Risk Management

The Department of Health recognize the risk of the pandemic on March 7, 2020 when
there was a localized transmission of the Covid-19 here in the Philippines so they raised the alert to
Code Red Sub-Level 1. Localized transmission means even though that he or she has no travel history
but still got the Covid-19. In April Data analysis by a team of experts from the consortium Deep
Knowledge Group revealed that the Philippines is among the top 10 countries facing serious risks during
the ongoing pandemic, together with Italy, the United States, the United Kingdom, Spain, France,
Sweden, Iran, Ecuador, and Romania. The Philippines ranked 9th among the riskiest countries to be in
during the corona virus pandemic, according to a recent analysis of global pandemic data.

There was many ways in how the Philippines respond in the risk of the Covid-19
pandemic. At first they tolerate the Covid-19 because we only have handful of Covid-19 positive. They
treat it like the other disease and do some prevention so it will not spread. They put an Enhanced
Community Quarantine or the ECQ to lessen the risk of spreading of the virus. They put a social
distancing policy and to avoid people's or the mass gathering. The people who has the virus has been
transfer to isolation to keep it from spreading and they increase the detection of the people who have
Covid-19 so they can isolate them and treat them. The government also give allowance to fight and
terminate this pandemic.

In resources control, the government put a limit to people on how many can they buy in certain items
like the alcohol so everyone has chance to buy them. Even in food they put a limit because some of the
people are making this pandemic even worse by buying items and foods and sell it to higher price than
the right price. The government buys medical supply in other country to help our country and fighting
the risk of the pandemic. The government also laid down a plan called National Action plan or the NAP
that was aimed to address the threats and risk of Covid-19 in our country it aims to “adopt measures for
containment and mitigation of the spread of the virus to reduce the spread of new cases and to facilitate
the detection, identification, and isolation of COVID-19 carriers.

In the reporting of risk the government has a team that will monitor and report about the corona virus,
one of the team is the Inter-Agency Task Force on the Management of Emerging Infectious Diseases
(IATF-EID) The IATF-EID was convened in January 2020 to address the growing viral outbreak in Wuhan,
ChinaThey made a resolution to manage the spreading of the new virus, which was known at the time as
2019 novel coronavirus (2019-nCoV) and eventually renamed to severe acute respiratory syndrome
coronavirus 2 (SARS-CoV-2), the virus that causes coronavirus disease 2019 (COVID-19). On March 9,
2020, President Duterte called the IATF-EID amidst the rising cases of COVID-19 in the Philippines.
President Rodrigo Duterte meets with members of the IATF-IED on May 19.

On March 25, 2020, the IATF-EID revealed a National Action Plan (NAP) to slow down the spreading of
COVID-19. The NAP was created to effectively and efficiently implement and decentralize the system of
managing the COVID-19 situation. In addition, the IATF-EID created the COVID-19 National Task Force
headed by Department of National Defense Secretary Delfin Lorenzana, which handles the operational
command. At the same time, the IATF-EID became the "policy-making body of operations" while the
National Incident Command administers the daily concerns and operations.

The Joint Task Force COVID-19 Shield headed by General Guillermo Eleazar is a task force intended to
enforce quarantine protocols in border checkpoints and streets, and maintain peace, order, and security
throughout the country to help control the spread of COVID-19. The task force is composed of the
Philippine National Police (PNP), the Armed Forces of the Philippines (AFP), the Philippine Coast Guard
(PCG), the Bureau of Fire Protection (BFP), and Barangay Tanods.

In April 2020, the IATF-EID appointed Metropolitan Manila Development Authority (MMDA) chair Danilo
Lim and Bangsamoro Chief Minister Murad Ebrahim to lead the regional inter-agency task groups in
Metro Manila and Bangsamoro, respectively. The Office of Civil Defense was tasked to lead the regional
task forces in other regions.

If I were the risk management the first thing that I will do to mitigate the risk is to put the people that
has travel history in places that have the virus and isolate the income people from the country that has
the virus. Then like the government I would put the Enhanced Community Quarantine or the ECQ so it
will limit the interaction of people. I will also put policy about mass gathering because there is a high
chance of spreading of the virus there. I will also put a team that can help me manage the risk because it
will lessen the error that I might do. I will also use the risk management process that can help me and
my team to lessen the risk that we are facing such as the using of 8R's and 4T's.
