Section 1 Routine Maintenance

Dear Customers:

Thank you for choosing the C&C08 digital SPC switching system from Huawei.
To guarantee the normal and steady running of the system, please follow the
following suggestions and refer to the Routine Operation and Maintenance Guide
to make necessary routine maintenance:

(1) Keep the equipment room clean and tidy, and free from dusts, moisture, and
pests such as rats.

(2) Forbid game-playing on the computers of the equipment, or loading other

inappropriate software to the computer, or using the computer for other purposes.

(3) Make daily routine checking and testing and keep records according related
contents of the Routine Maintenance Operation Guide.

(4) Handle any problems immediately and timely or report such problems to the
local representative offices of Huawei in case such problems can not be solved on
site.

(5) Never go panic in case problems arise.

(6) During repairs, follow related specifications and standards of Huawei closely so
as to avoid any damage or accidents caused by man-made factors.

(7) In case of such serious failures as system shutdown, eliminate the fault
according to the major fault handling procedures, and inform the local
representative office of Huawei immediately.

(8) Do not leave damaged boards inside the cabinet. Put them in antistatic bags so
that they will not cause other problems.

(9) Before operating the equipment hardware, wear antistatic wrist strips.

(10) Arbitrary resetting of equipment, or loading/modifying office data is not

allowed. In case it is necessary to modify office data, the data must first be backed
up before modification. And such backup data can be deleted only after a week's
normal running of the equipment.

(11) Forbid the use of terminal software and other software to directly retrieve and
modify the database, which might result in certain problems.

(12) Personnel attendence in the remote module exchange equipment room should
be maintained in case of violent storms.

1-1

(13) Authorities should be defined hierarchically and computer terminal passwords

be changed regularly, and assigned only to the person in charge of maintenance.
The administrator password can only be assigned to the person in direct charge of
maintenance, with strict management and clear rights and responsibilities.

(14) Post the Technical Support Guide of Huawei Technologies on the walls of the
equipment room, which is supposed to be well-known among all equipment room
maintenance personnel.

Routine Maintenance and Operation Guide Section 2
C&C08 Digital SPC Switching System Some Descriptions about Routine Maintenance Guide

Section 2 Some Descriptions about Routine

Maintenance Guide

2.1 Purpose of Routine Maintenance

The C&C08 digital SPC switching system takes the fully distributed control mode
of group-CPU processing technology, employs the actual dual-system dual-bus,
dual network and dual plane structure, which immensely enhances the system
reliability. But in different running environments, to guarantee the reliable running
of the switching equipment, this also depends on effective routine maintenance.
The real purpose of routine maintenance is to prevent trouble before it occurs, i.e.
to detect and solve the problems in time.

2.2 Classification of Routine Maintenance

2.2.1 Classified according to Implementation Methods

1. Normal maintenance

Normal maintenance means the observation, testing, and analysis of equipment and
equipment running with normal maintenance measures.

2. Abnormal maintenance

Abnormal maintenance refers to checking under some artificially simulated

conditions to see whether equipment performance is degraded or system functions
are outdated. For example, in order to prevent the alarming system from failures,
we simulate certain faults, to see if the alarming system can correctly report the
alarm information.

2.2.2 Classified According to Period Length

1. Emergency maintenance

Emergency maintenance refers to maintenance tasks brought about by switching

equipment faults and network adjustments, such as user complaint faults and

2-1
Routine Maintenance and Operation Guide Section 2
C&C08 Digital SPC Switching System Some Descriptions about Routine Maintenance Guide

equipment damage. Besides, problems detected and recorded in daily routine

maintenance are also part of the sources of emergency maintenance.

2. Daily routine maintenance

Daily routine maintenance refers to those necessary maintenance items that must
be handled everyday. It can help us see the equipment running status at any time so
as to find any problems on time. Problems detected in routine maintenance must be
recorded in detail, including the specific physical location and fault description, to
facilitate timely maintenance and removal of problems.

3. Periodic routine maintenance

Periodic routine maintenance refers to maintenance performed regularly. Through

periodic maintenance, we can get a picture of the long-term working status of the
switching equipment.

Periodic routine maintenance is subdivided into quarterly maintenance and yearly

maintenance.

2.3 Description of the Use of the Routine Maintenance Tables

and the Routine Maintenance Operation Guide
The Routine Maintenance Operation Guide of the C&C08 digital SPC switching
system is designed mainly to: tell the maintenance personnel in equipment room
what tasks should be included in the routine maintenance, how to perform
maintenance, and what the results may be. To guarantee the normal operation of
the equipment, i.e., to make provisions before troubles occur, during maintenance,
the maintenance personnel in the equipment room should record the maintenance
results as the basis for future checking of equipment running status and detection of
fault causes. For faults detected during maintenance, please refer to the
"Maintenance Manual" during fault processing. For faults that can not be processed,
report to the local representative office of Huawei for technical support.

4.3 Matters for Attention

(1) Data backup and call bill backup are preventive measures taken to avoid data or
call bill loss due to accidental damage to the BAM hard disks.

(2) Office data checking can be undertaken in periods set according to how
frequently the office data of various offices is modified. The recommended period
is one month.

(3) In order to perform remote dial-up access function examination normally,

Remote Access Service should be available on the server where BAM is installed;
for the installation method, please refer to the related information on Windows NT.

(4) In general, format conversion system should be examined before the system is
put into service; the service time of the system depends on the practical
requirements of subscribers. If the system is not in service for a long time, please
make periodical examination to ensure the reliability. A period of one month is
recommended.

Routine Maintenance and Operation Guide Appendix C
C&C08 Digital SPC Switching System MTP Link Start Flow

Appendix C MTP Link Start Flow

(1) Send configuration commands

After MPT module is restarted, MTP layer-3 sends configuration commands to

layer-2, on one hand it is to instruct layer-2 that this physical link is already
configured; on the other to indicate the flag (F) numbers, the error control selection
and the resent group numbers to be used when layer-2 message is sent.

(2) Send locating instruction

After the response of successful configuration which is reported by signaling board

is received, notify signaling board whether to use emergency locating or normal
locating to locate this link. The difference lies in that the verification period of
emergency locating is 0.5 second, while that of normal locating is 8.2 seconds.

(3) Start link locating

Notify signaling board to locate the specified signaling link initially, the
subsequent locating processes are controlled by the signaling board till locating
succeeds or fails, the locating process is as follows.

(4) Link locating process

Service-into-operation

After locating process is completed, MTP layer-3 sends SLTM,

and link will not start service formally until SLTA is received.

(5) Link Test Process

After signaling board locating succeeds, layer-3 sends SLTM message to the
opposite terminal and starts the 6-second timer simultaneously. If time-out occurs
to timer, the SLTM message will be sent once again. If the SLTA message from
the opposite terminal is not received within 6 seconds, the service-into-operation
state can not be enabled. Only when the SLTA message of opposite terminal is
received, the service-into-operation state of link can be indicated.
