BRIEF
The AAPoly Bank has over 200 branches around Australia and employs over 1600
people. Due to recent changes to WHS legislation, as well as fear of random
inspections from WHS authorities, the AAPoly Bank decided to educate its employees
in WHS issues.
Until now, the AAPoly Bank and neglected to train all employees in WHS matters. The
only staff who received training in safety procedures was bank tellers and security
guards; any employees working behind the scenes (such as accountants and
administration staff) were ignored.
The head of AAPoly Bank quickly appointed a National Work Health and Safety
coordinator (Mr. Thomas), to be responsible for bringing the AAPoly Bank in line with
WHS legislation. However, Mr. Thomas was unfriendly and unreceptive to suggestions,
and had very little experience in the financial industry.
Mr. Thomas held a meeting with the AAPoly Bank Managers from around the country.
The meeting was ‘shot’, with Mr. Thomas ignoring any input or suggestions from the
Bank Managers. Mr. Thomas was offered a tour of the major AAPoly Bank branches, to
get a feel for the environment he was responsible for improving, but refused, saying it
would be a waste of his time.
Mr. Thomas decided that rather than educating employees with training course or WHS
induction courses, he would compile a one-size-fits-all training manual to be distributed
to all the AAPoly Bank employees.
The manual was hastily compiled, and roughly six centimeters thick. Each employee
received a copy of the manual, but very few read it due to its large size, difficult
language and overly general information it contained.
The AAPoly Bank spent almost half a million dollars hiring Mr. Thomas, and printing and
distributing training manuals, yet its staff knew no more about WHS and safety at work
than they did before Mr. Thomas was appointed.

AAPoly Bank. What steps would you take to:

a) First of all, Mr Thomas, without experience in the financial industry, should have
been listening to all the suggestions by the managements at the meeting. His
approach with the employees of the AApoly Banks was completely wrong. He should
had listen, record and then analyse all the ideas could came from the meeting. Also
he should have organise WHS staff training and a better and easier reading WHS
manual.
b) Because nothing changed and money have been spend, Mr Thomas could be in
trouble since more accidents may occur and the company may get a big fine if
inspected by WHS authorities.
c)
Promote more effective communication and consultation from now on will be will be
the goal of our Principal Health and Safety Officer.

safely, and with all possible measures taken to remove (or at least reduce) risks to the
health, safety and welfare of workers, contractors, authorised visitors, and anyone else
who may be affected by our operations.
We are committed to ensuring we comply with the Work Health and Safety Act 2012,
the Work Health and Safety Regulations 2012 and applicable Codes of Practice and
Australian Standards as far as possible.

The employees of AApoly are responsible for identify risks and find ways to manage or
overcome them; they should take reasonable steps to safeguard the H&S of the rest of the
staff and of the people visiting our premises providing a safe entry and exit arrangements,
including during emergency situation. Provide and maintain safe working areas, equipment
and system, handling, storing and transporting by WHS rules.
