Reflection Paper:

Republic Act of 6713

The Republic Act of 6713 or Code of Conduct and Ethical Standards for Public
Officials and Employees stated the rules to promote a high standard of ethics in public
service. Public officials and employees need to discharge their duties with integrity,
competence, responsibility, competence, loyalty, and uphold public interest over personal
interest. As leaders of our country, these qualities and traits should be enhanced from
time to time to serve the people and our country. This policy will help every public officials
and employee from doing what is good and what is right. It will also guide them to lead a
good government or company where everyone is transparent, responsive, and efficient
in serving the people.

The policy deals with the Norms of Conducts, Duties of Public Officials and
Employees, Prohibited Acts and Transactions, Statements and Disclosure, Divestment
and Penalties that will include the rules and regulations. The objectives of norms of
conduct are to ensure the commitment to the public interest, professionalism, justness,
sincerity, political neutrality, responsiveness to the public, nationalism, patriotism,
commitment to democracy, and the simple living of every public officials and employee.
Section 5 of the republic act contains the duties the public officials and employees need
to oblige. The officials and employees are given annual incentives and rewards to
motivate and inspire public servants to uphold the highest standards of ethics. Moreover,
section 7 aims to discourage any prohibited acts and transactions such as financial and
material interest, engage in the private practice of their profession, recommend any
person in a private enterprise, disclosure of confidential information, and solicitation of
gifts. Next, section 8 aims to identify and be transparent with the people by statements
and disclosure of all property and assets, liabilities, and business interests. Section 9 of
the republic act which is the divestment aims to avoid conflicts of interest at all times.
Lastly, section 11 is the penalties which aim to give penal liabilities to public officials and
employees that will participate in conspiracy as co-principals, accomplices, or
accessories.

According to the Reforms on Public Administrative Systems, every department,


office, and agency shall start conducting value development programs for its officials and
employees to strengthen their commitment to public service and help promote the
primacy of public interest over personal interest in the performance of their duties.
Professional, scientific, technical training, and education programs shall enhance to the
highest degree, professionalism, excellence, intelligence, and skills in the performance
and discharge of duties and responsibilities of officials and employees. Every department
office and agency shall conduct continuing studies and analyses of their work systems
and procedures to improve the delivery of public services. It is recommended to make
this republic act accessible and known for everyone so that everyone will know their
rights. It will also inform and impart some ethics which are discussed in the republic act.

Civil Engineering Law

The Civil Engineering Law, also known as “Republic Act No. 544”, is an act to
regulate the practice of Civil Engineering in the Philippines. This includes all the practices
and services that are related to Civil Engineering. This policy is important for all Civil
Engineers to have guidelines to follow throughout their career. Also, it is very important
because all the rules and regulations from the board examinations up to the civil
engineering practices are stated in the republic act.

The republic act aims to be governing rules in all practices in civil engineering
fields. Article II, Board of Examiners for Civil Engineers, aims to state the qualification of
the board examiners and the power and duties of the board. The rules and regulations
for the board examinations and registration are highlighted in Article III. Article III aims to
inform the importance of requiring all the board exam passers to register and to
discourage the misuse of your certificate of registration. It also aims to maintain civil
engineers' level of competence by implementing strategies such as Peer recognition of
specialization in civil engineering, continuing education and training, and strengthening
the certified civil engineering technical association. Next, its goal is to specifically identify
the civil engineering practice of foreign nationals in the country. Engineers should define
the difference of practice between international and national and should adapt the good
practices only. Overall, it aims to have a better understanding and application of the law
in the field of Civil Engineering by protecting the public interest.

The Civil Engineering Law controls the different practices in Civil Engineering by
upholding integrity. This policy is used in board exams, registrations, As Civil Engineering
students, it is recommended for us to be familiar with the laws as early as now so that we
will be familiar with all the laws that will govern our practice throughout our career.
