Why were Diocletian's reforms unsuccessful?

People ignored his rules. Diocletian was not a strong enough emperor to enforce
them.

When Theodosius decided that—when he died—the eastern and western parts


should become separate empires. Also, when the Visigoths asked the Roman
government for protection and they treaded them badly, so they started fighting.

What effect did Germanic invaders have on the Roman Empire?

They were tired of Roman demands, so the Visigoths rebelled and fought with
them, and defeated the Roman legions at Adrianople
