CREATION OF THE Barangay Villanueva, Municipality of San Manuel TASK FORCE TO END
LOCAL COMMUNIST ARMED CONFLICT (ELCAC)
WHEREAS, Executive Order No. 70 provides for the institutionalization of the Whole-of-Nation
Approach in attaining inclusive and sustainable peace, creation of National Task Force to End Local
Communist Armed Conflict, and directs for the formulation of a National Peace Framework;
WHEREAS, the Whole-of-Nation approach addresses the root causes of insurgency, internal
disturbances and tensions, and other armed conflicts and threat by prioritizing and harmonizing the
delivery of basic services and social development packages by the government, facilitating societal
inclusivity, and ensuring active participants of all sectors of the society in the pursuit of peace agenda;
WHEREAS, the National Peace framework contains principles policies, plans, programs, and
mechanisms to localize peace agreements and interventions that will bring inclusive and sustainable
peace, and address the root causes of insurgencies, internal disturbance, tensions and other armed
conflicts threats in identified areas;
NOW, THEREFORE, on a motion duly approved and seconded, BE IT RESOLVED, AS IT
IS HEREBY RESOLVED, to create the Barangay Villanueva San Manuel, Isabela Task Force on
Whole-of-Nation Approach in attaining inclusive and sustainable peace and development to End Local
Communist Armed Conflict (ELCAC).
RESOLVED FURTHER, that the Barangay Task Force shall be composed of:

and Development to End Local Communist Armed Conflict
Terms of Reference
Section 1. Creation of Barangay Villanueva Task Force to End Local Communist Armed Conflict. To ensure
efficient and effective implementation of the Whole-of-Nation Approach, a Barangay Task Force to
End Local Communist Armed Conflict is hereby created under the powers and functions of the National
Task Force (NTF-ELCAC).
Section 2. Composition. The Barangay Task Force shall be composed of:

Section 3. Powers and Functions. The Barangay Task Force shall have the following powers and functions:
1. Take an active role in the implementation of the Retooled Community Support Program (RCSP)
2. Ensure Social Preparation and participation of the community members in all the phases of the RCSP
implementation;
3. Ensure the delivery of services and inclusion of the policies, programs, projects, services and in the local
plans based on the identified solutions by the members of the affected communities;
4. Provide relevant feedback and recommend measures to the MTF on risk and opportunities surrounding the
implementations of the RCSP;
5. Take the lead in the citizenship building and community participation mechanism to guarantee sustainability
of RCSP implementation.
Section 4. The Barangay Peace Framework. The same shall contain principles, policies, plans and programs that will
bring in inclusive and sustainable peace and development, and address the root causes of insurgencies,
internal disturbances and tensions as well as other armed conflicts and threats in identified areas. To this,
the Barangay Peace Framework shall include a mechanism for localized peace engagements or
negotiations and interventions that is regionally orchestrated, directed and supervised, while being locally
implemented.
Section 5. Convergence. All departments, offices and agencies are hereby directed to render the necessary support to the
Barangay Task Force. The private sector, non-government organizations and other stakeholders are
encouraged to participate in all peace-building programs, plans and activities, in the implementation of
the Barangay Peace Framework.
Section 6. The Barangay Task Force Secretariat. The Barangay Task Force shall be the Secretary of the Barangay.
Section 7. Functions of the Barangay Task Force Secretariat.
1. Submit an organization and staffing pattern and directory of the Barangay Task Force to the City Task Force
within one (1) month from the creation of Task Force;
2. Provide standard Secretariat services to the BTF;
3. Ensure proper coordination of the RCSP implementation through the feedback mechanism established by the
MTF.
Section 8. Funding. The budgetary requirements for the Implementation of EO No. 70 may be authorized chargeable
against the Barangay Fund, subject to the availability thereof, and to the usual accounting and auditing
requirements to all pertinent laws, rules and regulations.
Section 9. Repealing Clause. All issuances, orders, rules and regulations, or parts thereof that are inconsistent with any
provision of this Order are hereby repealed or modified accordingly.
Section 10. Effectivity. This Executive Order shall take effect immediately.
