PART 1 GENERAL

1.01 DESCRIPTION OF WORK

A. This Section specifies minimum technical requirements for designing, manufacturing,


supplying, installing, storing, handling, testing and commissioning of Control Panel
as specified and shown on the Contract Drawings and Documents. Boxes and
Control Centers shall be supplied as specified in SECTIONS 16130 and 16440
respectively.

1.04 REFERENCES

A. The referred codes and standards are intended to provide an acceptable level of
quality for materials and products. In case of conflict between these standards and
the text of this Specification, the Specification text shall govern.

B. The latest revision of the referred codes and standards shall be used wherever
applicable. In case of conflict, the Contractor shall propose equipment conforming to
one group of codes and standards.

1.05 DEFINITIONS

A. compression connector: Connectors which are compressed onto the conductor


using a die and high mechanical force. The process is not reversible and the
connector becomes a permanent part of the conductor. The connector can only be
removed from the conductor by either cutting the conductor or cutting the connector.

B. controller: A device or group of devices that serves to govern, in some


predetermined manner, the electric power delivered to an apparatus to which it is
connected.

C. dead front: Equipment without live parts exposed to a person on the operating side
of the equipment.

D. listed: Equipment, materials or services included in a list published by an


organization that is acceptable to the authority having jurisdiction and concerned with
evaluation of products or services that maintains periodic inspection of production of
the listed equipment or periodic evaluation of services and whose listing states that
the equipment, materials or services either meet appropriate designated standards or
have been tested and found suitable for a specified purpose.

E. live parts: Energized conductive components.

F. low voltage: A voltage level of less than 1000 V. In this Section, the intended
application “low voltage” shall be up to 600 V.

G. mechanical connector: Connectors which are attached onto the conductor using,
generally, a standard tool. The process is reversible and the connector can be
removed from the conductor without cutting the conductor or the connector.

H. moulded case circuit breaker: A device assembled as an integral unit in a


supporting and enclosing housing of insulating material designed to open and close a
circuit by non-automatic means and to open the circuit automatically on a
predetermined over-current without injury to self when properly applied within its
rating.

1.06 SUBMITTALS

A. The Contractor shall submit to the Royal Commission, under the provisions of
SECTION 01330, the following items for review and approval before commencing
Work:

1. Shop Drawings and Manufacturer’s Literature shall include:

a) Index Drawing
1) A complete drawing list/index identifying all drawings in the Shop
Drawing package.

b) Legend Drawing
1) A drawing showing Legend, Symbols and specialized terminology
used in Shop Drawings.

c) General Arrangement of Panel


1) Arrangement drawings showing physical arrangement of all panel
mounted devices for each panel furnished. The function of each
panel mounted device shall be shown on these drawings.

d) Mounting Details of Devices


1) Outline dimensions and mounting details of panel mounted
devices such as indicators, recorders and annunciators shall be
submitted.

e) Schematic Diagrams
1) The Contractor shall provide schematic diagrams showing the
interconnections of every device in the system including
schematic diagram for each printed circuit card in the system.

f) Single and Three Line Diagram.

g) External Terminal Connection Diagram


1) Terminal connection drawings showing the terminal blocks where
Royal Commission is to make its field connections shall be
furnished.

h) Bill of Material (Quantities).

2. List of Control Panel manufacturers.

3. Maintenance Data and Operating Instructions

a) Manufacturer’s catalogs giving description of the equipment and its


components.

b) Manufacturer’s installation instructions.

c) Manufacturer’s operating and maintenance instructions.

d) Part List.

e) Illustrations and diagram of components.

f) Recommended list of spare parts along with price list.

g) Factory test report.

4. Quality Program as specified in SECTION 01450.

B. The Contractor shall submit Field Test Report after completion of testing and
commissioning.

1.07 QUALITY CONTROL

A. The Contractor shall be responsible for the quality of Work and shall develop and
propose programs and methods of construction and testing to achieve the specified
quality to the approval of the Royal Commission in accordance with
SECTION 01450.

1.08 HEALTH AND SAFETY CONSIDERATIONS

A. All works undertaken in relation to this Specification are to be completed in full


accordance with the respective health and safety requirements established by the
following:

1. Kingdom of Saudi Arabia

a) Legislation, Regulation, Standards and Codes.

2. Royal Commission Regulations

a) Standards, Contractual Conditions, and Health and Safety Systems.

3. Contractor

a) Health and Safety Standards and Systems as accepted by the Royal


Commission.

B. In the absence of any of the above, best accepted industry practice shall be
employed throughout.

1.09 FACTORY TESTING

A. The Control Panel shall be tested at the factory in accordance with latest applicable
codes and standards. All type tests as per applicable codes and standard shall be
performed on first unit of every new design. The Contractor shall notify the Royal
Commission in writing not less than 30 days prior to the scheduled starting date of
the factory tests.

B. The Royal Commission reserves the right of deputing their representative for
witnessing the factory tests.

C. Upon completion of factory test and before shipment of the equipment or material,
the Contractor shall submit 5 certified copies of the test reports not latter than
10 days after completion of all factory test for review and approval of the Royal
Commission.

1.10 SERVICE CONDITION

A. Control Panel installed indoors shall be suitable for continuous operation under the
following service conditions:

1. Ambient Air Temperature

a) A maximum of 40°C.

b) A minimum of 0°C.

c) Average temperature measured over a period of 1 month is 35°C.

2. Relative Humidity (Average Value)

a) For a period of 24 hours does not exceed 95%.

b) For a period of 1 month does not exceed 90%.

B. Control Panel installed outdoors shall be suitable for continuous operation under the
following service conditions:

1. Ambient Air Temperature

a) A maximum of 50°C.

b) A minimum of 0°C.

c) Average temperature measured over a period of 1 month is 45°C.

2. Altitude is less than 1000 m, unless a higher altitude is specified on the


Contract Drawings.

3. Average Value of Relative Humidity

a) For a period of 24 hours does not exceed 95%.

b) For a period of 1 month does not exceed 90%.

4. Relative humidity may be temporarily 100%.

C. Control Panel shall be installed in classified areas as indicated on the Contract


Drawings, and shall meet the relevant standards listed in par. 1.04, for classification
requirements.

1.11 DELIVERY, HANDLING AND STORAGE

A. The Contractor shall deliver, handle and store equipment and material units in
accordance with SECTIONS 01650 and 01660, as well as the following
requirements:

1. Provide marking on each item in accordance with the referenced standards.


Ship each unit securely wrapped, crated and wrapped or packaged and
labeled for safe handling in shipment and to avoid damage or distortion.

2. On arrival at site, the equipment shall be checked for completeness and


damage.

3. Store equipment in secure and dry storage facility close to operating condition
and as recommended by manufacturer.

4. Lift the equipment using eyes, yokes, and skids provided for the purpose by
manufacturer.

5. Protect all units from physical damage from work of other trades.

6. Provide supports for vertical units to prevent them from overturning.

7. The Contractor shall be responsible for damages occurring during


transportation and storage of the equipment.

PART 2 PRODUCTS

2.01 GENERAL

A. All goods and products covered by these Specifications shall be procured, when
available, from an in-Kingdom manufacturer. Procurement of all goods and products
manufactured out-of-Kingdom must be approved by the Royal Commission.

B. All parts and materials shall be new, good quality, and shall be selected by the
Contractor and the manufacturer to perform as specified herein.

C. The Equipment Supplied:

1. Shall fully confirm to or exceed the minimum requirements specified in this


Specification.

2. Shall be a product of an original manufacturer.

3. Shall be factory assembled and tested to the extent possible so as to minimize


field erection.

D. Items or components of the equipment not specifically covered herein shall be in


accordance with latest edition of the referenced codes and standards.

E. The components of assembled unit shall be UL listed or approved by a testing


laboratory acceptable to the Royal Commission.

F. Reliability and maximum service continuity shall be the fundamental considerations


of engineering, design, operational functions and material used in the design of
components and manufacturing.

G. The Contractor shall have full responsibility for testing and inspection to ensure that
the equipment provided shall comply with all regulatory codes, standards, and
regulations applicable to the specified service and to the requirements of this
Specification.

2.02 CONTROL PANEL

A. Construction of Panel

1. The panel shall be manufactured as specified in the Contract Drawings and


relevant standards listed in par. 1.04.

2. The control panel shall be dead front type with rigid, self-supporting structures,
with suitable structural steel reinforcement, stiffening and bracing.

3. When the structures are assembled, the surfaces shall be flat and smooth and
shall have ample strength to withstand all stresses encountered in shipping,
installation and operation without distortion, vibration or other damage. The
structures shall be complete with removable lifting lugs as required.

4. The height of adjacent panel shall be the same. The height variations between

adjacent panel sections shall be not more than 3 mm.

5. Necessary internal brackets and/or structural steel framework shall be


provided to support wire-ways, incoming cables, wiring, terminal blocks,
instruments, control devices and other appurtenances.

6. Unless otherwise shown on the Contract Drawings, each floor mounted panel
shall be mounted on a base frame fabricated from 150 mm steel channel
section and shall be drilled or provided with clamps for bolting to the floor. The
base frame shall be set back from the panel to give a toe space of not less
than 25 mm.

7. Doors shall open outwards and all doors in one panel assembly shall use the
same lock and key combination. Doors shall be rigid and fitted with close fitting
flexible seals to prevent ingress of liquids, moisture, dust and vermin. Each
door shall be equipped with a lever type handle and 3 point latch sufficiently
strong to hold it in alignment when closed. Hinges shall be of the lift-off pattern
with 1 pin engaging before the other for ease of fitting.

8. Removable sections and covers shall be of a size to be manipulated by


1 person. Removable sections shall be flushed with surrounding steel when
closed and shall be equipped with corrosion resistant quick-opening fasteners.

9. The panel face shall be 3 mm cold rolled steel plate selected for flatness and
free from surface defects. The panel front shall be all welded construction and
all seams shall be continuously welded and ground smooth.

10. Local panels for outdoor installation shall be provided with sun-shields.

B. Instrument Mounting

1. All controls, instruments and devices mounted on the front of control panels
shall be flush mounted.

2. Front-of-panel instruments and controls shall be mounted so that the height of


their centers above the floor shall be between:

a) 1800 and 900 mm for indicators.

b) 1400 and 900 mm for recorders and process controllers.

c) 1800 and 750 mm for annunciator fascias and signal lamps.

d) 1500 and 750 mm for manual controls.

3. Controls, switches and pushbuttons shall be positioned below or adjacent to


their associated instrument.

4. All controls, instruments and devices shall be arranged and installed in


accordance with the layout drawings and manufacturer's instructions.
Dimensions of panel and console instrument cutouts and mounting bolt holes
shall be within manufacturer's tolerances.

5. No equipment other than front-of-panel items shall be mounted on the internal

panel face.

6. Where required for equipment to be installed in the future, space shall be


allocated and cut-outs provided with removable blanking plates.

7. All instruments, controls and other devices to which a device number is


assigned on the Design Drawings shall have that number stencil-painted or
otherwise indelibly marked both on the case and on the interior of the panel
structure immediately adjacent to their locations.

8. No device shall be located where it will interfere with service access to itself or
other devices.

9. All panel or console mounted instruments, controls and other devices shall be
so located that terminal markings are clearly visible and adjustments can be
made without the use of special tools.

C. Wiring

1. The panels shall be completely wired in accordance with the schematic and/or
loop diagrams and approved wiring drawings and, with the exception of chain-
common jumpers for indicating lamps, interconnections shall be wired through
terminal blocks.

2. Each wire within the panel shall be marked at both ends with wire markers
bearing the wire designation, corresponding to the wire numbers shown on the
wiring diagrams. Wire markers shall be permanently embossed permanently
attached sleeve markers. Wrap around tape markers are not acceptable.

3. All series connected panel-mounted devices shall be connected in the same


sequence as shown on the wiring diagrams.

4. All low-level electronic instrumentation wiring shall be 1.5 mm2, tinned copper;
polyethylene insulated twisted pairs laminated with screening tape. Wiring
shall be run to avoid electrical interference from the control wiring.

5. Annunciator signal wiring shall be 1.5 mm2 copper. Conductor size of the lamp
commons shall be one size larger than that required for the common circuit
current under annunciator test conditions (all windows on), with a minimum
wire size of 1.5 mm2.

6. Control and power supply wiring shall be 2.5 mm2 copper wires.

7. All annunciator, control, and power supply wiring shall be stranded copper
single conductors, unless otherwise specified. Wire insulation shall be 600 V
Synthetic Thermosetting Insulation (SIS)-Neoprene, Teflon-Ethylene-
Propylene-Rubber (EPR), cross-linked polyethylene (XLPE) or silicon rubber.

8. When wiring extends from a stationary to a hinged part of a structure e.g.,


console swing-up horizontal sections, it shall be accomplished by grouping and
forming the wire into a loop, adequately supported at each end and of
sufficient length so that the wires in the loop shall not be subjected to bending,
tension or compression when the hinged part is moved to the full open
position.

9. The annunciator cabinets shall be wired to terminal blocks located in the


associated panel for annunciator interconnections (test, acknowledge, etc.)
and for external alarm contacts. All unused annunciator positions and auxiliary
contacts in the annunciator modules shall be wired to terminal blocks.

10. Indicating controllers having cascade set point provision and where not
interconnected to other instruments, shall have the set-point terminals wired to
terminal blocks in the associated panel.

11. All multiple common connections shall be wired from separate terminal blocks.
Instrument connections shall not be used for termination of multiple wiring, i.e.,
only 1 wire may be connected to an instrument connection.

12. Horizontal and vertical wiring between the terminal blocks and the devices
shall be enclosed in raceways. If plastic materials are used in raceways (metal
wiring raceways preferred), they shall be flame retarding. Wire fill in raceways
shall not exceed 75% capacity.

13. Wiring between the raceways and the devices may run exposed for distances
not exceeding 150 mm.

14. All exposed wiring shall be formed neatly with wires grouped in packs. Each
pack shall be bound with plastic ties and shall be substantially supported
throughout the board and raceways. Multi-conductor cable is not acceptable.

15. The cases of all panel or console mounted devices shall be grounded
effectively through the steel structure or supplementary ground straps.

16. Each panel shall be equipped with a solderless clamp type terminal lug bolted
to the structure for Royal Commission's 95 mm2 bare stranded copper ground
cable. The ground lug shall be located inside, near the bottom and shall
maintain high pressure metal to metal contact with the structure.

17. Each panel shall be equipped with 2 copper ground buses not less than
6 x 25 mm extending its entire length, installed inside, near the bottom,
bolted to, but insulated from the structure. One ground bus shall be used for all
cable shields and instrument ground applications, while the other ground bus
shall be used for power ground applications. A solderless clamp-type terminal
lug shall be provided at each end of each ground bus for a 95 mm2 bare
stranded copper ground cable.

18. Whenever the schematics or loop diagrams indicate a definite ground for a
circuit at the structure, a single wire for each circuit thus grounded shall be run
independently to the applicable ground bus and fastened thereto with a drilled
and tapped connection.

19. Each panel shall-be equipped with an individual power distribution panel for
connections to the nominal 120 V, 60 Hz power supply. Disconnects shall be
circuit breakers. Circuit quantities and amperage shall be as specified on the
schematic and/or loop diagrams.

20. Each nominal 120 V AC control loop power supply shall be wired to an
individual circuit breaker, and all elements of the same loop shall be fed from
one circuit. Wiring from devices to power distribution panel will be through

terminal blocks, in accordance with the schematic and/or loop diagrams.

21. A grounded, double outlet convenience receptacle, shall be provided inside


each panel and console, wired through a circuit breaker and terminal blocks to
the power source.

22. Panels and consoles shall be internally lighted by suitably located, shielded
and guarded fluorescent lamps. A switch shall be provided convenient to the
access door to control the interior lighting. The lamps shall be wired through a
circuit breaker and terminal blocks to the power source.

D. Terminal Blocks

1. External wiring for panel power supplies shall be terminated on the appropriate
isolator. Signal cables from strain gages, analyzers, resistance thermometers
and thermocouples may be terminated at their appropriate instrument.

2. A terminal block shall be provided, as the interface between the corresponding


conductors of each internal and external connection except those listed above.

3. The terminal blocks shall be mounted vertically where possible and not nearer
than 250 mm to the floor or less than 250 mm from any entrance fitting.

4. Terminal block rows shall be spaced not less than 150 mm apart and arranged
to permit convenient access to wires and terminals and to enable ferrule
numbers to be easily read.

5. Terminal blocks shall be grouped according to circuit voltage. Minimum


segregation shall be instrument (analog and digital), annunciation, and control
signals.

6. All incoming connections shall be made from the front of terminal blocks, and
not more than one incoming wire shall be connected to each terminal.

7. Terminal blocks shall be of the type which clamps the wire securely and
without damage between 2 plates by means of a captive screw. Terminal
blocks shall be snap-in rail mounted type. Blocks for analog current signals
shall be of a type which incorporates a disconnection plug and permits the
introduction of a test milli-ammeter without disconnecting any wiring. The
terminal size shall be appropriate to the size and rating of the wires connected
to them but shall not be smaller than those designated for 2.5 mm2 conductors.

8. A minimum of 25% spare terminals shall be provided, spaced out among the
utilized terminals.

E. Air System

1. Air supply shall be via an internal dual filter regulator system, complete with
isolating valves and pressure indicators. A copper or brass distribution
manifold with isolating valves and drain valve shall be provided.

2. All tubing shall be compression jointed copper.

3. All external signal and control tubing shall terminate at a bulkhead plate.

F. Flame Retardant

1. All panel and console materials used, including terminal blocks, raceways,
wireways, wire cleats, cable ties, and receptacles, shall be non-flammable as
defined in ASTM D635.

2. The Contractor shall state any exceptions to par. 2.02 F.1 requirement, giving:

a) Functional description of the flammable part.

b) Material description.

c) Flame-retardant characteristics of the material.

d) Device or instrument where part is used.

e) The reason for the use of the part.

3. Paints and/or other applied surface preparations shall contribute minimally


relative to the total combustible potential of materials or components in or on
the console or panels. No preparation or material used shall release toxic
gases or dense smoke or propagate flames when heated or exposed to open
flames. No material used shall be of polyvinylchloride (PVC).

G. Nameplates

1. All operating devices shall be provided with nameplates.

2. Nameplates shall be laminated plastic with white face and black core. Lettering
shall be in Arabic and English, as specified on the nameplate engraving
drawings.

3. Nameplates shall be aligned and attached with self-tapping screws inserted in


tapped holes in the board front. Screws shall be Phillips type round head.

H. Painting

1. Structural steel framework, panels and compartments shall be surface


prepared and painted before assembly.

2. All enclosure parts shall be thoroughly cleaned, degreased and given a


phosphatizing treatment to inhibit rust and to prime the metal for the finish
coating.

3. A 5 micron (0.2 mil) thick electrostatic powder paint coat shall be applied to all
surfaces. The paint type and process shall meet UL 1332 for electrical
equipment steel enclosures.

4. All enclosure covers and doors shall be painted ANSI Z55.1 No. 61 grey
(Munsell 8.3/G.10/0.54).

2.03 BOXES

A. For Boxes, refer to SECTION 16130.

2.04 CONTROL CENTERS

BOXES, PANELS AND CONTROL CENTERS

PART 3 EXECUTION

3.01 GENERAL

A. The Contractor shall provide all materials, equipment and labor as deemed
necessary for complete and proper execution of the work.

B. After the installation is completed and properly adjusted, the Contractor shall conduct
operating tests. The various equipment and systems shall be demonstrated to
operate in accordance with the requirements of the specifications. Tests shall be
performed in the presence of the Royal Commission's representative. The Contractor
shall provide electric power, instruments and personnel necessary for performing the
various tests.

3.02 INSTALLATIONS

A. General

1. All installation details, write up on handling of the equipment, instruction


manuals and latest revised drawings furnished by manufacturer shall be
available at site prior to installation of the equipment. These details shall be
reviewed by Royal Commission’s representative. The details and instructions
furnished in these documents shall be followed carefully during installation of
the equipment.

2. Ensure that all buildings and rooms for the installation of the equipment are
ready, complete and clean. All embedded channels and anchor bolts shall be
in place as per layout drawings.

3. All the facilities required for transportation of electrical equipment from store to
site such as competent manpower, crane and trucks of adequate capacities
shall be supplied by Contractor.

4. All equipment moved to the site shall be inspected for damage or deterioration
during storage. Tag numbers and nameplates shall be verified with the details
given on the Contract Drawings.

5. Installation of the equipment shall be in accordance with the NEC,


manufacturer’s instructions and as shown on the Contact Drawings.

B. Installation of Control Panel

1. Installation of Control Panel shall be in accordance with the relevant standard


as specified in par. 1.04, NEC and as shown on the Contract Drawings.

2. The floor mounted Control Panel shall be mounted on a 100 mm concrete pad
and anchored to two 100 millimeter minimum channel iron sills, by tack
welding or bolting. Sills shall be furnished by the Contractor to suit the panel
and shall be leveled and grouted flush into the concrete pad by the Contractor.

3. Wall mounted Control Panels shall be securely fastened to the wall utilizing
expansion bolts or mounting channels. The Panels shall be mounted square

to the building lines.

4. The Control Panel shall be located in such a way that the present and future
conduits shall be conveniently connected.

5. All power and control wiring as well as pneumatic piping shall be completed as
per Contract Drawings.

6. Ground the Control Panel as specified in SECTION 16060.

3.03 TESTING AND COMMISSIONING

A. General

1. The Contractor shall carry out all site tests in accordance with approved test
procedure to ensure that the equipment and materials comply with the
specifications and operational requirements. All tests shall be subject to
witnessing by the Royal Commission’s representatives.

2. At least 4 weeks prior to scheduled tests, the Contractor shall submit to Royal
Commission an outline of the plan and procedures to be used in performing
the site inspection and site tests. This outline shall include a brief description
of the test equipment, connection diagrams, proposed tests and procedures,
test sheets, calculations, reference drawings and minimum/maximum test and
performance values in conformance with applicable standards which will be
used to determine conformance with the specification and acceptability of the
equipment and installation.

3. Upon completion of installation and prior to final acceptance, each component


of each system shall be tested to the complete satisfaction of the Royal
Commission. The various equipment and systems shall be demonstrated to
operate in accordance with the requirements of the specifications.

4. The Contractor shall provide all test instrumentation, equipment and


accessories necessary for demonstration and putting the equipment into
operation.

5. All testing equipment shall be calibrated by approved authorities and


calibration certificate shall be provided to Royal Commission for their review
and approval.

6. Upon completion of all testing, the Contractor shall submit 5 copies of a


certified report attesting that each test has been performed in accordance with
the approved test procedures. The report for each test shall include the name
of the person in-charge of test and the date of performance. All factory and
field test reports shall be included in Operation and Maintenance Manuals.

B. Test and Check-Out on Control Panel

1. Check all board mounted devices to assure that they are securely attached.

2. Check all terminal blocks and interconnecting wiring to assure that they are
firmly secured and have covers where applicable.

3. Check that all connections and identifications are made in accordance with the
relevant scheme.

4. Check ground bus bar continuity and connection to plant ground grid. The
grounding resistance shall comply with recommendations of IEEE 142.

5. Perform insulation resistance test on power and control wiring and verify that
the insulation resistance of ungrounded conductor to the ground is a minimum
of 10 Megaohm. Megger or other high voltage test shall not be carried on co-
axial cables.

6. Perform ratio and polarity test on instrument transformer.

7. Each electronic instrument control loop shall be tested by connecting an input


signal of the correct range to the panel input terminals.

8. Analog controller output signals shall be measured with an appropriate output


load and meter.

9. Temperature instruments, devices and associated input signal wiring shall be


tested with an appropriate millivolt or resistance input signal matching the
corresponding instrument range.

10. The simulated input signal shall be varied over the full range and each device
shall be checked for correct operation, interconnecting wiring, shielding
grounds where required.

11. Perform operational tests on various components including electrical and


mechanical interlocking, local and remote controls, local and remote position
indication, local and remote measuring and metering.

12. Perform functional tests on all control circuits using elementary diagram.

13. All annunciator wiring shall be tested by simulating the external alarm contact
position during alarm and normal conditions.

14. Pneumatic tubing system shall be checked in accordance with instrument


schematic diagram.
