EXECUTIVE ORDER NO. 2021 – 042

FURTHER REORGNIZING THE MUNICIPAL NUTRITION COUNCIL OF THE

MUNICIPALITY OF MONKAYO, PROVINCE OF DAVAO DE ORO

WHEREAS, pursuant to Article 2, Section 15 of the 1987 Philippine Constitution, which

provides that the State shall protect and promote the right to health of the people and instill
health consciousness among them”, and Section 16 Republic Act 7160 otherwise known as the
Local Government Code of 1991, provides that “every local government until shall exercise the
powers expressly granted, those necessarily implied therefrom, as well as powers necessary,
appropriate or incidental for its efficient and effective governance, and those which are essential
to the promotion of the general welfare”.

WHEREAS, it is thereby expressly mandated that local government units are charged
with the promotion of health and safety within their respective jurisdiction. Letter of Instruction
N0. 441 of 1976, stated that to address malnutrition, it mandated the Department of the Interior
and Local Government to establish a functioning nutrition committee at all levels;

WHEREAS, in order to reduce if not eliminate the problem of malnutrition, the local
government has extended a Municipal Wide Nutrition Program through the creation of a
Municipal Nutrition Council and by ensuring that it is functional in accordance with existing
guidelines. Such committee is tasked to plan, implement and monitor the nutrition programs of
the local government unit of Monkayo, to effectively carry out the primary programs of this
administration under the developmental goals od Responsive Local Governance;

NOW, THEREFORE, I, MANUEL “WAY KURAT” E. ZAMORA, Municipal Mayor,

Monkayp, Davao de Oro, by virtues of the powers vested in me by law do hereby ORDER
REORGANIZING THE MUNICIPAL NUTRITION COUNCIL OF THE
MUNICIPALITY OF MONKAYO, PROVINCE OF DAVAO DE ORO.

SECTION II. FUNCTIONS

1. Formulate and implement local food and nutrition policies, plans and interventions for
nutrition improvement;
2. Monitor and evaluate the efficiency and effectiveness of the plan for nutrition
improvement;
3. Identify and mobilize local resource for nutrition interventions;
4. Advocate for local support for the nutrition plan.

SECTION III. EFFECTIVITY. This Order shall take effect immediately.
