PROPOSAL FOR CAPACITY BUILDING OF RURAL WOMEN

PROJECT TITLE: RURAL WOMEN CAPACITY BUILDING FOR ENTREPRENURSHIP

EXECUTIVE SUMMARY:

The youth capacity building project will be located (Taja eneo/mkoa/wilaya/kijiji/kitongoji) and
the project will be confined on equipping the entreprenurship skills among the rural women. The
project is targeting a minimum (Taja idadi ya wanawake mnao kusudia kuwaelimisha mfano
1000) rural women. The project will last (taja muda wa mradi,mfano one year 2021-2022) and
the implementing organization is (taja jina la NGO itakayosimamia mradi)

The project design will emphasize issues of flexibility during implementation. Adjustments in
design will include the incorporation of poverty eradication programmes, improved home
programmes, the implementation of the revolving credit fund and the establishment of the liaison
office in Dar es salaam

The project will take off with the entire grass root rural women in (taja eneo la mradi)
geographical area. The rural women will be exposed to a variety of skills including, book
keeping and financial management, loan acquisition and servicing crafts, zero grazing, retail
shop management, pottery, poultry among others

The skills realized from this project will be extended to other women groups in the neighboring
parishes to empower them also in their day-to-day activities. The income that will be realized
from the project activities will facilitate youth to realize quality of life.

This project will impact heavily on socio-economic, political and psychological life of women in
the study area in particular and Tanzania in general to lead a productive life in order to
participate in poverty reduction and general well being. Rural women must acquire life skills in
development strategies to effectively manage their income generating activities. To do this, they
need external help in training, supporting, coordinating and stabilizing their capacities
(empowerment).

The project will require a total amount of (Taja kiasi cha pesa mfano,50,000,000 Tshs) This
money is required to purchase the inputs to this project.
Definition of capacity building
Capacity building is a priority issue within development planning and refers to the development
of sustainable skills, organizational structures, resources and commitment towards improvement
in income and quality of life. Capacity building activities are integral to developing and
improving the quality and effectiveness of organizational services.

Background of the study area

(Taja eneo la mradi) bordered by areas of (Taja eneo/maeneo linalopakana na eneo la


mradi)The place has a poor infrastructure of roads, housing, health facilities with a few nursery
and primary schools and no secondary school in the zone. The conditions of housing(Taja eneo
mradi) are worrying because people live in small and poorly built houses some made of mud and
others made of wood. The general poor health conditions, poor drainage systems all worsen the
living conditions for people working or staying in this area.

The place has a high population concentration of about 48000 people during the day because a
lot of people come in from different areas to do business. Kalema William, the LC 1 Chairman
explained that having a big population alone is not a big problem but the number of young
people aged between 12-30 years is growing very fast yet most of them have nothing to support
themselves because they are unemployed. Gambling and other games of chance make the day for
most youth both female and male.

According to Kampala City Planning Unit it is estimated that by the end of the year 2017,
Kampala District Central Division alone will be having a population of about 500,000 people
during the day because it is the main business centre and Kisenyi alone will be having a
population of about 100, 000 during the day since the place is a home for almost all sorts of
informal businesses.
Records from Kisenyi Community Centre (2014-2016) indicated that young people aged 12-30
years constituted around 73% of the total population of Kisenyi during the day but most of them
are either unemployed or underemployed in a way that some had attained university education
but failed to secure jobs in the formal sector, many uneducated and unemployed are drug addicts
and pick pocketers making them criminal characters.

The high population growth in this area suggests a social problem and this project is intended to
bring together in partnership social institutions like Makerere University, Private Sector,
business Consultants, the Government, NGOs, multinationals and experts in poverty reduction

Problem statement

Many young people in Kisenyi 1 parish are trapped in a very difficult situation of unemployment
which has always caused them un told suffering and living under poor conditions. Government
and other stakeholders like NGOs and private people have attempted to put in place opportunities
like in education, provision of capital through micro finance institutions and support to different
youth oriented development projects and activities but even the educated have remained
unemployed or underemployed and many other projects initiated to address the youth
unemployment predicament have not had success.

This situation has been attributed to general lack of skills by the youth because many have not
acquired the required skills to secure jobs in the formal sector and the high population growth
rates. Besides that many youth blame the lack of capital yet they are willing to do business and
improve their living standards.

One of the few development strategies that have been shown to sustain impact upon the poor is
that of capacity building. The provision of skills in developmental issues to the disadvantaged is
very vital to liberate them out of their situation. Capacity building interventions have been shown
to be particularly effective when targeted at youth.

Therefore, this justifies the need to carry out a thorough project about the capacity building of
the youths and try to address their difficult situation if anything is to be done to help them out
and it is expected that through this project, many grass root youth will acquire a variety of skills
necessary.

PROJECT GOAL

To provide capacity building skills to grass root youths living in the kisenyi parish

OBJECTIVES

To develop and promote entrepreneurial knowledge and skills, among the youth in kisenyi parish

To promote the acquisition of technical skills and technology among the youth living in kisenyi

To provide credit facilities to the youth as a means of helping them to gain initial capital

IMPLEMENTATION PLAN

The project is estimated to last four years 2017-2021. The table below illustrates the different

TARGETED BENEFICIARIES

This project is targeting unemployed youth across kamapala city between the ages of 15-30yrs
mainly out of school youths who are unemployed.

BENEFITS AND BENEFICIARIES

The beneficiaries of this project will be grass root youth within kisenyi parish geographical
boundary. The youth will be exposed to a variety of skills related to building their capacity in
order to live a reasonable life.

MONITORING AND EVALUATION

The periodical report will be written and submitted to the donor to enable the monitoring of the
progressive implementation of the project as well as the evaluation of performance of the project
and give remedial advice if necessary.
The project evaluation will be done to cross check the project’s performance and achievements,
particularly in relation to project beneficiaries and assess the project impact on the development
and social well-being of the kisenyi parish grass root youth. Also evaluation will be carried out
to examine the sustainability of project activities in terms of cost- effectiveness, community
participation, cost sharing and recovery after a given period of time.

In addition to traditional methods of evaluation, the Participatory Rural Appraisal (PRA)


methodologies to carry out a Participatory Evaluation (PE) will be applied. The PE will be
conducted in the whole parish in the project area to ascertain the beneficiaries opinions and
perceptions on project interventions, participation, and sustainability.

APPRECIATION

The Project implementation will start 2017 and is expected to have gained momentum by 2018
and significant impacts are expected at this stage. The project impacts are expected to be as the
result of project interventions, since there are other programmes funded by the government, as
well as other donors and NGOs in the project area. Furthermore, the impacts are expected to be
brought about by the prevalence of peace

PROJECT SUSTAINABILITY

The project will be supervised regularly to ensure that it is kept on the right track. The
beneficiaries will be highly involved so that they become part of the project so that they become
owners of the project rather than being mere beneficiaries.
