performing the
various tests.

3.02 INSTALLATION OF EQUIPMENT

A. General
1. All installation details, write-up on handling of the equipment, instruction
manuals and latest revised drawings furnished by manufacturer shall be
available at site prior to installation of the equipment. These details shall be
reviewed by Royal Commission’s representative. The details and instructions
furnished in these documents shall be followed carefully during installation of
the equipment.
2. All the facilities required for transportation of electrical equipment from store to
site such as competent manpower, crane and trucks of adequate capacities
shall be supplied by the Contractor.
3. All equipment moved to the site shall be inspected for damage or deterioration
during storage. Tag numbers and nameplates shall be verified with the details
given on the Contract Drawings.
4. Installation of outdoor lighting system shall be in accordance with the NEC,
manufacturer’s instructions and as shown on the Contract Drawings.

B. Concrete Bases for High Masts Lighting Poles

1. For excavation, mass structure backfill under bases, unclassified structure


backfill around bases, disposal of surplus and unsuitable material, refer to
SECTION 02315.

2. Any soft, spongy or other unstable ground at a concrete base shall be


removed and replaced with compacted mass structure backfill as specified in
SECTION 02315.

3. Refer to SECTION 03310 for construction of concrete bases.

4. Excavated holes for concrete bases shall be formed to dimensions as required


for the concrete bases and shall be free from loose materials. When placed,
the concrete shall be well consolidated to fill all voids in the hole.

5. Embedded conduits and anchor bolts shall be secured in place firmly to


prevent their displacements when the concrete is poured.

6. Bearing surfaces on concrete bases shall be accurately leveled.

7. The exposed top surfaces of concrete base beyond pole steel base shall be
slightly sloped away and finished off smooth with outer edges eased by
rounding to prevent accumulation of liquid on top of the concrete base.

C. High Mast and Roadway Poles

1. The Contractor shall layout the high mast lighting work in conformance with the
typical details shown on the Contract Drawings/Documents and within the
specified tolerances.

2. All manufacturers’ instructions shall be followed while erecting the high mast
and roadway poles.

3. The poles shall be assembled according to the instructions given below to


avoid complications in rigging of the cables:

a) The poles shall be laid on blocks, elevating them above the grounds, to
prevent dirt and other contamination from entering them. The top end of
the pole shall be at least 1.5 m above the ground to permit installation of
the equipment.

b) The sections of the poles shall be placed in order of matching piece


marks.

c) The sections shall be properly aligned and then forced together until the
average gap between overlapping sections is 0.75 mm or less. The
telescoping shall be done section by section starting at the base.

d) In case of high mast:


1) Installation of head frame assembly, transition assemblies,
support ring, luminaires, power cables, hoist cable and winch shall
be completed as per instructions.
2) The alignment of the support ring shall be done correctly to avoid
any problem during operation of lowering devices.

e) The pole shall be erected carefully. The joints of the pole shall be
secured together by suitable means preventing them from slipping apart.

f) The poles shall be leveled carefully by leveling nuts so that the poles do
not vary from a true plumb line by more than 20 mm in case of high
mast and 5 mm in case of roadway poles from base to tip when
measured under still air conditions. The use of shims and wedges shall
not be permitted for leveling the pole.

g) In case of roadway poles, mast arms shall be positioned with an


accuracy of ± 2° of the angle required with respect to the pole vertical
axis. At curves, each mast arm shall be parallel to the arc radial line
through the pole centerline, within ± 2°.

h) Luminaires shall be located vertically within accuracy of ± 20 mm above


the finished grade of the roadway. Measurement shall be along a plumb
line through the geometric centerline of the luminaire.

i) Pole position may be adjusted, as approved by the Royal Commission,


to prevent conflicts with existing and proposed utility and drainage
structures.

4. Grounding of non current-carrying parts of equipment including metal poles,


luminaires, mounting arms, brackets, metallic enclosures and accessories
shall be as specified in SECTION 16060.

D. Wall Mounted Luminaires

1. All wall mounted lighting fittings shall be fixed by approved methods, at


mounting heights shown on the Contract Drawings/Documents. The wiring
system for lighting circuits shall be looped in with junction boxes as required.

2. Junction boxes shall be mounted at uniform heights and shall match other
equipment and be fixed with appropriate cover plates installed on the junction
boxes.

3. All boxes concealed in walls shall have their edges flush with the surface of the
wall.

3.03 TESTING AND COMMISSIONING

A. General
1. The Contractor shall carry out all site tests in accordance with approved test
procedure to ensure that the equipment and materials comply with the
specifications and operational requirements. All tests are subject to witnessing
by the Royal Commission representatives.
2. At least 4 weeks prior to scheduled tests, the Contractor shall submit to the
Royal Commission an outline of the plan and procedures to be used in
performing the site inspection and site tests. This outline shall include a brief
description of the test equipment, connection diagrams, proposed tests and
procedures, test sheets, calculations, reference drawings and
minimum/maximum test and performance values in conformance with
applicable standards which will be used to determine conformance with the
specification and acceptability of the equipment and installation.
3. All testing equipment shall be calibrated by approved authorities and
calibration certificate shall be provided to the Royal Commission for their
review and approval.
4. Upon completion of installation and prior to final acceptance, each component
of each system shall be tested to the complete satisfaction of the Royal
Commission. The Contractor shall provide all test instrumentation, equipment
and accessories necessary for demonstration and putting the equipment into
operation.

B. Upon completion of all testing, the Contractor shall submit 5 certified copies of a
report attesting that each test has been performed in accordance with the approved

test procedures. The report for each test shall include the name of the person in-
charge of test and the date of performance. All factory and field test reports shall be
included in Operation and Maintenance Manuals.

C. Test and Checkouts

1. Check for damages to any of the installations including lamp holders.

2. Check the signs of damages, if any, within the luminaires due to overheating.

3. Visually check the insulation of cables, especially at the point where it enters
the luminaires and wiring inside the luminaires.

4. Test that insulation resistance of ungrounded conductor to ground is a


minimum of 10 megaohm.

5. Test luminaire enclosures for continuity to grounding system.

6. Manually operate switches and contactor a minimum of 10 times and check for
the freedom of all moving parts.

7. Test that the operation of automatic controls for switching off of luminaires are
as per control schematics shown on the Contract Drawings.

8. Check that the initial illumination levels on working plane in various areas are
in conformance with the design.
