1.0 Project description
1.1 Short description of the overall project
HelWin2 is a high-voltage direct current (HVDC) transmission with a capacity of 690

MW. This project is the third connection of TenneT in the eastern North Sea. The
line runs from the HelWin beta converter station for 85 kilometres as a submarine
cable to the landing point in Büsum and from there 45 kilometres as an underground
cable to the converter station in Büttel in Schleswig-Holstein.
The offshore converter platform HelWin beta is a subsidiary platform of HelWin alpha,
the heart of the HelWin1 grid connection. Between the two platforms are only about
20 meters. Both platforms are directly connected to each other via a bridge. Through
this, the helicopter deck and the crew accommodation can be shared with the
employees at sea. An innovative and cost-saving concept, because it exploits
technical and logistical synergies.

1.2 Description of the planned project
TenneT Offshore GmbH intends to repair existing damage to corrosion protection on

the HelWin beta converter platform outdoors.
The last and current random inspection of the corrosion protection was carried out by
Helmut Müller GmbH in the period from 23. until 24.05.2020 in the areas top deck
and balconies north and south. In the course of this sighting, among other things:
Damaged areas in the form of damage in the coating and up to the substrate,
contamination of cor- grubbing ferritic particles, unsealed crevices and joints as well
as locally limited de-adhesion phenomena found.
The corrosion protection measures are to be completely mapged by the commissioned
corrosion protection company.
The descriptions and particulars in this specification do not exempt the contractor
and supplier from examining the respective type of execution and the materials
objectively and technically for the intended application. This applies in particular to
the selection of materials and coating systems with regard to their suitability and
resistance to the expected loads. In the event of concerns about one of the
described systems for the respective application, these must be communicated to
TenneT Offshore GmbH without any means and before the start of execution. If
additional unforeseeable difficulties or loads arise during the execution, whereby
higher costs are incurred or which make a change of the selected corrosion protection
system necessary, this must also be indicated.

In addition, the information and descriptions in the order, the relevant specialist
standards and regulations as well as the information in the "Technical Descriptions"
of the fabric suppliers / material manufacturers must always be observed. If this
results in dif- ferenzen to the information and descriptions of this factory standard or
the described system specifications, these must be communicated immediately to
TenneT Offshore GmbH. Likewise, all descriptions and attachments of the
respective order also apply.
During order processing, changes may be unavoidable due to the interfaces to their
trades and the optimization of equipment parts. This can lead to changes and
revisions of the present edition. The contractor has to inform himself about the
current version before ensating the offer and starting work.
Note: A required external quality assurance is carried out by the client. The quality
assurance of the AG's is to be granted a power of instruction vis-à-vis the construction
site service on the part of the AN. For a self-inflicted construction period extension
of the CONTRACTOR, the additional costs of third parties and own trades generated
in this way are borne by the contractor commissioned.
There is a 14-day project meeting with the quality assurance of the ag or one of its
representatives and the contractor.
1.3 Execution date
The expected start of implementation as well as the required completion will be fixed in
the contract documents and named in the course of the award negotiations.
1.4 Execution period
The contractor will provide the work for the repair measure in accordance with the
tender or Order letter listed times and start ready for operation.
Compliance with the completion date is an essential part of the contract. The contractor
must submit a construction schedule two weeks after placing the order, but no later
than 8 weeks before the start of work, which provides for a completion of the
construction project by the completion date required by the client.
The contractor undertakes to carry out the repair carefully and expeditiously and in
the manner necessary to ensure completion on the required date. It is to be
realized as early as possible completion.
If the contraaor is in default with the average performance which, in the opinion of the
contracting entity, is necessary for compliance with the final date, the contracting

separately.
The cleaning and corrosion protection work must always be carried out according to the
current state of the art. For the implementation of this cleaning and corrosion
protection work, the specifications of this building description, the specifications and

2.0 General technical conditions
2.1 Preliminary remarks
Before the start of the work, a work and safety plan must also be drawn up for the
rope access technology. During the work, the construction site-specific hazard
assessment must be taken into account. This regulates the setting up of the
construction site including the possibly. necessary construction of protective enclosures
/ protective tarpaulins, scaffolding, shut-off runs, etc.. The specifications for this are to
be clarified with the client (if construction-related services are affected). The
protective measure must be fully implemented, kept until the completion of the
respective work in the area in question and released by the client before the start of
the work.
Furthermore, it must be taken into account that necessary preparatory measures, as

well as approvals, agreements (including those to be delivered on the construction
side) are to be implemented in the workflow.
2.2 warranty

carry out an annual inspection together with the contractor. This inspection is
intended to detect and repair possible corrosion damage at an early stage.

(for example, due to mechanical damage).
2.3 Scope of the repair measure
The contractor undertakes to carry out the work in accordance with the technical
conditions. The scope of work is defined by the joint definition.
The project to be carried out by the contractor includes all measures necessary for
the complete development and completion of the services (including all necessary
ancillary, special and external services). In addition, the contractor is responsible for
the organizational management of his measures (in consultation with the construction
management of the client) and the safety supervision.
The contractor shall provide the necessary construction site equipment. The manner of
the construction site is to be communicated in writing with the client. It is in
cooperation with the client at least. 6 weeks before the start of the refurbishment

2.6 Working on the converter platform

2.8 scrutinies
All work carried out by the contractor is subject to external monitoring. The monitoring
body is commissioned by the client. The decisions of the supervisors are binding on
the contractor. It provides the supervisors with free access to the construction
project at all times and all appropriate facilities serving the purpose of the
examination.
Should any work carried out by the contractor be defective in the judgment of the
supervisors or does not comply with the contract documents, the contractor shall
immediately repair this work at his own expense or replace it in such a way that the
finished work corresponds to the contract documents.
Notwithstanding any other provisions of these contract documents, it is the

agreed intention of the contracting parties that the right of control thereby granted to
the supervisors is limited to the determination of whether the work carried out by the
contractor complies with the conditions contained in the contract documents as well as
the applicable standards and regulations.
The supervisors are not authorised to waive the verification of compliance with any
obligation imposed on the contractor to perform good work. If the supervisors
do not discover and /or reject work carried out by the contractor, which does not
correspond to the contract documents, this does not have the effect of a acceptance
of this work by the client.
Neither a payment nor a partial or complete use or taking possession of the

construction project by the contractor is to be understood as acceptance of works
that are not in accordance with the contract documents.
Priority must be given to:
Full controls of all measures. Particular attention must be paid to surface preparation
and to proper coating applications.
After completion of the repair measure and the last inspection thereof, an
acceptance protocol must be drawn up, which must be signed by responsible
representatives of both the contractor and the client. The AN is responsible for the
creation and deposit of the minutes.

2.9 Documents / Certificates

2.10 Health and safety
The requirements of the safety regulations of the competent professional

Each contracting company is responsible for taking all necessary safety precautions
to prevent accidents that could lead to injuries to employees, uninvolved third
parties or other persons, as well as to damage to property, be it the property of the
contractor or others.
A good cooperation of all employees of the external companies and residents required
for the fulfillment of all safety regulations is an indispensable part of the work or
delivery contract.
The contractor must inform himself on site about the locations, the condition of the
object, the masses and the required services in all details.

2.12 description

5.0 General
The AN shall provide for the safeguarding of the reorganisation measure. This also

inspections depend on the agreement with TenneT Offshore GmbH.

activity and places by equipment and material of the contractor.

5.1 Protective measures and assembly activities
All components that cannot be processed must be protected from damage. Through
the treatment, surrounding areas must not be affected, endangered or contaminated.

5.2 Rope access technology

5.3 Intermediate and partial acceptances
The client reserves the right to carry out unannounced inspections as well as the
review of the individual work steps. These relate to the entire work.

project. However, the partial acceptance does not release the AN from its obligations
with regard to this area and does not replace the final acceptance.
5.4 Final acceptance
The final acceptance takes place after complete completion of the building and the
services carried out.
The contractor provides all necessary measuring and testing equipment for the final
inspection. He hands over to the client the complete documentation with the daily
equipment, the control area protocol (if agreed) and the material documents. The
contractor provides all necessary for a professional inspection and acceptance
equipment / rope access technology as far as these are not built and kept on the basis
of the order and service description by the client. It can be agreed between the
contractor and the contractor that the prototypes of partial acceptances will be used
