Functions and responsibilities

In the performance of duties, the Election
Committee is guided by the following:

General Assembly

Functions of the Election Committee
(as stated in R.A. 9520)

• ELECTION COMMITTEE
1. Formulate election rules and guidelines and
recommend to the General/Representative
Assembly for approval;
2. Implement election rules and guidelines duly
approved by the General/Representative
Assembly;
3. Recommend necessary amendments to the
election rules and guidelines, in coordination
with the Board of Directors, for the
General/Representative Assembly’s approval;
4. Supervise the conduct, manner and procedure
of election and other election related activities
and act on the changes thereto;

5. Canvass and certify the results of the
election;
6. Proclaim the winning candidates;
7. Decide election and other election related
cases except those involving the Election
Committee or its
members; and
8. Perform such other functions as prescribed
in the By-laws or authorized by the
General/Representative Assembly.
PRE-ELECTION

1. PROMULGATE RULES AND REGULATIONS OF THE


ELECTIONS
Gather election rules and regulations from other
cooperatives
Select provisions that suit own cooperative
Draft additional rules and regulations not indicated in the
By-Laws
2. Pass upon qualifications of candidates. It shall:
 Secure a list of MIGS or entitled to vote as of
end of fiscal year before the election/GA
 Review and deliberate qualifications for every
elective position
 Gather information on the qualifications of
candidates
 Make a list of qualifications or criteria for each
elective position
 Publish qualifications through bulletin boards,
flyers, and other distributed materials
 Accepting certificates of candidacy at least 1
month prior to GA
PRE-ELECTION

3. SCREENING OF CANDIDATES
 ELECOM reviews certificates of candidacy per By-Laws
and/or ERR on qualifications and disqualifications
 Any member entitled to vote may contest the
qualifications of a candidate to the ELECOM before the
election
 The ELECOM shall decide on the certificate of candidacy
by a vote of the majority. The decision may be appealed to
the GA by the disqualified candidate.
PRE-ELECTION

SCREENING OF CANDIDATES
 Certificates of qualified candidates shall be
segregated from those disqualified and both shall
be notified accordingly
 The ELECOM Chair shall be ready to announce and
introduce the qualified candidates during the GA
 ELECOM shall, schedule and conduct orientation on
rules, regulations, duties and responsibilities of
officers before the election.
PRE-ELECTION

4. Prepare for the conduct of elections. It shall


 Discuss among themselves the strategies in
conducting the elections based on the approved
Election Rules and Regulations (ERR)
 Identify tasks during the following phases:
a. Pre-election (conduct of campaign)
b. Actual election
c. Post election
 Distribute tasks among Elecom members
a. Chair as presiding officer during elections
b. ELECOM Secretary to present roster of MIGS, canvassing of
votes
During Election

1. Supervise the conduct of election


• Distribution of election forms and paraphernalia
• Supervision of the conduct and activities of the election
tellers
• Verification/validation of reports made by the board of
election tellers
• Canvassing and/or summarizing of votes as initially
counting by the board of election tellers
• Proclamation of winners
Post-Election

1. Receive and decide election protest


2. Supervise the election of Board and/or committee
officials during organizational meeting
3. Prepare comprehensive report on the conduct of
elections
4. Update list of elected officials
5. Review and evaluate effectiveness of the election
rules implemented
Post-Election

7. Review existing rules and regulations and


propose amendments
8. Supervise the voting for the removal of elected
officers, amendments, dissolution of the
cooperative and all matters brought before the
general assembly necessitating their intervention
Duties and
responsibilities of
Election committee
members
Elecom Chairperson:

• Preside over all meetings of the committee;


• Establish linkage/communication with the
BODs and other functional bodies;
• Present recommendation on election rules
and policies to Board and General Assembly;
• Perform such other functions as necessary
Elecom Vice-chairperson:

• In the absence or disability of the


chairperson, perform all the duties and
functions of the chairperson;
• Perform such other duties as may be
delegated to him/her by the committee;
Elecom Secretary:
• Maintain a correct record of minutes of the
committee meetings;
• Prepare the necessary documents for the
implementation of relevant actions;
• Ensure that all the policies and procedures of
the committee are complied with;
• Secure from the Secretary of the coop the
list of members entitled to vote;
• Perform such other duties as may be
prescribed by the committee.
Elecom Secretary:
• Maintain a correct record of minutes of the
committee meetings;
• Prepare the necessary documents for the
implementation of relevant actions;
• Ensure that all the policies and procedures of
the committee are complied with;
• Secure from the Secretary of the coop the
list of members entitled to vote;
• Perform such other duties as may be
prescribed by the committee.
