Urban Development Department

The department was constituted to provide necessary financial support through

various schemes/programs and administrative control over the works of civil local
bodies of the state for development and expansion of infrastructure in urban areas.
Before independence was known as Public Health Department changed to Local
Autonomous Governance and then to Housing & Urban Planning Department which
branched out to form Housing & Urban Planning Department and Urban
Development Department. Presently, these organizations are working under it:

3. Construction and Design Services
4. Reginal Centre for Civil & Environmental Studies
5. UP State Ganga River Conservation Authority
6. Jal Institute/ Jal Kal
7. Urban Local Bodies
8. UP Municipality Financial Resource Development Board

Housing & Urban Planning Department

The department was established to ensure planned development of urban areas and
to create a proactive environment for affordable housing. The department has taken
steps to make citizens aware of the laws, policies, programme and procedural
simplifications carried out, under this PMAY runs and Regional Plans are made.

 Town and Country Planning Department

Initially, there activity was completely advisory in nature but now they are
involved in making of various plans, acts as technical advisor to the
Government regarding planning and also involved in framing policies, bye-
laws and zoning regulations under administrative control of HUPBD. Also,
assists the government for creation of new Regulated areas, Development
Authorities and Special Area Development Authorities.

Public Works Department Government of Uttar Pradesh

The PWD execute the construction, improvement, strengthening and maintenance of

roads and bridges. It is also responsible for the construction of certain buildings of
the state government and their maintenance.
Uttar Pradesh Rajkiya Nirman Nigam

A construction company working under the state government and works on various
range of projects. Its services involve maintenance of building, project management,
building construction, architecture and structural.

Varanasi

Varanasi government has 3 urban local bodies under it. The departments working
under it are Revenue, Police, Education and Varanasi Development Authority.

Varanasi Development Authority

VDA was established by the state government in order to develop the infrastructure
in the city. They develop the cities commercial and residential by preserving the
traditional glory. The authorities work is to plan, implement and co-ordinate
developmental activities in a structured way. It is also responsible for developing
master Plan of the region. The VDA has following divisions under it:

Varanasi Nagar Nigam

VNN (Municipal Corporation) is the governing body of the city, consisting of

democratically elected members, headed by a Mayor and administers the
infrastructure and public services, under it works the DUDA (District Urban
Development Agency) department.

 DUDA: The function is to coordinate, in order to avoid functional overlaps

amongst various agencies and create urban infrastructure.
