B. Traffic regulation, code, and ordinance of the city/municipality

GENERAL PROVISIONS
SECTION 1. PURPOSE AND COVERAGE. These implementing Rule* and Regulations are
hereby promulgated in Article XXVII Section 20 of Ordinance No. 0334-12, Series of 2012
otherwise known as the "Comprehensive Transport and Traffic Code of Davao City", by
providing for the implementing mechanism, traffic rules and regulations on all roads oi
highways, within the territorial jurisdiction of the City of Davao, with national or local
classification; pedestrian rules and regulations; vehicle stops and public transport terminals; the
use of sidewalks and alleys; road use by all motor vehicles including motorized tricycles and
trisikad, motorcycles, bicycles, manual-powered tricycles, animal-drawn rigs, pushcarts, and
other forms oi conveyances, whether public or private; including water and fishing vessels
covered by the ordinance; day parking zones and night parking zones; and in general, such other
rules and regulations hereinafter promulgated in furtherance of an optimum utilization of the
road network in the City of Davao, and provide funds therefore.

SECTION 2. EXEMPTIONS FOR EMERGENCY VEHICLES – emergency vehicles with siren,


bell and horn proceed past a traffic control signal displaying red or yellow, proceed contrary to
the direction or instruction of any traffic control devices
SECTION 3. ERECTION AND INTERFERENCE WITH TRAFFIC CONTROL ITEMS - no
person shall erect, establish, place, maintain, or display on any road or in the view of any person
on any road
SECTION 4. LIMITS ON OPERATION OF SIGNS - any sign associated with a "No Parking
Area", "No Waiting Area", or "Parking Area" or any sign of a kind are limited in its operation
SECTION 5. DISPLAY OF DAZZLING LIGHTS. No person shall establish, place, or maintain
any light of such kind or so placed as to prevent a driver from clearly distinguishing the road
ahead of him
SECTION 6. OBEDIENCE TO OFFICIAL TRAFFIC-CONTROL SIGNALS
 Light green traffic color - proceed straight ahead, or turn left, or turn right unless a sign
at such place prohibits either such turn.
 Light yellow traffic color - a driver facing the traffic control signal shall not proceed
beyond the stop line
 Red traffic color - driver facing the traffic control signal shall not proceed straight ahead,
or turn left beyond the stop line

OBEDIENCE TO OFFICIAL TRAFFIC SIGNS


 a driver shall not cause the vehicle to turn in any intersection, contrary to the instruction
on any "No Turns", "No Left Turn", and "No Right Turn",

OBEDIENCE TO OFFICIAL ROAD MARKINGS


 A driver shall obey major road and/or pavement marking types which include pavement
and curb markings, object makers, delineators, colored pavement, barricades,
channelizing devices and islands

DAVAO CITY GENERAL DRIVING RULES


KEEPING AS FAR RIGHT AS PRACTICABLE. A driver shall keep his/her vehicle as close as
practicable to the right boundary of the thoroughfare
OVERTAKING. When overtaking a moving vehicle, a drivers hall pass to the left of that
vehicle and shall not drive in front of it until his/her vehicle is safely clear; provided that, where
a thoroughfare has two or more marked lanes, vehicles traveling in one of those lanes may
overtake and pass to the right of a vehicle traveling in another of those lanes, if traffic conditions
permit the driver to do so safely
USE OF CENTER AND LEFT LANES OF THREE LANE THOROUGHFARE. On a two-way
lane thoroughfare divided into three lanes, a driver shall not drive his/her vehicle in the center
lane
PASSING VEHICLE. A driver passing a vehicle traveling in the opposite direction shall keep to
his right relative to his/her vehicle.
GIVING WAY TO OVERTAKING VEHICLES. Except where overtaking on the right is
permitted, the driver of a vehicle being overtaken shall no.
DRIVERS NOT TO OBSTRUCT TRAFFIC. A person shall not, without proper cause, drive a
vehicle abnormally slow or in such other manner as to obstruct, hinder, or prevent the free
passage of any person or vehicle.
DRIVING THROUGH ROUND ABOUTS OR ROTUNDAS. A driver passing a traffic round
about shall drive to the right of the central traffic island.
KEEPING RIGHT OF DOUBLE YELLOW LINES. Where a thoroughfare is marked with a
double yellow longitudinal line comprising of two continuous lines
DRIVING IN BICYCLE LANES. Motor vehicles are prohibited from being driven or parked on
any lane of a public street or path reserved exclusively for bicycles
DRIVING IN RESERVED PUBLIC TRANSPORT LANES
DRIVING OVER A YELLOW BOX. A driver must not enter a yellow box if his/her exit road or
lane from it is not clear, or if he/she cannot cross and go beyond the boundaries of the box in
time before the traffic signal turns to red.
GIVING WAY AT INTERSECTION. (a) A driver approaching or passing through an
intersection shall exercise special care and where appropriate shall drive at a reduced speed;
SPEED LIMITS. No person shall drive a vehicle at a speed exceeding the design limits for the
street by numerals on signs setup along the road;

ONE-WAY STREETS
(Ordinance No. 989,s. 1974, Amending Ordinance No. 778,s. 1973)
DESIGNATION OF ONE-WAY STREETS. (a) Vehicular traffic on any city street or highway
or portion thereof may be designated by the head of the City Transport and Traffic Management
Office as one-way on an experimental basis, and shall be referred immediately to the City
Transport and Traffic Management Board for its final decision or action
OPERATING RULE. The driver shall drive along a one-way thoroughfare only in the direction
indicated by the arrow on the sign.
TURNING, REVERSINGAND STOPPING
(Ordinance No. 989,s.1974, Amending Ordinance No. 778,s. 1973)

RIGHT TURNS. A driver who is about to make a right turn at an intersection shall so drive the
vehicle that when it reaches the intersection, its hall be to the right of any vehicle abreast of his
vehicle and traveling in the same direction, or at the rightmost lane of a thoroughfare
LEFT TURNS. A driver is traveling on a two-way thoroughfare, approach and enter the
intersection so that his/her vehicle is to the right of, parallel to and as near as practicable to the
center of the thoroughfare
TURN AND STOP SIGNALS. A driver shall not turn right or left or diverge right or left or stop
or suddenly decrease speed or make a U-turn without giving a signal
USE OF SIGNALING DEVICES. A driver shall not permit a signaling device on his/her vehicle
to remain in operation after the completion of the turn or divergence which prompted the device
to be put into operation.
U-TURNS. A driver shall not cause his/her vehicle to make au-turn to avoid collision
STOPPING AND PARKING OF VEHICLES

VEHICLES NOT TO BE IN CERTAIN AREAS. No driver shall:

a "No Waiting Area"; (b) Park a vehicle in a "No Parking Area", except when loading or
unloading goods or passengers; (c) Leave a vehicle in "No Stopping" area or in are served public
transport lane;
PROHIBITED PARKING OR WAITING PLACES. No person shall park or leave a vehicle
waiting or standing so that any portion of the vehicle is not causing hassle to other commuters

C. Summary of The City/Municipality Local Public Transport Route Plan (LPTRP)


The transportation that is the most common In Davao City is Public transportation wherein it
composes 80% of the total trips in the city. The remaining 20% are composed of the private
vehicles within the area. Despite the large percentage of vehicles to be public transportation,
Private vehicles are still the ones that mostly occupy the road.
The Route Plan is also consisted of multiple roads connecting both routes within Davao City and
routes within Davao City and other provinces. There are a total of 195 routes wherein there are
thousands of different franchises and units of public transport. The large number of public
vehicles insinuate that Davao City is an important route as its roads are essential for people to get
to provinces.
There is also of the presence of Garcia National Highway, also known as Davao City Diversion
Road, that serves as a diversion route from city proper which makes it a highly valuable major
road that traverses towards Tagum. The presence of said major road is valuable for travelers as it
makes traversing towards different provinces much easier.

D. City/Municipal Officials and Offices in Charge of Traffic Management

The City Transport and Traffic Management Office (CTTMO), formerly Traffic Management
Center (TMC), serves as the sole transport and traffic management authority vested with powers
to formulate, coordinate and monitor policies, standards and programs relating to transport and
traffic management, under the supervision and control of the City Mayor.
The office was created through City Ordinance No. 0334-12, Series of 2012, or the
Comprehensive Transport and Traffic Code of Davao City, which was enacted by the
Sangguniang Panlungsod last August 7, 2012.

CTTMO was established to address the ever-growing problem of transportation of Davao City
and to manage the traffic situation therefor by rationalizing the existing transport operations and
by implementing all traffic engineering services, traffic enforcement operations, traffic and
transport planning, regulations and franchising, transport facilities management, and traffic
education program.

Goals and Objectives:


 To achieve that a series of education drives and coordination to all traffic stakeholders is
needed
 To recommend traffic-related plans and programs to the CTTMB
 To ensure public awareness on road safety and smooth flow of motor vehicles and pedestrian
traffic
 To provide proper education among road users and the public relevant to road safety
 To conduct studies that will effectively implement and enforce the traffic law ordinance that
promotes public safety
Services offered by the CTTMO include:
• Inspection of Business establishments in relation to the Traffic Impact Assessment (TIA)
study conducted
• Facilitate the processing of Truck Ban Exemption Permit and Excavation Permit
• Institution of a “no-physical contact apprehension” policy in apprehending traffic violators
thru the use of some technologies
• Formulate, coordinate and monitor policies, standards and programs relating to transport and
traffic management
• Rationalization of the existing transport operations
• Implementation of all traffic engineering services, traffic enforcement operations, traffic and
transport planning, regulations and franchising, transport facilities management, and traffic
education program
