COMMISSIONING

PART 1 GENERAL

1.01 DESCRIPTION OF WORK

A. This Section includes requirements for pre-commissioning and commissioning of


facilities and facility systems to verify compliance with design.

1.04 DEFINITIONS

A. commissioning: Technical and administrative process of advancing all systems


from traditional project delivery to full dynamic operation which meet operational
needs and design intent.

B. contractor: As used herein is a general reference to the applicable installing party


and can therefore refer to the general contractor, subcontractors, or vendors.

C. commissioning authority: Individual who will oversee the commissioning process


and stipulate many of the commissioning requirements intended to demonstrate
systems operation in accordance with design intent and operational needs.

D. commissioning team: Group of individuals who will collaborate to execute and


document the commissioning process. This will include the commissioning authority,
the Royal Commission representative(s), a Design Team representative, Marafiq and
STC representatives (as required). Generally the installing Contractor, Subcontractor,
and/or manufacturer will be an integral member of the team for any given system or
equipment.

COMMISSIONING

1.05 QUALITY CONTROL

A. The Contractor shall be responsible for the quality of work and shall develop and
propose programs and methods of construction and testing and commissioning to
achieve the specified quality to the approval of the Royal Commission in accordance
with SECTION 01450.

1.06 HEALTH AND SAFETY CONSIDERATIONS

A. All works undertaken in relation to this Specification are to be completed in full


accordance with the respective health and safety requirements established by the
following:

1. Kingdom of Saudi Arabia

a) Legislation, Regulation, Standards and Codes.

2. Royal Commission Regulations

a) Standards, Contractual Conditions, and Health and Safety Systems.

3. Contractor

a) Health and Safety Standards and Systems as accepted by the Royal


Commission.

B. In the absence of any of the above, best accepted industry practice shall be
employed throughout.

1.07 DELIVERY, HANDLING AND STORAGE

A. The Contractor shall deliver, handle and store equipment and material units in
accordance with SECTIONS 01650 and 01660.

2.01 TEST EQUIPMENT

A. All test equipment and instrument shall be of sufficient quality and accuracy to test
and measure system performance within the tolerances required to determine
adequate performance.

B. All test equipment and instrument shall be calibrated on the manufacturer’s


recommended intervals with calibration tags/certificate accompanying the instrument
being used.

C. Calibration Certificates shall be provided for all test equipments by a laboratory or


test facility that performs test instrument calibration.

D. All test equipment and instrument shall be maintained in good repair and operation
condition throughout the duration of use on this Project.

E. All standard testing equipment and instrument required to perform start-up and initial
checkout and required functional performance testing shall be provided by the
Contractor for the equipment being tested.

PART 3 EXECUTION

3.01 GENERAL

A. The Contractor shall perform all necessary pre-commissioning and commissioning


checks, start-up, initial operation and other tests on the facilities, installations and
equipment to demonstrate that the requirements of the Contract have been met and
that its work has been performed properly and adequately.

B. Following testing, the Contractor shall operate the complete facilities continuously for
a certain period as per manufacturer recommendation and in the manner envisioned
by the design and in accordance with the agreed procedure.

C. The Contractor’s nominated Commissioning Team shall be present continuously


during commissioning period and its equipment and materials shall be available at all
times.

D. The Contractor shall utilize a permanent power supply for the pre-commissioning and
commissioning tests. However, if such arrangement is not available, the Contractor
shall be responsible for providing the necessary temporary power supplies required
to perform the pre-commissioning and commissioning tests.

3.02 TEST PROCEDURES

A. The Contractor shall submit for the Royal Commission's approval, not less than
90 days prior to the commencement of the tests, the proposed pre-commissioning,
start-up and initial operation test procedures.

B. The procedures shall describe the proposed work in detail and in sequence (such as
the calibration of individual instruments, tests on equipment to verify that
performance parameters are within specified limits and logic flow charts for the initial
start-up).

C. The Contractor shall advise the Royal Commission of the date proposed for all such
tests at least 30 days in advance and shall provide at its expense, supervision, labor,
materials, spare parts and equipment, including lubricants, fuel and testing and
recording instruments required for tests.

D. The Contractor shall nominate a Commissioning Authority to be responsible for


coordinating all testing activities.

3.03 TESTS

A. The tests shall be performed by the Contractor under the surveillance and to the
satisfaction of the Royal Commission, Marafiq and STC representatives (as
required). However, participation by the Royal Commission will not relieve the
Contractor of any of its Contractual obligations.

B. The Contractor shall record test data (for example: instrument calibrations and
settings, relay-time switch, alarm and shutdown settings and insulation resistances)
and maintain records on test data sheets in an operations log detailing and

describing each activity and change in mode of operation, including the time and date
of each test.

C. The Contractor shall submit to the Royal Commission a pre-commissioning and


commissioning report containing test data and description, operation logs, and any
deviations and deficiencies relating to the Contract requirements not later than
30 days after completion of tests.

D. The Contractor shall submit pre-commissioning and commissioning tests data to the
Royal Commission for approval prior to the operation of any equipment.

E. If tests are carried out in stages covering portions of facilities, installation and
equipment, the Contractor shall provide a commissioning report for each stage.

F. The Contractor shall perform any test not performed during pre-commissioning or
commissioning where test results are questionable, or test results fall outside of the
required limits.
