1.1 Purpose:
The purpose of this method statement is to provide guidelines to concerned personnal regarding
minimum requirement for construction and Installation of manholes complying with the contract
document, specification, scope of work and AFC drawings..
This method statement covers installation and construction of HDPE sewer manholes of various sizes
for laterals/street sewers in wadi Aday, Al-Wattayah and along the main trunk in Hamiriya starts from
Hamiriya R/A upto Wattayah R/A under the sewer network as per contract drawings.

Since the Project is located within City limits, pre-commencement period will include Survey, Design,
Preparation of Shop Drawings and Approvals prior to commencement of construction activity.
Within this period we would envisage carrying out the following works;
Surveys of existing services, meeting with Client representatives and Service providers.
Trial pits to facilitate above works.
Correlation of Project and Existing Services drawings and planning for rerouting / removal /
protection of existing services.
Drilling to ascertain the Water Table Level at the location.
Development of Traffic Management Plan.
Prepare Shop drawings specific to the location with all the details & obtain approval from the
Engineer.
MAS are approved for all materials to be used for the installtion as per contract specifications.
Development of any additional Construction Methodology that will best suit the location (if
required).
Identify and obtain approvals from Municipality for dumping spoils from excavation of Shafts.
Approval for Excavation from Muscat Municipality.
Pre-condition survey of the existing structures & generate necessary Photographic records.
Carryout activities pertaining to Haya Customer Service obligations. A notification prior to
excavation shall be distributed among public as specified in Clause 3.321 (N) of the Standard
Specification section 3, so that the members of the public are well aware of the works in progress.

During site induction all personnel will be made aware of the Haya’s Site Rules, Accident Reporting
and Site Emergency procedures. These will be adhered to at all times. J V personnel are familiar with
the policies and procedures in place on projects of this size, with knowledge gained from previous
projects.
All personnel will be issued with the necessary PPE and will be expected to wear it at all times on site.
Special PPE will be issued as necessary in the hazardous locations following site induction and or
issue of a permit to work.
As each new area of work is approached, the Site Supervisor will hold regular Tool Box Talk meetings
with key personnel and, in particular, machine operators in respect of the works to be executed, in
which areas, and most importantly the factor of risk likely to be encountered during each specific
operation.
All areas of work will be supervised at all times. It will be the responsibility of each Supervisor to
constantly assess the ability of each operative both before an during with regard to the individual's
capabilities in respect of the work he has been assigned to do in both experience, competence and
most importantly, his ability to complete the work in a safe manner without incurring risks to himself or
third parties. Supervisory charge-hands will be in possession of a set of documents relating to method
of work.
A suitable first aid box will be made available and a qualified first aider will be supplied by J V.

3.1.1 Services
Services are known to exist in the adjacent footpaths/roads and enter the site. J V propose to spend a
pre-commencement period working with Haya and all statutory undertakers to ensure all services are
identified and isolated or their positions marked/recorded and protected or re-routed as required.
Services within the curtilage of the site which are to remain live will be assessed and protected as
necessary. Carefully controlled hand excavated trial pits will be carried out as necessary to prove and
verify exact location and nature of recorded services.
Warning notices and restricted area notices will be positioned at vantage points.
The permanent working area is to be protected and barricaded in accordance with the R O P
requirements prior to works commencing. Barriers will be in place to all site boundaries through the
provision of either earth bund, timber hoarding, solid fencing or utilization of existing boundary walls.
As a general practice, solid water-filled barriers will be in place at locations that are next to the roads.
Locations where the public rights of way is affected, will have sentries in attendance when needed.
During plant movement the management of pedestrians and traffic will be implemented by J V jointly
with the Haya / R O P / Local Authority.
Access to the workforce will be via designated routes. These will be agreed and implemented by J V
site supervisor. Where practicable, the route used for hauling spoil should be separated from the one
used by employees. In small shafts or drives, where it is not possible to provide separate routes for
the two kinds of traffic, the movement of personnel must be forbidden while spoil or plant is being
moved, and vice versa.
The site lies within city limits with a road system in place. The existing road system is to be followed in
accordance with the traffic management scheme to be adopted. All plant will be delivered to site by
road using low loader, with no plant movements carried out on existing roadway to ensure that the road
surface and also existing below ground services are not damaged through displacement.
Areas of risk directly at the excavation area will be cordoned off and clearly segregated from third
parties. Barriers are to be erected complete with warning signs. Install a guard rail to form a
continuous barrier around the Shaft.
Guard railing
The railing shall be provided on all exposed sides (except on entrance to ladder). Every ladder
way opening or platform shall be guarded by a standard railing with standard toe board on all
exposed sides (except at entrance to opening), with the passage through the railing either
provided with a swinging gate or so offset that a person cannot walk directly into the opening.
A standard railing shall consist of a top rail, intermediate rail, and posts, and shall have a
vertical height of 1.1m nominal from upper surface of top rail to floor, or platform level. The top
rail shall be smooth-surfaced throughout the length of the railing. The intermediate rail shall be
approximately halfway between the top rail and the floor, or platform. The ends of rail shall not
overhang the terminal posts except where such overhang does not constitute a projection
hazard.
For pipe railings, posts and top and intermediate railings shall be at least 40mm nominal
diameter with posts spaced not more than 1.2m on centers.

A standard toe board shall be 100mm nominal in vertical height from its top edge to the level of
the floor, or platform. It shall be securely fastened in place and with not more than 6mm
clearance above floor level. It may be made of any substantial material either solid or with
openings not over 25mm in greatest dimension.
Access ladder
Secured access ladders shall be provided to ensure safe access to the Shaft. No items will be carried
while ascending / descending by the ladders. The ladders shall meet the following criteria;
All rungs shall have a minimum diameter of 20mm for metal ladders. The distance between
rungs shall not exceed 300mm and shall be uniform throughout the length of the ladder.
Minimum clear length of rungs shall be 400mm. Rungs shall be free of splinters, sharp edges,
burrs, or projections which may be a hazard.
“Ladders without cages.” A clear width of at least 380mm shall be provided each way from the
centerline of the ladder in the climbing space, except where cages are necessary.
“Ladders with cages.” If the total length of the climb equals or exceeds 7.3m, the ladder must
be equipped with a cage.
o Horizontal bands must be fastened to the side rails of rail ladders or directly to the
structure, buildings or equipment for individual-rung ladders.
o Vertical bars must be on the inside of the horizontal bands and must be fastened to
them.

All temporary barriers and signs etc. will be constantly checked and maintained before and during each
working day by the Site Supervisors.
All areas of safety will be constantly evaluated with attention to detail being given the utmost concern
at all times.
Any secondary lighting required within the site will be the responsibility of, and provided by, J V in a
safe and secure manner. The positioning of any lights will be in liaison with OWSC. The position of any
lighting will be such that there is no risk imported to the adjacent operational properties.
Smoking should be strictly prohibited in shafts and appropriate notices should be displayed. Matches
should not be taken down into shafts and personnel should be made aware of the risk in disposing of
matches and cigarette ends down shafts.
Safe work practices for working in Confined spaces should be adopted in the Shafts. The oxygen
content must not be less than 20% for work without breathing apparatus. Fresh air ventilation must be
provided as per the circumstances.

All site personnel will be issued with standard personal protective equipment. Each person will have
general protection issued by the Site Supervisor dependent upon the work in hand. Safety wear will
comprise of the following:
Hard hats, ear and eye defenders, nasal protection against high volume of dust, dermal protection to
exposed vulnerable areas and footwear against risk of penetration and impact, high visibility
vests/jackets.
In the event of any accident occurring, a standard procedure will be adopted. For all injuries a detailed
record will be maintained on site. Minor injuries will be treated in situ, if possible, by utilizing a standard
first aid kit available on site. More serious injuries will be treated by a suitably qualified off site party. In
either event all parties requiring notification will receive it.
Employees must be protected against the effects of toxic or explosive gases which may be
encountered when carrying out work in trenches, open excavations, shafts and drives, by wearing
approved equipment in relation to the type of hazard encountered.
Excavations being below ground are a natural receptacle for all gases heavier than air. Gas, of various
kinds, from quite unknown sources, can seep through the ground particularly where other work is
taking place in the vicinity. These gases may be natural like methane and sulphur dioxide, or they may
arise from nearby internal combustion engines (carbon monoxide), leakage from liquefied petroleum
gas equipment, leakage from underground storage or nearby oil piping, or from sewer gases, or from
piped natural gas.
One of the more commonly used and effective methods of prevention is to use special ventilation
equipment to blow clean air into the excavation in sufficient quantities to dissipate the foul air.
Where there is any likelihood of air contamination, the works must be examined, using the correct type
of detecting equipment. Tests must be carried out in advance of work starting and as a continuing
exercise throughout the period of work.
Respiratory protection should always be used in contaminated areas. If combustible or explosive gases
are suspected, all members of the public should be kept away from the area until there is no longer any
danger.
It is accepted that noise cannot be eliminated entirely, but reasonable steps will be taken to reduce any
adverse effects of noise generated by the works. The nature and capability of the plant proposed to be
used is such that all operations will be carried out with the minimum of noise and emissions generated
on the site. As a matter of course all plant and machinery will have the engines turned off when idling.
As previously stated the site lies within an existing city limits and the creation of dust has been
identified as a potential cause for concern. This has been taken into consideration and we are to adopt
a dust suppressive method. The main objectives are to both minimize the production of dust and
suppress any dust that is generated at source. Given the requirement to ‘damp down’ dust generated
both at the workplace and access roads, J V will deploy water tankers to spray regularly as well as
when required.
All these points have been considered and countermeasures are to be implemented as highlighted in
the methodology section of the method statement below.

4.1 General
Prior to start of the activity ensure that the activity is scheduled and concerned authorities are
informed, dewatering system, if required, has been setup, existing services are identified and moved or
protected and the site perimeter is in place.

4.4.1 General
Ensure that the relevant drawings for the intended location are in possession and the area to be
excavated has the required NOC/permissions.
Centre line will be marked and checked against the alignment drawing to ensure that there is enough
space. Marking will be done by keeping minimum 2 to 3 meters distance from the centre of the existing
line using steel bars and tape. Initial marking shall be carried out by Surveyor.
Trial holes shall be excavated by hand to the required depth necessary to determine and confirm the
alignment for the trench, soil conditions & services. Refilling & reinstatement of the trial holes shall be
carried out immediately after the required information is obtained. The reinstatement of trial holes shall
be carried out to the approval of the Engineer. Shop drawings of the trial pit excavations shall be
submitted to the Engineer for information.
Prior to starting excavations, the Site Supervisor shall carryout daily inspections of the work site, the
adjacent areas, and protective systems for evidence of a situation that could result in possible
accidents, indications of failure of protective systems, hazardous atmospheres, or other hazardous
conditions.
All trees, brush, hedges, or other obstacles shall be removed at the excavation location to ensure a
safe working area.
Where possible, excavated spoil will be heaped near the location. When it is not possible to store the
excavated spoil nearby, the spoil will be transported away to a location acceptable to the Municipality.
Permissions from the relevant authorities will be taken in this case.
Set spoils and equipment at least 1 m back from the excavation. Where the site does not permit a 1 m
set back, spoils to be temporarily hauled to another location.
Depth of excavation will be as per the approved for construction drawing/ Shop Drawing.

The cover on roads and paved areas shall be set on precast concrete brickwork to the level and slopes
of the roads or pavements. The manhole covers and frames shall be of class D400 and in accordance
with BSEN: 1240 and OWSE standard drawings.
In the case of shallow manholes the cover and frame may be cast directly with reinforced concrete
cover slab as shown in the drawings.
At sewerage manholes & chambers, 3 no.s of concrete extension rings shall be typically included
below covers. This may be reduced as directed by engineer regard less of levels approved through
drawings. The final rim level in each case shall be approved on site by engineer as per site condition
Backfilling of manhole trench shall commence in layers after approval of manhole installation of
connection is over. Each layer of backfill shall be compacted to 95% of its max. dry density for the
depth upto 1.5 m for GL and 90% for depth more than 1.5m level for GL.
In accordance with article 20.5 of the standard specification, all HDPE manholes shall be free from all
defects and subject to approval of Resident Engineer.
In accordance with the project specification and quality requirement, applicable tests shall be
conducted for concrete elements of the manholes.
The water test shall be carried out for pipe jointing with HDPE manhole for any leakage, by filling water
to upstream manhole to the downstream manhole in between the sewer pipes laid. A level should be
marked in the shafts of the up shown and down shown manholes. The water level should be checked
for reduction in level marked from original level. If there is no visible leakage through joints the pipe
connection shall be treated as passed.
Otherwise, in accordance with the article 24.4 of standard specification shall be followed for the above
water test.
On satisfactory completion of the inspection by the Engineer, clearance shall be obtained for the next
activity.

5.2 Surveyor :
The Surveyor shall be responsible to mark out the centre / centre line of the structure
prior to starting any excavations.
Before the excavation commences, the Surveyor shall take the readings of the natural
ground level as directed by the Engineer.
5.4 Foreman :
He shall be responsible for the excavation works & manhole installtion for the location
allocated.
He shall ensure that the excavation is carried out as per the Shop Drawings as well as
the Method Statement and the Client’s Procedures.
During the execution of work, he shall be responsible for the Safety of his team
members and also the nearby properties and passer-bys.
Conduct Tool Box Talks and generate reports.
Reports to Discipline Engineer.
Responsible for direct labor control.
Check the alignment & level of joints
Ensure the quality of work produced by each worker to the code / specification.
Fill inspection reports and get them approved from the concerned Inspector.
