Hon. Emmanuel L. Iway as the presiding officer, conducted the 1st ELHB meeting for the year
2023. for the year 2021. The Expanded Local Health BoarMrs. Rosemarie Pocong led the prayer
followed by a roll call and the Hon. Emelialureading of the previous minutesMs. Jaime Lynne S.
Bulandres, Nurse II/Nutrition Point Person. Mayor Iway updated the board regarding training of the
ultrasound as soon as possible and the cataract operation this coming March 2023. He also wanted to
schedule the blood donation this coming May 2023. Ma’am Florence A. Pilas 1 st reported the result of
the monitoring and evaluation of the DRRM-H last October 2022 with Dr. Shelby and staffs. She
emphasized that some of the required documents were already accomplished however the DRRM-H
plan must be submitted and approved in the Sanguniang Bayan. Dr. Mahinay also mentioned that all
RHUs and Hospital are encouraged to have their DRRM-H institutionalized. The MOA in pharmacy and
Ambulance are also required in the DRRM-H institutionalization. The number of personnel required to
have BLS and SFA, HERO and WASH were also discussed. On the other hand, John Francis C.
Alpuerto – MESU point person talked about the executive order of the disease surveillance and its’
members. Moving forward, Jody Mae D. Tejedor discussed the dengue cases as of February 2023 with
24 cases. Barangay South Poblacion has the most number of dengue cases with 8 cases, North
Poblacion 7 cases and Cantupa 3 cases. Contact Tracing and case mapping were done in the target
barangays. Dengue Surveillance and intensified dengue integrated management were also conducted.
She also talked about requesting an ordinance regarding institutionalizing of the anti-mosquito borne
disease prevention and control program to penalize households who will not cooperate in maintaining
cleanliness in the barangays in order to prevent dengue cases. Meanwhile, Dr. Fontini Cruz mentioned
that he went to DOH and tried to submit the documents but was unsuccessful because they lack some
of the required papers. He also mentioned the set-up and the equipment needed for the licensing. MOA
of ambulance, kitchen and linen were also discussed. He also gave emphasis to the hiring of licensed
security guard as one of the requirements of the licensing. Conversely, Mark Anthony S. Longinos –
Non-communicable Point Person discussed the smoking cessation. He discussed the increasing use of
tobacco all over the Philippines. He pointed out that 8 out of 10 people tried to stop from using tobacco
but failed because of the lack of program regarding smoking cessation. He talked about the
implementation of the existing ordinance of the municipality. He mentioned section 5 of the ordinance,
Smoking in the Public Areas. Smoking shall be absolutely prohibited in the following public places:
Center of youth activity, elevator and stairwells, location in which fire hazard are present, within the
buildings and premises of public and private hospitals, public facilities and food preparation areas.

Mayo Iway suggested that the Traffic Enforcer/Discipline Officer will help in the implementation of the
ordinance.
Furthermore, Chutsvieka May Pacatang - NDDP discussed the Tutok Kainan among 6-23
months old children on the selected barangays in the municipality that will last for 120 days. Dr.
Mahinay asked regarding strategies when it comes to the increasing number of teenage pregnancy.
Mrs. Charo Mae M. Gabunilas – Master teacher 1 informed the board about the integration of sex
education to their lessons such as health since there is no particular program that can cater teenage
pregnancies. According to Sir Gilbert Dacanay – ML Pantawid, they can allow health personnel to
discuss during the Family Development Sessions in the barangays. They were also planning to
continue the Youth Development Session in coordination with Department of Education.

encoders who will be accountable in encoding these information. He also mentioned that vaccination
card must be encoded correctly to the system to avoid future problems upon travelling. On the other
hand, Ms. Florence A. Pilas discussed the 3-day National COVID-19 Vaccination days this coming
November 28, 29 and December 1, 2021. She invited allied health workers, teachers and other
professionals as volunteers on the said activity. She also mentioned that DOH will allocate10,000.00 to
be used in the National COVID-19 Vaccination days.
Furthermore, Mayor Iway clarified about the Important agendas were legibly discussed and
presented by Dr. Lenel Cathlyn B. Mahinay such as COVID-19 status with 46 active cases; COVID-19
vaccination where 9% of the eligible population were fully vaccinated; proposal of 5 new construction of
BHS for Health Infrastructure namely BHS Aya, BHS Aniniaw, BHS Cangabo, BHS Pangca, and BHS
Mambulod. The proposed construction of a new isolation facility worth 10 Million was then mentioned
by Mayor Iway along with the proposed laboratory equipment that was requested to the Department of
Health awaiting approval. He also cited the alarming number of deaths in the municipality in 2 weeks
and urge the Barangay Captains to monitor for possible COVID-19 causes to take appropriate actions.
Moreover, Ms. Florence A. Pilas outlined the consolidated Action Plan during the MHSSP Module 1
training of the members of the expanded local health board last October 11-12, 2021. The plan
suggested strategies and interventions that can address the identified health problems specifically the
increasing malnutrition rate, low coverage of Fully immunized Children, and an Increase in Teenage.
On the other hand, Ms. Pilas then discussed the registration and accreditation of the Barangay Health
Workers in La Libertad. She stated that before a Barangay Health Worker will receive the incentive and
benefits of a BHW, he/she should be accredited first by the expanded local health board following the
Republic Act of 7883 otherwise known as the BHW Incentive Act. She relayed to the board that a total
of 176 BHWs are working in the barangays of La Libertad. Hence, the expanded local health board had
reconsidered the BHW Benefits and Incentive Act through the following resolution.
Vaccination status of teachers in DEPED starting December 1. Ms. __________________
stated that unvaccinated teachers are required to bring their medical certificate and antigen result upon
going to work. The antigen result is valid for one week only while RT-PCR is valid for one month.
Moving forward, Mr. Mark Anthony S. Longinos, Philpen Focal point person discussed the

status of our essential drugs for hypertension, diabetes mellitus and other non-communicable diseases.
He stated that by 2022, DOH will no longer provide the said drugs to LGUs and that the LGU will solely
shoulder the procurement. A total of 1.5 Million are allocated to the essential drugs alone based on the
procurement in the past months as mentioned by Mr. Longinos. There were 2095 individual
masterlistedmaster listed to the PHILPEN by the nurses and midwives. Aside from the PHILPEN
program, he also talked about the poor implementation of the smoking cessation ordinance dated 201.
He asked the board to strengthen and revisit the said ordinance. Mayor Iway commented that the 1.5
million allocation is not enough for those essential drugs and that t the LGU can provide more in order
to sustain the procurement. However, he also wanted to make sure that the people are religiously

WHEREAS, RA 7883, otherwise known as Barangay Health Workers Benefits and Incentive
Act, states that a Barangay Health Worker refers to a person who has undergone training programs
under any accredited and non-government organization and who voluntarily renders primary health
care services in the community with the guidelines promulgated by the Department of Health;
WHEREAS, RA 7883 states that a BHW shall be accredited by the Local Health Board in
accordance with the criteria and requirements set by the Department of Health along with the
Registration and Accreditation committee of the Local Health Board;
WHEREAS, the number of BHWs shall also depend upon the recommendation of the Barangay
Captains of the different barangays of La Libertad;
WHEREAS, an additional BHW can be accommodated and accredited by the Local Health
Board as long as he/she has undergone training programs;
WHEREAS, the Following Barangay Health Workers rendered health services and qualified to
perform their duties and responsibilities as evidence by their accomplishment report as follows:

Lastly, the BHW accreditation was discussed by Dr. Mahinay emphasizing vaccinated BHWs.
THEREFORE, premises considered, this board hereby resolves as it is hereby resolved with the
motion of Hon. Teresita S. Gallosa and seconded by Ms. Florence Pilas the registration and
accreditation of the foregoing active 176 Barangay Health Workers effective January 1, 2021 –
December 31, 2021.
Unanimously approved.

The Chair of the committee then suggested to the board an additional Barangay Health Workers
in all Barangays if possible, to lessen the workload and improve the quality of care.
Other matters:
The Doctors hired and assigned here in La Libertad were also presented by Mayor Iway
emphasizing the new Psychiatrist Doctor that caters to mental health patients every second of Tuesday
of the month. He then continued to discuss the proposed cataract mission and the upcoming Blood
donation on November 18, 2021.
Furthermore, the board addressed maternal death in Barangay Mandapaton. Mayor Iway then
recommended to the board that prior to their expected date of delivery, pregnant women must be
monitored closely by the assigned midwife and BHW. The Barangay Council must also assist in
ensuring that the pregnant women will be at the lying-in clinic one week before the expected date of
delivery.
To continue, Ms. Chutsvieka May Pacatang- Nutritionist Dietician asked permission to the chair of the
committee for a joint meeting with Municipal Nutrition Committee. The current nutritional status of La
Libertad presented by NDDP - Ms. Pacatang showed that Martilo with 37.65% being the top 1 in
malnutrition rate in the Municipality followed by Guihob, Manluminsag, Eli, Nasunggan, Mambulod,
Elecia, Pitogo, Maragondong, and Talayong. Per eOpt plus for 0-59 months children were done last
January to March 2021 and monthly monitoring for malnourished children thereafter. Barangay Nutrition
Committee meetings were done every quarter in all barangays and proposed activities and plans for
nutrition were raised. Also, there was a formulation of barangay nutrition action plans and eOpt plus
validation. Part of the first 1000 days law, routine basic services such as prenatal services and
micronutrient supplementation. Dietary supplementation by the NNC called Tutok Kainan
supplementation program (TKSP) participated by all 29 barangays from April to July 2021 yielded
beneficial effects to the pregnant women and the newborn as well. There was also the creation of
breastfeeding support groups in some barangays called PAPADOR (papa let us do our responsibility)
which aims to promote and intensify advocacy on exclusive breastfeeding. Nasunggan is the pioneer
barangay for the said advocacy while other barangays are now organizing it as well. Currently, there
were 5 barangays selected by the NNC region 7 to be the beneficiaries of Tutok Kainan
supplementation program for 6 to 23 months old children namely: Barangays Nasunggan; Pacuan,
Kansumandig; North Poblacion; and Solonggon. This supplementation according to Ms. Pacatang
utilized prepacked or prefilled commodities or ready-to-cook supplies and will be given for 180 days.
Master listing of the eligible children is ongoing. A proposed plan by the Mayor in order to sustain the
program to look for possible interventions and monitoring of these pregnant women and malnourished

children is also suggested to the board. The challenges in the eOpt plus validation were the lack of
calibrated measuring or monitoring tools in the 29 barangays. The board agreed that the LGU will
assist. Since there were no additional matters discussed, adjournment of the meeting was unanimously
approved by the boardmoved by Ms. Teresita S. Gallosa. Florence A. Pilas, and seconded by Hon.
Ronie T. Facturan.
