1 PURPOSE

This Emergency and Crisis Management Standard (hereon referred to as the Standard)
defines the business expectations for the management of an emergency or crisis.
This Standard establishes:
 A framework to allow unexpected events of any magnitude to be managed effectively;
and
 Common systems and processes across all Company activities and
sites/facilities/locations.
This Standard details the Company’s expectations for its constituents and Contractors (as
applicable- see Table 1) to prepare for, and be able to respond effectively to, emergency and
crisis situations such that the impacts to people, the environment, assets and reputation are
reduced to as low as reasonably practicable.

2 SCOPE

The scope of application of this Standard is as stated in the table below.

In addition to the above, this standard shall apply in situations where Company has legal

signatory to a Safety Case or Environmental Plan.
This Standard shall not supersede the need for Contractors to develop and maintain their
own emergency and crisis management plans and procedures.

4 CONTEXT

4.1 Emergency and Crisis Management Principles

Company follows the Emergency Management (EM) principles in the management of


emergency and crisis events:
 Prevention – activities that seek to eliminate or reduce the impact of hazards and/or
reduce the susceptibility to hazards, and to increase the resilience of assets, facilities
or sites;
 Preparedness – activities, such as risk identification, training, and exercising which
establish arrangements, plans and capacity to respond effectively to an event;
 Response – activities which activate preparedness arrangements and plans to deal
effectively with an event; and
 Recovery – activities which assist in the reconstruction of physical infrastructure and
the restoration of emotional, social, economic and physical wellbeing following an
event.
Prevention, Preparedness, Response and Recovery are commonly referred to as ‘PPRR’.
Company prioritises response and management efforts based on the philosophy of People,
Environment, Assets and Reputation (PEAR). PEAR is considered concurrently and not in
isolation and is defined as:
 People – minimise the impact on responders, personnel and the community;
 Environment – minimise the impact of the emergency and response activities on the
environment;
 Asset – minimise the impact of the emergency on Company and public assets;
facilitate the restoration of normal business operations and protection of the
operational integrity of the asset base; and
 Reputation – implement core Company values in response to events, to mitigate
adverse publicity and protect the reputation of the Company and the industry with key
stakeholders.

4.2 Emergency and Crisis Management Organisational Structure

The organisational structure of the Company emergency response capability (Figure 1) is


aligned to Australasian Inter-services Incident Management System (AIIMS) and shall be

adhered to in response to any type of incident in which emergency management


organisations will be involved.

The structure facilitates the implementation of the emergency and crisis management
principles at appropriate levels through the organisation. This tiered approach also enables
each Team to focus on a specific role within the process and more effectively control the
management of an event.

6 BUSINESS RULES

6.1 Identification of Scenarios

6.1.1 Intent: Identify, analyse and document credible emergency risks relevant to the
activities of the organisation, and ensure risks are reduced to as low as reasonably
practicable.

a) Potential emergency scenarios shall be identified and documented as part of the risk
management process prior to the commencement of new activities or new phases of
existing activities.
b) Actions to prevent the event occurrence, and mitigate the impacts to people,
environment, asset and reputation in the event of an occurrence, shall be identified,
documented and implemented.
c) The analysis of credible emergency risks shall identify factors that may trigger the
escalation of an event into a Crisis situation.
d) This information shall be reflected in the Risk Register or equivalent database, and
in an Emergency Response Plan (ERP) where response activities may be required.

6.2 Organisational Structure and Resources

6.2.1 Intent: Establish organisational and communication structures to prepare for and
respond to emergency and crisis scenarios. This shall include ERT, IMT and/or CMT
structures as applicable to the scope of activities.

a) The Company shall appoint key personnel at appropriate levels throughout the
organisation to be responsible and accountable for the implementation of this
Standard, to the extent relevant to the scope of their activities.
b) Each site, facilities and locations shall establish an Emergency Response Team
(ERT) where Company has Prevailing Influence Level 1 or is responsible
legislatively, or have available external emergency response expertise to draw on
when required.
c) An Incident Management Team (IMT) shall be established to effectively support an
ERT where incidents escalate to a Level 2 incident.
d) A Crisis Management Team (CMT) shall be established to effectively support an
ERT and IMT where incidents escalate to a Level 3 incident.
e) Membership requirements for the ERT, IMT and CMT shall be documented and
appropriate to the nature and scale of the activities. This shall include definitions of
roles and responsibilities within the teams and communication methods between the
teams.

f) Internal and external communication protocols shall be established and documented


to control the dissemination of information related to an event. All personnel shall be
made aware of communication procedures relevant to their role and must not
communicate with media or other external bodies without the express permission of
the Company.

6.2.2 Intent: Provide and ensure availability of adequate and fit for purpose equipment
necessary for emergency response.

a) The type, quantity and location of equipment required to prevent escalation and
mitigate the impacts of an event shall be identified and shall be commensurate with
emergency scenarios relevant to the activity (Section 6.1.1).
b) Equipment shall comply with the relevant Australian Standard(s) or equivalent
International Standards where available and include equipment and tools for
communication and data management.
c) A process shall be established to ensure that equipment is maintained, tested and
certified to relevant standards and the status of maintenance shall be easily verified.

6.2.3 Intent: Provide sufficient and competent human resources to manage emergency and
crisis scenarios. This shall include a comprehensive competency based training
programme.

a) A personnel rostering system shall be implemented to enable the immediate and


timely formation of ERT, IMT and CMT for when the need arises. The rostering
system shall identify team members required in the organisation.
b) The competency requirements for each role within the ERT, IMT and CMT shall be
documented. General awareness on how to respond to emergency situations shall
be included in mandatory sessions such as pre-start Inductions for all personnel.
c) Where appropriate, training shall be based on the relevant Australian Quality
Training Framework (AQTF) standard.
d) Where the AQTF is not the appropriate training standard, responsible managers
shall identify and recommend an alternate standard to the General Manager–Health,
Safety and Environment (GM–HSE)
e) Management of training needs and records shall be in accordance with the HSE
Training and Competency Standard.

6.3 Emergency and Crisis Management Plans

6.3.1 Intent: Document and maintain Plans for Emergency and Crisis Management

a) Emergency Management and Crisis Management Plans shall be established to


document and communicate how the requirements of this standard will be
implemented.
b) The Management Plans shall make provisions for subsidiary documents to bridge
into the overall emergency management process where appropriate.
c) The control and maintenance of these plans shall be in accordance with the HSE
Document and Records Management Standard (C075-AH-STD-0032).

6.4 Test and Improve Response Plans

6.4.1 Intent: Periodically test the effectiveness of emergency and crisis management and
response plans.

a) Emergency Response Plans (ERPs) and Crisis Management Plans (CMPs) shall be
tested on a regular basis, and varied to incorporate realistic, potential emergency
scenarios relevant to the activity.
b) Where appropriate, exercises shall involve local communities and government
authorities.
c) When large numbers of new personnel commence on a site or activity, emergency
exercises shall be conducted to reinforce the process which has been explained as
part of the site induction. This may occur as a site-wide exercise, or may occur as an
adjunct to the induction process.
d) An annual exercise plan shall be developed and implemented by sites, facilities and
locations. The minimum frequency of these exercises is defined in Table 3.

6.4.2 Intent: Review and improve the effectiveness of emergency and crisis management,
including the revision of emergency and crisis management plans.

a) Post Exercise Reports (PERs) shall be completed within one week of conducting an
exercise.
b) Information from incidents, emergencies and exercise drills shall be reviewed to
identify trends and improvement opportunities.
c) Lessons learnt from emergencies and exercises shall be documented and actions
for improvements tracked in an approved Company data base.

d) Emergency Response and Crisis Management Plans shall be revised annually


based on the results of events and exercises, and as part of the Management of
Change process.

7 Monitor and Improve

The General Manager–Health, Safety and Environment (GM–HSE) is accountable for the
content and review of this Standard.
This Standard shall be reviewed and, where necessary, updated annually.

seriously damage an organisation and hinder its ability to achieve
corporate objectives.

Domain The Company’s Business Management System (BMS) comprises


of 31 Domains, which represent the organisation of the process
areas forming the BMS.

Emergency An event, actual or imminent which endangers or threatens to


endanger personnel, the environment or assets, and which
requires an immediate, significant and coordinated response.

EMP Emergency Management Plan - a plan which describes the


necessary immediate steps to manage an emergency.

ERP Emergency Response Plan – a plan which provides procedural


guidance to control, coordinate and respond to an Emergency.

ERT Emergency Response Team - a site based team that responds


(tactically) to a given Emergency.

GM–HSE General Manager–Health, Safety and Environment

HSE Health, Safety and Environment

IMT Incident Management Team – personnel comprised of the Leader


and those appointed to be responsible for the functions of
Operations, Planning, Logistics and Log Keeper. The IMT may
co-opt additional members via Technical Support e.g
Environment, Well Control and Integrity or external stakeholders

Incident Events, accidentally or deliberately caused which require a

Level 1- Emergency A Level 1 emergency is characterised by being able to be

(site/facility/location) only.
A Level 1 emergency can be controlled and resolved with
operational resources normally available at the site e.g.
Emergency Response Team (ERT).

Level 2 - Incident Level 2 events require operational management level support.


Management Support is provided to the site via the activation of part or all of the
(activity) appropriate IMT. The objectives are similar to Level 1
emergencies and involve the coordination of additional resources
to support the site, and the notification to stakeholders.
Under some circumstances, Level 2 events can be controlled by a
contractor ERT with the Company IMT providing assistance as
required.

Level 3 - Crisis Level 3 events, given their complexity, require Company strategic
