1 INTRODUCTION
► The Indian sports sector is experiencing a sea of changes with all round
developments initiated by the Government, the private sector as well as non –profit
organizations
► Ministry of Youth Affairs and Sports (MYAS) gained the approval of Ministry of
Corporate Affairs (MCA) for inclusion of sports infrastructure, construction and
maintenance as part of CSR activities
► Government initiatives like Khelo India and Mahatma Gandhi National Rural
Employment Guarantee Act (MGNREGA) to promote sports
► Indian sports sponsorship market grew 19.3% to $0.95 billion (INR 64 billion) in 2016
► The media spends accounted for 54.8% out of the total sponsorships, share followed
by on-ground advertising/sponsorship (18.2%), team sponsorships (10.9%), franchise
fees (8.5%), and endorsements (7.4%). **

renowned sportspersons
3 OPPORTUNITIES
► NITI Aayog has advised the government to bid for and host 100 major international
sports events till 2026 by creating a separate arm under the Sports Authority of India

► The sports sector in India has witnessed a number of recent developments, which have
contributed to its significant growth. Although cricket continues to be the leading sport in
the country, other sports have also gathered sizeable interest over the past few years.
► Establishment of new leagues in football, hockey and less established sports such as kabaddi
is changing the face of Indian sports: players are getting a global stage to showcase their
talent and viewers are getting the opportunity to get more involved in their favourite sports.
► This rise in popularity of sports and the frequent hosting of large sporting events in India
provide ample business opportunities for corporates.
► The result is not only increased branding and sponsorships but also growth in sports start-
ups. Entrepreneurs — many of them former amateur sports people — are setting up new
businesses ranging from e-tailing sports apparel and goods to providing sports analytics.

UTTARAKHAND STATE OVERVIEW
► The state of Uttarakhand was formed on 9th November 2000 as the 27th State of India,
when it was carved out of northern Uttar Pradesh
► The state is close to the National Capital and has excellent connectivity with its neighboring
states
► Uttarakhand has expressed its desire to host the 38th National Games
► At present, the state is running two sports colleges namely Maharana Pratap Sports College,
Dehradun and Sports College near Lelu village at Pithoragarh District.
► Maharana Pratap Sports College has established college for the budding players of the age
group of 10 to 12 years, under which 06 have played technical training in athletics, football,
volleyball, boxing, cricket and hockey in Uttarakhand state.
► Education is affiliated to the Department and according to the education program of the
education department, there is a system of teaching upto class XII class 12.
► To develop sporting talent in all the 13 districts, the government of Uttarakhand aims to
eventually build sports hostel in every district across the State.

The International Shooting Sport Federation (ISSF) is recognised by the International Olympic Committee as
the sole controlling body of International Amateur Shooting Sports at international and worldwide levels of
competition.
The ISSF controls the technical regulations in all the target shooting disciplines including pistol, rifle, running
target and shotgun.

India Performance in Shooting
► The shooting sport in India has gained worldwide recognition, after Major
Rajvardhan Rathore won the first individual silver medal at the 2004 Athen
Olympic Games.
► India touched another milestone in 2008, when Indian shooter Abhinav Bindra
won the country's first Olympic individual gold medal at the Beijing Olympics.
► Some of the legendary Indian shooters, who have excelled in the sports and
have brought a lot of glory to the country, include Gagan Narang, Rajyavardhan
Rathore, Anjali Bhagat, Dr Karni Singh, Randhir Singh, Samresh Jung, Jaspal
Olympic medal
Department of Sports under Ministry of Youth Affairs and Sports has identified 10 Olympic
sports disciplines in which India has greater potential for excellence and winning medals. On
the whole, shooting is one of the discipline shortlisted by Government of India in which there
are fairly large number of events thereby increasing the potential number of medals that can
be won by Indian sportspersons.
The disciplines identified are:
► Athletics; ► Judo & Taekwondo
► Wrestling; ► Boxing
► Rowing, Sailing, Kayaking & Canoeing ► Archery;
► Shooting ► Badminton; and
► Weightlifting ► Field Hockey

Proposed framework:
► The Government will also set performance measurement targets and a monitoring
mechanism to ensure sustainable development
► The private player will establish requisite facilities which will be at par with international
standards. It will also be the responsibility of the private player to manage and ensure the
facility remains the best in class

► Project cost: The estimated project cost is INR 35.72 cr. The major expense area would be
the construction and civil works
► An initial investment of INR 2 cr. has been made by the Directorate of Sports, Government of
Uttarakhand
► An investment of INR 33.72 cr. is to be born by the investor
► Means of finance: With focus on use of PPPs, majority funds are expected to be contributed
by private players
