Gentlemen:

Greetings!

Please be informed of our actual working condition for implementing the project Construction of two (2)
storey Six (6) Classroom School Building Palumbanes Integrated School at Palumbanes Island,
Caramoran, Catanduanes.

We regret to inform you that we are experiencing difficulties in transporting/Hauling construction

materials through sea due to:

1. Unexpected bad Weather condition frequently occur endangering the Bangka,

materials hauled and the lives of workers.

2. Big waves on fair whether condition which is regular at the sea area causing severe
difficulty to cross with heavy load often results to no bangka trip. ( kutch ang gsto
kong sabihin jan kahit walang masamang pnahon malakas ang alon s area ng
palumbanes. )

3. Disadvantageous high and low tide schedule resulting to difficult unloading of

materials worsen by unfavorable seashore topography; ( kutch ang ibigsabihin ko
jan ung schedule ng high tide kasi pangit example mg lolotide ng 6am tpos mg
hahaigh tide plang ng 3 0r 4pm… alanganin n sa tao mgdiskarga kasi aabutan sila ng
dilim saka hindi n nila kyang iakyat s may hindi aabutin ng tubig pag mg hightide)

4. Due to this conditions the bangka is forced to wait for the peak of high tide before
unloading materials to be able to pass thru large stone formations at Palumbanes
seashore in an attempt to avoid damages to the Bangka;

5. In some cases where high tide schedule falls at night-time, workers are forced to use
balsa to unload materials from the Bangka with an estimated distance of 300 to 400
meters, in this process workers and materials has the possibility to fall on to water
and the same time workers is stressed and strained specially when big waves hit the
Bangka while transferring materials from Bangka to balsa.

With this information, we would like to request from your good office to remove the limit for the
number of working days for the project because of the unpredictable conditions and necessary delays
we have to do in a regular basis.
