MODULE 2 – Activity 2

1. Give an example of the time the Philippine Government exercised its sovereignty either
internal or external.
Sovereignty is one of the important elements of the state to govern. Philippine
Government exercised its sovereignty to regulate and administer the people within the
country in other words an internal sovereignty. Philippine has its Laws and Policies that
will guide the people and educate them to follow for the betterment of the country. These
Laws and Policies provides rules about humanitarian, environmental, rights, violations,
etc. that will enforce to penalize, punish, and to achieve the justice or freedom of people,
animals, or company and others with national boundaries. Philippine gov’t provides
safety protocols and policies when Covid-19 cases increases in the country, that mask,
physical distancing, face shield, and sanitation are required for each places and
establishments enable to stop the spreading of virus. The people violated those protocols
and policies is being arrested by the authorities (Brgy, officials, PNP, AFP).

2. Does the Philippine Government practice ALL the duties of the state?

Every government of a state is responsible for its duties to the country for the
betterment and to achieve a systematic society. The Philippine Government doing its duty
in terms of Peace and order and national security by having a policies and regulations in
within its territory as well as the authorities of PNP and AFP as well as the local
government to barangay officials. These policies and regulations help the government to
have an easier to eliminate the misconduct of the people, become a peaceful society and
independence of all.
The Political harmony or good laws of the Philippine government implementation
in way of peaceful interaction between the branches of the government from legislative,
executive, and judiciary. In every administration of Philippine government mandating
and they regulate the coordination and participation of congress as well as to the Local
Government Unit. In proposing a bill, they discuss about how and why this bill is
important to the Filipinos and to the country by conducting a peaceful meeting and voting
of every person from the government.
Social justice according to Article 13 Sec. 1 of 1987 Philippine Constitution it
says that “The Congress shall give highest priority to the enactment of measures that
protect and enhance the right of all the people to human dignity, reduce social, economic,
and political inequalities, and remove cultural inequities by equitably diffusing wealth
and political power for the common good.” However, the government and the justice
system of the Philippines seems not following and implementing the social justice.

Because as I observe many cases about humanitarian abuse or violence get closed
instantly specifically with the people that has no ability when it comes financially. Also,
justice system in the Philippines sometimes being bias just because a politician or a
celebrity they process their case immediately than the normal people or the not-so-special
for them. In my point of view social justice in the Philippine is not exercised as it is.
Economic development is a duty of government enable to become a developed
country and economically empowered. The economic development in the Philippines
seems every economic planning and projects are still a plan because our country still
suffering with the problems of debt and poverty as well as the rising of unemployment.
As to my perspective there’s a lot of infrastructure and modernization happening yet the
country is not being economically independent. The Philippine government focusing on
the way the people see the structures of the cities yet the sad reality is poverty still
existing and increasing.

3. Give an example of a country who had a “TYRANT” leader but their country was
prosperous. Explain.

Indira Gandhi is the first woman that become a prime minister of India and also,
become a dictator of the country. Indira Gandhi was an authoritarian leader who ruled for
herself and not for the people’s benefit. She disturbed the balance between judiciary and
executive, and suspended democracy for 2 full years, jailing all political opposition.
However, Indira Gandhi fight for the Government freedom from the British colony. As
the Prime Minister, Indira carried forward the Nehru legacy in economic planning. Like
Nehru, she was committed to achieving self-reliance in crucial sectors like food grains,
defense and technology. Through the measures pursued by her, the Indian economy was
insulated from adverse international issues such as the oil crisis. She also worked towards
bringing down inflation to a reasonably low level, both in the mid-seventies and the early
eighties. The domestic production of crude oil had been stepped up substantially during
this period. She second phase of land reforms undertaken in the early seventies altered the
scenario in rural India by preventing the concentration of land in just a few hands. It
provided land to millions of landless families. She took also a special interest in space
research and research for peaceful uses of atomic energy. Provides nationalized bank,
commercial banks and the Green Revolution in India was one of the important pieces of
Indira’s radical programmed in the mid and late sixties. Indira Gandhi for some Indian
people is cruel and a tyrant but she also develops the country in economic and social
aspect.

4. Amongst all the forms of government, which do you consider is the best? And why?
Explain.

The best form of government is Presidential, since people also involve with
selecting process as well as the 3 branches of government is separated to each other.
Presidential system is a democratic and republic government because people has rights to
elect the best leader for them to govern the country. Presidential government gives people
a freedom to vote and rights to choose that makes their voices heard. It exercises direct
elections, separation of powers, speed and decisiveness, and stability. The planning, laws,
regulations and control is responsibility of a Presidents which also the branches of the
government. This form of governments and the duties of state will be exercised in a
orderly and organized to become easier to achieved a systematic society and the relation
to its constituents. Also, people tend to follow the president and since it’s a democratic-
republic government people opinions and suggestion are important enable to be a
peaceful diversity between the people and government.
