Executive Order No. 18 – 2024

CREATING AND ORGANIZING THE BARANGAY HEALTH BOARD (BHB) IN
BARANGAY AGNIPA, MUNICIPAITY OF ROMBLON, PROVINCE OF ROMBLON.

WHEREAS, Section 102 Republic Act 7160, otherwise known as the Local Government
Code of 1991 provides that there shall be established in every municipality a municipal Health
Board;

WHEREAS, there is a need of creating and organizing the Barangay Health Board in all
Barangays in the municipality of Romblon to provide health system that is equitable and
responsive to the needs of the constituents;

NOW, THEREFORE, I ANDRES M. MANGARING JR., Punong Barangay of

Barangay AGNIPA, City/Municipality of ROMBLON, ROMBLON, by virtue of the power
vested in me, do hereby direct and order the following:

SECTION I-Organization of the Barangay Health Board (BHB) shall be constituted as

follows:

SECTION II-Functions of the BHB shall perform the following function:

1. Prepare Annual Health Plans, in accordance with standards, criteria and priority programs
set by Municipal Health Office;

 2. Allocate budget for the implementation of health programs and maintenance of the health
facilities and services within the locality;
3. Provide legislative support to health programs, endure availability and accessibility of
basics barangay health services, medicines and adequacy of compensation of community
volunteers;
4. Initiate community-driven health programs and ensure community participation in the
implementation of the programs; and
5. Serve as the advisory committee to the Municipal Local Health Board on health matters
such as area-based program planning for health, community health and organization,
maternal and infant death reviews, among others.

SECTION III-MEETINGS AND QUORUM.

1. The BHB shall meet at least once a month or as often as may necessary;
2. A majority of all its members shall constitute a quorum, but the chairman or vice-
chairman must be present during the meeting where budgetary proposals are being
prepared or considered. The affirmative vote of all the majority of the members shall be
necessary t approve such proposals.

SECTION IV-COMPENSATION AND REMUNERATION.

The Chairman, the Vice-Chairman and Members of the Barangay Health Board (BHB)
shall perform their duties as such without compensation and remuneration. Members thereof who
are NOT government officials and employees shall be entitled to necessary travelling expenses
and allowances chargeable against the funds of the BHB, subject to the existing accounting and
auditing rules and regulations.

SECTION V-REPEALING CLAUSE.

All prior issuances inconsistent herewith shall be seemed superseded by this order.

SECTION VI-EFFECTIVITY.

This Order shall take effect upon approval.
