TRASH WALK MOVEMENT: Mainstreaming the Community’s Behaviour and Attitudes

VII. Background:

Physical fitness has always been the thrust of the Local Government Unit of Concepcion, more so by the
fact that, its Local Chief Executive is an enthusiast of trail biking and
hiking.
Nonetheless, prior to the CoViD Pandemic, there were several physical fitness groups in the
municipality who have various activities geared towards physical well-being but due to
lockdowns and tight prohibition for outdoor activities imposed by the government to stem the
spread of this virus, these workouts were temporarily derailed.
However, in due time, outdoor activities were gradually permitted by the Inter-Agency CoViD
Task Force, so walking, jogging and running were allowed but still maintaining the basic health
protocols.
Subsequently, the Local Chief Executive formed a group of hiking aficionados and their daily
walks of 3 to 5 kilometers along the highway brought to their attention the unsightly presence of
great amount of thrash particularly plastic materials and cigarette butts, all around the
barangays.
The hiking group, then, brought along with them garbage bags, gloves and garbage pickers and
started plucking and picking all the plastic litters and cigarette butts they come across in their
paths.
This started the Trash Walk Movement.
VIII. Description:  

“Take a walk — but make it eco-friendly.” This is the Trash Walk Movement motto.

The Trash Walk Movement is the latest trend in the clean-up activity of the Municipality of Concepcion.
This movement should provide as a catalyst for permanent changes in attitudes and behavior and foster
adoption of practices (i.e. recycling) that can have a great effect on waste management in the
municipality.

Likewise, litter picking while walking, hiking, jogging or running become meaningful outdoor activities
because this provides many positive impacts on the community by making the environment cleaner and
the people healthier.

Suited for all ages and genders, the TWM can be adopted by schools, Day Care Centers, youth
movements, women groups and other fraternities and civic organizations.

IX. Rationale:
According to government data, the Philippines generates an estimated 43,684 tons of garbage
daily, including 4,609 tons of plastic waste. The irony is we have one of the most advanced
legislation on waste management in the world. RA 9003 or the Ecological Solid Waste
Management Act of 2000, mandating city and municipal governments to organize and
sustainably manage the collection and disposal of solid waste.
The Municipality of Concepcion, in particular, has ordinances on Anti-Littering, Ban on the use
of Single-Use Plastic and Anti-Smoking. However, there is still a struggle in the implementation
of these ordinances as manifested by the amount of plastic thrash present on roadsides,
cigarette butts littering the streets and piles of garbage in our shores or floating out in the sea
and beaches.
The combination of inadequate proper waste disposal facilities, irregular garbage collection in
the barangays and plain indiscipline on the part of the public paved the way for garbage pile up. 
Further, ongoing research has shown that aside from being unsightly and causing countless
numbers of deaths of marine life, such an enormous accumulation of plastic thrash has serious
health risks for people as the plastic dissolve into nanoparticles which eventually find their way
into our food chain.  
Therefore, addressing these compelling environmental issues and concerns that affect the
health of the community, the LGU of Concepcion would like to deal with this situation through
the Trash Walk Movement (TWM). What is spectacular about TWM is that it combines litter
collection with a physical workout. TWM intensifies aerobic exercises such as walking or
running as well as strength training by squatting or bending down to pick up the litters.
OBJECTIVES:
At the end of the Project Year, the TWM:

1. Aims to increase awareness on solid waste pollution and associated issues.

3. Aims to create permanent changes in attitudes and behavior of the community towards cleanliness
and health.

4. Aims to attain municipal-wide Zero Waste on the highways, roadsides and streets.

A. Mayor: The Mayor’s administration are the initiators of the program, they are the ones who
originated the idea of trash walk and have grouped together in action of picking up trash
while walking and exercising.

C. BARANGAY: The barangay is one of the key contributors to this programs, with their
participation they can help us strengthen people’s reserve in joining the program. The
Barangay is the connection this project needs in order to reach each areas in the
municipality.
D. SECTORS: the different sectors of the municipality are also considered as partners, because
these divided sectors are big groups of people who can help encourage their fellow
members in joining the program and in spreading the benefits by joining TWM program.
E. COMMUNITIES: The rest of the community who observes what the above hierarchies are
doing will also be encouraged and will gain awareness that their fellow neighbor or their
friends and family are joining hand in hand in reducing garbage in the municipality as well be
healthy.

IX. POLICIES/ORDINANCES

This movement’s policy refers to the provisions of R.A No. 7160, the Local Government shall be primarily
responsible for the implementation and enforcement of the4 provisions of Republic Act 9003, the Solid
Waste Management Act to ensure the protection of the public health and environment.

CHAPTER VII
PROHIBITIONS AND PENALTIES

Section 7.01. The following acts are prohibited:

a. Littering, throwing, spitting, defecating and urinating in public or open spaces


places such as parks, thoroughfares or roads, sidewalks, drainage canals,
esteros, creeks, rivers, seas, seashores, beaches, and establishments, or
causing or permitting the same.

b. Dumping or disposing human and animal feces and urine into the municipal waste
stream such as drainage canals, esteros, streams, creeks, rivers, seas, seashores

d. Setting out for collection uncontained waste.

e. Non-provision of prescribed waste bins in Commercial, Institutional and Industrial

g. Open dumping and burying of biodegradable and non-biodegradable materials within or


along flood prone areas, canals, esteros, creeks, rivers, seas, seashores and beaches

h. Allowing privately owned waste bins on the curb or street before collection time.

i. Non declaration of toxic, and hazardous substance or materials and pathological wastes.

j. Illegal disposal of toxic and hazardous wastes

Any person or persons intentionally and deliberately violate the above prohibited acts, specifically:

a. For Non-Biodegradable Materials such as - plastic cups, plastic straws, pet bottles, plastic
bottles, tin cans, styro cups, styro containers, pathological wastes like used face mask, face shields,
cigarette filters, single use plastics, diapers napkins, glass bottle caps “tansan” candy wrappers, use
slippers and shoes, rags, used wires, metals.

1st Offense: 1,000 Php

2nd Offense: 1,500 Php

3rd Offense: 2,500 Php

b. For Biodegradable Materials such as – barbecue sticks, paper plates and cups, falling leaves,
rice straws, corncobs, papers, tissues, twigs, animal waste, shells/crab shells, soiled papers,
food/vegetables waste like egg shell, fruit peelings, fowl innards, spoiled fruits.

1st Offense: 500 Php

2nd Offense: 1000 Php

3rd Offense: 2000 Php

c. Habitual Offenders shall suffer a fine of Two Thousand Five Hundred Pesos (2,000 Php) and
not more than Three Thousand Five Hundred Pesos (3,500 Php) or minimum imprisonment of 3 days but
not more than 3 months, or both such fine and imprisonment upon the discretion of the Court.

 Carry a small trash bag or plastic bag with you to hold the trash, and wear gloves.
 If your typical running or walking route is out-and-back, identify items to pick up on the way out,
and then actually pause to pick them all up on the way back.
 Shift the bag from hand to hand every so often, so the weight stays distributed as you move.
 Don’t feel that you have to do it every time you go out for a walk or jog. Make it a monthly or
weekend tradition.
