1. PURPOSE OF THE GRANT

 To do a documentation report of human rights issues and concerns in the workplace and residents

o More than 25 tannery businesses are located in Khan-Uul district, and 180,000 populations
live in Khan-Uul district, with more than ten tannery factories near residents, especially in
the 20th khoroo Khan-Uul district. There is no data, but we assume that each tannery
business has more than 60 workers.
o According to the studies, Tanning is treating skins and hides of animals to produce leather.
A tannery is a place where the skins are processed. Tanning damages skin cells and speeds
up visible signs of aging. Worst of all, Tanning can lead to skin cancer. It is a fact: There is no
such thing as a safe or healthy tan. According to the Human Rights Watch's study, past and
present tannery workers described and displayed a range of health conditions including
prematurely aged, discolored, itchy, peeling, acid-burned, and rash-covered skin; fingers
corroded to stumps; aches, dizziness, and nausea; and disfigured or amputated limbs.
o There is no data about whether tannery factories near residents affect the residents' or
worker's health. Even there is no data that how tanning business protecting worker's human
rights.
o There is several media information that residents near tannery business complaints toxic
smells of Tanning. The city mayor's failure to do nothing against tannery business. Thus, the

rights issues.

determine that the carrying out or omission of a mayor's action was illegal and order the mayor to
take action on the tannery business. If the Court decides that there are grounds and makes an order
to instigate a case against mayor and tannery businesses, we can access all data in the tannery
business.
 To complain to the National Human Rights Commission of Mongolia to access tannery business's
factory.
 To take a questionnaire from residents near tannery business and workers of tannery business.
 If Court decided on the residents' side, around 180,000 residents of Khan-Uul district and workers of
tannery business will get beneficiaries.
