AN ORDER ESTABLISHING COVID-19 WORK POLICIES AND REFERRAL


SYSTEM FOR MEDICAL AND PSYCHOSOCIAL SERVICES

Whereas, the Philippines has been placed under a State of Public Health Emergency
since CY 2020 by virtue of Proclamation No. 922 due to the threat of
COVID-19 to public health and national security;

Whereas, Inter-Agency Task Force resolutions provide guidelines on the minimum


public health standard which need to be upheld especially in the
workplace;

Whereas, since the Barangay personnel are at risk of contracting the virus due to
their nature of work, guidelines on the interventions to be undertaken in
case personnel contracts the virus should be promulgated to contain the
spread of virus;

Whereas, it is the duty of the Barangay, together with the help of the City
Government to facilitate plans and measures to curb the spread and
further transmission of Covid-19;

NOW THEREFORE, I, Joel S. Bacolod, Punong Barangay of Barangay of Barangay


176 Zone 15 District I – Bagong Silang, Caloocan City, by virtue of the
powers vested in me, do hereby establish the COVID-19 work policies and
referral system for medical and psychosocial services as follows:

SECTION 1. Intervention when personnel exhibits symptoms or test positive.

1. Isolation
1.1 Personnel with persistently elevated temperature (37.5 Degree Celsius
and above), with or without COVID-19 signs and symptoms, shall be
temporarily placed in EMPLOYEES ISOLATION ROOM, which is the
designated Isolation Area of the barangay, and/or immediately
referred to the Barangay Health Center for proper evaluation.

1.2 Personnel exhibiting COVID-19 symptoms shall be immediately held in


the Isolation Area and sent home or to a health facility, depending on
the advice of the Barangay Health Center or Caloocan City Health
Department.

2. Provision of Medical and Psychosocial Services
2.1 The Barangay Health Emergency Response Team (BHERT) shall
immediately report confirmed cases, symptomatic personnel, and
those considered as close contact, suspect or probable in the Barangay
Hall to the Barangay Health Center and Caloocan City COVID-19
Command Center.
2.2 The BHERT shall coordinate with the Barangay Health Center and/or
Caloocan City Health Department to support affected personnel in the
provision of medical and psychological services such as testing,
endorsement to quarantine isolation facilities, or counseling.

SECTION 2. DESIGNATION OF THE BARANGAY SAFETY OFFICER.

1. Ms. IMELDA ORDUÑA is hereby designated as the Barangay Safety Officer


with the following duties and responsibilities:
a. Coordinate with the appropriate bodies, such as BHERT, for support
and referral to community-based isolation facilities for confirmed cases
with mild symptoms, and to health facilities for severe and critical care.
b. Undertake contact tracing or coordinate the conduct thereof.
c. Monitor status of employees quarantined or isolated, and
d. Implement re-integration and return to work policies.

SECTION 3. EFFECTIVITY. This Order shall take effect immediately.

Let copies hereof be furnished to all concerned offices for information, reference and
guidance.
