Abstract
The study of the culture and organisational effectiveness of the Algerian Football and Handball
Federation and thus its role in the development of high level sport is a representation of a philosophical
approach on the importance of administrative organisation of federations and its importance in high level
sportThis is carried out through the infusion of what is administrative with what is athletic/physical activity
via the training of high level elite that learns from its success a culture and effectiveness at the level of sport
federationsOn the one hand it is based on a multidimensional outlook; social economic and political but
on the other hand it is the building up of a high level sport that sets the background for two fundamental
goals: an elitist competitive sport and a sport of economic character whereby this latter can not exist except
through an organizational culture and administrative effectiveness which decision makers possess.
