CREATING AND ORGANIZING THE ANTI-DENGUE


TASK FORCE IN BARANGAY SAN CARLOS,
MUNICIPALITY OF MARIVELES, PROVINCE OF BATAAN

WHEREAS, the 1987 Constitution of the Republic of the Philippines declares that
the State shall protect and promote the right to health of the people and instill health
consciousness among them;

WHEREAS, the Republic Act No. 7160, otherwise known as the “Local
Government Code of 1991,” accords every local government unit power and authority
to promote the general welfare within its territorial jurisdiction, including the
promotion of health and safety of its constituents;

WHEREAS, Dengue has been a potent source of death in the populace. While
there is no mortality in Barangay San Carlos, other localities experience high mortality
rate due to Dengue;

WHEREAS, Dengue could be prevented by ensuring the cleanliness of the


immediate surroundings through the concerted effort of the government and the
community;

WHEREAS, it is the policy of Barangay San Carlos to shift to preventive


healthcare rather than merely reactive one;

NOW THEREFORE, I, JESTER IVAN O. RICAFRENTE, Punong Barangay of


San Carlos, Mariveles, Bataan, by virtue of the powers vested in me by law, do hereby
order the creation of the Anti-Dengue Task Force in Barangay San Carlos, Municipality
of Mariveles, Province of Bataan, to wit:

SECTION 1. Anti-Dengue Task Force. — There is hereby created an Anti-Dengue Task


Force to aid in the implementation, enforcement and monitoring of policies in Dengue
Prevention, including the implementation of DOH’s Enhanced 4S Strategy, the conduct
of the Search and Destroy Dengue, the 4’o’Clock Habit para Deng-Get-Out activities,
facilitate chemical interventions such as spraying and larviciding, and implement the
DOH’s “Checklist for Dengue Epidemic Preparedness and Response" for Barangay San
Carlos, as well as to conduct other educational awareness campaigns, information
dissemination programs, and capacity building programs, that will inform the
constituents and train enforcement officers.

The Task Force shall be composed of the following:

The Members of the Task Force shall discharge the duties and functions as provided
under Section 1 of this Order.

SECTION 2. Separability Clause. — If any part or provision of this Executive Order is


declared unconstitutional or invalid, the same shall not affect the validity and effectivity
of the other parts or provisions hereof.

SECTION 3. Repealing Clause. — All Executive Orders contrary to or inconsistent with


this Executive Order are hereby repealed or modified accordingly.

SECTION 4. Effectivity Clause. — This Executive Order shall take effect immediately
or after posting in at least two (2) conspicuous places in Barangay San Carlos

DONE, in Barangay San Carlos, Mariveles, Bataan, this 8 th day of October, in the
Year of our Lord, Two Thousand and Nineteen.
