ABSTRACT
This project is systematically designed to highlight the
government policies on small-scale business and its impact on
Nigeria cooperative development. The project contained five
chapters.
Chapter One, is all about the background of the study, which
discuss the achievement, objective, and problems associated
with the study.
Chapter Two, is all about the cooperative in Anambra State,
the nature of cooperative societies in Anambra State and the
services by small-scale business.
Chapter Three, it’s discussed vividly on the data of the study
which may come as sources, questionnaire designs, method of
collection and analysis.
Chapter Four, it emphasis concisely on the presentation,
analysis and interpretation of the respondents.
Chapter Five, it deals with the summary of finding of the study,
which is as follow:

CHAPTER ONE

1.0 INTRODUCTION

Definition of co-operative societies are voluntary form of

business organization in which individual in a particular track

comes together to fester a smooth relationship aimed at

protecting the interest of their members.

Oguejio for (2001) defined co-operative society as an

association of person who voluntarily jointed together through

business organization to achieve their common capital sharing

in the risk and benefits and member participate actively and

benefit and member participate actively and democratically.

C.C. Bob-Igwe defined co-operative society as an association of

persons who have voluntarily joined together to achieve a

common end through the formation of a democratically

controlled business organization making equitable contribution

to the capital required and accepting a fair share of the risks

and benefits of the undertaking in which the members actively

participate.
Co-operative association and movement in the world

movement in the world has been seen as a continue or

situation event or activity and an invention of necessity. It was

born out of the local and economic condition and situation in

Europe. The industrial revolution in the Europe on the late

eighteenth and all through the nineteenth century culminated

in the formation of co-operative movement.

The rise and expansion of the modern co-operative movement

has its roots in the reaching economic, social and political

changes which took place in Europe in the eighteenth and

nineteenth century especially the industrial revolution and the

liberation of the peasantry from the former feudalistic system.

1.1 BACKGROUND OF THE STUDY

In every policy there exist government policies as guiding

principle or tools for government action to serve as a wide area

e.g. NIpost Agriculture, Health, Housing, transporting and

services etc.

However, a good government will seek the welfare of its

citizens; this explains why such polities are argued out in

parliament before they are enacted. A good government policy

is the government policy that has achieved a level of good or

better life for its citizenry small scale business usually starts

with simple processing of agricultural commodities by hand

later by will fashioned highly sophisticated equipment

mechanized process out in small firms or in huge plants and

factories.

1.2 STATEMENT OF PROBLEM

These are some problem which hampered small sack business

in Nigeria such as.

1) Low level technology: in cooperative development, in

Anambra State as in other state is still in its infancy,

machines are foreign technology.

2) Poor infrastructural development: in cooperative

societies in Anambra State has not developed significance

to encourage rapid industrialization by infrastructure; we

mean education health facilities, roads, electricity,

telecommunication and postal services.


3) Inadequate capital: the amount of capital required per

workers in small scale business are not available and this is

one of the main reasons why the take off into self sustained

growth is such difficult operations as a result of cooperative

development in Anambra State still depend much on

foreign investment for large scale business establishment.

1.3 OBJECTIVES OF THE STUDY

The general objectives of this study are as follows to find out

government policies that favor cooperative development

1) to find out government policies that favor cooperatives in

small scale business

2) to find out how the federal government through the

federal department of cooperative throughout the country

will help the small scale business

3) To find out how the services of the small scale business

will improve industrialization through cooperative

development.

1.5 THE SIGNIFICANCE OF THE STUDY

The finding of this study will be a great benefit to:

1) The government policies on small-scale business in

Nigeria’s cooperative development.

2) It will also reveal some factors effecting government

policies on small-scale business.

3) It will also look various services being offered by small-

scale business on cooperative development.


Finally, the government should make sure these policies are

very useful to the public and the individual in particular.

1.6 THE SCOPE OF THE STUDY

This study wills emphasis on the government policies on small

scale business in Nigeria with particular reference to

cooperative development in Anambra State. Also will emphasis

move fact and government collaboration with cooperative in

the development of people in the rural area. It will also explain

production factors or contribution of cooperative society in the

rural area and how the rural dwellers have benefited from

cooperative society.

1.7 LIMITATION OF THE STUDY

Research of this standard is limit by problems which hindered

the fully completion of the necessary information which

required the full details of cooperative society one of the

factors that limited the research was finance, due to

inadequate finance, I was unable to transport myself to some

area which I was suppose to. Also time fact which have to

collide with my studies and examines. Inadequate information

1.8 DEFINITION OF TERMS

1) GOVERNMENT: Is a body vested with power and

authority for maintaining security, peace and stability by

making and enforcing conventional or government is an

agents or machine through which the will of the state is

formulated expressed and attained. If there is no agency or

a body to regulate people’s activities, the society will

depreciate to what Hobbes Thomas called primitive society

where life was ‘‘solitary, poor, nasty, brutish and short’’.

2) POLITCIES: A plan of action agreed or chosen to a

political party.

3) SMALL SCALE BUSINESS: Are business which are

organized on a small scale and produce goods with the help

of small machines, hired labour and power. It is a common


means by which many (people) are making a living in the

country.

4) BUSINESS: Business is a human activity directed

towards producing or acquiring wealth through buying and

selling of goods and services.

2.0 INTRODUCTION

Cooperative societies are formal as a means of pooling these in

an activity that will benefit members in general.

They play socio-economic roles in their host communities

as a means of rationalizing subsidiaries; government assisted

programmers and at the sphere are energies the socio

economic community development. They are not only involved

in alleviating poverty and food scarcity, the advance finance

like credit to their members.

2.1 COOPERATIVES IN ANAMBRA STATE

Cooperative society in Anambra State came into existence on

27th august 1991.

Today, we are proud to have cooperative society in

Anambra State as one of the best in the eastern region


because of the strong and good faring, governor, His

Excellence Mr. Peter Obi who makes sure that the small scale

business did not lack any thing for now.

The board of the small scale industry is composed of chairman

of the local government and other member appointed by the

state government. The rural industrialization is divided into

four (4) departments namely.

1) Administration departments

2) Engineering and maintenance service department.

3) Personal department

4) Route operation department

Each of the department is handled by a manager and as sited

by a manager and assisted by a supervisor. As agents of

government, policies could be defined as group of people that

are responsible for controlling a state and has plan of action

agreed by a political party.

One of classification of the concept of small business, Agu

(1989) maintains that small-scale business encompasses not

only on industry, but also operates in commercial agricultural

for industrial enterprises (1994:318).

In the definition of cooperative, cooperative organization

does not exist in a vacuum or genesis of cooperative in Nigeria.

According to Uma Eleagu (1988) first attempt at cooperating

for real know as ‘‘Agape plants union’’ founded in 1907. They

were later joined by Egbor farmers union and Ibadan

agricultural society. All those organization soon become

agitation group fighting for the improvement of the quality and

public of Nigeria coca buyers market.

Hence, the cooperative movement in Nigeria can be said

to have formally stared in 1935 when the first cooperative law

as know as the cooperative society’s ordinance was enacted on

February 1936. Major E.F.G Haug was appointed as the first

registrar of cooperative organization in Nigeria. The registrar

department was dissolved in 1953 following the induction of

the federal constitution and its registrar was appointed.

Each region than had its own cooperative department in

1976, the country was further divided into twelve and nineteen

states respectively, which Anambra State was included and


each of the states established their own cooperative societies

division with their jurisdiction for cooperative department on

the state concerned. It was therefore, from this perspective

that Nigeria cooperative movement could be said to date from

February 1976 when Nigeria was evened.

STATE OF DEVELOPMENT

In some countries rural cooperatives developed

independently of each other. Agricultural cooperative has

usually grown in response to everybody needs rather than

ideological favor. The historical record spans over 150 efforts

on behalf of a company to promote the best possible

understanding of its policy activities.

Akabia (1983) in his own discussion on the effect of

Anambra State government policies on small-scale business

lined it to back in implementing. Therefore to really

Osuji (1990:32-33) stated that an extent, the effect of

most practicing manager agreed on organizing incorporation

both economic and non economic. Imoisilla stated that

Anambra State government policy on small scale business is

collaborated with building of industries, factories, houses,

roads, hospitals offices, rail ways and secondary schools with

some free education in order to make the people living in rural

areas in Anambra State feel happy and also for them to


educate in a very standard way. The Anambra State

government in other hand will build all the offices like

industries, company etc. in other to reduce the population of

unemployment, robbery in the state and also reduce the level

illiterate in the state etc.

The main policy the Anambra State government is having

in mind on small scale business is to set Anambra in order

especially the rural areas in very high standard in order to

develop the state so that both the and riches can benefits. In

the view of Nzigwa (1980), the Nigeria publics cooperative are

grouped unto:

1) FINANCIAL INSTITUTION

Financial institutions play a major role of financial

intermediation. It assists in channeling funds from surplus

economic units to deficit ones to facilitate business transaction

deposits.

1) Bank deposit, which constitutes a major portion on the

money supply, is the source of credit that under cut the

value of our money.

4) Government Policy:

Porter and Heirn (1980:1) maintained that a policy is

2.2 THE CONCEPT OF COOPERATIVE DEVELOPMENT

1) SELF – HELP
Self-help is helping oneself through one’s effort with or

without the assistance of outsider but in cooperation or in

mutuality with others. The fathers of cooperative like Owen,

William king believed at self in the society to emancipate

themselves in another perceptive self help implies members in

a group helping each other to solve each other problem.

Therefore, self-help is based on group solidarity or mutual

assistance. Also self help is so cardinal to cooperative that the

rein forcing societies in their early stages coined their popular

matter ‘‘enur fuer alle, fuer einer’’ each for all and all for each

self help also entails mutual responsibility and the sharing of

the benefit of group effort on mutual basis. In conclusion, self-

help is seen as principle of cooperation among writer of

cooperatives.

2) FELT NEED:

Cooperative societies individual have a common needs that

could be jointly solve through mutual aid. There are basic

needs which include: physiological needs, food, clothing,

shelter and good things necessary to ensure survival and

security. So the protection societies therefore have basic needs

including necessary instrument for production. All the felt

needs for the members are solved through mutuality.

3) SELF RELIANCE

Self-reliance and self help are intervening, they are implicit in

cooperation. Cooperative as self help organization which is

formed by a certain group of person with the aim of helping

themselves solve their economic joint and mutual action or aid.

According to Adeyeye (1970:12), long before the birth of

cooperation as a constituent form of modern business

enterprise, Nigeria and the whole of Africa had been a home of

community life. Here the spirit of togetherness among her sons

and daughters in the existence of many kinds of mutual aid

institution economic, social, cultural, religions, political or other

wise. Also cooperative movement began to merger in Africa at

the beginning of 19th century but the broad development of

cooperative were lacking at their time since in most countries,

money relations were only very slightly developed and the

economic and social life of the society was entirely in the hand
of the colonialist. In Nigeria colony, the cooperative

development could not develop wisely because they were set

up primarily among representative of the colonialist to serve

their interest. The cooperative authorizes kept cooperating

under constant with the product of export crops and only rave

among producer of agricultural produce for domestic

consumption.

In Nigeria, cooperative development date back to the

early twenties. Not able in the Nigeria cooperative development

was the cocoa farmers association by the development of

agriculture in 1926 for cocoa farmers in Ibadan and Abeokuta

in western Nigeria to help market their product. (Ijere, M.

Modernizing nigeria cooperative federal Atoki publishing co. ltd.

Lagos 1986).

Moreover, many cooperative societies have informal

organizational structure. Organizational structure in the

framework though which the activities of an enterprise are

coordinates. In case of cooperative, especially food crop

operative societies, the management is composed of amateur,

majority of who are slightly educed. This effects the situation

whereby some staff are supervised by more than one person

and some are appropriate, span of control is maintained and

increases fostering and absence of effective control of staff as a

result of supervisor loop holes.

2.3 THE NATURE OF COOPERATIVE SOCIETIES IN

ANAMBRA STATE.

Cooperative societies in Anambra State are voluntary

association of human beings and are therefore considered as

part of civic laws. Law consists of a large member of individual

rules that are said to regulate the behavior of the citizens of a

particular state or country. This time, it is the member of the

cooperative movement originally, they were not institution of

law but instead a social and economic phenomenon.

The first cooperatives ere established before the

cooperative legislation came to Anambra State. The developed

the organization from their own practical experience. They also

did not limit themselves to more preaching of cooperative

ideology and theoretical concept but went further to prove the


practicability of the ideas and economics. When cooperative

societies were already in existence in the two areas. By

promulgating cooperative laws, therefore the recognition to

cooperative societies as a form organized self help on the

basics of solidarity, having been proved in practice that have is

a genuine need for that kind of organization. The governor of

Anambra State has further been strengthened by the

realization that cooperative is not only an efficient instrument

in the solution of social and economic progress.

2.3 SERVICES OFFERED BY SMALL SCALE BUSINESS

A few example of small scale business include: a flea market or

shopping mall booth, a consultary business or even a computer

repair shop that move into retail space. Small-scale businesses

typically consist of one owner and his shop. The business

owner sells products and / or services supplied by a franchise

company or created by the owner himself. This type of

business is flexible which means that the owner can generally

set hours at any time to accommodated customers. Some of

1) REDUCTION OF RURAL POVERTY

This is perhaps the total embodiment of what small scale

business efforts are expected to achieve. In Nigeria, for

instance it had been show that over 70% of the rural

populations are living below poverty. This rural poverty stricken

follow comprise of small farmers and therefore to break the

million cycles and liberated and rural man from the York of

poverty, these must be well-planned industrialization direct to

the rural areas.

2) ELIMINATION OF RURAUL UNEMPLOYMENT:

Provision of rural unemployment is the core of small-scale

business in rural Nigeria for instance in Anambra State. There

is scarcity of employment opportunities while seasonal

employment disguised unemployment and under employment

is a common feature. To remedy this situation there is need for

an organized and planned approach to the provision of different

type of productive opportunities in the rural area.

3) DEVELOPMENT OF A COUNTRY OR STATE


Small-scale business helps on the development of a country or

state. When there are small-scale businesses in the country or

state, it brings good things for the country or state like good

roads, standard power supply water cooperative, building etc.

CHAPTER THREE

3.0 INTRODUCTION

This chapter describes the method procedures including all the

techniques make of use in this work. It is also look at the

population that constitutes the study, the sample method,

sample size and research instrument utilized by the researcher

in analysis data of this project work.

3.1 RESEARCH DESIGN

A research design is a plan showing the strategies and direction

to be followed in carrying out a research here the researcher

made use of survey research design. The major instrument for

data collection being questionnaires for quantitative data. In

this sense, it involves some objective judgment, some non-cost

as well as cost constraints which include time and energy of

which could be available to different researcher in carrying


degree even in the same research work, the researcher has

decided to make use of the descriptive approaches in drawing

and writing this project. It is the tension of the researcher to

examine and interpret the happening and also introduce to

some of structured response instruments such as the

questionnaires.

3.2 POPULATION SIZE

The population of this study includes data collection from the

Nigerian cooperative society in Anambra State. It entails an in-

depth study of data collection in Onitsha North and South of

Anambra State. The cooperative there comprising both old and

new members. Moreover, some government polices were

executed in small-scale business in the country particularly in

Anambra State. Thus, the researcher distributed some

questionnaire (100) showing how the questions were given to

each Nigeria cooperative societies.

The criteria for the selection of sample size for this research

work is based comprises 200 workers from junior category

(while the researcher used only 100 staff)

3.4 SOURCES OF DATA

Primary and secondary in the process and secondary out this

study, the data used were the primary and secondary sources.

a) Primary source of data used for the analysis in this

study are those collected form the response through the

designed questionnaire and the oral interview conducted.

The questionnaires were distributed personally.

b) Secondary sources of data: the secondary sources of

data on the order hand were collected from already

written work include textbooks, journals lecture note,

periodicals computer Internets, newspapers, and other

document.

3.5 METHOD OF DATA ANALYSIS


The method of data used for analyzing and answering the

research question is the percentage method.

THE PERCENTAGE METHOD

The percentage method of the total example will be evaluated

to 200 each of the required sample percentage will be

3.6 VALIDATION OF RESEARCH INSTUMENT

The instrument used in questionnaire method critically examine

the terms of the questionnaire and the relevant into achieve

government which will seek the welfare of its citizens this

explains why such polices are argued out in parliament before

they are enacted. A good government policy is the government

policy that has achieved a level of good or better life for its

citizenry.

Small-scale business is synonymous with development

industrial development usually started with simple processing

of agricultural commodities by hand later by well-fashioned and

highly sophisticated equipment. These days industrial

manufacturing is a sophisticated mechanized process carried

out in small firms or in huge plants and factories.


CHAPTER FOUR

4.0 INTRODUCTION

In this chapter the data collects through the questionnaire will

be presented and analyzed. The total number of one hundred

(100) questionnaire was distributed and fifty (50) respondent.

This table alone shows that 37 respondents representing 37%

of the total respondent said that government should provide

enough fund for them (cooperative societies), 25 respondents

said that the government should build more industries for the

cooperatives society and for the state, while 38 respondents

representing 38% that the government should help cooperative

societies to be recognized in many other countries and state

apart from Anambra State.

From the table above, it shows that 90 respondents that is

representing, 90% believe that the government of Anambra

State can help to fight the set-back of cooperative society in

small scale business, while the 10 response that is representing

the 10% disagreed that government of Anambra State can not

help to fight the set-back of cooperative societies in small scale

business.

4.2 INTERPRETATION OF DATA

From the discoveries so far on the government policies on

small scale business impact on nigeria cooperative societies, it

is well known fact that the nigeria government policies and

programs could go a long way in helping the activities of the

cooperative societies to increase from the level there were to

the next level (which is far than to improve more than

expected). Therefore, it is pertinent that the state government

should create policies and programs and an enabling

environment for the productivity o cooperative societies and in


contributing to robust economic of our state and nation at

large.

Nigeria cooperative development (a case study of cooperative

societies Anambra State). This was aimed to provide answer to

the research questions which are enumerate below:

1) That government formulates policies that will

help achieve industrialization on cooperative development.

2) The government policies have impacted

cooperative development through small scale business

3) The federal government through the federal

development of cooperative improves the formation of

agricultural cooperative throughout the country.

4) The services of small-scale business improve

industrialization through development.

5) The respondent says that small-scale business

of cooperative societies in Anambra State has met the

expectation of their numerical customer.

6) These findings have shown that the staff in

small-scale business is happy because their salaries are

comparable with those in other organization.


7) There is clear evidence that the organization of

small-scale business is sustained and that government

policies have effect of the small-scale business.

5.2 CONCLUSION

Workers emphasizes their happiness, starting that thy work in

small-scale business of better salary and allowances. The

research found out that most problems in the small-scale

business was a result of substandard services and poor

management.

Therefore, the government should create job opportunities

which will enable the rural areas to benefit in the area of

cooperative development, the government should create job by

building industries, providing the rural dwellers with equipment

for farming and educating rural areas on the basic of

cooperative society that will enhance the development of the

rural areas and the Anambra State in general.

Based on the finding on the government policies on small-scale

business with particular references to cooperative society in

Anambra state.

Following recommendation was made:

1) Management should see to the welfare of its workers

through increase in their salaries and allowances,

provision of accommodating and prompt payment of

salaries.

2) The management has to organize administrative

training of its staff on other to improve on their efficiently

and effectiveness.

3) That policy makers or legislators that beware of

enacting harsh legislation that impede the small-scale

business.
